DESIGN/BUILD

STATEMENT OF WORK

FOR

DESIGN-CONSTRUCT ADDITION TO PALMETTO CHAPEL B912

PROJECT: VLSB 04-0105A/B 21 AUG 2013

DESIGN-CONSTRUCT ADDITION BUILDING 912

The Contractor shall provide all plant, labor, material and supervision to design and construct an educational space addition to the Palmetto Chapel B912. The Contractor shall design and construct the maximum square footage for the addition but cost shall not exceed the Congressional minor construction statutory cost limit.

The work will include, but is not limited to, providing all site work, utilities, and access walkways. Building shall be designed and constructed in accordance with base design standards and architecturally match the existing facility. The addition shall integrate with existing building mechanical, electrical, plumbing, and control systems. A fire suppression system shall be included in the design and shall be expanded into the existing building. A mass notification system shall be designed to be expanded into the existing building in the future. See the attached site and floor plans for the conceptual layout.

The Contractor will furnish a proposal that includes a cost estimate identifying the Minor Construction Cost and the Repair Cost separately. Minor Construction Cost (VLSB 04- 0105A) is any cost associated with the new building. Repair Cost (VLSB 04-0105B) is any work in the existing building to include any facility work on the existing structure, any interior renovation, and the addition of a fire suppression system. The Contractor will supply a cost breakdown following the CSI (Construction Standard Institute) 2012 edition numbering system.

Function and Size:

The addition to the Base Chapel, Building 912, is to serve as a religious education facility. Design shall provide, at a minimum, three (3) classrooms, male/female restrooms, a break room, a mech room, a janitor’s closet, a comm room and an electrical room. The contractor shall provide capabilities of expanding classrooms into each other to allow more space for larger activities. In addition to the construction of the classroom building, the contractor shall also renovate a portion of the existing building to become a connecting hallway (approximately 400 square feet) to the new facility. All new square footage shall be conditioned space. The classroom building is to be connected to the existing building by the new enclosed walkway. The walkway shall be Americans with Disabilities Act (ADA) / Architectural Barriers Act (ABA) compliant and approximately 40’ long with required emergency exits. The connecting walkway shall meet all codes

Design-Construct Addition B912 and required setbacks. The Contractors shall show relocation of any utilities that interfere with the new addition.

See attachments.

Design:

This building shall be designed and constructed in strict compliance with the Shaw AFB Design and Construction Standards and all codes, regulations, UFCs and other documents referenced within. Contractor will be responsible for obtaining all Department of Health and Environmental Control (DHEC) permits.

Contractor Design Submittals: Clearly identify on each sheet of the drawings and on all other submittal items, the date and design percentage they are being submitted under.

Contractor shall provide electronic files (.dwg and PDF formats) on CDR, bound drawings 1 set – (11”x17”), and specifications (PDF and .doc) at each of the 35%, 65% and 100% design submittals.

Minimum Design Considerations:

DESIGN ASSUMPTIONS:

The following information is provided for the contractors use in the design.

1. Geotechnical - K Value of 200lbs/in^2 Soil Classification – SC SM SW CBR of 10-20

1.2. Water Flow Test – see attached water flow test map

3. Utility and Contour Survey – see attached map

2.4. No hazardous material/contamination is on site.

THE SITE SHALL INCLUDE:

Concrete: Building slab shall be 3000 PSI concrete, minimum of 6” thick with WWM with compacted base. Concrete walkway shall be 5’ x 5’ sections with 3000 PSI concrete, 4” thick with WWM with compacted base.

Water Service: Tie into existing domestic water on site.

Sewer Service: Tie into existing sanitary sewer on site.

Electrical Service: Service to the addition should be provided by the existing facility electrical service if adequate. If not, a new pad mounted transformer and electrical service shall be provided.

Panel for the facility shall be a minimum of 225 amp, 42 circuit.

THE FACILITY SHALL INCLUDE:

Eave Height: 9’ (min), match existing

Roof: Contractor shall provide a 4:12 pitched roof. One of the following methods are allowed: 1. Prefabricated metal roof trusses or 2. Open web steel joists. with Contractor shall include a R-30 insulation package and standing seam metal roof panels to match existing with 2‘ soffit.

Exterior Walls: Contractor shall match existing building. Contractor may use one of the following methods: 1. Structural concrete block walls with brick veneer exterior or 2. Pre-engineered metal building structure with metal stud and brick veneer exterior walls. to match Chapel B912. Interior block walls to be finished with furring channels and painted gypsum board.

Gypsum board not required for Mechanical Room.

Exterior Windows: Provide adequate number of windows for day lighting.

Windows shall be fixed, double paned, insulated, aluminum frames dark bronze in color connected to the metal structure of the building. Windows shall comply with all anti-terrorism criteria.

Interior Windows: None.

Exterior Personnel Doors: Heavy duty insulated metal with lite, panic hardware and high security Best locks.

Mechanical Room Doors: Hollow metal double doors (each 3’-0” min) with Best lock system.

Interior Personnel Doors: Hollow Metal with hardware and Best lock system. Break

Room and Classroom doors with lites, flush panel doors at all other rooms including rest rooms, comm room and janitor’s closet. Provide door with panic hardware and Best lock system between corridor in new building and new enclosed walkway as required to meet fire code.

Special Doors: As specified by the contractor.

Flooring: 28 oz. nylon direct glue down carpet with carpet base in

Classrooms and hallways. Break Room shall have Ceramic Tile floor. Rest rooms shall have Ceramic Tile floors, base and wainscot at urinals. Sealed concrete with rubber base for non occupied rooms including Mechanical Room, Electrical Room and Janitor’s closet.

Site Improvements: Contractor shall provide site improvements to include:

sidewalks/walkways to existing parking and covers over entrances. Any disturbed area on site shall be hydro seeded.

HVAC: Contractor shall supply a HVAC system that meets the specified loads and the energy guidelines identified in the current design and construction standards. Stand-alone split system heat pumps sized appropriately with auxiliary heat strips. Air Handling Units shall be installed in the new

Design-Construct Addition B912 mechanical room. Outside air dampers and duct shall be installed in accordance with SMACNA HVAC design standards. Contractor shall provide a programmable thermostat and provisions for manual emergency shutdown and automatic shutdown upon receipt of a fire signal. A makeup air damper capable of future conversion to automatic closure will be included. When the new HVAC system is installed a test and balance of the system shall be performed to balance and distribute the designed airflow values determined for each area.

Test and balance report shall be submitted to contracting officer for approval. Contractor shall also understand that the following rooms will have at a minimum number of people and equipment. Classrooms – Up to 40 people each, 2 computers, 1 each: TV, VCR, DVD player and printer. Break Room – 1 microwave and 1 refrigerator.

Fire Sprinkler System: Required throughout new and existing buildings and connecting walkway and shall be in accordance with NFPA and UFC standards with calculations and drawings accomplished by a fire protection engineer registered in the state of South Carolina.

Floor drains: Required for interior janitors closet and rest rooms. Self cleaning drain traps must be used.

Hose bibs: Install 1 each on the exterior north, east, west and south sides of addition.

Water Cooler: One ADA compliant water cooler required.

Water Heater: Provide hot water to service the addition.

Showers: None.

Ceilings: Install 2 x 2 suspended ceiling system throughout except in

Mechanical Room, Electrical Room and Comm Room. Tiles in Rest Rooms and Janitor’s closet to be washable.

Security: Ensure all provisions of the current edition Unified Facility

Criteria (UFC) 4-010-01, “DOD Minimum Antiterrorism Standards For Buildings” are incorporated into the facility.

Fire: Ensure all doors and walls meet fire codes and are appropriately identified on drawings.

Fire Alarm System: Install Fire Alarm detection and annunciation system as required by NFPA and UFC: Tie addition into the existing FACP and Monaco radio transmitter. Install horn/strobe combinations, hand stations and all required components.

Lighting: a. Install 2 x 4 lay-in LED fixtures except as noted elsewhere in this Statement of Work.

b. Install exterior emergency lighting where required and include battery operated emergency lighting 2 x 4 fixtures as required in the facility.

Receptacles: The following are the required minimums:

a. Hallways – Two (2) receptacles every 20 lineal feet.

b. Classrooms - Four (4) LAN/telephone outlets and receptacles adjacent to them. Janitor - Two (2) receptacles.

c. Install a receptacle adjacent to each bathroom sink.

d. Break Room – Install four (4) counter height receptacles each on a separate circuit. Include an outlet for the refrigerator and 2 additional wall outlets.

e. All 120Vac outlets shall be 20A spec grade with no more than 6 outlets per circuit allowed except the break room where all outlets installed shall be circuited separately.

Electrical Service: a. Service to the addition should be provided by the existing facility electrical service if adequate. If not, a new pad mounted transformer and electrical service shall be provided. Panel for the facility shall be a minimum of 225 amp, 42 circuit.

b. Install new electrical disconnects at both the new air handlers and the new condensing units.

Minimum Submittal Requirements:

35% Drawings submitted shall include, but not be limited to:

a. Proposed Final Floor plan

b. Proposed Site Plan

c. Life Safety Plan

d. Generator Analysis e.d. All site survey information and details with existing and final grades for the site, the facility and all paved areas.

f.e. All building slab and footer locations and details.

g.f. All interior load-bearing building components including details.

h.g. Location, size and route for all exterior equipment and utilities (gas, water, sanitary sewer, electrical, telephone). Show exact location where the utilities will enter the facility.

i.h. All door and window schedules to include construction, type, size and information on all associated hardware.

j.i. All exterior finishes, materials and construction details. Contractor shall submit, at this time, color samples for all exterior colors in hard copy format.

k.j. All interior and exterior lighting calculations and layouts.

l.k. All building electrical equipment layout location and details. Service sizing and major electrical equipment shall be shown at this time. Electrical service, transformer, voltage drop and short circuit calculations shall be

Design-Construct Addition B912 provided at this time. Layouts for receptacles and interior lighting are required at this time.

m.l. All building steel layout and roof plan, as well as exterior color submittals in hard copy format.

n.m. Any design, calculations or equipment submittals deemed necessary by the Contractor to allow for continuation of the design.

o.n. AF Form 66 with all submittals listed, including but not limited to, all major equipment, color samples and design submittals. Assume one (1) sample of each color submittal and four (4) copies of all other submittals are required.

65% Drawings submitted shall include, but not be limited to:

a. All building HVAC equipment layout, location and details. Sizing calculations for unit(s) and duct shall also be provided at this time. Layouts for the ducts and registers are not required but preferred at this time.

b. Any special systems such as ventilation, fire alarm, communications (LAN & Telephone), security infrastructure and fire sprinkler system shall be submitted complete.

c. Any design, calculations or equipment submittals deemed necessary by the Contractor to allow design to continue.

100% Drawings submitted shall include, but not be limited to:

a. All interior, non-load bearing construction including details.

b. Complete construction details and materials for all interior work.

c. All interior finishes and covers. This shall include a color board showing all previously selected and proposed colors for the facility. Color board shall consist of the arranged, mounted and labeled color samples on a ¼” foam board.

c.d. Contractor shall submit 1 hard copy of 3D rendering, color board and final cost estimate.

d.e. Any and all remaining design, calculations or submittals deemed necessary to provide a complete and constructible design.

e.f. Contractor shall provide the complete design including all as-built, field modifications and design corrections made during the process of construction. All drawings shall meet the Shaw AFB Design and Construction Standards and be in AutoCAD V2011 or later format and Adobe PDF provided on a 5¼” CD-R.

GENERAL DESIGN AND CONSTRUCTION NOTES:

1. The information provided in this SOW, the provided drawings and the requirements of the Shaw AFB Design and Construction Standards shall be determined to be the minimum standards required in this project. Where the information provided and/or Shaw AFB Design and Construction Standards conflict then the most stringent shall be used. This includes all standards, codes, regulations and requirements provided by reference.

2. The Contractor shall include make, model number and inherent operational characteristics on the drawings for all of major equipment supplied for the facility. Contractor shall supply manufacture’s cut sheets with the design submittal where the component is first identified.

3. The Contractor shall have the option to show all calculations on the drawings in lieu of a separate document or hard -bound document.
