Information provided via answers to these questions in this amendment shall not qualify the terms and conditions of the solicitations and specifications. Terms of the solicitation and specifications remain unchanged unless specifically amended in the solicitation. Any disparity between the answers to the questions and the changes to the terms of the solicitation and specifications of the solicitation will go in favor of the actual solicitation, not answers to questions. If an amendment is issued, normal procedures relating to the acknowledgement and receipt of solicitation amendments shall apply.
1. Other than the utility cad file and survey contour cad file mentioned at the site visit, are there any additional building cad files available? (Architectural, Structural, Electrical, Mechanical, etc.) – See attached CAD files.
2. What are the sizes of the waterlines and sewer lines shown on the existing condition information provided in Amendment 4? – Contractor shall assume the closest connection point on the utility drawing is properly sized and of the proper depth for the new addition.
3. Provide the locations, depths and sizes of the existing storm drain lines on-site. – Contractor shall assume the closest connection point on the utility drawing is properly sized and of the proper depth for the new addition.
4. Provide the invert elevations of the sanitary sewer lines shown on the existing condition information provided in Amendment 4. – Contractor shall assume the closest connection point on the utility drawing is properly sized and of the proper depth for the new addition.
5. Attachment #23 is a CAD file containing Contours and Utility lines only. There are not any references to existing building, streets, sidewalks, or other built elements that would allow us to locate the building on the site. Do you have any existing AutoCad Drawing Files (.dwg) of the existing site plan that shows the buildings as well as other built elements within the location of the sample project? - See attached CAD files.
6. Do you have any existing AutoCad Drawing Files (.dwg) of the existing Building including Architectural and Engineering Drawings? There appears to have been an addition to the building after it was originally constructed. It appears as though these files were completed in AutoCad format. – See attached CAD files.
7. -Is the existing Communication Line depicted on plans in a duct bank? – Use comm. from existing service in the building mech room on addition side, see attached drawing.
8. -Location of existing electrical service location (which room, where in the room)? – Assume the main transformer and service to the existing building is adequate to handle the additions loads. Contractor shall tap ahead of the main, install disconnecting means and feed new addition. See new drawing for additional electrical information.
9. -From where does the electrical service come (transformer location)? – Assume the main transformer and service to the existing building is adequate to handle the additions loads. 10. -Where does the existing phone, data, and CATV service come into the building? – Use comm. from existing service in the building mech room on addition side, see attached drawing.
11. -How does the phone, data, and CATV enter the building? Is any of it in the way of the addition? – Use comm. from existing service in the building mech room on addition side, see attached drawing, see attached utility drawings for underground utilities.
12. -How can we route the cabling from the existing comm room to the new one? – Use comm. from existing service in the building mech room on addition side, see attached drawing.
13. -Where is the existing fire alarm panel? – Mech Room near handicapped ramp, see attached drawing
14. Assuming a new electrical service is needed, is the primary feeder to the new pad mounted transformer a part of this scope of work, or will the government or utility company extend the primary feeder to the new transformer location? – Assume the main transformer and service to the existing building is adequate to handle the additions loads. Contractor shall tap ahead of the main, install disconnecting means and feed new addition. See new drawing for additional electrical information.
15. The survey pdf issued with Amendment 5 shows a gas line in the legend but it doesn't appear to be located on the drawing. The response to RFI#11 in the Technical questions (also from Amendment 5) refers to the revised solicitation for the answer to whether natural gas service is available at the site. We do not find any reference in the revised SOW or the solicitation for natural gas. Please confirm whether natural gas is available on the site. – No gas line is in the area.
16. Will specifications be acceptable in the SpecsIntact format (which uses the MasterFormat 2012 system) if converted to Word? - Yes
17. Please verify that the balcony is wood framed construction. - Yes
18. Please provide data for the transformer(s) and cables feeding the existing Chapel - at minimum, KVA rating and cable sizes. – Assume the main transformer and service to the existing building is adequate to handle the additions loads. 19. Is there a base electrical map that would provide additional information about the power feed and transformer for the existing building? – Assume the main transformer and service to the existing building is adequate to handle the additions loads. 20. Are any of the utilities privatized? If so to what extent of the work will the private utility provide in their scope and is any cost associated with this privatized work to be included in the $750K cap on the new construction?- All utility costs are included in the $750,000 limit.
21. Per attachment 11, proposal submission requirements – ‘bound drawings 1 set (11”x17”)’. Please clarify the size required for drawings. Per the Shaw AFB Installation Development and Design Handbook (ID2) drawing borders shall be 24” x 36” (page B-22), therefore when printed to 11x17 as the submission requires, these would not be to scale. Should drawing borders be 22x34, so when printed to 11x17, they are half-size sets, to scale? - Yes
22. In previous answers to questions, it is stated that exposed piping and sprinkler heads are acceptable in the “Chapel Area” or “chapel proper”. Please clarify – does this refer to the sanctuary area only, or is exposed piping acceptable throughout the entire existing building? – This is only acceptable in areas without ceilings.
23. Please describe the use and contents of the locked room that originally was part of the boiler room. It is adjacent to an existing electrical/mechanical room but we were not able to access it during either site walk.
Can you provide photographs via an amendment? – The room is used as general storage with no electrical or mechanical utilities within.
24. With the addition of a PEMB option for the exterior of the proposed addition, the interior wall construction as stated in the SOW (Interior block walls to be finished with furring channels and painted gypsum board) was not clarified. Are metal studs acceptable? - Yes
25. Can you provide more updated electrical plans? The electrical plan named Atc_28_Electrical2.pdf issued in Amendment 5 does not match as-built conditions with respect to Panel A and Panel M shown in the existing classroom storage room behind the former stage (the indicated panels were not found in the area of the new addition). Accurate electrical drawings are needed to provide a sound electrical design. – Assume the main transformer and service to the existing building is adequate to handle the additions loads.

26. The current RFI submittal cut-off date is 9/15/13 which is a Sunday. With the extension to the bid date issued in Amendment 5 and a second site visit scheduled for 9/10/13, please consider extending the RFI cut off date at least another two weeks.

27. Per SOW dated 29 AUG 2013, page 5 of 7, 35% Submittal requirements includes the statement “Contractor shall submit, at this time, color samples for all exterior colors in hard copy format”. Is this intended to be actual material samples (brick, metal roof panel, metal trim, aluminum windows, metal doors/frames, paint color)? If so, can these be submitted in paper format in lieu of actual samples for the purposes of the evaluation? – Normally, actual physical samples are required, however for the purpose of this sample project, photographs may be used instead of actual samples.
28. Per SOW dated 29 AUG 2013, page 6 of 7, 100% Submittal requirements includes the statement “All interior finishes and covers. This shall include a color board showing all previously selected and proposed colors for the facility. Color board shall consist of the arranged, mounted and labeled color samples on a ¼” foam board.” This adds additional cost burden to submittals in terms of time, materials, and shipping. Can proposed interior materials be submitted in paper format in lieu of actual samples for the purposes of the evaluation? - Normally, actual physical samples are required, however for the purpose of this sample project, photographs may be used instead of actual samples.
29. Base cabinets are inferred by the outlets above counter height listed for the Break Room. Are there wall cabinets in Break room? What is minimum linear feet of cabinets required? – See revised SOW.
30. Is there a sink in Break room? – See revised SOW.
31. In addition to the refrigerator, are there any other appliances and/or vending machines planned for the break room? –In accordance with the SOW.
32. Having received Amendment #5 and having viewed the site/facility on September 10, there remains much ambiguity regarding the existing electrical service(s) to the building. The original 1955 electrical riser diagram seems to indicate a 300A, 208Y/120V service to the building. The “chapel number one addition” electrical riser diagram shows what appears to be a weatherhead and vertical conduit dashed, with a new weatherhead and 225A service to an enclosed breaker, then on to panels M and A. It is unclear if this indicates there are two electrical services to the building, or if there is just one. If there is just one, how are they interconnected, and what is the ampacity of the service? A complete, consolidated riser diagram would be greatly helpful.- Assume the main transformer and service to the existing building is adequate to handle the additions loads. 33. There is a large weatherproof disconnect located on the northeast corner of the “chapel number one addition” area. What does this disconnect serve and where is it fed from? There is a conduit from it which goes underground. What is the route of this conduit, if it would pass through an area affected by the proposed addition? – Assume this conduit does not affect the addition.
34. The aerial “utility layout” sheet from amendment 5 indicates existing communication lines passing below where the addition is to be located. What do those communication lines consist of (copper, fiberoptic, and how many of each), are they in a ductbank, and who is responsible for relocating them? If we are to relocate them as part of the project, what is the size of the ductbank, and where are the nearest manholes to either side of the site, to determine the amount of cable which will need to be repulled? –Assume this ductbank has been relocated outside of this general area.
35. Design/Build Statement of Work, Page 4 of 7: The fire alarm paragraph does not mention mass notification. Please confirm that a mass notification system is not required for this building. – No mass notification is required.
36. Amendment #5 references to see the attached site and floor plans in the New Statement of Work for the future conceptual layout(none were attached as part of the document). Are there other drawings out there?

37. Are hard copy material sample required for all exterior finishes, materials and construction details? If each Contractor submits color samples for all exterior colors in hard copy format, there would be a burden on the contractor and the reviewers. – Normally, actual physical samples are required, however for the purpose of this sample project, photographs may be used instead of actual samples.
38. Is the referenced communication cable running through the proposed project site incased in conduit? – Assume this ductbank has been relocated outside of this general area.
39. What is Electrical Service Size? - Assume the main transformer and service to the existing building is adequate to handle the additions loads. Contractor shall tap ahead of the main, install disconnecting means and feed new addition. See new drawing for additional electrical information.
40. What is Meter Reading? - The existing building is not metered. No information is available
41. Is there an Electric Meter # - from base, they may have a numbering system – The existing building is not metered. No information is available.
42. Is there an Electric transformer # - from base, they may have a numbering system - Assume the main transformer and service to the existing building is adequate to handle the additions loads. 46. Will the base be looking for a turn-key communications design or are they looking for conduits and drops?

47. What is sewer service size, if available? – Contractor shall assume the closest connection point on the utility drawing is properly sized and of the proper depth for the new addition.
48. Is there gas service? Size and requirements indicated on main gas pressure regulator or meter. – No gas service is presently at the chapel.
49. If gas, what is served by gas? - No gas service is presently at the chapel.
50. Can you provide water heater quantities and sizes? – Use instantaneous water heaters for any hot water applications.
51. Are the AHU’s served by gas? - No
52. Is there a heating hot water system? - No
53. Existing HVAC system type (air cooled or chilled water) – Air cooled
54. Will hydraulic calculations be required as part of design, or will the Contractor be required to perform? – Hydraulic calculations are required as part of the design.
55. What type of water closets are existing? Tank or flush valves? – Tank type.
56. Number of HVAC AHU’s throughout the building – Existing AHU’s cannot be used for the addition.
57. Follow up to RFI 24 - To verify the project "meets the intent of LEED" a LEED boundary must be established. Please provide the limits to be considered. – LEED Silver
58. Is vehicular access required to the mechanical room? - Yes
59. Follow up to RFI 31 - Attachment 23 is NOT a CAD file. Please provide the available CAD files. – See attached documents.
60. All Federal facilities are subject to the requirements of ESA 438. Please confirm this facility must meet those requirements. – EISA 438 shall be met.
61. What is the anticipated depth of the existing water main northwest of the existing building? Please provide any available as-built documentation. – Contractor shall assume the closest connection point on the utility drawing is properly sized and of the proper depth for the new addition.
62. Would you please provide this information for the existing electrical utility transformer: 1) Primary and secondary voltage; 2) size in kVA; 3) location; 4) number of spare lugs in existing transformer? – Assume the main transformer and service to the existing building is adequate to handle the additions loads.

63. What is the existing electric meter number? – The existing building is not metered. No information is available.

65. What is the manufacturer and model number of the existing Fire Alarm Control Panel? – Fire-Lite MS-4
66. Please verify the tie-in location for the water service serving the new addition (fire water line and domestic). – Contractor shall assume the closest connection point on the utility drawing is properly sized and of the proper depth for the new addition.
67. The MACC General Provisions asks for specification sections 01000 and 01800 to be edited in the contractor's specification package. Are these the only division 00 and division 01 specifications expected for the technical evaluation? – Contractor shall determine which other sections are required based on the
RFP.
68. Please confirm the six digit specification section number (utilizing CSI 2012 MasterFormat version of specifications as required by the solicitation) to be used for the referenced 01000 and 01800 spec sections.
– Convert 01000 and 01800 to CSI 2012 MasterFormat nomenclature.
69. Attachment 21 shows an existing storm drain line from Mitchell Street to a point of connection to an existing storm drain and pipe system installed as part of the original Chapel construction. It appears from the plot that there are two drain pipes from the original catch basin going to the southwest. Please confirm if this is correct. Also, please provide the size , inverts and material of the existing – Assume the main transformer and service to the existing building is adequate to handle the additions loads. 70. What is the maximum available fault current at the pole-mounted transformer? – 86 k amps
71. would like to request a copy of the ACC Interior Design Guide latest edition. We need this document in order to prepare our required color board in the Shaw AFB MACC Proposal – Refer to UFC 3-120-10
72. From the as built drawings it would appear there are two electrical services entrances to the building. What are the number and ratings of the electrical service(s) to the building? – Assume the main transformer and service to the existing building is adequate to handle the additions loads. 73. The as built drawing (Drawing # 16-06-155)for the site plan (dated 28 Dec 1955) indicates three 25 kVA pole mounted transformers with 3#2/0, 1#2 secondary conductors serving the building. What are the ratings of the existing pole mounted transformers? – Assume the main transformer and service to the existing building is adequate to handle the additions loads. Contractor shall tap ahead of the main, install disconnecting means and feed new addition. See new drawing for additional electrical information.
74. The Design and Construction Standards for Shaw Air Force Base, A. Electrical Service, item 1.b. states that the exterior pad mount transformer shall meet the following minimum requirements “8” thick (4” above grade & 4” below grade) see attachment 4. Attachment 4 indicates transformer pad as 6” above grade and
3” below grade. Which detail/information governs? – Use attachment 4 in the Design and Construction Standards.
75. What is the primary voltage and method of connection, delta or wye connection, supplying the existing pole mounted transformers? – Assume the main transformer and service to the existing building is adequate to handle the additions loads. 76. When the SOW refers to “two (2) receptacles” do they mean one (1) duplex receptacle? If not, please clarify. – Bid in accordance with the SOW.
77. Will this space be served by a WIFI network? If so, will it be matching an existing network? – Other than rough in, comm is not part of this project.
78. Is there an existing IT/Comm/Tele/Data Room in the building that the new Comm Room will be connected to? If so, we need to get information about that space. – See attached drawing.
Classrooms
79. According to the SOW there are only 2 computers in each classroom, but the plans show from 36-42 in each classroom. Which is correct? – Bid in accordance with the SOW. Please specify the plans in question.
80. If all of the other computers are there, how are they to be powered? Will the furniture have built-in receptacles for power and data and be fed from a floor box on the end or will an in floor duplex power/duplex data receptacle feed each pair of computers? Alternately, will they only be fed power and use a WIFI network for data? – Furniture is not part of this project. Bid in accordance with the SOW.
81. SOW in HVAC section mentions that each classroom will have 2 computers, 1 TV, 1 VCR, 1 DVD player, and 1 printer. Where will these be located? Will the TVs be connected to a cable/satellite RG6 wall jack? Will it be connected to the data network via a RJ45 wall jack? Will the TV be wall-mounted, and if so, at what height? – Other than Cable TV and comm rough in, comm is not part of this project.
82. Will the classroom divider be manual or electrically operated? - Manual

83. Will the vending machines shown on the plan be in the project as GFGI or CFCI? - Bid in accordance with the SOW. Please specify the plans in question.
84. Will the sink have a garbage disposal? – no, see revised SOW.
