10. What is the expected duration of this project)? – Since this project is not being awarded for construction, there is no project duration.

11. Where is the preferred egress from the current classroom building to the new Walkway to the new Addition? If we egress from the platform area, extensive interior renovation would be required to the platform area. – Contractor shall provide egress in accordance with the revised SOW.

12. The request for the 40’ connecting corridor along with the proposed connection point will cause the building to be located over the existing 8” water main. Would we be allowed to shorten the connector? Is the Base trying to maintain a specific set back from the existing building? SOW, Existing Drawing package, Sheet 16‐06‐155 – Is it the government’s intent for the contractor to relocate the water lines that will end up under the new addition foundation. This is otherwise not mentioned in the scope – See revised

SOW.

13. Should the Finished Floor Elevation of the addition be the same level as the existing classroom floor or the platform floor? – Contractor shall provide a design that meets all identified criteria.

14. For area design, are the classrooms required to seat 40 people each at desks or around round tables? –No FF&E design is required.

15. Will a fully blast-resistant design be required for this building, including the roof? – Design is required to meet UFC 4-010-01.

16. Is the enclosed walkway required to be conditioned space? – Yes, see the revised SOW.

17. Do you wish to add any parking to your site master plan? Is landscaping required? Are there any other site improvements required (connecting sidewalks, etc.)? – Yes, see revised SOW.

18. Is there a ‘flow test’ available for the water supply for the new sprinkler system? SOW, Page 1 – will the government provide available geotechnical data and fire hydrant flow data? Is fire hydrant flow test available? Else what is the available water supply? Is a fire pump required for this facility? Will pumps or water tanks be required for the fire sprinkler system? Attachment 11 – 35% submission requirements, items j & m – are color boards due for the proposal submission? Hard copy or electronic format if required?

– Yes, see attached flow test map. Fire pump determination will be made by the Fire Protection Engineer of record.

19. Is there a geotechnical report available? Is soils information available for this project?

Will a geotechnical report be provided? If not, what soil bearing pressure should be assumed? Attachment 11, sample project 35% (f) design submittal requires building foundation and slab design. Geotechnical information will be required to design the building foundation and slab. Is the Government providing geotechnical information for this site? Is the Government’s intention to have geotechnical investigation and report performed by offeror’s? – Yes, see revised SOW.

20. Where is the nearest manhole for a sewer tap, or would we provide a new manhole? – See attached utility drawing.

21. Will the computers, TVs, microwave and refrigerator be GFGI? Who shall provide the break room appliances? – Yes, contractor shall provide connections for this equipment.

22. What kind of testing will be required (air barrier, geotechnical, etc.)? – Contractor shall meet the requirements of the revised SOW and general industry testing requirements in their design. Contractor is required to include survey and testing requirements in the design documents but no physical survey or testing is required.

23. Is lightning protection required for the new addition? - No

24. Is this a LEED Certified project? Does this project need to comply with EPACT 2005? – Project shall meet the intent of LEED and EPACT 2005 without certification.

25. What is the ATFP criteria? Is this a “primary gathering” building? – Yes, see UFC 4-

010-01

26. Is building to be designed under IBC 2012? – Yes, it is to be designed under the most current design codes.

27. HVAC states classrooms to accommodate up to 40 people. Is there a certain minimum square footage for classrooms? - No

28. Are classrooms to be designed for children or adults? – Yes, both will be users of this facility.

29. 35% submittal requirements states a “generator analysis” to be included. Is a standby generator included in the scope of this project? – Refer to revised SOW

30. Is FF&E to be included by proposer? Is FF&E design required? - No

31. Is an AutoCAD or other electronic drawing file available for this site? Is a current survey with accurate utility information available for this site? – see attachment 23

32. Are there hazardous materials on this site? Is the soil contaminated? – None

33. Is there a hazardous materials survey for the existing building? – Contractor is required to include a survey requirement in the design documents but no physical survey is required. However, for costing assume no hazardous material.

34. SOW, Page 5, Minimum Submittal Requirements, d. Generator Analysis – Does this facility have generator? A generator is not otherwise mentioned in the SOW. – Please see the revised SOW.

35. SOW, Existing Drawing package – Current building has both wood and metal studs.

Does the government have a preference for the addition? Is there any Asbestos Abatement or Lead remediation associated with the CONSTRUCTADDITION TO PALMETTO CHAPEL B912 MACC Sample Project? Will Asbestos and Lead Reports be made available to contractors Pre‐Bid? – Meet the requirements of the revised SOW.

36. SOW, Existing Drawing package – Current building walls are constructed as a nominal 10” thick with a 4” CMU block, a 2” airspace, and then 4” brick veneer. Is it the government’s intent for the new construction wall section to match existing? – Meet the requirements of the revised SOW.

37. The Solicitation DESIGN/BUILD, STATEMENT OF WORK FOR DESIGN‐CONSTRUCT ADDITION TOPALMETTO CHAPEL B912 on Page 2 of 46 Design, Paragraph 2 that, “Contractor Design Submittals: Clearly identify on each sheet of the drawings and on all other submittal items, the date and design percentage they are being submitted under. Contractor shall provide electronic files (.dwg and PDF formats) on CDR, bound drawings 1 set – (11”x17”), specifications and a cost estimate at each of the 35%, 65% and 100% design submittals.” Please clarify. Is the government requiring the Sample Project provide PRE‐BID DRAWINGS, SPECIFICATIONS and a COST ESTIMATE for each of the 35%, 65% and 100% design submittals as part of the MACC Proposal & Sample Project Bid? – Contractor shall provide all documentation in accordance with the solicitation and revised SOW.

38. Are up to date Shaw AFB underground utility locations available to contractors Pre‐Bid for the site of the new addition Sample Project? If so, will these be provided by Amendment? – See revised SOW.

39. The RFP “Statement of Work Stipulates: The addition to the Base Chapel, Building 912, is to serve as a religious education facility. Design shall provide, at a minimum, three (3) classrooms, male/female restrooms, a break room, a mech room, a janitor’s closet, a comm room and an electrical room. The contractor shall provide capabilities of expanding classrooms into each other to allow more space for larger activities.”

a. What total square footage do you need for the expansion facility? – See solicitation and revised SOW.

b. What is the minimum size classroom size you will accept? – See solicitation and revised SOW.

c. What is the number of students you intend to teach in each classroom? – See solicitation and revised SOW.

d. Do your utility and building expansion services need to allow for any future expansion? - See solicitation and revised SOW.

40. Pg 64 of the solicitation, under technical evaluation factors states that " drawings & 3D rendering must conform to the requirements contained in the definition for 35% and 100% design, conform to the requirements of MACC general provisions (attachment 2) and Sample Project (attachment 11)" for the proposal - please clarify that the required documents are from the 35% submission requirements list, not the 100%. – See the revised SOW.

41. Pg 64 of the solicitation, under technical evaluation factors states that " drawings & 3D

100% design" for the proposal - please clarify the 3D rendering requirement. It is not listed in the 35% or 100% submission documents of attachment 2 or 11. Contractor Design Submittals: Clearly identify on each sheet of the drawings and on all other submittal items, the date and design percentage they are being submitted under.

Contractor shall provide electronic files (.dwg and PDF formats) on CDR, bound drawings 1 set – (11”x17”), specifications and a cost estimate at each of the 35%, 65% and 100% design submittals.” It does not seem practical to be able go through 35%, 65%, 100% iterative process for this project in the time allotted. Is the Government going to be able to respond to all applicants for each stage in an efficient and timely manner? Also, for a sample project, it is customary to provide only 35% submittal design drawings for an 8(a) solicitation to minimize the cost to the contractor. Please consider this request to require only a 35% design documents submission for this 8(a) Shaw AFB MACC contract. – See the revised SOW.

42. Specifications - please confirm that only a table of contents of specification sections to be included in the project is due for the proposal submission, as indicated in Attachment 2, 1.a. 35% design and not fully edited specification sections. – Provide fully edited specifications in accordance with the solicitation and revised SOW.

43. Attachment 2 general provisions, 1.a (8) - states to provide a list of government furnished equipment to be installed by the contractor and also government furnished/government installed items. We did not find reference to any GFCI or GFGI equipment within the rfi.

– Bid in accordance with the solicitation and revised SOW.

44. Attachment 11 - 35% submission requirements, items j & m - are color boards due for the proposal submission? Hard copy or electronic format if required? – See revised SOW.

45. Attachment 11 states the contractor is to design and construct the maximum square footage for the addition but the cost shall not exceed the statutory limit. Section M states the award will be made to the lowest price technically acceptable. We understand you want the most for your money, but according to the Evaluation Factors for Award, you are only considering lowest price. Please advise. –Lowest cost per SF for the maximum provided cost.

46. PROPOSAL PREPARATION INSTRUCTION 52.215-1 INSTRUCTIONS TO

OFFERORS--COMPETITIVE ACQUISITION (Addendum) SECTION L, Sub-Section C. Specific Instructions Part II-Technical Proposal (Page 52 of 67) limits the technical proposal “to no more than 10 pages, excluding Drawings and Submittal,” but requires Specifications, Design Calculations, and Cost Estimates. Subfactor 2: Specifications and Subfactor 3: Design Calculations will both be more than 10 pages each. Is the government requesting a list of the proposed calculations and specification table of contents only to comply with the limited 10 pages? Is the 10-pages single sided or double sided? Pg 64 of the solicitation, under technical evaluation factors states that “ drawings & 3D rendering must conform to the requirements contained in the definition for 35% and 100% design” for the proposal – please clarify the 3D rendering requirement. It is not listed in the 35% or 100% submission documents of attachment 2 or

47. Pg 64 of the solicitation, under technical evaluation factors states that “ drawings & 3D

100% design, conform to the requirements of MACC general provisions (attachment 2) and Sample Project (attachment 11)” for the proposal – please clarify that the required documents are from the 35% submission requirements list, not the 100%. Specifications – please confirm that only a table of contents of specification sections to be included in the project is due for the proposal submission, as indicated in Attachment 2, 1.a. 35% design and not fully edited specification sections. – Submit proposal in accordance with Revised SOW and solicitation.

48. Attachment 2 general provisions, 1.a (8) – states to provide a list of government furnished equipment to be installed by the contractor and also government furnished/government installed items. We did not find reference to any GFCI or GFGI equipment within the rfi. – Refer to Q 21 & 30

49. Is there any existing furniture that the contractor will need to remove, relocate, store? –

No

50. Will the entire existing building be closed during the installation of the fire protection system? – No

51. Attachment 11, sample project 35% (e) design submittal requires a site survey. Is the Government providing this survey? Is the Government’s intention to have the existing site surveyed by offerors and have this included in design submittal(s). – Please see revised SOW

52. Attachment 11 specifies the use of metal roof trusses and concrete block walls with brick veneer exterior to match Chapel B912. Is it acceptable to provide a pre-engineered metal building structure with metal stud and brick veneer exterior walls? –Yes, see revised

53. Refer to Attachment 11 Sample Project, p.2: The roof is specified to be prefabricated roof trusses. Would it be acceptable to substitute open web steel joists? - Yes, see revised

54. During Site visit, we noticed what appeared to be a radio transmitter on the packaged HVAC units conditioning the existing chapel. Is this part of a base wide system? Do we need to include a similar system in our proposal? If so, could you please provide some additional information on it? – No. Contractor shall ensure the requirements of the Shaw AFB Design and Construction Standards are met with regards to base interconnection of HVAC systems.

55. The SOW requests a fire suppression system shall be expanded to the existing building.

In the Chapel Area, is the sprinkler pipe and sprinkler heads are going to be exposed. Is this acceptable? - Yes
