MEMORANDUM FOR RECORD
SUBJECT: Site Visit - FA485518R0003; Project Title - Simplified Acquisition of Base Engineering Requirements (SABER), Cannon AFB, NM.
1. A site visit was accomplished on 4 January 2018 at 09:00 am local time. The site visit began at Cannon Air Force Base (CAFB) for the purpose of initial briefing. Once the briefing concluded, the site visit continued at Melrose Air Force Range (MAFR) for the purpose of Seed Project location identification. Please note, the Government will not provide transportation at any time during the pre-bid/pre-proposal conference. All attendees will be required to supply their own means of transportation. Additionally, vehicles that will be used at MAFR must be operable in off road conditions due to sand and uneven terrain.
2. All site visit participants were asked to sign in. The list of attendees, as indicated on the sign in sheet, and site visit meeting minutes will be posted publicly on FBO.gov.
3. Introductions were made:

Ms. Bernadette Osterhaus, Project Manager, 27 SOCES; and Mr. James Gore, Construction Manager, 27 SOCES

4. Attendees were advised of the requirement to submit all questions in writing to the Contracting Officer and Contract Administrator NLT COB five (5) calendar days following the site visit, which is 9 January 2018. Only those questions asked and answered in writing will be considered binding to the government. 5. The following items were discussed
− Solicitation number FA485518R0003 has a current closing date of 18 January 2018 @ 2 PM local time. Offerors are responsible for submitting proposals (including any revisions, and amendments) so as to reach the Government office designated in this solicitation by the time specified in the solicitation. With exception of hard copy bid bonds and drawings, which must be hand carried or sent by mail, only electronic versions of proposals will be accepted.
− Funds are not presently available for this contract. The Government’s obligation under this contract is contingent upon the availability of appropriated funds from which payment for contract purposes can be made. No legal liability on the part of the Government for any payment may arise until funds are made available to the Contracting Officer for this contract and until the Contractor receives notice of such availability, to be confirmed in writing by the Contracting Officer.
− It is the responsibility of the contractor to monitor FBO for any amendments or changes to the solicitation.

− It is vital to ensure compliance with all proposal submission requirements in Section L.
Section L and Section M contain the proposal preparation instructions and evaluation factors for award. Failure to ensure compliance with all submission requirements could potentially make an offer non-responsive and ineligible for award consideration.
− Past Performance
• Offerors shall provide adequate past performance information on completed or current contracts (including Federal, State, local government and private) considered most relevant in demonstrating the ability to perform the proposed work as identified within the Specifications. Offerors must provide past performance information to establish Recency and Relevancy on all Federal contracts before State, local government or private contracts.
• Limit contract references to work performed in the last five (5) years. All references for work that has not been performed within five (5) years of the issue month of the solicitation will not be evaluated.
• ALL contracts must include a summary of the previous contracts to include the project name, name and address of customer, name, telephone number and/or e-mail of customer contact or contracting officer, dollar value, period of performance, completion date and brief description of work performed.
• It is your responsibility to mail out past performance questionnaires to your previous customer contacts, and ensure they are completed and returned the contracting POC no later than the closing date of the solicitation.
• In lieu of a Past/Present Performance Questionnaire, if a project is currently available in the Contractor Performance Assessment Reporting Support System (CPARS), the contractor should attach the evaluation to the questionnaire with the relevant solicitation number and submit directly to the 27th Special Operations Contracting Squadron office before the official closing date and time.
• Solicitation Standard Form 1442 with all related attachments must be properly completed and returned. Review the instructions in Section L to ensure compliance with all solicitation requirements.

• Answers to the questions will be posted on FBO.gov.
6. Minutes to capture the MAFR portion of the site visit will be documented separately and posted on FBO.gov
