FA485518R0003 – SABER Solicitation Questions and Answers Part 1
1. The Standard Form 1442 it reads the following: Disclosure of Magnitude - Estimated magnitude for the total project is between $10,000,000 and $25,000,000. The maximum for the life of the contract shall not exceed $15,000,000.00. These are a little conflicting of each other.
Clarification would be greatly appreciated.
Answer: FAR Part 36.204 requires all construction solicitations to include the project magnitude, which is a range outlined in that FAR Part and supplemented by DFARS 236.204.
This requirement is capped at $15M for the life of the contract. Since we are capped at $15M, this requirement falls in the magnitude identified in the solicitation, $10M - $25M.
2. Is there a walkthrough scheduled for this project as the solicitation does not identify a date.
Answer: A Pre-proposal conference/site visit will be held on 4 Jan 2018 at 0900. The applicable information is located on page 56 of the solicitation at AFFARS 5352.215-9001, Notice of Pre-
Bid/Pre-Proposal Conference. Please review this provision and follow the required actions to be able to attend.
3. With respect to the RFP for FA4855-R-18-0003, Cannon AFB SABER, we are not seeing any information regarding a site visit. Do you anticipate conducting a site visit? If so, when? Any details you can provide on that subject would be greatly appreciated.

4. In regards to Section L, Paragraph 6.1.2.1.3, referencing the teaming agreement, the paragraph states, “Identify each member’s share of the prospective contract (50/50, 51/49), etc.” The team is a construction prime with a design firm, making it difficult to determine percentages as work/percentage is dependent on task order requirements. Will an explanation in narrative and the scope description in the teaming agreement be acceptable to fully meet evaluation criteria?
Answer: An explanation narrative and scope description in the team agreement will be acceptable to answer the portion of the work the teaming partners will be responsible for.
