MEMORANDUM FOR RECORD
SUBJECT: Site Visit - FA485518R0003; Project Title - Simplified Acquisition of Base
Engineering Requirements (SABER), Melrose Air Force Range (MAFR), NM.
1. The purpose of this memorandum is to document the second portion of the SABER site visit, which was accomplished at MAFR on 4 January 2018 and began at 12:30 PM local time.
2. All site visit participants were asked to sign in at the MAFR range office. A range safety briefing video was then shown to all attendees.
3. The government personnel that attended the second portion of the site visit are as follows:
Ms. Sarah Muraco, Contract Administrator, 27 SOCONS*;
MSgt Luis Cibrian, Construction NCOIC, 27 SOCONS;
Dr. Jessica Baker, Contract Administrator, 27 SOCONS
Mr. Manuel Vasquez, SABER Program Manager, 27 SOCES**;
Mr. Kirk Reader, SABER Chief, 27 SOCES;
Ms. Bernadette Osterhaus, Project Manager, 27 SOCES; and
Mr. James Gore, Construction Manager, 27 SOCES
* 27 SOCONS – 27th Special Operations Contracting Squadron
** 27 SOCES – 27th Special Operations Civil Engineering Squadron
4. Attendees were again advised of the requirement to submit all questions in writing to the
Contracting Officer and Contract Administrator NLT COB five (5) calendar days following the site visit, which is 9 January 2018. Only those questions asked and answered in writing will be considered binding to the government.
5. The site survey began at the Bombing and Gunnery (B&G) area where three (3) fuel tanks and the fueling area are presently located. It was pointed out that the location of the power source for the dual tank set up leads to a nearby shed and the location of the power source for the single tank set up leads to the nearby fire station.
6. The site survey then continued to the North West Development Area (NWDA). While at this location, all attendees were made award of overhead powerlines, as indicated on the solicitation attachment 43, Seed Project Attachments. It was restated to all participants that all tanks must maintain a minimum of 50 feet from overhead power lines, as indicated in the solicitation attachment 42, Seed Project Statement of Work.
7. The MAFR portion of the site visit concluded at approximately 2:30 PM at which time all attendees were escorted off of the range.
