Information provided via answers to these questions in this amendment shall not qualify the terms and conditions of the solicitations and specifications. Terms of the solicitation and specifications remain unchanged unless specifically amended in the solicitation. Any disparity between the answers to the questions and the changes to the terms of the solicitation and specifications of the solicitation will go in favor of the actual solicitation, not answers to questions. If an amendment is issued, normal procedures relating to the acknowledgement and receipt of solicitation amendments shall apply.
1. Contractor XYZ would like to request a copy of the ACC Interior Design Guide latest edition. We need this document in order to prepare our required color board in the Shaw AFB MACC Proposal.
Please instruct me on how to attain the ACC Interior Design Guide latest edition.
The ACC Interior Design guide has been incorporated into the Shaw ID2 handbook (attachment 26) which is included in the solicitation, also further design requirement can be located in UFC 3-120-10
2. We are bidding on this project and in the process of obtaining Bid Bond but I’m wondering if this is required for the sample project. Also, I didn’t see a liquidated damages amount. Can you clarify if these are needed?
See question 55 amendment # 5, Yes bid bonds will be required IAW FAR 28.101.
See question 35 amendment #2, There are no LD’s for the sample project as this is for evaluation purposes only. The determination to include LD’s will be made post award per individual task order as appropriate.
3. Due to the furlough of the entire NC SBA office, our required Joint Venture submittal may be incomplete if the SBA has not reviewed and returned to us at the time of proposal due date, Nov. 15, 2013.
How will Shaw contracting treat this requirement?
The Government shutdown is not a consideration for extending the proposal due date.
3. Am 7, attachment 48 states: 2. Per Amendment #5 revised Proposal Instructions - 3. PART III - PAST PERFORMANCE INFORMATION - Limited to no more than 10 pages, excluding past performance questionnaires. Question: Would the government please consider changing the 10 page limitation to only be applicable to the requested Item (a) Performance Survey Information; thereby allowing sufficient spacing to address the other requested information in additional Items (b), (c), and (d) of PART III? Government Answer: No the limitation will not be changed. The 10 page limitation is sufficient to address requirements of (b), (c), and (d).
Question: Q. Per Amendment #5 revised Proposal Instructions - 3. PART III - PAST PERFORMANCE INFORMATION - Limited to no more than 10 pages, excluding past performance questionnaires. Item D requires a letter of consent from major subcontractors be included in the response. A letter would take up an entire page, can Item D not be part of the overall 10 pages for Part III?
The consent letter will not count against Part III page limitation.
4. Item C. Specific Instructions/3. Part III Past performance Info, states ..the government will evaluate the quality and extent of "offeror's" performance deemed relevant
Question: Please clarify for Part III, Past Performance Information/past performance surveys are requested only on the offeror/JVs. Should any portion of the 10 projects be provided from "major subcontractors" such as a major/ key design firm that is a subcontractor to the offeror?
See Section L “ Instructions to Offerors” of the solicitation.

7. The Government has verbally stated in the first site visit that the lowest cost per square foot will be one of the deciding factors for award. This is not mentioned in the solicitation. Also, there is not currently an area to give a cost per square foot value in section B of the Solicitation. The Government has stated in the solicitation a review of "Best Value" and "LPTA". Per LPTA, as we understand, the Government will chose the lowest price for the new addition, then review for technical acceptability and then move on to the higher priced proposals during the government review. IS THIS A CORRECT ASSUMPTION?
