Memo for Record Site Visit Meeting Minutes

1. The purpose of this memorandum is to document the Pre-bid Conference/Site Visit held on 20 August 2013 at the Community Center on Shaw AFB, South Carolina. The purpose of the visit was to afford Contractors and their potential subcontractors an opportunity to familiarize them with the work required for the Mulitple Award Construction Contract (MACC). The below list shows those in attandance.

2. Below are some pre-bid conference questions:
a. Congressionally mandated unspecified minor construction? IAW 10 USC § 2805 -
UNSPECIFIED MINOR CONSTRUCTION (c) Use of Operation and Maintenance Funds, New construction statutory dollar limitation is $750. We need to define how we will split the difference between the new construction and the remodel or if the remodel is minor and will be considered incidental to the overall project.
b. What is the award criteria? = LPTA = lowest cost per sq. ft. ($SF).
c. How will government prevent buy in’s bid, with award criteria. Cost realism will be conducted IAW the definition provided in the request for proposal.
d. Numerous questions on 100% design requirement
1. Can project narratives work?
2. Concept design?
3. Submit 35% on current requirement and then submit prior 65 % & 100% for similar scope projects to be viewed as acceptable in lieu of the 100% design?
e. What is current ratio of design build to bid build projects? Design builds = 80%/Bid builds = 20 % FY 12.
f. Sign in roster of the current site visit may be posted via amendment for teaming efforts.
g. No design reviews will be accomplished on proposal (35, 65, &100% designs) for the
MACC award.
h. Amendments #1 & #3 conflict whether 65% design is a requirement in RFP. This will be corrected with next amendment.
i. Amendment #3 questions and answers conflicted amendment #2 proposal due date requirements. All proposal parts will be due at RFP close. Amendment forthcoming.
j. Amendment #2 required certified/sealed copy of 100% design. This will not be required.
This will be corrected in the next amendment.
k. No stipend or reimbursement will be offered for the MACC. Only contract minimum amount will be funded at time of award.
l. A follow-on site visit will only happen if multiple requests are received. If multiple requests are received, only one additional visit will be scheduled for all. Individual site visits will not be conducted.
m. The Base Excellence Plan (ID2) will be provided. Follow-on amendment will have instructions.
n. Past performance questionnaires’ (PPQ) from prior proposals will be accepted. Follow-on amendment will correct conflicting answers.
