STATEMENT OF OBJECTIVES

Relocate Fuel Tanks to Range Compound

Contract # FA4855-17-X-XXXX

PXLY 14-0455

Revised 18 Jan 2018

1. OBJECTIVE: Construct a new vehicle fueling station in the Northwest Development Area

(NWDA) on Melrose Air Force Bombing Range, with an option to decommission current vehicle refueling area at the B&G.

2. WORK LOCATION: Melrose Air Force Range, NM.

3. PRINCIPAL FEATURES: The work required is to include but is not limited to the furnishing of materials, equipment, facilities, transportation, labor, and supervision required to accomplish the following:

3.1 Construct

3.1.1 Construct a reinforced concrete pad that will hold the three new fuel tanks, identified in Para. 3.3 of this document, within the footprint while allowing separation required in NFPA 30. Pad shall incorporate spill containment system outlined in UFC 3-460-01 Para. 8-14.

3.1.2 Construct reinforced concrete fueling pad and drive way adjacent to the fuel tank pad, a minimum of 12’ wide. Driveway shall connect to the nearest road way, with a dedicated entryway and exit. Final elevation of new access road and pad to match adjacent road elevation at center of existing road. Fueling pad and driveway shall be constructed to hold fully laden Fire vehicles and commercial farming equipment. Concrete fueling pad shall be sloped at 1 percent away from fuel tanks IAW UFC 3-460-01 Para. 7-3.5.

3.1.3 All concrete pads shall be constructed of 5000 PSI concrete, 8” thick with #5 rebar, centered in pad placed at 6” O.C. each way. Footers to be constructed to incorporate the bollards into rebar cage, with minimum of 6” concrete below bottom of bollard. Sawcut 2” deep control joint every 16’. Install 6 mil polyethylene sheeting under fuel tank pad and fueling pad.

3.1.4 Containment sump in drivepath underneath dispensing area, is required unless the dispenser is located within secondary containment.

3.1.5 Excavate existing soil in pad and driveway footprint three feet below existing grade and replace with compacted engineered fill. Compact engineered fill to 95% in six inch lifts. Excavated soil shall be dumped at a site 3.3 miles from project site.

3.1.6 Fuel tank pad shall have 6” steel bollards placed at 4 foot O.C. around entire pad perimeter. Adjust as necessary to facilitate placement, with no bollard more than 4’ O.C. Bollards shall be concrete filled. Bollards at rear of pad shall be removable to allow servicing/removal of tanks, and need not be concrete filled.

3.1.7 Construct a rigid pre-engineered canopy system, with a minimum clearance height of 12’ above finished concrete driveway. Canopy system shall cover fuel tank pad only, IAW UFC 3-460-01 Para. 7-3.7. Slope canopy to drain to back of

PXLY 14-0455 Page 2 of 5 pad away from driveway. Canopy shall be engineered and installed to meet wind load rating of 115 Mph.

3.1.8 Design and install lightning protection IAW UFC 3-460-01 Para. 2-12.3.2.

Provide third party inspection of LPS system.

3.2 Electrical

3.2.1 Install new electrical panel and strut support anchored into concrete pad. Panel shall be water and dust proof, or explosion proof depending on proximity to fuel tanks, with surge protection. Installation shall be IAW UFC 3-460-01 Para. 2-

12.1. Panel shall be covered. Size panel to accommodate all electrical contained within scope of project.

3.2.2 Determine maximum demand, proper voltage, estimated kWH per year, and Lat/Long of nearest service transformer IAW exterior electrical power distribution UFC 3-550-01 and interior electrical systems UFC 3-520-01, and the Lat/Long of the service point (panel to be installed). Provide data to the base energy manager. Coordinate with the base Energy Manager and SOCONS on obtaining a meter base from the local Utility (RCEC or FEC depending on power source). Contractor is responsible for installing the service mast to include weatherhead, Utility provided meter base, a service disconnect (at the base of the pole after the utility's meter, a ground point at the base of the pole, a service lateral to the newly installed panel, and all wiring. The utility is responsible for final connection, so adequate wiring must be installed at the weatherhead to facilitate connection. All work must meet NEC and UFC standards and must pass inspection by CAFB electrical systems personnel and personnel from the utility prior to the utility making up the final connection and energizing the line.

3.2.3 Install four new classified light packs to exterior of canopy system. Exterior lights shall illuminate fueling pad in entirety. Install eight - under canopy, classified light fixtures. All exterior lighting should be controlled by a central photocell, astronomical time clock combination with a keyed maintenance override switch.

Under canopy lighting shall be controlled by a switch, located at the front of the canopy.

3.2.4 Install 2 – properly rated duplex outlets with weathertight box, attached to canopy support, one on each side of pad.

3.3 Fuel Tanks and Pumps

3.3.1 Install two – 2000 Gallon, and one – 1000 Gallon fuel tank, each with integrated, in-tank submersible fuel dispensing pump, meter and dispensing components IAW UFC 3-460-01 Para. 7-6.1.1. Install meter to display remaining tank capacities, such as Veeder-Root Automatic Tank Guage (ATG). Tank strapping charts shall be turned over to the Government.

3.3.2 Hoses, swivels, breakaways, and nozzles attached to the dispensers must meet UL requirements, and comply with operation and maintenance: electrical safety UFC 3-560-01.

3.3.3 Install emergency stop, accessible from fueling pad and clearly identified.

Emergency stop shall incorporate all pumps on one circuit.

3.3.4 Tanks shall incorporate venting, pressure release, and water drawoff IAW UFC 3- 460-01, and NFPA 30. Ensure proper sizing and heights of normal and emergency vents, with conservation caps. UL rated emergency vents must be installed on primary tank and on the interstice. Overfill protection, high level alarm (90%) and visual level gauge (needs to be visible at filling point) are required per AFI 32- 7044, Chapter 2. The fill pipe/tube on the gasoline tank must extend to within six inches of the tank bottom IAW 40 CFR 63, Subpart CCCCCC.

3.3.5 Fuel tanks shall be double walled, incorporating secondary containment, and comply with UL 2085 and NFPA 30 and UFC 3-460-01 Para 8-5.

3.3.6 Install spill prevention equipment that will prevent release of regulated substances to the environment when the transfer hose is detached from the fill pipe (for example, a spill catchment basin) unless the fill port is located within secondary containment IAW NMAC 20.5.4.33.

3.3.7 Install interstitial space moisture alarms with audible alarm on fuel tanks.

3.3.8 Fuel Tanks shall have steel saddles or skids, with bottom of tank no more than 12 inches above grade, IAW UFC 3-460-01 Para. 8-5.2(e).

3.3.9 Install platform with stairs to aid in filling and maintenance of tanks.

3.3.10 Tanks shall be properly grounded with a minimum of #2 AWG copper wire connected to UL listed grounding points, factory installed on the fuel tanks.

Wiring shall be installed in Schedule 80 PVC conduit and will be connected to at least two 3/4" by 10 foot copper ground rods using UL approved connectors.

Ground rods will be driven to 6" below grade and will be accessible through hand holes no smaller than 6" in diameter. Hand holes will be clearly labeled 'grounding'. Tanks and piping must be bonded IAW NEC requirements using listed connectors. Cathodic protection will be installed if necessary by AFU UFC, UFGS, local, state or federal law, and must be installed to current UFC standards.

Tanks shall be bonded together using #6 wire. Bond tanks to bollards and metal overhang frame. Ensure tanks comply with lightning and static electricity protection systems, IAW UFC 3-575-01.

3.3.11 Tanks shall be spaced IAW NFPA 30 and UFC 3-460-01 Para. 8-3. Configure tanks so pump is accessible from fueling pad. Maintain minimum of 15 Ft from tanks to nearest building. Tanks must maintain a minimum of 50 Ft from overhead power lines. Maintain minimum shell to shell distance between tanks IAW NFPA 30 Para. 22.4.2.

3.3.12 Install the tank so that the bottom slopes downward toward one end at a slope of 1 percent. Locate transfer pumps or suction piping at the high end of the tank;

locate water drawoff at low end of the tank, IAW UFC 3-460-01Para. 8-5.2(b).

3.3.13 Pressure check tanks after installation and have tanks inspected prior to commissioning IAW UFC 3-460-01 Para. 8-5.2.

3.3.14 Tanks shall be marked IAW MIL-STD-161 and AFI 32-7044.

3.4 Option 1 - Demo

3.4.1 Demo and remove existing fuel tanks, located at the B&G, IAW local, state, and federal guidelines.

3.4.2 Demo and remove concrete pads, bollards, grounding apparatus, etc. associated with the fuel tanks. Demo electrical circuit back to source.

3.4.3 Test soil that may be contaminated with petroleum products. Remediate any petroleum contaminated soil, as necessary to a depth of 1’ below grade, IAW local, state, and federal guidelines.

3.4.4 Backfill remediated area to surrounding grade with suitable fill.

3.4.5 Recycle removed material through approved local recycler to greatest extent possible.

3.4.6 Demo of tanks shall be phased to ensure new refueling area is constructed and operational prior to taking old tanks out of service.

4 PERFORMANCE PERIOD: 120 Calendar days to include submittal processing and material procurement.

5. NON-TYPICAL ISSUES/ITEMS: None

6. RELATED PROJECTS: None

7. SAFETY: All OSHA, AFOSH, EM 385-1-1, and other applicable DOD Standards apply as stated in SABER contract FA4855-17-X-XXXX.

8. SPECIFICATIONS: All materials and construction criteria used in SABER contract

FA4855-17-X-XXXX, will be strictly adhered to, as well as UFC 4-010-01 DoD Minimum Antiterrorism Standards for Buildings, UFC 04-022-01 Security Engineering: Entry Control Facilities/ Access Control Points. Contractor shall provide list of specifications. Tanks and installation shall comply with NFPA 30A, NFPA 30, UFC 3-460-01 and AFI 32-7044 and NMAC 20.5. Where there is conflict between regulations, the most stringent regulation shall prevail.

9. SPECIAL REQUIREMENTS:

9.1 Materials must be commercial/industrial quality and made in the U.S. per the Federal

Acquisition Regulation Volume I, Part 25, Subpart 25.2.

9.2 Project site located on sandy unstable soil. Access to the site will require travel on unimproved roads.

9.3 In the event of strong wind and monsoon conditions, contractor will secure all materials at no cost to the government.

9.4 It is the Contractor’s responsibility to verify all measurements prior to submitting their proposal.

9.5 Protective laser eyewear: The contractor is required to use/wear protective laser eyewear when instructed to do so (when laser operations are active) by the range control officer.

Laser eye protection shall be in accordance with ANSI Z136.1 and CE EN207 and shall protect from the following laser types: ARGON, NDGA/YAG. Utmost care should be taken to maintain the integrity of these glasses as minor scratches can render them ineffective for use in protecting eyes from laser damage. The contractor shall propose to purchase one set of eyewear for each prime and subcontractor employee who will be working on this project. The government will only reimburse the contractor for the first set of eyewear to be issued to each employee. Any damaged eyewear shall be replaced
