FA485518R0003 – SABER Solicitation Questions and Answers Part 5
1. Will there be a requirement for all personnel to be a US citizens or will there be exceptions made for individuals with resident green cards?
Answer: A permanent resident card will not prevent an individual from working on the installation, however, a social security card or tax identification card must be presented in addition to a permanent resident card. Each employee working on the contract must be in compliance with AFFARS 5352.242-9000 , Contractor Access to Air Force Installations, and
FAR 52.222-50, Employment Eligibility Verification.
2. Sub factor 3 (Sample Project) - The scope of work says DEMO existing guardhouse. Where is this guard house? We assume this is not an existing building as Sampleland AFB does not seem to exist. This being the case, what quantities are we to demo?
Answer: Supplementary information and drawings have been included in the updated solicitation attachments 40 and 41, which was accomplished in solicitation amendment 02.
3. Volume IV - Seed Project - During the site visit it was observed there was construction work in progress near the location where the future fuel tanks will be constructed, is there an existing master plan, topography, or engineered grading plan of the location in question?
Answer: Supplementary information and drawings have been included in the updated solicitation attachments 42 and 43, which was accomplished in solicitation amendment 02.
4. Reference: 5.5 Sub factor 3. Sample Project. 5.5.1.2-/5.5.2 Detailed Scope/ 5.5.2.1- Sample
Project Schedule/ 5.5.2.3- WTA/ 5.5.3- Proposed Bid Schedule/pricing. All of the items above are interconnected depending on the location of where this project is located. We are asking for more detail in identifying the location with regards to power, water, gas, etc.… The goal is that the bidders would then be able to be analyzed in an apples to apples comparison and not and apple to oranges as the pricing factors may be greatly varied depending on the elements that are included or not included in their proposal.
Answer: Supplementary information and drawings have been included in the updated solicitation attachments 40 and 41, which was accomplished in solicitation amendment 02.
5. Statement of Objectives (Attachment 40) 3.1 Demo states to remove existing guardhouse, electrical/communications, curb and trench from existing sewer and water lines located under backside of existing pad. Please provide existing site layout and utility locations so that we can show a site plan appropriately and price the required utilities to the site.
Answer: Supplementary information and drawings have been included in the updated solicitation attachments 40 and 41, which was accomplished in solicitation amendment 02.
6. Will the government require a commitment letter from proposed key personnel? How will the government enforce that key personnel will indeed be provided once award is made? If providing actual submitted key personnel upon award is not enforceable, what logical value is being assessed by requesting resumes for evaluation?
Answer: Attachment 01, General Requirements, paragraph 2.6 outlines the requirements of
Contractor Professional Qualifications and Certifications for all Key Personnel, and how they will be enforced by the Contracting Officer. Commitment letters will not be required. Resumes are required for planned staffing; The Government understands that staffing can change and changes can be processed after award, as needed, with submission of qualifications per the general requirements; any changes to staffing shall require the same documentation for the new individual as outlined in the General Requirements. All stipulations of the general requirements will be contractual upon award, and will be subject to enforcement by the Contracting Officer.
7. Site visit at Melrose Air Force Range required a brief safety briefing.
a) Will this be a requirement of staff and subcontractors every time we enter MARF or will this be only on initial visit?
b) Will this briefing be required yearly?
Answer: All personnel entering the range will be required to have a safety brief during the initial visit. Subsequent briefings may be required at least bi-annually during season changes, and whenever someone has not accessed the range within a month of previous visit. Contractors and subcontractors will also need to adhere to Attachment 29 – MAFR Standard Operating
Procedure.
8. Attachment 1 para 1.12 states that “A total proposed cost is the software’s compiled PPI totals, with the Cost City Index (CCI), NPI cost, coefficient, and NM Gross Receipt Tax.” This leads us to believe that the NMGRT is added after the contractor’s coefficient is applied very last on the proposal. This is contradictory in our opinion of section 5.4.1.1 on page 46 of 65 of the
Solicitation that states “Examples, not all inclusive, of elements that are typically included in a coefficient are Full Time Equivalents, Labor Burden, Field Office, Home Office, Permits and
Licenses, Mobilization / Demobilization, Minimum Design Costs, Software, References and
Codes, General and Administrative, Bond Premiums, Subcontractor Mark-Up, New Mexico
Gross Receipts Tax, all other taxes, Clean-Up, Quality Control, Overhead, and Profit.”
a) Is the NMGRT part of the coefficient or is it to be added into the cost proposal as the very last multiplier?
Answer: The NMGRT is part of the coefficient as outline in Attachment 01, General
Requirements, paragraph 1.5. Amendment 02 to the solicitation updated the Attachment 01, General Requirements to remove the NMGRT requirement from paragraph 1.12 and added to paragraph 1.5.
9. Attachment 1 para 5.24 states that “Sample Calculations of line items totals, CCI, Coefficient, and NMGRT have been compiled in an estimating software to provide an example of a project
Cost Proposal, a component of the contractor’s Proposal; refer to Cost Estimate Example
(Attachment 28).
NMGRT is mentioned but cannot be seen on the calculations shown on attachment 28. This follows previous question(s) regarding NMGRT. Is it included or excluded in coefficient?
Answer: The NMGRT is part of the coefficient as outline in Attachment 01, General
Requirements, paragraph 1.5. Amendment 02 to the solicitation updated the Attachment 01, General Requirements to remove the NMGRT requirement from paragraph 5.24 and added to paragraph 1.5.
10. Cannon AFB contains 1,581 housing units. Does the government anticipate any work within the housing areas or units themselves?
Answer: Housing on CAFB is privatized. All rental and maintenance of housing is handled by the owning Company. The SABER contract will not alter any housing structures. Projects for civil works and community improvement may be required in the housing area footprint.
11. Are there existing geo technical reports for the construction that is adjacent to the site?
Answer: No geo technical data has been collected from the adjacent sites.
12. Page 43 of 65 of the RFP, paragraph 4.1.2 says ‘Calculate the “Adjusted Estimated Value…” yet Section B, note 3 says “The offeror should not fill in this estimated amount/value.” Please clarify which direction to follow.
Answer: Amendment 02 to the solicitation removed “should not” from Section B note 3, and added “shall”.
13. Do you anticipate an additional extension for the subject solicitation beyond January 23rd?
Answer: The proposal due date has been extended to 26 January 2018 in Amendment 02 accomplished on 19 January 2018.
