FY13 MACC Technical Questions
1. Is the seed project requiring 35% or 100% Design - The attachment 11 seems to call out 100% design requirements although previous MACC Seed projects have only required 35% in order to lower the initial cost to the 8(a) Contractor.
IAW the RFP Section M, M002 EVALUATION FACTORS paragraph d., the requirement is for 35% and 100% upon the due date for the technical proposals.
2. Will the 35% Drawings have to be sealed? - No only the 100%
3. Page 3 in the Statement of work - Fire Sprinkler System: Will it be acceptable for a SC fire protection firm/installer to accomplish the drawings and standards rather than a separate fire protection engineer?
It is acceptable just for the purpose of this sample project. However, successful bidders will be required to meet all UFC requirements in future contracts.
4. Page 4 in the Statement of Work – Security: Will there be a POC given at Shaw AFB to describe what the Minimum anti terrorism standards will be for this facility?
No, refer to UFC 4-010-01
5. Page 5 in the Statement of work- d. Generator Analysis: What is meant by Generator Analysis and is there a generator currently installed at the Chapel?
Disregard (d) Generator Analysis, this requirement for 35% will be eliminated in the revised RFP.
6. Will there be a CAD file of the current Site/Survey provided to the contractor to aid with the
Design proposal?
Yes, CAD files will be supplied as soon as possible.
7. Page 6 in the Statement of work- #4. – Will it be acceptable to provide the HVAC load calculations on a separate PDF? The HVAC load calculations will be approximately 40-60 pages in length and difficult to include on the drawings as specified.
Yes, in accordance with the SOW.
8. Page 52 of the Solicitation – Part II Technical proposal states that: Part II must be submitted 15
Calendar Days prior to proposal due date. This allows 10 Calendar days to prepare the technical data. Could we request to have additional time for this preparation due to the extensive investigative needs for this project?

9. Page 3 Statement of Work – HVAC: Is the Design team limited to using a stand-alone split system or may we specify a better option if available?
Any HVAC system can be used but must meet the specified loads and the energy guidelines identified in the current design and construction standards.
