MEMORANDUM FOR INSERT CONTRACTOR’S NAME

SUBJECT: Base Contractor’s Storage Lot Agreement and Disclaimer

1. The purpose of the Contractor Storage Lot Agreement is to inform the Prime contractor of Cannon Air Force Base’s expectations for providing a safe and environmentally sound storage location while under an active contract. Therefore, the following items are not authorized:

a. Controlled substances or firearms

b. Vehicles, trailers, etc; or any other mechanical devices in a non-operating or non-functioning condition

c. Oil, batteries, or any chemicals deemed hazardous by the Hazardous Material Pharmacy (Hazmart Pharmacy)

d. Excess pallets, excess wood, scrap metal, trash, machine or engine parts. Excess wood and pallets shall be defined at those materials not necessary for use during any currently awarded contracts.

e. Vehicles requiring registration or licensing that are not current with the Department of Motor Vehicles and Cannon Air Force Base

2. Repair work on any type of machinery is not authorized in the Contractor Storage Lot (CSL) to eliminate the potential of oil spills or contaminates. If a lot has been contaminated, it will be reported as soon as possible to 27 CES/CEV (784-1099) for action/remediation, at the contractor’s expense. Storage of hazardous waste and material is not permitted in the storage area.

3. All vehicles, RVs, and trailers shall be maintained in a proper operating condition at all times and must have current insurance coverage. Vehicles, RVs, trailers, etc; shall not be stored on jacks or blocks.

Additionally, vehicles will not be stored outside of the lots on grassy areas.

4. Each assigned lot shall have a weather-proof sign posted on the external gate listing the prime contractor in whose name the lot is assigned, contact information to include both phone and primary email, the current contract number(s), and the expected contract completion date of the contract(s). The sign shall be at least one foot by one foot, but no more than two foot by two foot, in dimension. The information contained on the sign shall be protected from the elements by plastic, laminate or plexiglass.

The contractor also has the option of painting the information directly on the material, but the sign must be legible at all times. The sign may be wood, steel, or heavy duty plastic.

5. One container, supplied with electricity as needed by the base, per lot is authorized. Any additional office trailers/connexes/sheds are not authorized and shall not be provided power. A container shall be defined as a structure that can be completely enclosed through a locking mechanism, has a minimum of one door, and has no open faces.

6. If a contractor deems that an additional lot is needed for storage, a request will be made of CEPM NCOIC in writing, either by email or memorandum. Confirmation from the CEPM NCOIC in writing will be required prior to occupation of lot.

7. Areas inside the CSLs must be kept clean and present an orderly configuration. Compliance with CAFB standards with regards to cleanliness inside/outside fence shall include, but is not limited to the removal of tumbleweeds, leaves, grass, weeds, trash, etc. It is recommended that all lots be cleaned weekly or more frequently as determined by the 27th SOCES. Failure to properly maintain a clean lot may result in the contractor being removed from the CSL at no additional expense to the government and may affect future requests for storage areas at the lot. Contractor is responsible for all maintenance within 5 feet of the contractor’s assigned area’s perimeter, with the exception of adjoining occupied lots. The contractor’s required maintenance shall include the complete interior of the assigned lot. Grass shall not exceed 2 inches in height. Demolition debris shall not be stored inside the CSLs.

8. Tarps shall be used for loose / granular material, and secured in a way that will prevent high winds from dislodging material. If the material in question is able to be dislodged by high winds, it must be secured. If loose items are found to be blown around the lot, the items shall be secured with a tarp, rope, or container, as deemed sufficient for protection from the elements.

9. All wood, plumbing pieces, loose cables, tools and metals shall be stacked in a neat orderly appearance. This list is not all-inclusive.

10. Upon contract completion, the Prime contractor shall clean and vacate the assigned storage lot and inform a representative from the 27 CES/CEP no later than 30 days after beneficial occupancy/acceptance of the project by the government. Failure to clean the lot properly prior to vacancy may result in the contractor being denied usage of any requested storage lots in the future. The option will be given to the contractor regarding ownership of the fence after completion of the project. If the contractor determines it will be more feasible to leave the fence in-place and turn it over to the government, a memorandum of record will be written by the NCOIC from Construction Management, or the next higher-up, and signed by the contractor.

11. The Electrical Requirements are as follows:

a. An in-line meter box on the exterior of the trailer with a standard single phase watt hour meter, preferably a Schneider electric power ion 8600 series meter as that is the base standard for metering.

b. 1” rigid conduit exiting the trailer transitioning to a 1 inch 90 degree sweep in either rigid metal or PVC. The base of the sweep shall terminate no less than 20 inches below grade or more than 30 inches below grade.

c. 1” schedule 80 pvc pipe run underground at a depth of not less than 20 inches, and not more than 28 inches deep. This conduit will terminate in one of the above mentioned hand holes without cutting into the hand hole.

d. No less than 4 each #6AWG conductors will be pulled from the trailer, through the hand hole and into the main panel. This wire will terminate as follows: 1 green or bare wire to the ground lug, 1 white or natural grey wire will terminate into the neutral buss, the remaining two wires will terminate on a 2 pole, 60 amp breaker provided in the service panel.

e. When trailer is removed, all accompanying electrical apparatus must be removed.

f. For a single trailer (one off), the following will be an acceptable statement of work:

1. Determine nearest source of usable power by liaising with the electrical shop through contract management.

2. Install copper wire (thhn or thwn) in the following sizes, not to exceed the following lengths:

a. Less than 20 feet, unidirectional, #6, 4 each in 1” sched 80 PVC

b. 21 feet to 84 feet, unidirectional, #4, 3 each plus 1 #6 ground in 1” sched 80 PVC

c. 84 feet to 109 feet, unidirectional, #3, 3 each plus 1 #6 ground in 1 ¼” sched 80

d. 110 feet to 139 feet, unidirectional, #2, 3 each plus 1 #6 ground in 1 ½” sched 80

PVC

e. 150 feet to 175 feet, unidirectional, #1, 3 each plus 1 #6 ground in 2” sched 80 PVC

g. Lengths over 175 feet will necessitate installation of a transformer nearer the site. See HV below

h. Install low voltage cables in PVC underground at a depth of not less than 20 inches, and not more than 28 inches deep. This conduit will terminate at a 60 amp single phase disconnect bolted to the source. The electric shop will mount and terminate the line side of the contractor provided disconnect. Sweeps will be used (or made) to turn up and into the disconnect. The PVC may be used to perform very large diameter sweeps underground (less than 1 foot per ten feet of length).

i. The trailer shall be wired with the appropriate size wire into the main panel using rigid metal conduit. This wire will terminate as follows: 1 green or bare wire to the ground lug, 1 white or natural grey wire will terminate into the neutral buss, the remaining two wires will terminate on a 2 pole, 60 amp breaker (main) provided in the service panel.

j. HV installations: Install a transformer as close to the site as possible Transformers will be single phase, no less than 10kVA in either 7200 or 2400 primary voltages with a secondary of 120/240. The transformer must be fed by #2 AWG 15kV 133% insulated XLPE shielded conductor buried a minimum of 36”, concrete encased. No live front transformers or HV apparatus will be used. HV lines must be kept to under 490 feet unidirectional. Sectionalizer cabinets will be utilized for runs over 490 feet. All newly installed HV lines must be fault tested with a 5000 VDC megohmeter prior to commissioning. 200 amp load break elbows must be the termination method on all terminations for temporary power unless all that is available at the source is 600 amp dead break elbows. Contractors must provide and install the terminations. Contractors must work with the electric shop, through the contract manager to coordinate power outages to connect HV lines.

12. Further clarifications not specifically written in this agreement can be found in OSHA standard 1926.250

13. Fencing will be installed at the contractor’s convenience and at no cost to the government.

14. In addition to the expectations above, I, INSERT CONTRACTOR’S NAME, understand that:

a. As long as my company has an active contract with CAFB, my company and my subcontractors are eligible to place equipment/materials/vehicles in my assigned CSL at no charge.

b. My company may not store items, materials, equipment, etc. for any other contractors unless they are subcontractors for my active contract. My company is not authorized to use any other storage lots/spaces/areas other than the one assigned.

c. It my company’s responsibility to keep my equipment/materials/vehicles or personal property secured or locked at all times, other than during active usage, with a company representative on site. My company also understands that no security is provided for the CSL, other than what I install.

d. My company understands that the Government has the right to confiscate any construction material outside the assigned fenced area or within lots that are not signed for by a prime contractor.

e. The United States Air Force, neither CAFB nor its designated officials will be responsible for any damage or theft to my property or contents thereof as a result of vandalism, weather, and other occupants or by any other means to any equipment/materials/vehicles or personal property and contents that is stored in my storage lot.

f. CAFB requires all contractors utilizing the CSL to have full comprehensive insurance coverage to provide financial protection in the event of damage or loss of property. My company understands that we can be held liable for any damages in which my employees, guest, and I may cause to any personal or Government property.

g. My company has and will continue to maintain the required vehicle insurance coverage. Please initial here_______________.

h. If an additional storage lot is needed, I am to submit another request through my Contracting Officer for approval from 27 CES/CEP.

i. Failure to comply with this storage agreement is grounds for removal from the storage lot.

9. Prime Contractor Project Manager: I have read, understand and will comply with all the above requirements in the Contractor Storage Lot Agreement and Disclaimer. And on the next page, I will fill in all the information as best I can. Upon notification of approval, I will perform a check of the assigned area for any existing damage and report it to 27 CES/CEP immediately. Within 10 days of approval, I will also post the requested sign as requested above (see # 4).
