FA485518R0003 – SABER Solicitation Questions and Answers Part 3
1. In reference to Volume IV, Seed Project Proposal, the seed project attachments 42 and 43 are missing information to properly price demolition or electrical requirements. Could the government please provide the existing drawings for the current refueling station?
Answer: Supplementary drawings have been included in the updated solicitiation attachment 43, which was accomplished in the solicitation amendment 01.
2. Volume IV - Seed Project - If the seed project proposal amount is higher than the estimated amount by Cannon AFB will this the project still move forward?
Answer: The Government estimate for the seed project has not been released, nor will it be released. Adequate competition is anticipated for this acquisition, and the Government has no concerns with the IDIQ acquisition or seed project.
3. Volume IV - Seed Project - Is there a requirement for the Seed Project to be estimated with the
RS Means cost book or can this be a lump sum number?
Answer: The solicitation Section L, paragraph 7.2.1 provides the information regarding the seed project bid schedule/pricing.
4. Volume IV - Seed Project - The provided drawings for the seed project are minimal at about
30%, will additional drawings be required and if so are these drawings expected to be stamped by a licensed professional? If so, how can this be expected if drawings are to be 30% design?
Answer: Design package requirements are outlined in Para. 5.2.1 of the general requirements.
This is the standard for proposal requirements. If design requires engineering, stamped drawings will be required.
5. Volume IV - Seed Project - Are there additional specifications and design standards for
Cannon AFB in regard to civil/road design that we are not finding is the provided documents for this SABER?
Answer: The SABER specifications provide direction for most construction and renovation tasks. Para. 1.25.1 of the General Requirements (attachment 01) states how to handle situations where no specification exists for a task in the SABER specifications. All CAFB design criteria have been submitted with the solicitation. Para’s. 5.15 and 5.16 of the General Requirements explain other Govt. references that impact design of construction.
6. Volume IV - Seed Project - Will old fuel tanks be saved and reused by Cannon AFB or will by need to be removed completely from the AFB?
Answer: The tanks shall be removed and recycled, if possible, per the Seed Project Statement of
Objectives (attachment 42) para’s. 3.4.1 and 3.4.5.
7. Volume IV - Seed Project - Is there a location on base where contaminated earth material can be deposited (If found) or must it be removed completely from Cannon AFB?
Answer: All remediated soil will need to be removed from the Government Installation.
8. Volume IV - Seed Project - Will the existing metal stairs used to access the fuel tanks be reused on the new fuel tanks?
Answer: No, the existing stairs shall be demolished as identified in the Seed Project Statement of Objectives (attachment 42). Stairs and catwalks shall be accomplished as identified in drawing
S-100 of the Seed Project Attachments (attachment 43) and shall be constructed with a platform height which allows safe maintenance on top of the various approved tanks provided.
9. Volume IV - Seed Project -Are there any as-built drawings for the existing fuel tank location show depth of concrete bollards etc.?
Answer: Unfortunately, no as-built exists detailing this area or the depth of the bollards;
standard practices are bollards are installed at same depth that they have above ground.
10. Section L, Instructions, Conditions and Notices to Bidders, Paragraph 10. Questions (page 52 of 65) states “….all questions must be submitted electronically to the individuals(s) listed below no later than close of business 5 business days after the preproposal conference”. The Pre-proposal conference/site visit was held January 4, 2018, as indicated by the Government’s
Q&A_Part 1 document. This would allow contractors to submit questions NLT January 11, 2018. However, the Memorandum of Record, dated 4 January 2018, Item 4. States “Attendees were advised of the requirement to submit all questions in writing to the Contracting Officer and
Contract Administrator NLT COB five (5) calendar days following the site visit”. This would make the deadline January 9, 2018. Please clarify which due date is correct?
Answer: All questions must be submitted electronically no later than close of business 11
January 2018. Amendment 01, accomplished on 10 January 2018 has updated AFFARS
5352.215-9001 Notice of Pre-Bid/Pre-Proposal Conference, to reflect that questions must be submitted no later than 11 January 2018.
11. In order to provide Contractors adequate time to review and formulate questions regarding the Solicitation and it’s Sample Project and Seed Project, will the Government consider extending the questions due date further?
Answer: No additional time past 11 January 2018 will be provided.
12. Section B – Supplies or Services and Prices, Notes: Item 4, Page 4 of 65 states “This figure will be used by the Government to determine which offeror has provided the lowest overall price to the Government”. Is it the Government’s intent to use Source Selection based on Lowest
Price Technically Acceptable? If not, please clarify the Source Selection approach.
Answer: The Government is not doing a Lowest Price Technically Acceptable approach for this acquisition. Section M on page 51 of the solicitation in paragraph 1 outlines the Source
Selection approach being used.
13. Per the solicitation the drawing package that will be required for submission needs more information to be completed properly, thus, we are requesting that the proposal due date be extended. This will allow time for the questions to be answered and give the design teams and contracting teams the ability to properly price and assemble the information.
Answer: The proposal due date has been extended to 23 January 2018 in Amendment 01 accomplished on 10 January 2018.
