About this file
This document is a Questions and Answers (Q&A) file for a Local and Long-Distance Telecommunications Services contract (Solicitation Number: FA481425TF005) for MacDill Air Force Base. The contract is a new requirement, replacing a previous contract that only covered local phone calls. Key details include migrating existing phone numbers (813 area code) to a new provider with SIP capabilities, involving 2 PRIs, 4 customer service lines, and transport channels. The base requires telecommunications services supporting 24/7/365 operations, including local and long-distance calling with approximately 1.2 million minutes per month bundled at a single price.
The contract is anticipated to be awarded on 15 August 2025, with services needing to be operational by 1 October 2025. The contractor must complete installation, circuit assignment, testing, and cutover within 45 calendar days after contract award. Specific technical requirements include electrical T1 handoff to government media gateways, SBC server configuration with active-active load balancing, and maintenance of existing analog lines. The contract will be directly between MacDill AFB and a prime telecommunications contractor, with TAA compliance required and digital telephone directories preferred. The Department of the Air Force Air Mobility Command is the sponsoring agency.

| Questions and Answers - LTS | ||
| No. | QUESTIONS | ANSWERS |
We would like to know if this is a brand new contract OR if there is (was) an incumbent performing these services | This is a new requirement.
If not brand new, could you please provide the current / previous contract number | The previous contract FA877320P0017 was only for local phone calls. It did not include the addition of long distance calls.
The intended use of the 4-wire transport circuit is not specified in the solicitation. Could you please provide details on the current or expected use of the 4 Wire Transport Circuit listed in the solicitation? | Pg 24 item 26 (8131GD-7261) 4 wire used for Tampa Tower.
Will the Purchase Order for such services come through a Prime such as Leidos or Booze(with an ATO) or will the contract be directly with the US Department of Defense? | The contract will be between MacDill AFB and a Prime Telecommunications contractor.
PWS, #26 Transport Channels, please expand on requirements? | N/A
| a. | Do you have local PSAP on base? | Yes |
PWS, #26, what type of equipment do you have, signally requirement? | Vesta 911
Timeframe to get new services installed? | Please look at PWS, 3.2 Installation and Cutover and look at PWS, 3.2.1 Installation Plan. 30 calendar days after the government accepts the finalized plan.
Type of access handoff; electrical or optical? | Handoff will be be a T1 terminating from the commercial service provider to government media gateways connected to a CM10 telephone switch. Electrical
PWS 17.3; what type of lines; i.e fire, alarm, modem, voice, data | Please look at 17.3. The column lable "Organization & Location" gives you the information. PWS has been updated
Will the SIP configuration be active, active? | Yes. Both SBC servers are actively handling traffic at the same time. This setup allows for load balancing—distributing traffic evenly across both devices—and also provides redundancy in case one fails.
For out of band modem, is TAA compliant requirement applicable and is LTE access acceptable? | TAA is required for federal contracts in the US. LTE is acceptable
How many domestic long distance minutes per month? | We can run a traffic report to see calls/minutes used daily, but it will not differentiate traffic specified for local or long distance.
1.2 Objective: The analog lines identified in Appendix 1 will remain due to mission requirements. Does the government wish to maintain the analog lines with their local telco provider? Or keep these numbers and migrate the underlying technology with the other services through a new provider/contractor? | We will be migrating our existing NXXs, not procuring new numbers (813-826-XXXX, 813-827-XXXX, 813-828-XXXX, 813-840-5600-5699) but we're look for a new provider.
Section 1.2 states, "There are 21 subscriber lines, 14 Primary Rate Interfaces (PRI) and 7x point to point lines that would need to be migrated to a service providing SIP capabilities." However, the inventory on Appendix 1 does not match the number of circuits described in section 1.2 of the PWS. Can the government provide the circuit or phone numbers to be migrated and the corresponding addresses for these phone lines? | We only have 2 PRIs (Our 2 local trunks) that need to be upgraded, as our other PRIs are internal to us. Not sure on the subscriber lines or point to point lines.
2.1.1 Scheduled Outage: The Contractor shall notify the Government POC of any scheduled outage affecting telecommunication services no later than (NLT) 30 days prior to the outage. The standard notification windown is 10-21 days, would the government consider/accept a notification period of less than 30 days? | CS will need a minimum of 30 days notification window to ensure ASI conducted.
3.17 Telephone Directories: The Contractor shall supply local telephone directories for MacDill Air Force Base (AFB), Florida. Currently, 700 local telephone directories are being provided, and this level of service should be maintained. Would the government accept a digital (soft copy) of the local telephone directories? | Soft copy is preferred
3.2 Installation and Cutover: Please provide the local POCs for each building so we can conduct walkout site survey. | These will be provided after award. Look at PWS, 3.2 Installation and Cutover as site visit will be accomplished after award and there will be 7 calender days in which to submit cutover plan to the government.
22. Removal of Local Exchange Digital (ISDN PRI) Trunks: The inventory has a listing of (13) ISDN PRI trunks, but section 1.2 states that the government has (14) PRI interfaces. Please explain the discrepancy and does the government plan to remove these trunks or migrate them to SIP? | We only have 2 PRIs (Our 2 local trunks) that need to be upgraded, as our other PRIs are internal to us.
26. Tranport Channels: Item 26. has an addresss for building 261 at 2308 Florida Keys Tampa, FL 33621. But item 30 shows building 261 at 2700 Southshore Ave. MacDill AFB, FL 33621. Please confirm the address for builiding 261. Circuit ID/Name: 813 ACO-6039: Is this intended to be a dedicated E-911 circuit between the demarcation address, Bldg 261, and the destination address, Bldg P-40. | The correct address is 2308 Florida Keys Ave. , MacDill FL. 33621. Building P-40 no longer exists, anything previously terminated to P-40 has been migrated to 261.
Transport Channel: Please confirm the application and clarify the requirements for the circuit (813 1GD-7261) between Bldg 261, 2308 Florida Keys and Bldg 1161, 4608 West Boundary Rd. Does this require a dedicated circuit between the specified locations? If so, what is the required bandwidth? | Pg 24 item 26 (8131GD-7261) 4 wires, Data 320 kbps, full duplex. This circuit is a dedicat-ed private point to point connection between the buildings. For our 911 circuit, our E-911 trunks should require no upgrade, as our 911 services have been upgraded through INDig-ital back in 2024. Any calls placed to 911 currently route through our local trunks. back in 2024. Any calls placed to 911 currently route through our local trunks.
Transport Channel: Will the government provide the longitude and latitude coordinates for the location Bldg 261 - 2308 Florida Keys Tampa, FL 33621 and Bldg 1180, 4608 West Boundary Rd, Tampa FL 33621 | 27°51'07.6"N 82°29'05.5"W (Bldg 261) 27°51'09.7"N 82°31'26.9"W(Bldg 1180)
In Section 1.2 (Objective) of the PWS, it references a volume of 1.2 million minutes per month. Could you please clarify how many of these minutes are considered long distance? | It is all wrapped in a bundle. So the minutes are being used both local and local Long distance at the same price.
Regarding Appendix 1, should we provide pricing for lines 17.3, 22, and 26 as listed, or are these services being migrated to SIP as mentioned in Section 1.2 (Objective)? | 17.3 - The anaolg lines will remain as is. For 22 - After researching, we only have two PRI circuits (100010 and 110011. For 26 - We only have one transport channel. This would not be necessary to put into the Pricing Schedule because it ia already mentioned in the Objective. There are currently both digital and analog lines on MacDill. The analogs lines will remain analog.
On the Pricing Sheet, could you clarify the difference between "Customer Service Line & Exchange Access Trunk" and "Customer Service Line 17.3"? • Additionally, should these be priced as analog services, or are they also part of the planned SIP migration? | Customer Service Lines connect individual users or offices and support one call at a time. Exchange Access Trunks link the base’s phone system to the public network and handle multiple calls at once—like a multi-lane highway for voice traffic.
For the line item referencing the "Removal of PRI" on the Pricing Sheet, does this refer to a cost for physical equipment removal or the disconnection of service only? | The service is disconnected and not physically removed
Based on Answers; does the service need to be up and running in 30 days? Base 6 months start 15 Aug 25. | Service needs to be operational by 01 Oct 2025. We are anticipating a contract award date of 15 Aug 2025. Refer to PWS paragraph 3.2 where it states: “The following tasks shall be completed NLT 45 calendar days after contract award for MacDill AFB, FL: *Installation, Circuit Assignment, Applicable Testing, Records Management, Cutover, Government Acceptance".
Pricing sheet does not match Answers; i.e. only 2 PRI to replace; 4 CSL, diversity | We have 2 trunks that are being replaced. Each trunk houses 8 PRIs. The 4 CSLs are identified in PWS paragraph 17.3 in the PWS
Answer #10; do you need 2 circuits or only looking for hardware redundancy? | Please referrer to Appendix 1, para 30
