Information provided via answers to these questions in this amendment shall not qualify the terms and conditions of the solicitations and specifications. Terms of the solicitation and specifications remain unchanged unless specifically amended in the solicitation. Any disparity between the answers to the questions and the changes to the terms of the solicitation and specifications of the solicitation will go in favor of the actual solicitation, not answers to questions. If an amendment is issued, normal procedures relating to the acknowledgement and receipt of solicitation amendments shall apply.
1. What is the required or acceptable STC rating for Folding Partitions/Wall assemblies in the new
Chapel addition? – Industry Standard
2. The Shaw Design Standards (pg. 35 ) state that toilets, urinals and faucets shall be WaterSense labeled and direct us to the EPA’s website. The Design Standards then go on to state that “Tank type toilets shall not be used.” Currently no flush valve toilets carry the WaterSense label. Is it acceptable to provide toilets meeting all the criteria minus the labeling? - Yes
3. The Design Standard also states, “All faucets shall include infrared, touchless hand washing capability...” It then excludes Exterior and janitor room faucets. Can the break room sink faucet be excluded from that requirement as well? - Yes
4. The EPA currently only has bathroom faucets that carry the WaterSense label. Can the break room sink faucet be excluded from the requirement for WaterSense labeling? - Yes
5. The current Statement of Work, dated 9/25/13, States: ‘A mass notification system shall be designed to be expanded into the existing building in the future’. However, Amendment #7 Question #35 indicates that ‘No mass notification is required’. Please clarify. – Removed requirement for mass notification, see revised SOW.
6. The title block issued in Amendment 4 was set up for a 24X36" drawing, and the MACC General
Provisions also state to use 24X36" plans. In Amendment 7, RFI #21 indicates we should use 22X34" plans. Please reconsider and allow the originally issued 24X36" title block to stand for this sample project design submission to avoid unnecessary rework at this point. – Use either provided.
7. Amendment 7, Q&A item 57 indicated that LEED Silver will be the intent of this design. We were at 65% design prior to Amendment 7. The LEED Silver design is much different in concept and cost. Amendment 7 leads to drop the engineer’s concept/design that were accomplished and start fresh. Just to make sure we are clear, are we to maintain the 35% and 65% submittals as is and change the 100% submittal to reflect changes required for the Silver LEED? – Revision to LEED requirement – Contractor shall design the addition to meet the intent of LEED without certification.
It is up to the contractor to determine a boundary to maximize the LEED impact and shall identify the LEED tenants applied in the basis of design.
8. We are assuming we will be providing a design fee for the LEED effort. We assume this will include Independent Commissioning and analysis for Green Power. Is this correct? – Reference question 7 of this document
9. Who will be conducting the verification that the design and the construction meet LEED Silver requirements? Or is it just the intent of design and construction to meet LEED Silver? – Reference question 7 of this document
10. Is the energy analysis required for this design? – No, not for this sample project.
11. When will the building be occupied over the course of a one-week period? – The building would be occupied during standard working hours and on weekends
12. Can the air-force provide CAD standards from Shaw AFB or should we use our prior experience standards? – Refer to Shaw AFB Design & Construction Standards
13. Can the air-force provide CAD floor plans for the existing building? – All available documents have been provided.
14. Seed Project Communications Duct bank Relocation: In order to construct the building it appears from the site plan provided with the RFP that a Communication line will have to be moved. Is this part of the design or will the air force will take care of this work internally? – Assume this ductbank has been relocated outside of this general area.
15. Section IV.C.5.l states "Install awnings over exterior entrances and mechanical room doors to cover the stoop dimensions" however, awnings are not addressed in the statement of work, are they required for this sample project? – Contractor shall design in accordance with the Shaw AFB Design and Construction Standards
16. What are the sizes of the existing water mains that are going to have to be relocated under the proposed new building footprint? – Assume these lines have been relocated outside of the general area prior to this project being implemented.
17. Please verify that no landscaping work will be required on this project. – See the revised SOW, Since this is a less than 50% replacement value of the building, UFC 3-400-01 does not require ATFP parking lot updates, however landscaping around the addition only is required.
18. Can the Bidding Contractors change the 35% design from a CMU masonry structure to a Pre
Engineered Metal Building structure in the 65% design? – Yes
19. The Government’s answer to Question #69 in Attach 48 MACC Technical Questions and Answers does not pertain to the question. Can the Government please provide a clearer answer to the question dealing with the existing storm drain and pipe system? – Contractor shall assume the closest connection point on the utility drawing is properly sized and of the proper depth for the new addition.
20. Macc technical questions & Answers – “RFI 57, follow-up to rfi 24 - Follow up to RFI 24 - To verify the project "meets the intent of LEED" a LEED boundary must be established. Please provide the limits to be considered. – LEED Silver.” Please clarify the response, is the addition now required to meet LEED Silver – just not be submitted for certification? Will completion of the LEED on-line templates be required for gov verification that the project meets the intent of LEED Silver – just that the project will not be submitted for actual certification? – Reference question 7 of this document
21. Please clarify the title block to be utilized for the project. The title block issued in amend 5 ATC cover sheet had a 10” issuance band that is almost 1/3 of the overall sheet size. The title blocks issued with amendment 7 have a smaller 2” issuance block. – Contractor may change borders of any title block the Government provided as long as the requested information and layout is the same.
22. What is the amp rating and voltage of the service for the existing building. We are tiring onto? –
Assume the main transformer and service to the existing building is adequate to handle the additions loads. Contractor shall tap ahead of the main, install disconnecting means and feed new addition.

23. Is there physical space for new 200 amp frame breaker to be installed in the existing main distribution panelboard? - Assume the main transformer and service to the existing building is adequate to handle the additions loads. 24. Where is the existing electrical service located? - Assume the main transformer and service to the existing building is adequate to handle the additions loads. 25. Can the base supply the peak electrical demand data for the past year for the existing building that we are tying onto? - The existing building is not metered. No information is available.
26. Who is the manufacture of the existing electrical equipment? – Assume the main transformer and service to the existing building is adequate to handle the additions loads. 27. What breakers are installed in the main distribution panel, sizes and AIC rating? – Assume the main transformer and service to the existing building is adequate to handle the additions loads.

28. What special power requirements. Do we need for the classrooms? For example, are there smart boards, projectors, motor operated screens? – All special power requirement have been included in the SOW
29. Are we required this provide special lighting controls for the classroom, such as dimming? – No
30. Are there special power requirement needs in these classrooms, for example, additional receptacles for laptop computers, data connections, etc.? – No, All special power requirement have been included in the SOW
31. Are there special electrical requirements for the instructor desks? – No, All special power requirement have been included in the SOW
32. Are the partitions between the classrooms to be motor operated? – Manual
33. Do the lighting controls between classrooms need to consolidate upon opening of the partitions? - No
34. Does the break room require garbage disposal? – no, see revised SOW.
35. Since the common areas is so wide; is it anticipated that there is special functions to occur in the common area 106? – It is up to the contractor to determine how wide the common areas will be.
36. It appears from the floor plan that the only means of egress is through a classrooms. Is this correct?
This will likely become an issue from a fire detection standpoint to provide earlier notification of the fire. Due to the fact that the doors to the classrooms may be locked and close off the potential for egress from the building. I suspect that you will have to provide a direct means egress from the common area, the entry, or the hallway. – No floor plan was submitted as part of this project for bidding purposes. Floor plan is to be provided by the Contractor based on the information in the SOW and in compliance with all codes.
37. Will the facility require wireless access? – No
38. Where is the existing communications demarcation room? – Contractor shall provide comm room in new floor plan
39. What type of data wiring system is the base using presently? – Rough in for comm is all that is required. Show comm drops in locations using good engineering practice.
40. Will TV distribution be required in the classrooms? – Yes, use good engineering practice for locations.
41. Is there an existing security system on the existing building and is this building need to be connected to that? - No
42. Is there an existing fire alarm and mass notification system in the existing building that we will extend for this edition? – Remove requirement for mass notification, see revised SOW.
43. If the existing facility does not have mass notification will we have to provide that for the addition?
– Remove requirement for mass notification, see revised SOW.
44. If mass notification does not already exist, and it has to be provided for this addition will the connection be via radio or hardwired connection back to base security? – Remove requirement for mass notification, see revised SOW.
45. What is the manufacture for the fire alarm/mass notification system? – Fire-Lite MS-4
46. Who is the manufacturer of the security system, and television distribution systems in this building?
- None
47. What projector systems do they prefer to use if we have one? - None
48. Are there to be provisions for copiers in the facility? - None
49. If electrical power and data required for the classroom seating is it prefer to be by power pole or floor box? – Power pole will be used in the future but are not part of this project. Contractor shall provide expandability for future use of power poles.
50. What does the existing exterior lighting look like and are we to match it? – Match existing and meet
IES guidelines and Shaw AFB Design and Construction Standards.
51. Is there a lightning protection system on the existing building? - No
52. Are any of the doors to be motor operated? – Contractor shall meet ADA requirements.
53. Are there any site utilities that need to be relocated to accommodate the addition? – Assume this ductbank has been relocated outside of this general area. Assume these lines have been relocated outside of the general area prior to this project being implemented.
54. What is the age of the individuals using these classrooms? – All age ranges
55. Is there an existing intercom system, if so, who is the manufacture and where is the amplifier located? -No
56. Will phones be required for the classrooms? - No
57. Tank type or Flush valves? – Tank type.
58. Floor mounted WCs or wall mounted WCs? – Design Engineer shall make the determination for the best use for this building.
59. Is there Chilled water available? If not we will use split systems, where would they like the Heat Pumps? – No
60. Natural gas or electric hot water heater? - Electric
61. Is there Hydrant Flow test information? – This information has already been attached.
62. Location of the domestic water main? – This information has already been attached.
63. Location of the sanitary sewer? – This information has already been attached.
64. Does the Government want automatic flush valves and hand wash lavatories? – Yes
65. What is the control protocol on base? Lonworks? Will we need to tie our system(s) into it? – No, see Shaw AFB Design and Construction Standards for DDC protocols.
66. Will there be any special metering for LEED purposes? – Reference question 7 of this document.
67. Need existing building drawings (complete as-built drawings to do fire protection drawings). Are they available? – All available drawings have been provided.
68. Will the sprinkler design for the 65% be acceptable to be done by an engineer with 5 years experience in designing fire sprinkler systems to demonstrate we understand and can design a system.? – Designer is required to meet UFC 3-600-01
69. Amendment #7 Question 58 indicates that the design is to provide vehicular access to the new mechanical room, however this is not e included in the current SOW, dated 9/25/13. There are existing picnic tables and gazebo that may conflict with access is the contractor responsible to remove/relocate? Please clarify that this is required. If so please elaborate on access requirements (i.e. asphalt, concrete, gravel, grass, etc). – After further review, vehicular access is NOT required.
