About this file
This document outlines the application evaluation procedures for establishing Basic Ordering Agreements (BOAs) for construction work at Travis Air Force Base, California and its operating locations. The U.S. Air Force seeks to establish a pool of qualified contractors for future construction projects, with no pre-established limit on the number of agreements to be awarded. Applications will be accepted on an ongoing basis throughout the fiscal year until May 15, 2030, with no guarantee of minimum work or future orders. Applicants must be determined to be small businesses under NAICS code 236210 and must submit one application only, though corrected applications are permitted if initially deemed unacceptable.
The evaluation process consists of four steps of equal importance. Step 1 requires compliance review of active SAM.gov registration, NAICS certification, submission of all required documents, and completed representations and certifications. Step 2 evaluates past performance on three projects based on relevancy (multi-disciplinary construction experience and work with state or federal government agencies or military installations), recency (projects no older than three years), and quality (satisfaction ratings). Step 3 assesses bonding capacity through a surety letter detailing aggregate and single bonding capacity. Step 4 evaluates the architect/engineering firm qualifications, requiring licensed professionals with expertise in mandatory disciplines: Architectural, Electrical, Mechanical, Civil Engineering, and Environmental; desired but non-mandatory disciplines include Fire Protection and Force Protection. Contractors passing Steps 1 and 2 receive a BOA and are placed in either Pool 1 (Minor Construction—non-complex work requiring no design) or Pool 2 (Major Construction—complex work requiring design). Contractors submitting for Pool 2 but failing Step 4 evaluation are automatically placed in Pool 1.

APPLICATION EVALUATION PROCEDURES
Travis AFB CONSTRUCTION BASIC ORDERING AGREEMENT
17 February 2026
1. BASIS FOR AWARD
1.1. Award Selection Methodology. This is not a typical source selection to result in award of a contract. The US Air Force is seeking qualified contractors to establish Basic Ordering Agreements (BOA) for future construction work at Travis AFB CA and its operating locations.
Contractors will be placed in “Pools” from which future projects will be ordered by competitive proposals from members of the Pool. The application process will be used to assign a qualified contractor to a specific pool.
1.2. General
1.2.1. Number of Agreements to be Awarded. The Government intends to establish a pool of Basic Ordering Agreements for a variety of construction projects in the Travis AFB area. There is no pre-established limit to the number of agreements that can be awarded. The goal is to establish and maintain a robust vendor base capable of various construction projects from horizontal (paving, utility work), complex renovations, to design build reconfiguration of existing facilities.
1.2.2. Number of Applications. The Government will only evaluate one application from each applicant. In the event that a contractor's application is determined to be unacceptable, they will be permitted to submit a corrected application.
1.2.3. No Guarantee, no Minimum. This application and selection process will result in Basic Ordering Agreements. There is no guarantee of future work and no guarantee of a minimum amount of work. When construction services are needed, task order proposal requests (TOPR) will be provided to BOA holders who will need to submit applications to be considered for award of task orders to perform the construction.
1.2.3.1. The Government will advertise the number/type of projects it plans to solicit each fiscal year. The number/type of projects may change throughout the fiscal due to budgetary limitations or mission requirements.
1.2.3.2. Solicitation for BOA applications. The Government will have an open solicitation for BOA applications throughout the fiscal year. Solicitations for BOA applications will be considered by the Government at any time. Applications must be approved by the Government 30 days prior to the solicitation of an order for the applicant to be considered for competition.
2. Evaluation Process. The Evaluation Process for the award of a BOA at Travis Air Base will be a stepped approach. A prospective contractor must pass three evaluation steps to be considered for the application of a BOA. A fourth step will be used to determine the contractor’s pool assignment. The applicant will be evaluated based on the ability to comply with the instructions of the invitation/registration in SAM, past performance, bonding capabilities, and architect/engineering capabilities.
Step 1 – Perform compliance review of applications to assess compliance with terms and conditions of the solicitation, active SAM registration, requisite NAICS registration, submission of all required documents, and completed representation and certifications (online through SAM). Only Contractors determined to be a small business under NAICS 236210 will be considered. Contractors that do not have NAICS 236210 will be assessed under NAICS with the same size standard.
Step 2 – Evaluate past performance on three (3) projects submitted by the contractor on the past performance questionnaire (PPQ) based on relevancy, recency, and quality. To be considered, relevant contractors must meet two criteria. The first is the contractor’s past performance must show multi-disciplinary construction experience (multi-disciplinary means construction requirements that cover more than one discipline). The second criteria of relevancy will be based on whether the contractor has completed construction requirements with state or federal government agencies, or work performed on a military installation. For past performance to be considered recent the projects listed on the PPQ will be no older than three (3) years. Quality will be evaluated based on satisfaction ratings on the PPQ. CPARS and SPRS may be used to assist the government in the evaluation of a contractor’s quality but will not be a discriminatory factor. Performance can be either as principal contractor or as sub-contractor at any tier.
Failure to meet any of the requirements may result in the response being rejected, unless determined to be in the government’s best interest not to reject the application.
Step 3 – The contractor will provide proof of the firms maximum bonding capacity in the form of a letter from the offeror’s surety. This information will be used to evaluate the applicant’s ability to obtain bonding for future task orders under their respective BOA.
A letter from the surety will be provided as part of the application, the letter will contain the aggregate, and the single bonding capacity of the firm, as well as the contractors standing with the surety.
Step 4 – The contractor will provide proof of the firm’s capacity to provide architect/engineering services for design build requirements. Contractors will provide their A/E’s SF330 for Government review.
3. PROPOSAL EVALUATION
3.1. Evaluation Factors. The following evaluation factors, each of equal importance, will be used to evaluate each application.
Compliance Review/SAM Registration Past Performance Bonding capacity Architect/Engineer Qualifications
3.2. Initial Compliance Review. Initially, the Government will evaluate all proposals for compliance with all aspects of the application process. This will assess the submission of all required documents, acknowledgement of any amendments, and agreement to all terms and conditions (or valid exceptions). Any non-compliance items will be addressed to the applicant who will be given an opportunity to correct the non-compliance.
Applicants must have active registration in SAM.gov on the day the application is received by the Government and has completed all required representations and certifications. If the applicant has an active registration in SAM.gov, they will be evaluated as PASS for Compliance Review/SAM Registration.
3.4. Past Performance
3.4.1. The Government will review the contractor’s past performance to ensure they are familiar working within the constraints of a military base. There are issues with base access, security, and working around, near or on active airfields that are not present with normal commercial construction. Because of these unique requirements, we will evaluate past performance to ensure companies have experience working in these conditions. The Government will review the contractor’s past performance for successfully performing three (3) separate contracts on a military base within the last five (5) years from the date of submission of their proposal.
3.5. Architect/Engineering Qualifications
3.5.1. The Government will evaluate the qualifications of the Architect/Engineering firm the principal contractor has teamed with for completing design build construction projects under the Basic Ordering Agreement. The firm must be permitted by law to practice the professions of architecture or engineering and have licensed and experienced engineers and architects. The engineers shall demonstrate professional capabilities for each of the following disciplines:
Architectural, Electrical, Mechanical, Civil Engineering and Environmental are the minimum mandatory disciplines. Additional experience in Fire Protection and Force Protection disciplines is highly desired but not mandatory. The mandatory disciplines are thought to be used frequently. The desired disciplines could be expected to be used occasionally, but not regularly, therefore, the lack of a desired discipline will not render an otherwise acceptable application as unacceptable.
3.5.2. Measure of Merit. The US Air Force will consider the information provided to determine if the contractor has the sufficient licensed engineers to complete designs under the BOA. As a minimum, the information must show that the contractor has qualified engineers/architects for the following mandatory disciplines: Architectural, Electrical, Mechanical, Civil Engineering and Environmental are the minimum mandatory disciplines. Additionally desired disciplines are Environmental Engineer, Force Protection Engineer, and Fire Protection Engineer. Lack of desired discipline will not make otherwise acceptable application, unacceptable but it could impact projects orders if those disciplines are required for the particular project.
The Government will assess the qualifications of the Architect/Engineering firm partnering with the principal contractor for the execution of design-build construction projects under the Basic Ordering Agreement. The firm must be legally authorized to practice architecture or engineering and should possess licensed and experienced engineers and architects. Engineers are required to demonstrate expertise in the following disciplines as a minimum: Architectural, Electrical, Mechanical, and Civil Engineering. If the proposal shows the engineering firm has architects/ engineers with experience in Architect, Mechanical Engineering, Electrical Engineering and Civil Engineering, they will receive a rating of PASS for Architect/Engineering Qualifications.
If the applicant is evaluated as missing one or more of the required disciplines, they will receive a FAIL rating for Architect/Engineering Qualifications.
4. POOL ASSIGNMENT
4.1. The evaluation process is used to first determine eligible contractors and next to determine the appropriate Pool for them to be placed into for ordering future work. Contractors that successfully pass steps 1 and 2 from above, will be offered a Basic Ordering Agreement. The Pool will be determined based on the capabilities and experience as evaluated with Steps 3 and 4.
4.2. Pools. Pool 1 is reopened, applications will be accepted until 15 May 2030. Pool 2 is opened, applications will be accepted until 15 May 2030. The process for the evaluations of Pool 2 are referenced in section 3.5 Architect/Engineering qualifications.
4.2.1. Pool 1: Minor Construction. Applicants that are evaluated as a PASS on compliance review/SAM Registration, past performance, and bonding capabilities will be considered for Pool 1. Minor construction consists of multi-disciplinary construction work that is non-complex and requiring no design. Applicants that submit for Pool 2 but do not meet the evaluation criteria of step 4, will automatically be placed in Pool 1.
4.2.2 Pool 2: Major Construction. Applicants that receive a PASS rating on Steps 1-4 will be considered for Pool 2. Major construction consists of multi-disciplinary construction work that is complex and requires a design to be completed. Applicants must demonstrate the ability to obtain architect/engineering capabilities. The government may provide designs if it is in the government’s best interest to do so.
