FA485518R0003 – SABER Solicitation Questions and Answers Part 4
1. Can you give us an idea as to the past award ranges during the 2016 SABER such as the examples below, and how many awards in each price range? Less than $25,000; Between
$25,000 and $100,000; Between $100,000 and $250,000; Between $250,000 and $500,000;
Between $500,000 and $1,000,000
Answer: The previous SABER IDIQ at Cannon AFB was not used to its full potential and also had a slightly different scope, and therefore any data provided from it would be misleading for this acquisition. If the data is still desired, contractors are able to obtain the information by submitting a Freedom of Information Act (FOIA) Request through the proper FOIA channels – www.foia.af.mil
2. Section B – Supplies or Services and Prices, Notes, Item 2., Page 4 of 65 states “They
(meaning coefficients) include all cost elements not included in the current UPG (e.g., overhead, profit, G&A expenses, bond premiums, gross receipts taxes, quality control, clean-up, subcontractor mark-up, labor burden, mobilization/demobilization, permits and licenses, taxes, depreciation, as-built drawings, submittals, site security, cost of design……”.
Will the Government consider excluding cost of design from the coefficient? In its place, will the Government consider using RS Means line items for Architectural Fees, Engineering Fees, Models, Renderings, etc.? Excluding cost of design from the coefficient should provide the
Government savings, since only RFPs that require design will include RS Means line items for design requirements. Otherwise, Contractors will have to factor in an all-inclusive rate for design costs into their coefficients that will be charged in every line item estimate regardless of whether the project required design or not. In addition, some projects may not need all of the engineering requirements covered by the Contractor’s all-inclusive rate for design costs. E.g., if the Task Order is for a design electrical scope of work, then design costs may just be limited to a line item for electrical engineering fees.
Answer: No, the cost of design is to get the project to the 35% and is associated with general construction. Refer to General Requirements Section 5, which defines Design Requirements and how it will be utilized for the SABER Contract
3. The General Requirements’ Note on Page 14 regarding 2.7.3 Project Superintendent and 2.7.4
Project Foreman states “One of the two personnel identified above (para 2.7.3 and para 2.7.4) shall be on TO specific work site at all times…”. 2.9 Site Supervisor Staff states “A site supervisor shall be identified to the CO, prior to issuance of the notice to proceed of each TO.
The site supervisor will be on the TO specific worksite at any time work is being accomplished.
Will the Government consider deleting the Site Supervisor Staff since a requirement already exist for either the Project Superintendent or the Project Foreman to be at the work site? In addition, is the intent of Government to require the Project Superintendent or the Project
Foreman to be on site only at the time work is being accomplished and not “all the time”?
Answer: Para. 2.9 of the general requirements details the requirement for site supervisor. This position can be filled by either the Site Superintendent, or the Site Foreman. The intent of the http://www.foia.af.mil/
Government is to ensure supervision is on site at all times during construction activities, to ensure safety and answer Government questions or concerns. The Government only addresses the Prime Contractor, not subs. As such, the requirement will not be deleted.
4. Will electronic signatures on documents required by the RFP be accepted?
Answer: Electronic signatures on documents required by the RFP may be accepted, except for the Bid Guarantee.
5. Please confirm that the MAX NET AMT in Section B is not to be filled out.
Answer: Section L paragraph 4.1.2 identifies that only the Bid Schedule listed in Section B is required to be completed.
6. Considering the estimated magnitude of this contract, the key personnel indicated in the RFP will raise the coefficient significantly with little benefit to the government. Will a proposed different set of key personnel be considered?
Answer: The Key Personnel listed in Attachment 01, General Requirements, are the minimum requirements for this acquisition that cannot be changed. This does not preclude an offeror from providing additional personnel as part of their management structure.
7. It appears that the Design Program Manager (DPM) must be employed directly by the GC.
The qualifications of the DPM are typically outside of the requirements of a GC’s operations in-house. Will the government insist that a design professional be employed directly by the GC?
Answer: Para. 2.7.1 does not state that the DPM needs to be solely employed by the contractor, nor do they need to be located at Cannon AFB. We will require qualifications of an individual or firm that you plan to use for design, should you choose to outsource.
8. Will the government please provide historical data from the previous SABER for competing contractors to reasonably base their cost estimations of items included in the coefficient:
• How many task orders were awarded during each year of the previous SABER?
• What were the range in sizes of the awarded task orders?
• How many task orders require 35% or more additional design effort?

Answer: In the solicitation Section L, paragraph 6.1.1.1 and 6.1.1.3, it states “Provide a summary of the previous contracts described above, not to exceed one (1) page of past performance information per reference. The summary should explain what aspects of each contract are deemed recent and relevant as related to the requirements of this solicitation and in accordance with Section M. “ and “In lieu of a Past/Present Performance Questionnaire, if a project is currently available in the Past Performance Information Retrieval System (PPIRS), the contractor should attach the evaluation to the questionnaire with the relevant solicitation number”.
Each offeror’s past performance submitted will be evaluated to determine the recency and relevancy, as outlined in the solicitation Section M, paragraph 7.1 and its sub-paragraphs. It is essential that the past performance questionnaire, PPIRS evaluation, and the summary narrative need to provide enough information for the Government evaluation Team to adequately determine the recency and relevancy as outlined in the solicitation.
10. Is Paragraph 5.0 of the SABER General Requirements applicable to all task orders?
Answer: Yes, refer to paragraph 5.1 and paragraph 1.11 (Contractor’s Proposal Package) for further clarification.
11. General Requirements, Paragraph 2.7.3 Project Superintendent, Page 14, states “If there are
TOs on Cannon AFB and any of its other properties under its jurisdiction, separate
Superintendents will be required for each location”. Is Melrose Air Force Range the only other property outside of Cannon AFB? If not, please provide a list of all other properties under its jurisdiction? In addition, please provide the total number of Task Orders completed in the incumbent’s contract, and how many were located at Cannon AFB, Melrose Air Force Range and on all other properties under its jurisdiction.
Answer: The Work Areas for this SABER IDIQ are identified in Attachment 01, General
Requirements, paragraph 1.40 and paragraph 2.2.
12. General Requirements, Paragraph 3.0 Phase-In Period/Government Furnished Area, Page 19, states “The Government will provide one designated space for the prime contractor to setup a modular office with outside storage for prime and sub-contractor use……”. Will the
Government consider allowing Contractors to find an office and storage space outside Cannon
AFB?
Answer: The SABER contractor can have as many office and storage spaces outside of Cannon
AFB as they deem necessary, but as a minimum per Attachment 01, General Requirements, paragraph 3.2, the contractor shall setup and maintain a contract administration office at this designated space for the duration of the contract. Historically, SABER contractors have maintained an office on CAFB which allows for ease of accessibility for all parties and affords the contractor quicker response time to issues.
13. General Requirements, Paragraph 5.20 Project Estimating/Design Ordering Procedures,
5.20.1.1 states “Payment to provide a complete proposal which is not awarded for construction within the one year of negotiations will be $1,000.00. Please provide the number of Task Orders that the Government did not award throughout the incumbent’s contract periods?

General Requirements, Paragraph 5.20.3.2 states “The normal trend of the SABER contract is the workload varies over the life of the contract and periods occur when the contractor will experience peak workloads, past contract have had as high as 30 task orders at one time. The contractor is expected to manage and staff their SABER team as necessary to meet peak workloads in support of the projects as defined by the active TOs. Peak workloads will not be justification for additional performance time”.
Please provide the number of active TOs per month over the most recent incumbent’s contract periods. Please also identify the number of TOs that required design and the number of TOs that did not require design.

15. Can the government provide the following information on previous IDIQ or SABER contracts held at Cannon AFB?
a) What was the start date of the contract that ended in 2016?
b) How many option years were exercised?
c) Name of contractor(s) that held contract?
d) Did the $15M capacity get met on the previous SABER ending in 2016?
e) If capacity was met, was it exhausted before the base + all option years expired?
f) What is the historical data for dollar volume by year for each contract?
g) What is the historical data for number of delivery orders and the dollar amount of each?

– www.foia.af.mil. The previous contract was awarded on September 13th, 2013 and two option years were exercised. The incumbent contractor is Kautaq Construction Services, LLC.
16. Attachment 1 para 1.11 Phase 1 and 2 states that “Phase 1 will be the design phase and will consist of, as a minimum, 15% design drawings, cost proposal, preliminary SOW defining the http://www.foia.af.mil/ project as outlined in the Government Statement of Objectives (SOO) and the initial site visit, projected time frame and any other documentation references necessary to support the SOW and the cost estimate; anything which will clarify project needs.” “Phase 2 will be the construction phase of the process and will consist of a final SOW, to include specifications listing, working
35% drawings, schedule, all required submittals, etc., which will be based off of, as a minimum, the Government’s SOO, negotiations and any Request for Information (RFI) communications.”
Our concern is that only Phase 1 states that a “cost proposal” will be included at the “15% design phase.” Phase 2 does not indicate that a revised cost proposal is part of that submission. As is common knowledge, work requirements can change drastically between 15% stage and 35% stage creating a potentially substantial cost change. Is it the government’s intent to have a cost proposal only in Phase 1 with no potential for revision based on scope development and government comments from 15% to 35%?
Answer: There are no new design submissions for the start of Phase 2 “the construction phase”;
all factors shall be negotiated and finalized during the Phase 1 portion, with all documents becoming contractual prior to the construction phase.
17. Attachment 1 para 1.39.2 states that “UPB prices were obtained using the RS Means
Facilities Construction Cost Data, exclusive of overhead and profit. Rates are adjusted using the
RS Means Facilities Construction Cost Data, City Cost Index (CCI) for Clovis, NM. Only direct bare costs (i.e. labor, material, and equipment) are priced. All line items in Division 1 will not be used or allowed in the cost proposal. The cost of Division 1 (010-Overhead, 012-Submittals, 014- Quality Control, 015 Construction Facilities & Temporary Controls, 017-Contract Close-out, and 018-Maintenance) should be considered in the coefficient cost (refer paragraph 1.5
Coefficient). Equipment rental and A&E fees should be reflected as non-priced line items and backup.”
The government took time to specifically mention in parenthesis (010-Overhead, 012-Submittals, 014- Quality Control, 015 Construction Facilities & Temporary Controls, 017-Contract Close-out, and 018-Maintenance). Are these the only sub divisions within Division 1 that are included in the coefficient? There are several line items within other areas of Division 1 that are inherent to construction projects and very task order specific. To try to account for all these items in the coefficient would be very difficult and force a contractor to error on the extreme side of caution in preparing anticipated costs within the coefficient. A good example of this is safety fence.
Without knowing how may projects will require safety fence and the footprint that will require fencing, trying to account for this unknown cost in our coefficient is nearly impossible.
Answer: Per General Requirements para 1.39.2 “All line items in Division 1 will not be used or allowed in the cost proposal.” Therefore, all items from Division 1 must be included as part of the offeror’s coefficient. Paragraph 1.39.2 also identifies some items from Division 1 that can be used, but must be submitted as non-riced items.
18. Where can water be accessed for construction use? Are there any government requirements and government costs related to this?
Answer: Non-potable water is available on MAFR range, through Government owned wells and through permissions only and may require backflow prevention dependent on source. Water can also be accessed on CAFB at the fill stands on the installation and through permissions only and may require backflow prevention dependent on source. The Government does not charge for water used for construction.
19. Are we required to have a government escort every time we access the job sites? Are there any government costs for that?
Answer: General Requirements Para. 1.40.2 and 1.40.3 outline this policy. If Government escorts are required, they will be provided at no cost to the contractor.
20. General Requirements, Paragraph 1.39 Unit Price Book (UPB) (RS Means Cost Data Books), Page 10 states “Cost proposal of this contract shall use the following specific volumes of the RS
Means Construction Cost Data titles; Building Construction Cost Data, Assemblies Cost Data, Site Work Cost Data, Facilities Building Cost Data, Heavy Construction Cost Data, Site Work and Landscape Data, Green Building Cost Data, Interior Cost Data, Concrete & Masonry Cost
Data, Mechanical Cost Data, Plumbing Cost Data, and Electrical Cost Data”. Paragraph 4.0
Contractor-Furnished Materials states “Within thirty 30 calendar days of the contract award, the contractor shall provide one complete (full) set of current RS Means Cost Data books (Building
Construction Cost Data, Assemblies Cost Data, Facilities Construction Cost Data, Heavy
Construction Cost Data, Site Work and Landscape Data, Green Building Cost Data, Interior Cost
Data, Concrete & Masonry Cost Data, Mechanical Cost Data, Plumbing Cost Data, Commercial
Renovation Costs Data, Electrical cost Data, Square Foot Costs) plus an additional copy of the
RS means Facilities Construction Cost Data. If new RS Means data books are released during the base period or option periods, the new RS Means books and data shall be provided and will apply to all following Task Orders.
Will the Government consider deleting the requirement to provide all these RS Means Cost Data
Books on every annual update and quarterly CCI updates? All due respect, the cost of this requirement maybe a significant cost that appears to unreasonably increase coefficients. If the
Government, elects to continue with the request, please clarify which of the two lists (Paragraph
1.39 or Paragraph 4.0) of RS Means Cost Data Books is the correct list the Government requires
Contractors to provide?
Answer: This requirement is necessary for accurate pricing, and cannot be deleted. It is assumed that all offerors will price this requirement into their coefficient, as it will be a requirement whether it is captured in the bid or not. The breakout in Para 1.39 is a definition and overview, with a couple of the books unintentionally left out. The requirement outlined in Paragraph 4.0 is the actual requirement of books required.
21. It was discussed at the pre-conference meeting that all proposal documents are to be submitted electronically with the exception of Bid Bond and Drawings to be submitted as hard copies. Is this correct? Will your office be posting this as amendment? Please advise.
Answer: Correct. With exception of hard copy bid bonds and drawings which must be hand carried or sent by mail, only electronic versions of proposals will be accepted. This information is included in Section L, Instructions to Offerors, paragraph 3.2 and does not require an amendment.
22. Is there a specific WTA document that is preferred for use regarding this solicitation? There are many different formats available.
Answer: No specific format is required for the WTA. Ensure that the WTA provides all items identified in Section L, Instructions to Offerors, paragraph 3.2
