Administrative Matters The offeror’s price proposal shall contain downward-sloping pricing for the total weighted average coefficient for each option year. Downward-sloping pricing must be reflected by the fourth decimal place (see Section M example). Offers which do not comply with this requirement shall be considered non-responsive and not eligible for award.

Early 2015 Tentative Award Date
Way-Ahead Schedule
1. Reference: Solicitation Schedule B
Question: Are we to use the Schedule B for the pricing or is there a different form that is to be used? Is there more required to show the complete breakdown of the coefficient?
Response: Offerors shall complete Coefficient Schedule B beginning on page 9 of the Solicitation. No further breakdown is required.
Contractor Questions and Government Response
2. Reference: Solicitation Schedule B
Question: The listing of coefficients provided does not cover work performed in secured areas at Pueblo Chemical Depot. Is it anticipated that no work in secured areas will take place at Pueblo Chemical Depot under this contract?
Response: Correct; there will be no work in secured areas at the Pueblo Chemical Depot.
3. Reference: Solicitation Section B-1, 2.e
Question: Solicitation states “Lower coefficients may be proposed on individual task orders to gain a competitive advantage on that task order.” Would the Government modify the sentence to read “Lower coefficients, or the use of the “Consideration of Estimate” feature in e4Clicks, may be proposed on individual task orders to gain a competitive advantage on that task order.”?
Response: No, the “Consideration of Estimate” feature in e4Clicks shall only be used for rounding.
4. Reference: Solicitation Section H, Paragraph G
Question: In regards to performance and payment bonds, it states, "The Contractor shall ensure full performance bond coverage to an estimated amount of $8,000,000 per year..." Are you requesting a blanket bond in the amount of $8 million?
Response: Offerors shall provide a letter in accordance with Section L-1, D, Volume I, Section 8 (page 74) with their proposal. The actual bonding shall be required from successful Offerors after award.
5. Reference: Solicitation Section L-1, C.6
Question: Will the Government consider excluding the Demonstration Project from the volume’s page count, or increasing the volume page count?
Response: Solicitation will be amended to reflect 50 page limit for the Demonstration project, and a 30 page limit for the Management Plan.
6. Reference: Solicitation Section L, Volume I, Chapter 3- Section C through J.
Question: It appears that the only pages where there are blanks have actions other than the offerors and are post award. Please clarify.
Response: There are clauses that require Offerors to complete them and return with the solicitation. These include FAR 52.219-18 and alternate, DFARS 252.219-7010, and others if applicable.
7. Reference: Solicitation Section L-1, D, Volume II, 1. Sub-factor 1.
Question: Sub-factor 1.a) requires the Management Plan to include “Position descriptions for key personnel, required minimum qualifications, required job experience (with examples, but without individual names or resumes).” Please clarify what should be included in the “examples” (besides position descriptions, minimum qualifications, and required job experience) for each key position if no names or resumes for individuals are to be included.
Response: No additional examples are required outside of position descriptions, minimum qualifications and required job experience. No names or resumes are to be submitted.
8. Reference: Solicitation Section L-1, D, Volume II: 2. Sub-factor 2.
Question: Sub-factor 2 references an incorrect Attachment in the paragraph that begins: “Offeror must provide a solution to the Demonstration Project in accordance with General Specification Section 01 00 00. The checklist located at Attachment 6 will be used to assist in evaluating technical acceptability...” Should the reference to “Attachment 6” be changed to “Attachment 15”?
Response: Yes, Solicitation will be revised to reference Attachment 15. Additionally, the Specification in this section will be changed to Section 01 00 00, 1.5.10.1 from 1.5.9.1.
9. Reference: Solicitation Section M, Example Weighted Evaluation of Price Proposal – Coefficients
Question: The percentage of work assigned to each installation only adds up to 99%.
Response: The 99% total is due to rounding. The percentages are representative of the work at each installation. Offerors proposals will be evaluated against the percentages specified in the Solicitation.
10. Reference: Solicitation Section M, Example Weighted Evaluation of Price Proposal – Coefficients
Question: Is the example provided in the Solicitation for the Weighted Evaluation of Price Proposal Coefficients based off historical dollar values spent on the SABER?
Response: Yes, the example provided in the Solicitation for the Weighted Evaluation of Price Proposal Coefficients is based on historical dollar values spent on all current Front Range SABER contracts.
11. Reference: Attachment 1, Specification Section 01 04 00, Part 1.5.1.2.a.
Question: Draft Solicitation stated “Subdivision 01-11 – Summary of Work, excluded in its entirety, with exception to Subdivision 01 11 31.10 and 01 11 31.30 when initiated by CES and directed by the CO.”
Official Solicitation stated “Subdivision 01-11 – Summary of Work, excluded in its entirety.” Will 01 11 31.10 and 01 11 31.30 ever be used?
Response: This was an oversight and the specification will be changed to the draft language for cases when minimal Architectural and Engineering fees are required on specific task orders.
12. Reference: Attachment 1, Specification Section 01 04 00, General 4Clicks
Question: According to 4Clicks, there is a substantial cost to train users each year to utilize their pricing software.
Will each of the selected vendors be required to carry this cost in their proposals?
Response: The Offerors are required to price this cost into their coefficients in accordance with the Solicitation Section B-1, 2b (page 18): “The contractor’s coefficients (in decimal format, no more than 4 decimal places) shall contain applicable profit and all burden costs such as design fees, additional bond premiums, insurance, computer system and support costs, compliance with environmental and safety laws, taxes, protection or moving of Government property, labor laws and any other associated costs required to perform the work.”
Question: According to 4Clicks, there is a substantial cost to train users each year to utilize their pricing software.
Will the costs of training be shared among the vendors in the follow-on years of the contract?
Response: No. The Offerors are responsible for providing their portions of training as outlined in Specification Section 01 04 00.
Question: According to 4Clicks, there is a substantial cost to train users each year to utilize their pricing software.
c. Will reimbursement for the cost for training be allowed?
Response: No. See response to part 'a' of this question.
13. Reference: Attachment 1, Specification Section 01 04 00, e4Clicks
Question: If we use e4Clicks, how many Users/seats are required for the Government?
Response: e4Clicks is required after award, and details on the numbers of licenses required from each Offeror are outlined in Specification Section 01 04 00, Part 1.5.2.
14. Reference: Attachment 1, Specification Section 01 04 00, e4Clicks Training
Question: If we use e4Clicks, how many Government individuals will need to be trained on the software?
Response: e4Clicks is required after award, and details on the trainings required from each Offeror are outlined in Specification Section 01 04 00, Part 1.1.1.5.
15. Reference: Attachment 1, Specification Section 01 31 01, Part 1.1
Question: Can the roles of personnel be shared or is it required to be a separate person i.e. Can QC also do Environmental?
Response: This is for the Offeror to decide. Consideration should be given to conflicts of interest and/or workload to ensure contract requirements are met. If performance, quality, responsiveness, etc. suffers due to limited personnel, the issue will be addressed and a negative Construction Contract Appraisal Support System (CCASS) rating may result.
16.Reference: Attachment 1, Specification Section 01 31 01
Question: What are the staffing requirements when there a no active task orders?
Response: This is for the Offeror to decide. Consideration should be given to conflicts of interest and/or upcoming workload to ensure contract requirements are met. If performance, quality, responsiveness, etc. suffers due to limited personnel, the issue will be addressed and a negative Construction Contract Appraisal Support System (CCASS) rating may result.
17. Reference: Attachment 1, Specification Section 01 31 01, Para 1.3.1, Management Plan and Solicitation Section L-1, D, Volume II: 1. Sub-factor 1.
Question: Because of the mention of a PDF document and 3 ring binder, is this an additional requirement to the Solicitation or merely a repeat of the Solicitation requirement?
Response: This is a repeat of the Solicitation requirement, not an additional requirement.
18. Reference: Attachment 2, Wage Decision (WD) Listing.
Question: Which WDs apply to each location?
Response: Each WD lists the applicable counties it covers.
19. Reference: Attachment 13, Demonstration Project Package, Statement of Work (SOW) Section 4.6.
Question: SOW 4.6 requires an existing hydrant to be relocated, however its current location is not shown on the drawings. Please advise as to the location.
Response: SOW Section 4.6 will be updated to add the following: “Assume hydrant is located at southeast corner of Bravo Street & CAP road. Hydrant connection is via a 10”x6” tee, 6” gate valve & box and 5’ of 6” pipe.”
20. Reference: Attachment 13, Demonstration Project Package, Statement of Work (SOW) Section 5.3.3.1 and 5.4.1.2
Question: SOW 5.3.3.1 and 5.4.1.2 reference a stamped fire protection design analysis for fire suppression and fire detection. Please confirm that the stamped design would typically, and in this case, be a part of the submittals post award.
Response: Correct, this would be included in the submittals post award (via shop drawing). Stamped design analyses will not be required for the demonstration project.
21. Reference: Attachment 13, Demonstration Project Package
Question: For the demonstration project , are there water or electric meter requirements?
Response: Yes, meters are required. Please reference the appropriate specifications for water meter requirements (Section 33 12 33.00 30) and electric meter requirements (Section 26 27 13.10 30).
22. Reference: Attachment 13, Demonstration Project Package
Question: What are the appropriate sales tax rates that should be considered for the demonstration project?
Response: Sales tax will not be considered for the demonstration project and should not be included in proposals. SABER task order work is exempt from Federal taxes, but state and local taxes may apply.
23. Reference: Attachment 13, Demonstration Project Package
Question: Confirm when the title block will be given to Offerors for drawing sheets.
Response: Utilize the title block of the demonstration project.
24. Reference: Attachment 13, Demonstration Project Package
Question: Is the submittal register that is attached to the demonstration project intended to convey what would be required on a similar project or are the offerors required to add additional submittal items covering each definable feature of work and their appropriate submittal requirements as defined in their individual specification sections?
Response: The submittal register outlines the main required submittals and will be unique for each task order awarded under Front Range SABER contracts. The SABER specifications may have additional submittal requirements as noted in Section 01 33 00, Part 1.4.1. Offerors may also choose to add items to the register.
25. Reference: Attachment 14, Demonstration Project Drawings/AutoCAD
Question: What version of AutoCAD will be used?
Response: AutoCAD 2014 is currently being used.
26. Reference: Attachment 14, Demonstration Project Drawings
Question: The CAD files included with the demonstration project have a frozen layer that show the roof with an overhang. This overhang is not otherwise shown. Please clarify.
Response: Please disregard the frozen layer. The roof is a parapet with no overhang.
27. Reference: Attachment 14, Demonstration Project Drawings
Question: Will geo reference drawing(s) be AutoCAD compatible and are we going to get access to one?
Response: If this question is in regard to the demonstration project, no further drawings will be provided. If this question is in regard to task orders after award, each installation will work with the awardees to provide an installation drawing in AutoCAD format.
28. Reference: Attachment 15, Technical Proposal Evaluation, Demonstration Project, Part 3.2x/y
Question: These sections reference what would appear to be an existing gas meter. Please provide location.
Response: This note applies to the new meter, which is for the Offeror to decide where to place to meet requirements of Statement of Work and SABER specifications.
29. Reference: Attachment 15, Technical Proposal Evaluation, Demonstration Project, Section 1f.
Question: Since this checklist references a non-existent paragraph, should the reference to Section 01 00 00, paragraph 1.5.9.1, c(1) be changed to reference paragraph 1.5.10.1, c(1)?
Response: Yes, Specifications were revised. Both references to Part 1.5.9 of Section 01 00 00 will be changed to 1.5.10.
30. Reference: Site Visits
Question: The scheduled site visits have not occurred; will questions which may arise as a result of the site visits be allowed?
Response: Questions resulting from the site visits will be allowed until Thursday, 5 June 2014 at 4:00pm Mountain Time.
31. Reference: General
Question: What is the average task-order size?
Response: $223,872.51 is the average task order award value on the current Front Range SABER contracts. However, task orders can range from $2,000 to $5,000,000 on the new SABER acquisition for which Offerors are currently proposing. This is referenced in Section B, page 8, Section B-1 part 5, page 19, and clause 52.216-19, page 34-35 of the Solicitation.
32. Reference: General
Question: What is the historical dollar spent on the last SABER (broken out by year)?
Response: Award values for each year of the current Front Range SABER program is as follows:

No photography is allowed on any installation, and no cell phones permitted in the Cheyenne Mountain Complex.
If you did not submit your information by the deadline, you may not be allowed access to Cheyenne Mountain. Please plan accordingly.
No questions will be answered during the site visits. Questions regarding individual installations shall be submitted by 5 Jun 14.
Government will not be responsible for assumptions made based on answers to questions not formally submitted.
Please be on time in accordance with the site visit schedule.
Follow all directions from base personnel, to include any exercise events or real world situations.
