About this opportunity

The Department of the Air Force Air Mobility Command is soliciting proposals for comprehensive local and long-distance telecommunications services at MacDill Air Force Base in Florida. This procurement requires transitioning from legacy Time-Division Multiplexing (TDM) infrastructure to Session Initiation Protocol (SIP) trunking technology, including 30,100 contiguous telephone numbers, support for 368 local and 184 long-distance concurrent calls, and management of 21 subscriber lines, 14 Primary Rate Interfaces, and 7 point-to-point lines. The contractor must provide mission-essential communication services with 99.9% availability operating 24/7/365, implement diverse routing through physically separated transmission paths, and ensure rapid response times for service outages ranging from routine two-day responses to catastrophic one-hour responses. The government will evaluate proposals using a lowest-price technically acceptable basis, considering both price and technical capability across nine specific areas including SIP trunking technology, telephone number provisioning, installation procedures, outage restoration, and regulatory compliance. Proposals are due July 16, 2025, at 12:00 P.M. EST and must be submitted via email to specified Air Force contacts.

This solicitation is structured as a full and open competition with no set-aside designation under NAICS code 517111 with a small business size standard of 1,500 employees. The contract period spans from August 15, 2025, to February 14, 2030, comprising a six-month base period followed by four one-year option periods plus an additional six-month extension. The telecommunications infrastructure must support approximately 14 million minutes annually with 1.2 million minutes per month bundled for local and long-distance calls, requiring installation, circuit assignment, testing, and cutover to be completed within 45 calendar days after contract award. Services must be operational by October 1, 2025, with the contractor managing the migration of existing phone numbers in the 813 area code while maintaining compatibility with existing government infrastructure including analog lines for mission requirements. All services will be performed at MacDill Air Force Base in Tampa, Florida, supporting the base's critical communication needs across multiple buildings and facilities.
