About this file

This is a consolidated Request for Information (RFI) responses document for the Travis Air Force Base MACC (Multiple Award Construction Contract) Blanket Ordering Agreement (BOA) solicitation. The file contains approximately 70 questions submitted by prospective contractors and the government's responses, addressing critical clarifications regarding the application process, submission requirements, and contract structure.

The solicitation establishes a two-pool construction contracting vehicle for Travis Air Force Base, California, with Pool 1 designated for minor non-complex construction and Pool 2 for design-build or major complex construction projects. The corrected application deadline for Pool 1 is May 16, 2025, at 1430 hours (Pacific Time), with Pool 2 applications opening at a later date following Pool 1 contractor selection. The contract is a complete small business set-aside with no further set-asides, and contractors may participate in both pools simultaneously. Key application requirements include a Past Performance Questionnaire (preferred over CPARS submissions), bonding capability documentation (coordinated between financial institutions and surety companies), and demonstration of relevant three-year project experience. The SF 1442 form is informational only and does not require submission. SF 330 forms are required only for Pool 2 applications. The government clarified that this is an agreement establishment with non-binding participation—contractors are not required to bid on every task order, though performance bonds, payment bonds, and bid bonds are required for task orders exceeding $150,000. No pricing information is required at the application stage; pricing occurs at the task order level. Contractors preferably should have a place of business within San Francisco/Sacramento SBA districts, though other California SBA districts will be considered.
