52.212-2 Evaluation—Commercial Products and Commercial Services.
As prescribed in 12.301(c), the Contracting Officer may insert a provision substantially as follows:
EVALUATION—COMMERCIAL PRODUCTS AND COMMERCIAL SERVICES (NOV 2021)
(a)The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:

Factor 1: Price
The Government will arrange all proposals conforming to the solicitation by Total Evaluated Price (TEP) from lowest to highest and evaluate prices in accordance with FAR 15.404-1(b)(2). For evaluation purposes, the TEP will be the sum of the Offeror's proposed prices for the six (6) month Base Period the four (4) one (1) year options and the six (6) month Extension of Services proposed in Attachment 3, Pricing Schedule.
Factor 2: Technical Capability
1. The offeror demonstrated their detailed approach and capability to provide Session Initiation Protocol (SIP) Trunking technology. PWS 1.2
2. The offeror shall provide documentation detailing how they will provide 30,100 contiguous telephone numbers, enabling 368 local and 184 long-distance concurrent calls, with the capacity of 14 million minutes per year or 1.2 million minutes per month to be used by both local and long-distance calling. PWS 3.1
3. The Offeror demonstrated their detailed approach and capability to perform Installation and Cutover with 45 calendar days after contract award with no break in service. PWS 3.2
4. The Offeror demonstrated their detailed approach and capability to meet the Catastrophic, Emergency, Serious and Routine Outages Restoration Procedures. PWS 2.14
5. The Offeror demonstrated their detailed approach and capability to provide for Session Border Controllers (SBCs) Terminations at Buildings 1750 and 261 to ensure seamless integration with the Government's communication infrastructure. PWS 3.4
6. The Offeror demonstrated their detailed approach and capability to meet the E911 Services requirement. PWS 3.15
7. The Offeror demonstrated their detailed approach and capability to adhere to all FCC, PUC, DoD, Air Force, and industry standards. PWS 2.0 https://www.acquisition.gov/far/part-12#FAR_12_301
8. The Offeror demonstrated their detailed approach and capability to provide number portability for commercial subscriber lines and long-distance and local exchange direct-in-dial (DID) directory numbers. PWS 3.9
9. The Offeror demonstrated their detailed approach and capability to provide two physically separated transmission paths to meet the Diversity/Diverse routing requirements. PWS 5.8
Price is approximately equal to technical capability/past performance when being evaluated.
(b)Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s).
(c)A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer’s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
