About this file

This document is a Synopsis for Anticipated Orders issued by the 60th Civil Engineering Squadron and 60th Contracting Squadron at Travis Air Force Base on March 26, 2026. The synopsis announces seven planned construction and repair projects, all with a contracting office at 60 CONS, 350 Hangar Ave, B549 Travis AFB, CA 94535, and all with Brandon Spratt as the point of contact (brandon.spratt.2@us.af.mil, DSN 424-7743).

The first project, Repair Fire Alarm Panel B237, located at Perimeter Road to Creed Road, has a magnitude range of $250,000–$500,000 and requires comprehensive assessment of the building's fire protection system, demolition of the existing fire alarm system, and installation of a new fire alarm control panel compatible with the existing fire riser/pre-action sprinkler system. The second project, Replace Air Traffic Control Tower Boiler, also budgeted at $250,000–$500,000 at the Airfield location, involves removal and disposal of the boiler assembly and installation of a new natural gas-fired boiler with condensate traps, along with replacement of hot water circulation pump assemblies, chemical feeder assembly, and system controls and balancing. Design Hangar 811 Door & Electrical Systems ($250,000–$500,000) requires engineering design to address the barely operable hangar door, which must comply with 95 psf wind load and seismic/impact loading requirements, and includes electrical panel and wiring upgrades. Repair Lift Station Wastewater Pumps (Building 60, $250,000–$500,000) requires temporary sewage bypass provisions, removal and replacement of two submersible pumps and associated components, flow meter installation, mechanical shop drawings and submittals, and replacement of the SCADA system. Repair ALS Water Pipes & Boiler, B205 ($500,000–$1,000,000), addresses a faulty, leaking exhaust system and a 20+ year-old boiler beyond its lifespan by replacing the faulty stack/exhaust system and entire boiler assembly due to age, corrosion, and wear. Finally, Repair Parking Lot Mini-Mall B650 ($1,000,000–$5,000,000) requires complete reconstruction of a 21,238 square-foot section with PCI 33 rating through removal of existing asphalt and base course and placement of new base course and HMA, as well as mill and overlay of a 268,998 square-foot section. All projects list the contracting officer as "TBD" with no response dates, award dates, set-asides, or federal contract vehicles specified in this synopsis.

SYNOPSIS FOR ANTICIPATED ORDERS

60th Civil Engineering Squadron & 60th Contracting Squadron

Travis AFB 26 March 2026

Repair Fire Alarm Panel B237

Contracting Office: 60 CONS 350 Hangar Ave B549 Travis AFB, CA 94535

Location: Perimeter Road to Creed Road

Magnitude Range: Between $250,000 and $500,000.

Subject: Conduct a comprehensive assessment test and investigation of the existing building’s fire protection system, evaluation components such as fire alarms, sprinklers, and detectors to ensure compliance with UFC code requirements and identify areas for improvement before initiating the development of a 35% design. The existing fire alarm system shall be demolished and replaced. The new fire alarm control panel shall be connected to the existing building’s fire riser/pre-action fire sprinkler system and must be fully compatible with the existing fire riser/pre-action sprinkler system. Ensure the correct functioning of the building’s fire alarms and suppression systems.

Contracting Officer: TBD

Point of Contact: Brandon Spratt (brandon.spratt.2@us.af.mil, DSN 424-7743) mailto:brandon.spratt.2@us.af.mil

Replace Air Traffic Control Tower Boiler

B549 Travis AFB, CA 94535

Location: Airfield

Magnitude Range: Between $250,000 and $500,000.

Subject: Remove and dispose of the boiler assembly, including, but not limited to, the exhaust vent, piping, valves, and appurtenances. Provide and install new natural gas-fired boiler which shall have condensate traps with condensate neutralization pre-installed by the manufacturer.

Additional work includes replacing hot water circulation pump assemblies, replacing hot water chemical feeder assembly, updating controls, testing, adjusting, and balancing water system.

Design Hangar 811 Door & Electrical Systems

B549 Travis AFB, CA 94535

Location: Travis AFB

Magnitude Range: Between $250,000 and $500,000.

Subject: The facilities require complete and working door systems. The hangar door is barely operable, shows distress and major operational problems. Need to comply with a 95 psf wind load, seismic and impact loading during opening and closing. The old electrical panels and wiring should be upgraded and depending on future needs, possible increase in capacity. An engineering design would be beneficial for current and future operations.

Repair Lift Station Wastewater Pumps

B549 Travis AFB, CA 94535

Location: Building 60

Magnitude Range: Between $250,000 and $500,000.

Subject: Provide safe and reliable means of temporarily bypassing sewage flow around Lift Station to support the following. Remove and replace two existing submersible pumps, pump guiderails, all valves, components and accessible piping within the concrete wet well and valve pit. Install new flow meter. The contractor shall provide mechanical shop drawings and material submittals for government review of new components and configuration. Remove and replace Supervisory Control and Data Acquisition (SCADA) system.

B549 Travis AFB, CA 94535

Location: Travis AFB

Magnitude Range: Between $500,000 and $1,000,000.

Subject: Exhaust system for B205 has been faulty and leaking for years; boiler is 20+ yrs old and beyond lifespan. Age makes it difficult to obtain parts for repairs. EMCS controls are obsolete and they cannot see entire system remotely. Replace faulty stack/exhaust system, as well as entire boiler assembly due to age, corrosion, wear & tear.

Repair Parking Lot Mini-Mall B650

B549 Travis AFB, CA 94535

Location: Travis AFB

Magnitude Range: Between $1,000,000 and $5,000,000.

Subject: Complete reconstruction of a 21,238 SF section with PCI 33. Remove the existing 4” asphalt concrete, removing the 6” base course, and placing new 6” basecourse and new 4” HMA and restripe of parking lot. Mill & overlay (2”) for a different 268,998 SF section.
