Information provided via answers to these questions in this amendment shall not qualify the terms and conditions of the solicitations and specifications. Terms of the solicitation and specifications remain unchanged unless specifically amended in the solicitation. Any disparity between the answers to the questions and the changes to the terms of the solicitation and specifications of the solicitation will go in favor of the actual solicitation, not answers to questions. If an amendment is issued, normal procedures relating to the acknowledgement and receipt of solicitation amendments shall apply.

1. What is the performance duration period for the sample project including design? – Since this project is not being awarded for construction, there is no project duration.

2. If the government is going to proceed with the 35%, 65% and 100% Volume II Submittal concept.we request additional as‐built MEP drawings and full existing building design data since we weren't allowed to have a full team there to do a comprehensive survey, and time was not allotted to complete a survey review. A minimum of a 30 day extension with (2) follow on site visits will be required. –The proposal due date will be extended 15 November 2013, with proposals due by 2 PM EST.

3. Is the government going to provide Geotechnical information, CADD based Underground &Overhead Utility Drawings and Topographical Site Plans for the Sample project site? - See revised Solicitation

4. Clarify how you expect Renovation Costs and New Construction Costs to be segregated and referenced on the government #3052 Bid Form. You stated that the renovation would not be included in the Square footage evaluation for the Sample Project. – See revised

SOW.

5. As per the SOW “The walkway shall be ADA/ABA compliant and approximately 40’ long with required emergency exits.” Can we reduce the length of this walkway and still be compliant with ADA/ABA? Is it a necessity to have a 40’ walkway? - See revised SOW.

6. Is the location of the connector at the discretion of the contractor, or is it required to be located as shown on the sketch provided on page 46 of FA4803-13-R-005? – The sketch provided is a notional plan and the final design shall be as provided by the contractor.

7. Is a pre-engineered structure allowed as long as exterior and interior finishes match those of the existing building, and it meets all requirements of UFC 4-010-01? – See revised SOW.

8. Can the fire protection riser be located in the existing building? – Design shall be in accordance with the solicitation.

9. In the fire suppression system design for the existing building, is it required to deal with issues of pipe routing, removal/replacement of existing ceilings, concealed vs. exposed piping, detailing of enclosures in the Sanctuary and the attendant requirements necessary to design and estimate the system? If so and the fire protection piping must be concealed in the Sanctuary, how should this be accomplished? Should we plan to build chases with wood to match the existing finishes? –yes

10. Is the brick on the existing building Hanson 801, as indicated on page 27 of the Shaw Design

Standards? – Brick color is not known.

11. Is natural gas service available at the site? – See revised solicitation.

12. Does the walkway connecting the new building to the existing building need to be conditioned space? – yes

13. Are existing electrical drawings including primary electrical available? If so, can you make these available? – See attachments.

14. Are meter readings or is electrical demand history available for the existing building? If so, can you make this information available? – The existing building is not metered. No information is available.

15. The Statement of Work says to provide pad mounted transformer if existing electrical is not adequate. The existing electrical is overhead. Can we use overhead electrical if new service is required? – No

16. Page 2 of the Statement of Work indicates that the concrete walkway shall be 5’ x 5’ sections. Is this referring to the connector or is the reference to exterior stoops and sidewalks? – See revised

SOW.

17. Please define “adequate number of windows for daylighting” (page 2 of Statement of Work).

Design Standards indicate one window per room, where possible. – Design shall be in accordance with the solicitation.

18. Page 3 of the Statement of Work, under HVAC, indicates equipment and appliances to be considered in design. Are any of these equipment items or appliances to be furnished by the contractor as part of the work? – No

19. Our architect partners would like the CAD file title block, can that please be attached to the next amendment? – See attachment.

20. The Statement of Work requests color samples for 35% submittal and a color board for the 100% submittal, but the Technical Proposal does not call out either of these items as requirements. Is it required? – Contractor shall submit items in accordance with the solicitation.

21. Please provide peak load demand for the project address including all associated meters. – The existing building is not metered. No information is available.

22. Please provide electrical as-built or previous designed electrical data. Specifically showing riser and service information. – See attachments.

23. Please provide a CAD file of the entire base so we can include our location plan. – See attachments.

24. According to page 3 of the SOW dated 21 August 2013 we are to “match existing 2’ soffit.”

However, the existing drawings show a 1’ soffit. Is the new structure to have a 1’ soffit or a 2’ soffit? – Contractor shall match existing.

25. Do you intend to no longer require 35% and 65% cost estimates as stated in the newest SOW

Attachment 17? Is it understood that per attachment 17 we will provide the 100% estimate only?

– Yes, the Contractor shall submit 2 AF Form 3052s at 100% one for the new construction and one for the repair/renovation.

26. On Attachment 22, both waste water sanitary and storm sewer are represented by a green line.

Which is sanitary sewer and which is waste water sewer? It is unclear with both being represented by a green line color. – See new PDF attachment.

27. Please confirm as stated in the site visit conference that you intend for the SC - FPE to not be a requirement. It currently remains in attachment - 17 Fire Sprinkler requirements, please confirm that you will remove this as a requirement.- No seal will be required by FPE for this sample project.

28. In the SOW, Function and Size paragraph, page 1, it states that we are to renovate a portion of the existing building to become a connecting hallway (approx 400 sf) to the new facility. Is the approx 400 sf the size of the renovation in the existing building, the size of the new hallway, or both? – See revised SOW.

29. What is the minimum sf size of the connecting hallway? - Design shall be in accordance with the solicitation.

30. It has been stated in previous Q & A that the new construction (Minor Construction Cost VLSB 04-0105A) limitation is $750k. What is the cost limitation of the Repair Cost VLSB 04-0105B?

– There is no congressional limit for repair cost.

31. If a proposal is submitted which includes concept level design drawings/narratives sufficient to fully describe the building to be offered, would the proposal be considered technical acceptable?

– No, submit in accordance with the solicitation and SOW.

32. Attachment 11 page 1 indicates “cost shall not exceed the congressional minor construction statutory cost limit”. Is that cost limit for the new addition $2,000,000 and the renovation portion $750,000? If not, please provide the limit. Are the management costs of the Air Force to be included in that limit? If so, what are the management costs? – There is no congressional limit for repair cost. No government management personnel costs are to be included in the cost estimate.

33. In Attachment 17, Revised SOW, p.2, it states:

Geotechnical - K Value of 200lbs/in^2 Soil Classification – SC SM SW CBR of 10-20 Verify that K refers to the modulus of subgrade reaction, which should be in lbs./in^3 (pci), not lbs/in^2. – Yes, see revised SOW.

34. Attachment 3, Shaw AFB Design Standards, p. 31 states: F. If foundation investigation is not required for a structure; design the structure foundation for soil with a load bearing capacity of 2000 psf.

Verify that we may design for 2000 psf for the seed project without a geotechnical investigation.

– Yes, design in accordance with the SOW and the solicitation.

35. A portion of existing building that is to become a connecting hallway (approximately 400 square feet) contains currently used spaces. Are these spaces to remain or be demolished? If they are demolished should they be accommodated elsewhere in the existing building or new building? – These spaces are to remain to the maximum extent possible while still allowing for accomplishment of addition in accordance with the solicitation and SOW.

36. It appears from site observations and Government provided drawings that finished ceiling in the chapel proper are neither accessible from above nor removable from below. Are exposed sprinkler pipes acceptable in the chapel proper? If sprinkler pipes are to be concealed what type and shape of new ceiling is to be provided in the chapel proper to conceal sprinkler piping? – yes, exposed pipes are acceptable.

37. How will the renovation cost be evaluated in the selection process? What is the maximum dollar limit for this renovation cost? Is the maximum amount to be approached in similar fashion to the new construction Congressional dollar limit portion of project? – There is no congressional limit for repair cost.
