FA485518R0003 – SABER Solicitation Questions and Answers Part 2
1. Will a bid bond be required for this project? We see reference in Section L 3.2 of bid bonds being turned in via hard copy. If a bid bond is required what would be the percentage?
Answer: Yes a bid bond is required. The solicitation on page 1, 13B, identifies that “An offer guarantee is required”. Also, FAR Clause 52.228-1, Bid Guarantee, identified on page 26 of the solicitation outlines the requirements for the Bid Guarantee.
2. Provide Progress schedule in AF 3064, please clarify what AF 3064 is.
Answer: The AF Form 3064, Contract Progress Schedule, can be found at solicitation attachment 12.
3. What size of paper documents are required for submission of drawings? Would these be full size 24x36 sheets etc.?
Answer: Design Drawings requirements are outlined in solicitation Attachment 1, SABER
General Requirements, paragraph 1.13 and paragraph 5.0
4. Are drawings included within the number given for page limit requirements? The text on page
43 under technical proposal list the page limits as 50.
Answer: Yes, drawings are included within the page limit given for Volume II.
5. Is there a requirement for CAD/Design work be done on base with AFB computers/equipment? I did some design work on base back in 2009 when I work with a different company and we were required to only work on base with AFB computers.
Answer: No. All computer work accomplished by the contractor will be accomplished on contractor owned computer equipment.
6. Section L paragraph 5.5 In Regard to Subfactor 3: Sample Project, is the expectation to produce designs that would require hiring design professionals such as an architect, engineer etc.? We do see that the requirement is 30% design.

7. Volume IV – Seed Project Proposal: Does the seed project require detailed design, plans, renderings etc. such as listed in Subfactor 3 from above, or does it only require the items listed in 7.2.1 through 7.2.2.5?
Answer: The Seed Project requires the items identified in Section L, Volume IV, as they apply to the Seed Project SOO & Drawings (attachments 42 & 43), and the items identified in the solicitation attachment 1, SABER General Requirements, paragraph 1.11 – Contractor’s
Proposal Package
8. Regarding Volume 1, Subfactor 3, we’re developing a design for the new Guardhouse and had a question regarding the programming intent. The Statement of Objectives identifies 4-inch split face CMU, but also mentioned fully grouted cells. We are proposing a steel stud building with
CMU veneer, but wanted to verify that an 8-inch CMU isn’t needed for added vehicle crash protection.
Answer: 8” CMU is not needed nor required.
9. Was the pre-bid on 1/4/2017 mandatory?
Answer: No, See AFFARS 5352.215-9001, Notice of Pre-Bid/Pre-Proposal Conference, which is included in the solicitation.
10. Are bid bonds only required for the initial sample/seed projects or will they be required for the 15 million SABER?
Answer: A Bid Guarantee is required for the SABER IDIQ and not for the sample/seed projects.
The Bid Guarantee requirement is outline in FAR 52.228-1, Bid Guarantee, which is included in the solicitation. See paragraph (c) of that clause for the amount of the Bid Guarantee.
11. Can Cannon AFB provide the information on the incumbent contractor and what their past coefficient was?
Answer: Cannon AFB does not currently have a SABER IDIQ. The last SABER IDIQ for
Cannon AFB ended on 12 September 2016, and the coefficient is not releasable.
12. Historically how many SABER contracts has Cannon AFB had in the past and what were the award amounts?
Answer: Cannon AFB’s last IDIQ ended on 12 September 2016, and it was a single award
IDIQ with a base year and four option years. The CAP for this IDIQ was $15M.
13. Regarding RS Means, what constitutes a none pre-priced line item?
Answer: The definition of Non-priced Items (NPI) is listed at Solicitation Attachment 01 –
SABER General Requirements, paragraph 1.19.
14. What specific version of RS Means will be required?
Answer: The definitions of RS Means and Unit Price Book (UPB) are listed at Solicitation
Attachment 01 – SABER General Requirements, paragraphs 1.27 & 1.39.
15. Historically, what has been the typical contract award range for the SABER?
Answer: Historically, the minimum for the SABER requirement has been $50,000.00 with a maximum of $15M.
16. Subfactor 3 (Sample Project) - Is there an expectation for drawings and documents to be stamped by a licensed professional such as an architect or engineer? If so, how can this be expected if drawings are to be 30% design?
Answer: Design requirements are outlined in solicitation Attachment 1, SABER General
Requirements, paragraph 5.0, and the Stamp and Seal requirements of the design are listed at paragraph 5.10.
17. Volume IV - Seed Project - Can Cannon AFB provide a list of local professionals in the construction related industries that have been used in the past to do work on base?
Answer: A list of local professionals in construction related industries that have been used in the past to do work on base is unavailable and will not be provided. The interested vendors list on FBO.gov may be accessed for additional information.
