MACC Solicitation Questions
1. 1442 says bid bond is required, why and for what amount?
The requirment is in accordance with, FAR 28.101 “….., bid guarantees shall be required whenever a performance bond or a performance and payment bond is required.” IAW FAR 28.102-1 We must require a performance and payment bond on subsequent task orders in excess of $150K and may require them for less and want to ensure that bids remain in place throughout the source selection process.
The Government requires the bid bond only for the proposed amount of the sample project.
2. Why is part one the price proposal, if no pricing is required?
Contractors are only required to complete the parts as directed in Section L. The Government will evaluate “capability only”.
3. Part 2 is required two weeks before the bid date, but this is the most costly and time consuming part of the bid. Can it be delayed until September 9th?
At this time, there is no plan to extend or delay the submission of Part 2.
The Government requested Part 2 first, because it is the most time consuming part of the evaluation process.
4. What is the Congressional Mandatory Statutory Cost Limit for this project?
The MACC program maximum is $150M. All contractors awarded a contract will have the availability to reach that cap. Statutory Cost Limits will come into play when awarding task orders against the contract. New construction is limited to $750K.
5. Is the sample project that will be awarded to the low bidder, or is it just a test with no further obligations?
The information from the sample project is used to evaluate contractor capability.
Note: At the time of contact award, “each” awardee is issued a task order for the mandatory minimum for the contract.
6. What will be the bonding requirements for 8(a) contractors on this contract if any at all?
See answer to question 1.
7. Our firm has an approved Mentor-Protege Agreement (MP) with a large firm. We are interested in submitting a proposal for the subject solicitation as one entity (MP JV). As we understand, the primary purpose of the SBA's MP Program is to help protégé grow and enhance capabilities with Mentor's assistance. Furthermore, as per the SBA, JVs between Mentors and Protégés are to be treated as one prime contractor so that the protégé can employ direct use of the mentor's past performance, technical capabilities, and access to capital and bonding. This fosters the growth of the protégé and enables them to successfully compete for federal contracts.
In light of this, can the Mentor Protégé’s past experience be combined or do you require each (MP JV) firm to submit 10 projects within last 3 years?
IAW the RFP Section M, M002 EVALUATION FACTORS paragraph e “A relevancy determination of the offeror’s past performance will be made based upon …………………….., including joint venture partner(s) and major and critical subcontractor(s). In determining the relevancy of effort …………….
the specific effort or portion consistent with that proposed by the prime, subcontractor or teaming partner. “The determination as to what to submit is yours.
8. Please provide clarification on the due date for Part II of the Shaw AFB MACC FA4803-13-R-0005.
Currently the solicitation states that Part II is due 15 calendar days prior to the proposal due date of September
09. This would make the Part II due date as Sunday August 25. We would have to deliver by Friday august 23, just over a week after the site visit. We do not feel that this is enough time to complete a proper design and conduct a bid for the project. Is it your intention to make September 09 the due date for all part of the proposal?
This would still be a tight schedule, but would a more reasonable time frame. Thank you for your consideration and we look forward to proposing on this project.

9. THERE WAS NO INTERESTED VENDOR LIST WITH THIS SOLICITATION. WAS THIS AN
OVERSIGHT OR WILL YOU NOT BE POSTING ONE?
There is no vendor list provided.
10. What $ amount is the ‘Minor construction statutory cost limit’? When we bid the B1921 Addition back in April, we asked the question and Shaw had the choice of where to get funds and how much the ‘statutory limit’ would be.

11. For part II of the technical proposal what is the specific criteria for drawings, specifications, and design calculations? Is the government expecting a 35% design submittal 15 days prior to the proposal due date?
IAW the RFP Section M, M002 EVALUATION FACTORS paragraph d., the requirement is for 35% and 100% upon the due date for the technical proposals.
12. If a cost estimate is due 15 days prior to the proposal due date can the price proposal be adjusted when submitted for the part I price proposal?
No. Part I includes only those items indicated in Section L.
13. For part II of the technical proposal what is the specific criteria for submittals? Are these construction submittals? Design submittals?
All items required for submittal are listed in Section L C. Specific Instructions: 2. PART II –
TECHNICAL PROPOSAL.
14. What is the maximum congressional minor construction statutory cost limit dollar value? Is the intention to use this value in determining the construction cost estimate?

15. Technical data that will be reviewed:
(a) Subfactor 1: Drawings
(b) Subfactor 2: Specifications
(c) Subfactor 3: Design Calculations
(d) Subfactor 4: Construction Cost Estimate of the Sample Project
(e) Subfactor 5: Submittals On page 52 of 67, Page 52 does talk about what is required for 35%, 65% and 100% submittals; however, they do not provide a reference in the SOW that we need to provide a 35% submittal. Can you please clarify, so that we can make our final determination and schedule our trip for the Site Visit if we are pursuing.
Page 2 of 46 of the SOW states that, “Contractor shall provide electronic files (.dwg and PDF formats) on CDR, bound drawings 1 set – (11”x17”), specifications and a cost estimate at each of the 35%, 65% and 100% design submittals.” It then goes on to explain what is required in each.
16. For the Shaw AFB MACC Solicitation in the instructions to bidders on page 52 it indicates Part II Technical Proposal must be submitted 15 calendar days prior to proposal due date. This does not give our design firm much time to adequately prepare drawings and the information to necessary to meet the requirements of the project. Can you please clarify? Does this mean they are due August 23rd? or September 24?

17. Are there liquidated damages?
There are no LD’s for the sample project as this is for evaluation purposes only. The determination to include LD’s will be made post award per individual task order as appropriate.
18. Is Partnering required ?
No.
19. Does the 20th Contracting Squadron have a site similar to Projnet to view other contractor’s questions?
Yes, all questions will be posted on Federal Business Opportunities website (www.fbo.gov/), via amendment.
20. Is the sample project to be awarded?
No, the sample project will be used for evaluation purposes only.
21. The proposal requirement is that ‘PART II (TECHNICAL PROPOSAL) MUST BE SUBMITTED 15 CALENDAR DAYS PRIOR TO PROPOSAL DUE DATE’. Due to the large volume of design documents for the Technical Proposal, including 100% design, we request that this requirement be amended to the same submission requirement as the 2008 MACC Solicitation, which required that ‘VOLUME II (Past Performance Information) BE SUBMITTED 15 CALENDAR DAYS PRIOR TO PROPOSAL DUE DATE’ .

22. Page 52 of 67 within the solicitation indicates that “Part II – Technical Proposal” is due 15 calendar days prior to the proposal due date. This would fall on Sunday 25 August 2013. Would you please give consideration to having the Technical Proposal due at the same time as the cost proposal, or extend the due date of the Technical Proposal to allow for more time between the site visit and the due date for a complete design package to be completed.

23. Please clarify what you expect to be provided and submitted within the Technical Proposal for your Subfactor 1 for drawings. Do you have a minimum set of criteria for the proposal ?

24. Please clarify what you expect to be provided and submitted within the Technical Proposal for your Subfactor 5 for Submittals. What do you expect to be submitted under this section ?
IAW the RFP Section M, M002 EVALUATION FACTORS paragraph d., the requirement(s) for the technical sub factors.
25. Solicitation Section L, 35 of 67, Part III, Past Performance, Subparagraph (b) Quality and “Satisfaction Rating for up to ten (10) Contracts Completed in the Past Three Years”. Is there a page limitation for the Subparagraph (b) responses ?
Yes. Part III, past performance information states “limit to no more than 10 pages”.
26. The Solicitation Page 52 of 67 states in 2. Part II Technical Proposal that an AF Form 3052 is required. No AF Form 3052 is provided in the Solicitation. Will one be provided by Amendment? The AF Form 3052 is reference in multiple locations of the solicitation.
The AF Form 3052 will be provided by amendment.
27. There is no Bid Schedule for the Shaw AFB MACC Sample Project. Will one be provided by Amendment ?
The AF Form 3052 will be provided by amendment.
28. For contractors and designers that will be attending the 8/15/2013 Pre‐Bid Conference & Site Visit from out of town, what are the requirements for accessing Shaw AFB, which Gate is to be used, where is the security office to receive a base pass, will CONS/CES provide an installation map showing the base entry location and the location of Building 250 ?
The Shaw AFB main gate is the point of entry for the site visit, and a map to the pre-bid conference center will be provided via amendment.
29. If the contractor has Past Performance Questionaire’s (PPQ), that have previously been completed, signed with comments on a different PPQ Form than the one provided in ATTACHMENT 10 of the Solicitation can they be used ?
No. Please use attachment 10
30. Will the Government be confirming site visit and items required to gain base entry? We have emailed within the timeframe and requested verification of receipt without response. The due date for site visit request is tomorrow and we wish to ensure we are compliant with base access request for the site meeting .
Yes confirmation will be sent for the site visit.
31. Will the sample project be awarded or is the MACC Sample Project to be used as a contractor/AE Team evaluation tool only ?
The sample project will be used for evaluation purposes only.
32. Page 53 of 67, Section L, C.3. – Are there any past performance requirements for the A/E team? Both Sections L and M appear to want part Past Performance from the Construction Team only. Is this correct?
No. All section L C3 (d) subcontractor consent – Is stating subcontractor past performance information will not be to prime contractor without written consent.
33. Although Attachment 10 PPQ is provided in the RFP, there is no requirement to submit a PPQ under Section L or M. In Section M, M002 Evaluation Factors, e. (2) indicate that all evaluation will be by Government systems (PPIRS, FAPIIS, eSRS, DCMA). Are PPQ required or not?
No the Past Performance Questionnaires are not required.
34. If PPQs are required will the government accept a PPQ form from another previous proposal, ACASS or CCASS ratings or other evaluated criteria in lieu of the Attachment 10 specific form ?

35. Page 53 of 67, Section L, C.3. – The submittal requirement is stated as original and three (3) copies. (Actually, the three (3) copy requirement is throughout Section L.) However, on the SF 1442, Block 13.A. the requirement for the submittal is original and two (2) copies. Which is Correct ?
The SF1442, BLOCK 13.A. will be change to reflect three (3) copies.
36. Page 52 of 67, Section L, C.2. – Requires the Part II Drawings, Specifications, Calculations, Costand Submittals to be submitted 15 calendar days prior to the proposal. This is highly unusual. With a proposal due date of Sunday, 9 September; that means the Part II submittals are due Sunday, 25 August. Since the site visit is schedules for Thursday 15 August, that only allows for six working days to prepare drawings, send and receive responses to RFIs from the government, send out for subcontractor quotes, and assemble the entire package.
This is unreasonable. The amount of work required by Section M cannot be accomplished in the time allotted.
Please reconsider the entire timeline for the submission.
