Contracting Questions and Answers
37. Can one person perform the duties of superintendent, QC manager and SSHO?
Requirements for superintendent will be addressed in revised SOW.
38. Is it the intent that all follow on DB Task orders will also be required 100% design effort at bid?
No, not all, but the preponderance of FY12 did.
39. What is the DBB vs DB ratio of planned/programmed task order projects for the intended for the 8a GC/DB MACC?
Design builds = 80% bid builds = 20 % for FY 12
40. Page 52 of 67, Section L, C.2. ‐ What are the actual Part II ‐ Technical Proposal submission requirements? On Page 64 of 67, Section M, the listing of subfactor items to be evaluated is excessive. To require 35% drawings, a rendering, specifications, design calculations, color boards, MSDS sheets, ect, is OK for design submittals after award, but is excessive for the proposal stage of a project.
Parts of this question are duplicate; the rest should be cleared up after the 35%, 65%, & 100% determination is made.
47. Concerning Section L – Instructions, Conditions and Notices to Bidders / Page 53 – Part III – Past Performance Information – Limited to no more than 10 Pages. QUESTION: Please clarify if the 10 page limitation for Part III only applies to the section (a) list of 10 projects including noted items (i) through (ix) for each project description? It is not possible to present all the information requested in sections (a) Performance Surveys; (b) Quality and Satisfaction Rating for up to ten Contracts; (c) teaming arrangements; and (d) Subcontractor Consent Letters within the stated 10 page limitation for this Factor.
The determination has been made, and follow-on ammendment will reflect, that surveys provided will not count toward the 10 page limitation.
