SABER Statement of Work (SOW) Project Number: TDKA131234
Title: Upgrade Consolidated Accumulation Point 7 March 2014
1. GENERAL REQUIREMENTS:
1.1. Conduct all work in accordance with SABER Specifications, 21st Civil Engineer Squadron Design Guide dated 19 Dec 13 and all applicable Codes and the associated Construction Drawings and details.
1.2. In accordance with SABER Specification 01 57 20.10 (Peterson AFB), the Contractor shall follow all Green Procurement mandates and submittal requirements. In order to comply with the Green Procurement requirements of Section 6002 of the Resource Conservation and Recovery Act of 1976, Executive Order 13423, and Executive Order 13514, the government requires the use of recycled and recovered materials, bio-based products, energy and water saving products, and environmentally preferable products. Energy Star, Federal Energy Management Program (FEMP)-designated, or Environmental Protection Agency (EPA) Water Sense labeled equipment, appliances, and fixtures are mandated in all cases unless specifically directed otherwise. A listing of the Minimum Recovered Materials is attached to the end of this SOW. The listed products have recycled content and should be used for all SABER task orders.
1.3. The Contractor shall submit for approval any “Green” product substitutions as part of this task order.
1.4. The Contractor is required to submit a signed Recovered Materials Estimate and Certification Form (RMECF) as part of the Close-Out Documents for every task order.
1.5. All Revisions to this SOW will be depicted with both bold & underlined text.
1.6. The Contractor is required to follow the requirements set forth in this SOW and any associated drawings. Any deviation shall be approved by the Contracting Officer prior to implementation.
1.7. Scheduling will be maintained through the duration of the project.
1.8. The Contractor shall keep the work area clean, safe, and free of clutter at all times. Provide continuous cleanup of affected areas. Provide protection for all adjacent real property assets throughout construction. The Contractor shall leave the area in a safe, organized and clean state at the end of each workday. Because of the Public Nature of this site, the Contractor shall install temporary construction fencing for public safety.
1.9. Dispose of all waste generated by this project according to all applicable federal, state and local regulations.
2. EXISTING CONDITIONS: The existing building 2099 Consolidated Accumulation Point (CAP) is used to collect office paper and cardboard from on-base personnel at Peterson AFB for recycling by an off-base contractor.
Base personnel drop off their recyclables at the collection building. The products are picked up by an off-base contractor for compacting and recycling. The existing building 2099 serves as warehouse and office space for this function.
3. PROJECT INTENT: This project will expand the capability of the CAP to accept greater quantities of recyclables, including aluminum cans, from on-base personnel. This project will be accomplished in two (2) phases.
3.1. Phase A: Construct a new road that is accessed from Alpha Street. The existing facility 2099 road access from Bravo Street shall be maintained during Phase A. Construct a staging pad for new collection bins.
3.2. Phase B: Once Phase A has been accepted by the government, renovate the interior of building 2099.
Demolish the existing access road from Bravo Street and return the ground to native seed.

4. PHASE A:
4.1. New Road: Construct a new asphalt road from edge of Alpha Street to existing Building 2099. Road construction shall comply with CO Department of Transportation (CDOT) 2011 Specifications. Road alignment shall follow the same north/south alignment as the existing road. End of road shall align with north side of building.
The existing asphalt driveway up to B2099 shall be replaced with sod and concrete sidewalk. Road shall be 24’-0” from toe of curb to toe of curb. Road shall have a yellow dashed centerline from intersection of Alpha Road to dead end of road. Provide 12” deep, Class 5 aggregate base course compacted to 95% modified Proctor density. The intersection of the new road to Alpha Street shall have 20’ radius corners (back of curb). Contractor shall saw cut 24” into Alpha Street for tie-in of new road. New road shall have a concrete roll-over curb matching CDOT Type 2 (Section IM). New asphalt shall have a center crown with 2% transverse slope. Asphalt shall be 5” thick PG 58-34 with Grade SX aggregate.
4.2. New Parking Area: Construct a new asphalt pull-off 90-degree parking area. Parking area shall be striped for a total of six (6) vehicles. One of the six (6) parking spots shall be Architectural Barriers Act (ABA) van-accessible.
Asphalt and concrete curb shall match the new road. Provide a reserved parking sign with post for the handicap spot.
4.3. New Front Entrance Sidewalk: Construct a new 4” x 8’-0” sidewalk from the new road curb to the main entrance of B2099, centered on the door. Provide a ramp between the sidewalk and new road which complies with the United States Access Board Public Rights of Way guidelines.
4.4. New Culvert: Provide a 24” x 48’-0” long corrugated metal pipe culvert under the new road for the drainage ditch north of Alpha Street. Provide flared end sections at each end of the culvert.
4.5. Relocate Existing Direction Signs: Relocate two (2) existing direction signs from Bravo Street to Alpha Street new road intersection.
4.6. Relocate Hydrant: Relocate existing fire hydrant along CAP access road to a new location accessible by fire department vehicles on the new road. New hydrant location shall meet UFC 3-600-01 criteria.
4.7. New Staging Pad: Construct a concrete pad for staging the collection bins. Pad shall be 48’ by 72’ (north by east). Pad shall be located approximately 60’ from south side of B2099 and 40’ from east side of new access road back of curb. Provide a concrete apron and driveway from the new access road to the new pad. Pad, apron, and driveway shall be 8” thick non-reinforced concrete on 8” deep CDOT Class 5 aggregate base course compacted to 95% modified Proctor density. Driveway apron shall have 20’ corner radii. Pad, driveway, and apron shall not have curb. Pad shall have a 1% slope from north side to south side for storm water drainage. A 4’ wide by 8” deep CDOT Class 5 gravel shoulder shall be provided around the perimeter of the pad.
4.8. Install new landscape rock bed along the west side of B2099. Rock bed shall be bordered with steel edging.
Bed shall align with the corners of the building and extend from the face of the building out to 4’-0”. Rock shall be crushed, 4” depth, laid on compacted bare subgrade.
4.9. Install new sod between the new road curb, new sidewalk, and new rock bed. North and south edges of sod shall align with the corners of the building. North and south sides of sod shall have steel edging.
4.10. Install a new irrigation system for the new sod.

5. PHASE B:
5.1. SITE WORK: Remove existing asphalt access road from edge of Bravo Street complete. Existing asphalt road is 3” thick, 24’ wide, with no curb. Remove existing 12” base course under road. Remove existing pull-off gravel parking area composed of 12” deep base course. Existing access road to be demolished shall be replaced with top soil and hydroseeded with native mix. Shoulder of Bravo Street shall be repaired to match existing.
5.2. ARCHITECTURAL:
5.2.1. Provide all demolition as indicated and as required to comply with the scope of work.
5.2.2. Demo two (2) interior walls of restroom, leaving remaining common wall with existing office space. Demo existing gypsum ceiling in restroom and associated framing. Demo ceramic tile flooring and all associated fixtures and appurtenances within the restroom. Patch and repair remaining flooring and walls.
5.2.3. Construct a new Architectural Barriers Act (ABA) compliant unisex restroom against the plan north wall, adjacent to the existing office space. Restroom shall be approximately 5’ x 7’ interior clear dimensions. Contractor shall provide drawing layout at the time of proposal submittal, showing placement of all items within restroom to ensure full compliance with ABA. Restroom shall include one (1) toilet, one (1) 24” wide solid surface lavatory counter with integral sink, grab bars, paper towel dispenser, waste receptacle, lavatory mirror, full length mirror, soap dispenser, and toilet paper dispenser. Lavatory counter and all restroom accessories shall be per the 21st Civil Engineer Squadron Design Guide. Walls of restroom shall be constructed to bottom of roof deck and shall be [362S125-33] metal studs at 16” O.C. with sound batt insulation and 5/8” type X gypsum wallboard on each side.
Ceiling shall be framed with steel studs at 8’ Above Finished Floor (AFF) and shall have 5/8” type X gypsum on the restroom side. Restroom shall have a 4’ porcelain tile wainscot at all walls, consisting of 6” cove base tile, three (3) high 12” x 12” porcelain tiles, and a 6” bullnose top course. All vertical tile shall be on 5/8” cementitious backer board. All gypsum within the restroom shall be moisture resistant type. Restroom flooring shall be 12” x 12” porcelain tile. Restroom door shall be a 3’ x 7’ stained and sealed rotary cut birch door. Door shall include all hardware complying with Peterson AFB, 21st Civil Engineer Squadron Design Guide.
5.2.4. Construct new electrical/communications room in the south west corner of the building. Contractor shall construct a wall from the center of the south wall of the existing office space perpendicular to the south exterior wall of the facility. Wall shall be constructed to bottom of roof deck and shall be [362S125-33] metal studs at 16” O.C.
Wall shall meet the requirements of a one (1)-hour fire rating. Construct a one (1)-hour gypsum ceiling at the bottom of the roof joists. All penetrations through walls and ceiling shall be fire caulked. Contractor shall install ¾” fire rated plywood at the plan south wall. Plywood shall be from floor to a height of 8’ and shall be the full width of the wall. Contractor shall cut in and install a new 3’ x 7’ exterior rated insulated metal door to serve this space. Door shall be on the plan east exterior wall of the facility and shall be centered on the space. Door shall include all hardware complying with Peterson AFB, 21st Civil Engineer Squadron Design Guide.
5.2.5. Construct new mechanical room adjacent to the electrical/ communications room. Contractor shall extend the existing plan west wall of the office space to the south exterior wall of the facility. Wall shall be constructed to bottom of roof deck and shall be [362S125-33] metal studs at 16” O.C. Wall shall meet the requirements of a one (1)-hour fire rating. Construct a one (1)-hour gypsum wallboard ceiling at the bottom of the roof joists. All penetrations through walls and ceiling shall be fire caulked. Install a new interior hollow metal door at this space at the north end of the new wall. Door shall include all hardware complying with Peterson AFB, 21st Civil Engineer Squadron Design Guide.
5.2.6. Extend the existing two (2) interior walls of the office space to deck and bring entire wall up to one (1)-hour rating. Demo existing gypsum ceiling within the office space and install a new suspended ceiling system. Ceiling systems shall be at 8’-6” AFF and shall be provided in accordance with the 21st Civil Engineer Squadron Design Guide.

5.2.7. Fur out entire existing interior side of exterior wall with [362S125-33] metal studs at 16” O.C. to bottom of roof deck. Install minimum of R15 fiberglass batt insulation throughout the new walls. Install new 5/8” type X gypsum wallboard.
5.2.8. Construct print station cabinetry against plan west wall of the new restroom. Print station shall consist of 5’ of solid surface counter top mounted on wall brackets and open below. Print station shall also have 5’ of 30” high wall mounted upper cabinets, 12” deep. Cabinet construction and hardware shall comply with all requirements as indicated in the Peterson AFB, 21st Civil Engineer Squadron Design Guide.
5.2.9. Install a room sign at the restroom, office, and mechanical room. Room sign at restroom shall include the Handicap Accessible symbol.
5.2.10. Take down existing (“CONSOLIDATED ACCUMULATION POINT”) 12” lettering at exterior of building and patch holes in exterior. Contractor shall purchase new lettering matching existing to add the word “RECYCLABLE”. Contractor shall install new lettering and previously removed lettering centered at the front of the facility. New layout shall read “CONSOLIDATED RECYCLABLE ACCUMULATION POINT”.
5.2.11. Demo existing 2’-6” wide by 4’ high window and wall as required at plan east wall of the office space.
Install new 4’ high by 4’ wide dark bronze anodized aluminum fixed window centered on the room. New windows are Anti-Terrorism Force Protection (ATFP) exempt. Provide a new solid surface window sill at the interior and a new prefinished metal sill at the exterior.
5.2.12. Demo existing overhead door and all associated appurtenances. Infill the existing opening left by the removal of the overhead door with an insulated glazed storefront system. Storefront system shall be dark bronze anodized. System shall have a single 3’ x 7’ storefront door swinging to the exterior with a right hand swing. Door shall have a cipher lock. Door shall include all hardware as required complying with Peterson AFB, 21st Civil Engineer Squadron Design Guide. Storefront system does not need to comply with ATFP provisions.
5.2.13. Demo and infill existing exterior personnel door. Infill with construction matching the existing facility.
5.2.14. Demo bottom 4’ of exterior metal siding from the plan west wall of the facility and install a 4’ brick wainscot with a sloped rowlock top course.
5.2.15. Prep, prime, and paint two (2) coats on the exterior corrugated metal siding of the existing facility. Comply with SABER Specifications for requirements.
5.2.16. Remove existing built-up roof system down to the deck and install a new built-up roof system: New built-up roof system shall have the following characteristics:
5.2.16.1. 5” of IsoFoam, Tapered insulation as needed for positive drainage, ½” recovery board, Tri-base plus base sheet, three (3) plies of glasfelt set in hot asphalt, mineral surface cap sheet set in hot asphalt, cap sheet run up the parapet and extend over the top of the parapet to the outside corner, all lap joints shall be three (3) coursed & silver-coated at parapet walls.
5.2.16.2. All roofing details and installation shall be in accordance with the National Roofing Contractors Association (NRCA) standards.
5.2.16.3. Contractor shall provide warranty as required by the SABER specifications.
5.2.16.4. Install 2X green-treat material at the top of the existing parapet wall. Parapet wall shall be raised as required with the 2X material to achieve the appropriate 8” minimum parapet wall heights per NRCA standards.
Install prefinished one (1) piece cap flashing with integral drip edges at the roof perimeter. Replace existing conductor head/scuppers and downspouts. All metal shall be prefinished with a Kynar coating. Provide a new concrete splash blocks at each downspout.

5.2.17. Install new suspended ceiling system throughout the large open area. Ceiling systems shall be at 8’-6” AFF and shall be provided in accordance with the 21st Civil Engineer Squadron Design Guide.
5.2.18. Install new carpet and rubber coved base throughout the large open area and the existing office space.
Provide a 4’ wide by 10’ long run of walk-off carpet tile at the main entry. Provide basic pattern carpet throughout the rest of the areas. New carpet shall be provided and installed in accordance with the 21st Civil Engineer Squadron Design Guide. Provide all demo and floor prep as required.
5.2.19. For all new gypsum surfaces, provide gypsum wallboard finishes in accordance with the 21st Civil Engineer Squadron Design Guide.
5.2.20. Finish all new and existing interior gypsum walls and ceilings with one (1) coat primer and two (2) coats paint.
5.3. MECHANICAL:
5.3.1. HVAC
5.3.1.1. The Contractor shall demolish the existing roof top unit. Patch and seal roof as required.
5.3.1.2. The Contractor shall demolish the existing ductwork where not reused and as needed for new layout. The Contractor shall demolish all diffusers and grilles.
5.3.1.3. The Contractor shall demolish an existing compact air conditioning unit in the existing office and repair wall as necessary.
5.3.1.4. The Contractor shall provide a new packaged unit mounted on a new equipment pad outside the mechanical room. New packaged unit shall be sized appropriately for skin and internal loads in accordance with American Society of Heating, Refrigerating and Air Conditioning Engineers (ASHRAE) handbooks and UFC’s. Note there is to be a minimum of one (1) person with PC and printer in the office and system should be capable of providing for four (4) workstations and a printer in the open area. Design shall comply with 21st Civil Engineer Squadron Design Guide, all applicable UFC’s, and Air Force (AF) criteria.
5.3.1.5. All exposed ductwork/insulation/jacket shall be painted to match facility in accordance with the most recent Peterson Facility of Excellence Plan (FEP). No screening will be required for the packaged unit at grade.
5.3.1.6. The Contractor shall ensure that the rooms meets a 40RC in accordance with RCMark II and no negative quality descriptors.
5.3.1.7. The Contractor shall provide new diffusers and grilles for the facility. All diffusers shall match and shall be four-way throw appropriately sized for the airflow and shall have the manufacturer’s standard white finish on steel.
All return grilles shall be an egg crate style with a return boot or ducted return and shall be the manufacturer’s standard white finish on steel. Exhaust grilles shall be manufacturer’s standard satin silver finish on steel for the bathroom and standard white finish on steel for any others.
5.3.1.8. The Contractor shall provide proper exhaust for the new restroom utilizing occupancy sensors for energy efficiency. New restroom exhaust shall comply with all UFCs and codes.
5.3.2. PLUMBING
5.3.2.1. The Contractor shall demolish all plumbing fixtures and piping in accordance with the UFC and this SOW.
All abandoned drains shall be properly sealed with 3” minimum hydraulic cement and an approved plug to prevent excess cement from flowing down sewer line.

5.3.2.2. The Contractor shall provide new plumbing fixtures for the new restroom. New fixture shall comply with all UFCs and the IPC. Water closet shall be floor mounted, bottom outlet. Provide new backflow preventer in mechanical room for plumbing fixtures off of combined riser.
5.3.3. FIRE
5.3.3.1. Provide new fire suppression throughout office space. This project requires a registered fire protection engineer to provide a fire protection design analysis, in accordance with UFC 3-600-01 paragraph 1-4 and 1-5, and to review, approve, and stamp the fire suppression system design.
5.3.3.2. Provide new Post Indicator Valve (PIV) outside to existing water valve. PIV shall comply with UFC’s for new construction.
5.4. ELECTRICAL:
5.4.1. General Electrical:
5.4.1.1. All work shall be in accordance with the most current versions of NFPA 70, NFPA 70E, NESC, NFPA 101, NFPA 72, UFC 3-600-01, UFC 4-010-01, UFC 4-021-01, AFI 32-10141; applicable UFC’s, AFI’s, ETL’s, and SABER specifications.
5.4.1.2. This project requires a registered fire protection engineer to provide a fire protection design analysis, in accordance with UFC 3-600-01 paragraph 1-4 and 1-5, and to review, approve, and stamp the fire alarm/detection system design.
5.4.1.3. The contractor shall provide an electrical distribution system that is fully functional and in compliance with the aforementioned regulations, standards and specifications.
5.4.1.4. The contractor shall provide fixtures, conduit, wire, and associated hardware that is UL listed for the location to be installed.
5.4.1.5. The contractor shall route and install conduits in a clean and workmanlike manner. All conduits shall be installed in horizontal, vertical and in straight lines. All conduit penetrations shall be sealed watertight and painted to match existing.
5.4.1.6. The contractor shall coordinate and schedule all necessary power outages with 21 CONS, 21 CES and the building manager using the utility outage work request process prior to proceeding with such work. The contractor shall finalize coordination at least fifteen (15) business days before the scheduled outage.
5.4.1.7. The contractor shall provide only copper conductor and shall size all wire and conduit based on such. The minimum size conduit to be used for electrical installation within the building shall be ½”. The minimum sized conduit used below ground shall be ¾”. The contractor shall size all conveyance and conductor by methods identified in the current version of NFPA 70. Wiring for branch circuiting should be sized with maximum voltage drop of 3%. As recommended by the National Electric Code (NEC), a maximum combined voltage drop of 5% from the service transformer to outlets should not be exceeded. Conductors should be upsized to compensate for voltage drop where required. Minimum branch circuit conductor size shall be #12 AWG. Wiring shall be insulated copper conductor in electrical or intermediate metallic tubing or in rigid conduit where required by the NEC.
5.4.1.8. All electrical devices, including receptacles and all switches, shall be grey with brushed stainless steel covers.
5.4.1.9. The contractor shall provide transparent labels with black lettering on the stainless steel cover plates that identify the panel and circuit number from which the device receives power.

5.4.1.10. The contractor shall conceal all conduits and other conveyances within walls, floors, and ceilings. In the event that a new device is to be installed in an existing drywall partition and/or wall, the contractor shall provide a cut-in type box and fish flexible conduit down inside the wall from above the ceiling system. The contractor shall rigidly support flexible conduit above the ceiling and repair the drywall around the conduit. The contractor shall transition to EMT conduit once above the ceiling system.
5.4.1.11. The contractor shall fire stop all penetrations in or through fire rated partitions such that the penetration meets or exceeds the fire rating of the wall.
5.4.1.12. The contractor shall test all installed cabling for opens, shorts and grounds prior to energizing in accordance with the SABER specifications.
5.4.1.13. The area shall be kept clean, safe, and free of clutter at all times. Provide continuous cleanup of affected areas. Provide protection for all adjacent real property assets throughout construction. The area must be left in an organized and clean state at the end of each workday. The contractor shall provide means to protect all existing carpet, walls, ceilings, etc. within the construction area.
5.4.1.14. The contractor shall dispose of all waste generated by this project according to all applicable local regulations. The contractor shall contact the 21 CES environmental section for recycling and hazardous waste disposal requirements.
5.4.2. Electrical Demolition:
5.4.2.1. The Contractor shall perform all demolition work as needed to accomplish work.
5.4.2.2. The contractor shall demolish all existing interior and exterior lighting fixtures and lighting control to include homeruns. The contractor shall demolish all conductors associated with these fixtures. The contractor shall demolish all conduits and associated hardware that are within the existing ceiling spaces and within any walls to be demolished. Any conduits and hardware located within the walls that are to remain shall be capped and abandoned in place.
5.4.2.3. The contractor shall demolish the existing emergency lighting (frog eye fixtures). The contractor shall demolish all conduits, cabling, and hardware associated with the emergency lighting.
5.4.2.4. The contractor shall demolish the existing lighted exit sign. The contractor shall demolish all conduits, cabling, and hardware associated with the exit sign.
5.4.2.5. The contactor shall demolish Panel P1 and the secondary conductors between the utility transformer and Panel P1.
5.4.2.6. The contractor shall demolish all existing receptacles. The contractor shall demolish all conductors to include homeruns associated with the receptacles. The contractor shall demolish all conduits and associated hardware that are within the existing ceiling spaces and within any walls to be demolished. Any conduits and hardware located within the walls that are to remain shall be capped and abandoned in place.
5.4.2.7. The contractor shall demolish the electric motor, disconnect switch, and control switch associated with the overhead garage door. The contractor shall demolish all conductors associated with this overhead door. The contractor shall demolish all conduits and associated hardware that are within the existing ceiling spaces and within any walls to be demolished. Any conduits and hardware located within the walls that are to remain shall be capped and abandoned in place.
5.4.2.8. The contractor shall demolish the disconnect switch associated with the Roof Top Unit (RTU-1). The contractor shall demolish all conductors associated with RTU-1. The contractor shall demolish all conduits and associated hardware that are within the existing ceiling spaces and within any walls to be demolished. Any conduits and hardware located within the walls that are to remain shall be capped and abandoned in place.

5.4.2.9. The contractor shall demolish the branch circuit for the exhaust fan. The contractor shall demolish all conductors associated with the exhaust fan. The contractor shall demolish all conduits and associated hardware that are within the existing ceiling spaces and within any walls to be demolished. Any conduits and hardware located within the walls that are to remain shall be capped and abandoned in place.
5.4.3. Electrical New Work:
5.4.3.1. The contractor shall provide one (1) new power & lighting distribution panel board. The panel board shall be 3-phase, 125A, 208/120 volt, 42 circuit, copper bussed with 125 amp main circuit breaker, and shall be equipped with bolt-on type circuit breakers and have a door-in-door type panel cover. The panel board shall be sufficiently braced to withstand maximum fault current available from the existing transformer. The panel shall be located in the new electrical room preferably on the wall (plan west wall) opposite the entry door. The contractor shall provide new breakers in the panel board to power all electrical equipment and devices including but not limited to lighting, receptacles, HVAC, etc. The contractor shall fill any unused branch circuit position in the panel board with single-phase 20 amp breakers such that there is no empty breaker space in the panel. The contractor shall provide a typed panel board schedule identifying each branch circuit load.
5.4.3.2. The contractor shall provide new copper service entrance conductors from the existing utility transformer to the new panel board.
5.4.3.3. The contractor shall provide a new ground conductor for the new service entrance panel. The new conductor shall be exothermically welded to the existing counterpoise.
5.4.3.4. The contractor shall provide emergency egress lighting within all required spaces of this renovation in accordance with current life safety requirements. Emergency egress lighting shall be accomplished with integral battery packs housed in the new lighting fixtures. Provide new LED emergency exit signs as required by current life safety standards. New exit signs shall be green with brushed aluminum face(s).
5.4.3.5. The contractor shall provide a new illumination system designed for energy efficient operation and compliance with UFC 3-530-01 and the Illuminating Engineering Society of North America (IESNA) Handbook.
Provide new lighting control to control the lighting within the renovated spaces. Separate lighting control shall be provided for the open space, individual office, mech/elect rooms, and restroom. All lighting control shall comply with UFC 3-530-01. Provide occupancy sensors in the restroom, office, and open office. Occupancy sensors shall be dual technology type. Lighting levels shall be in accordance with UFC 3-530-01 and the IESNA Handbook. Provide quantity and location of light fixtures to achieve even light distribution and reduce shadows to the extent possible.
Luminaires for the open are and the office shall be T-5 (such as Columbia Lighting STEL22-3 or equal). Luminaires for the mech/elec rooms shall be T-5 industrial linear fluorescent type with protective wire cages. The restroom shall have a wall mounted vanity fixture and 8” horizontal compact fluorescent lensed downlights (such as Prescolite LF8CFH1 or equal). The vanity fixture shall be a high end decorative 36”, fluorescent, horizontal, wall mount type with solid metal accent fins and solid metal horizontal bar trim. The vanity fixture shall have a brushed aluminum finish, a clear coat metal protector, and shall be VISA Lighting #CB6446-BA, with Damp Clear Coat (DCC) option or equal.
5.4.3.6. The contractor shall provide wall mounted exterior lighting over the new storefront entry door and the entry door for the elec/comm room. The new fixtures shall be LED type, full cutoff, dark bronze, and have integral photocell for on/off control.
5.4.3.7. The contractor shall provide power & controls (conduit, conductor, hardware, disconnecting means, maintenance receptacle, etc.) to all new mechanical equipment as required by the manufacturer and all aforementioned codes and standards.
5.4.3.8. The contractor shall provide one (1) 20 amp, 120volt, GFCI duplex receptacle near the new HVAC package unit as required by NFPA 70. The contractor shall provide an in-use weather-proof cover on the receptacle.

5.4.3.9. The contractor shall provide one (1) 20 amp, 120volt, GFCI duplex receptacle in the new restroom near the sink at countertop height.
5.4.3.10. The contractor shall provide one (1) 20 amp, 120volt, GFCI duplex receptacle on the exterior of the facility near the new storefront entry. The contractor shall provide an in-use weather-proof cover on the receptacle.
5.4.3.11. The contractor shall provide one (1) 20 amp, 120volt, GFCI duplex receptacle on the exterior of the facility near the new electric/comm room entrance door. The contractor shall provide an in-use weather-proof cover on the receptacle.
5.4.3.12. The contractor shall provide one (1) double-duplex, 20 amp, 120volt receptacle in the elec/comm room on the plan south wall to power the equipment in the data rack.
5.4.3.13. The contractor shall provide a minimum of three (3) 20 amp, 120volt single duplex GFCI receptacles in the elect/comm room for maintenance use. The receptacles shall be placed on different walls.
5.4.3.14. The contractor shall provide a minimum of four (4) 20 amp, 120volt single duplex GFCI receptacles in the mechanical room for maintenance use. The receptacles shall be placed on different walls.
5.4.3.15. The contractor shall provide one (1) double-duplex, 20 amp, 120volt receptacle on the plan north wall and 20 amp, 120volt single duplex receptacles on all four walls of the small individual office spaced as required by NFPA 70. Do not count the double-duplex receptacle in the spacing requirements. Coordinate the placement of the double-duplex receptacle with the location of the desk in the room.
5.4.3.16. The contractor shall provide four (4) 20 amp, 120volt double-duplex receptacles in the large open office area. Two (2) receptacles shall be located on the plan north wall, centered along the wall between the restroom wall and the plan west wall. Two (2) receptacles shall be located on the plan south wall, centered between the mechanical room wall and the plan west wall.
5.4.3.17. The contractor shall provide two (2) 20 amp, 120volt single duplex receptacles on the plan west wall; one
(1) on each side of the new store front door.
5.4.3.18. The contractor shall provide one (1) 20 amp, 120volt single duplex receptacle just outside the mechanical room door to serve the large open office area.
5.4.3.19. The contractor shall provide one (1) 20 amp, 120volt single duplex receptacle just outside the restroom door to serve the large open office area.
5.4.3.20. The contractor shall provide power & controls (conduit, conductor, hardware, disconnecting means, etc.) to all new plumbing equipment (faucets, flush valves, etc.) as required by the manufacturer and all aforementioned codes and standards.
5.4.3.21. The contractor shall provide power & controls (conduit, conductor, hardware, disconnecting means, etc.) to all new architectural appliances (paper towel dispensers, hand dryers, etc.) as required by the manufacturer and all aforementioned codes and standards.
5.4.3.22. FIRE ALARM/DETECTION SYSTEM
5.4.3.22.1. The contractor shall provide a fully functioning and compliant fire alarm/detection system to include the local alarm function as well as the remote visibility and communication from the fire network, Fireworks, fire dispatch and 21 CES. Assume copper network cable is available between this facility and the facility in which the “Fire Network” switch is located. Assume a 50’ patch cord will be sufficient to connect to the “Fire Network” switch once inside the facility.

5.4.3.22.2. The contractor shall provide all necessary labor and material for a fully functional fire detection/notification alarm system in accordance with all aforementioned standards.
5.4.3.22.3. The contractor shall provide a new EST3 fire alarm/detection control panel that meets SABER specification 28 31 15. The contractor shall provide all necessary modules, devices and equipment to provide a fully functional and compliant system. The contractor shall connect the new system to the “Fireworks” system through a new fiber optic cable between the fire alarm control panel and the existing fiber distribution center in the building and verify communication link is fully functional. The contractor shall provide all necessary conduit, fiber, associated hardware and communication modules to make the new fire alarm control panel communicate on the network. The contractor shall ensure that complete visibility and functionality are provided at the “Fireworks” front-end.
5.4.3.22.4. The contractor shall provide initiating devices, test stations, conduit, conductor and associated hardware for the new system. The contractor shall provide notification appliances where required by code. The visible indicator (strobes) for fire shall be clear with the word “fire” printed on the clear lens.
5.4.3.22.5. The contractor shall provide all code required notification appliances and initiating devices as well as any necessary active equipment, modules, infrastructure to include wiring, conduit and associated hardware to make the system fully functional and code compliant. The contractor shall NOT surface mount any conduit or appliance in finished, non-industrial type spaces unless approved by the Contracting Officer (CO) or 21 CES project manager.
5.4.3.22.6. The contractor shall provide any/all required duct detectors, monitor modules and infrastructure to include wiring, conduit and associated hardware for monitoring the air handling systems, where required.
5.4.3.22.7. The contractor shall provide a smoke detector over the fire alarm control panel and any booster panel where required.
5.4.3.22.8. The contractor shall provide a new annunciator panel at a location to be determined by the fire department.
5.4.3.22.9. The contractor shall provide power to the new fire alarm control panel. The contractor shall provide power from the new power panel. The contractor shall provide a circuit breaker that meets the criteria of NFPA 72.
The contractor shall provide conduit, conductor, and associated hardware to power the new fire alarm control panel.
5.4.3.22.10. The contractor shall provide new batteries to support the new fire alarm system as required by the aforementioned standards.
5.4.3.22.11. The contractor shall label all fire alarm/detection devices with the circuit and address number. The label shall be typed on a clear label with black letting and shall NOT be hand written.
5.4.3.22.12. The contractor shall provide a graphic map located (either laminated or framed behind glass/Plexiglas) on the wall next to the Fire Alarm Control Panel. The graphic map for this project shall be sized in accordance with the aforementioned standards.
5.4.3.22.13. The contractor shall program the fire alarm system as required to be fully functional and integrated into the Fireworks software. The contractor shall provide a digital (soft) copy of the Fireworks programs to 21 CES as required by the SABER specifications.
5.4.3.22.14. The contractor shall perform and provide all testing documentation as required by NFPA 72, UFC 4- 021-01 and the SABER specifications. The contractor shall notify the AHJ, CO and 21 CES project manager a minimum of ten (10) days prior to conducting any test. The AHJ, CO and 21 CES project manager shall be invited to all tests. If the contractor arranges for a pre-final or final test and proves to be unprepared, the fire department will not continue the test and the contractor will have to re-schedule testing at their own expense. This will not be constituted a government delay as the contractor was unprepared.

5.4.3.23. COMMUNICATIONS
5.4.3.23.1. The contractor shall remove & replace the existing building entrance protector, 110 voice block, and the 19-inch wall mounted equipment rack with 48-port patch panel.
5.4.3.23.2. Each voice jack shall have a dedicated Category 5e twisted, non-plenum rated, copper cable connected/terminated to the existing wall-mounted punch down block located in the elec/comm room. Each NIPR data jack shall have a dedicated Category 5e twisted, non-plenum rated, copper cable connected/terminated to the existing patch panel located in the elec/comm room. The outer jacket of the voice cable shall be white. The voice outlets shall be white. The outer jacket of the NIPR cable shall be blue. The NIPR data outlets shall be orange. The copper terminations shall be RJ-45 type connectors. Each communication outlet shall have one (1) voice and two (2) NIPR data connections and shall match the power receptacles in color with stainless cover plate.
5.4.3.23.3. The contractor shall provide two (2) communication outlets in the smaller hard-walled office. They shall be mounted on opposing walls (plan north and plan south) near a power receptacle and at receptacle height.
5.4.3.23.4. The contractor shall provide one (1) communication outlet on the plan north wall of the large open office area near a power receptacle and at receptacle height. This communication outlet will be used to support the print station (verify location with architectural requirements).
5.4.3.23.5. The contractor shall provide a voice only outlet in the elec/comm room near the entry door for a wall mount handset.
6. The Contractor shall submit As-Built Drawings on CD-ROM in accordance with SABER Specification Section 01 78 00 no later than fourteen (14) calendar days after Beneficial Occupancy Date (BOD).
7. The Contractor is responsible to verify site conditions, measurements, quantities, and materials needed to complete this project prior to submitting a proposal.

BUILDING 2099 EXISTING CONSTRUCTION
1. ARCHITECTURAL:
1.1. Exterior of building is vertical corrugated painted metal siding. Paint on metal siding is peeling. Top of parapet wall is 13’-6” above finished floor. At the open area the interior side of exterior walls are ¾” plywood to 8’ high with 5/8” gypsum above to structure. At the existing office and restroom the interior side of the exterior walls are 5/8” gypsum wall board.
1.2. Roof is a built-up system composed of 2” of board insulation hot mopped to deck, plus tapered insulation, base sheet plus three (3) layers of hot mopped felt and rock ballast. There are currently four (4) vents/penetrations ranging in size from 2” to 4”. Parapet wall is approximately 7” above top of roof at its minimum height. Roof drains to the plan south with two (2) through wall conductor head with integral scupper backup with downspouts out to ground mounted concrete splash blocks.
1.3. Overhead door is 8’ wide by 10’ tall and is insulated commercial metal type with both manual and electric operators. Head and jams are finished out with painted metal.
1.4. Personnel door is insulated metal (3’x7’).
1.5. Building has cast brushed aluminum 12” high dimensional lettering above the overhead door reading
“CONSOLIDATED ACCUMULATION POINT”. Building also has cast brushed aluminum 10” high dimensional lettering adjacent to the overhead door reading “2099”.
1.6. Interior walls creating the existing office and restroom are 9’ high wood studs with one (1) layer of gypsum wall board on each side.
1.7. Ceilings at office and restroom are 5/8” suspended gypsum at 8’-6” a.f.f. (above finished floor). The rest of the building is open to structure above.
1.8. Flooring within the existing office space is carpet with 4” rubber base cove. Flooring within the existing restroom is 2X2 porcelain tile with a tile base cove. Flooring throughout the rest of the facility is exposed concrete slab.
1.9. Window at the existing office is an operable slider, with 3” aluminum frame and single pane glazing.
Opening is finished with painted metal.
1.10. Building does not contain any asbestos or lead based paint.
2. STRUCTURAL:
2.1. Roof structure is composed of TJI 560 16” deep wood truss joists set at 24” on center, running north to south with zero slope. Roof deck is 5/8” CDX plywood, T&G, acting as a diaphram.
2.2. Exterior walls are composed of 2x6 Hem Fir studs at 16” o.c. with 7/16” exterior sheathing acting as shear walls for lateral stability. Bottom plate is attached to the foundation with J-bolts at 4’-0” o.c. Top plate of walls is composed of two (2) 2x6 laid flat. Top of top plate is at 10’-3”. Bottom chord of truss joists sits on top of wall top plate, directly above a stud. A 1-1/4” TimberStrand LVL rim joist frames the ends of the truss joists and bears on the wall top plate.
2.3. Interior floor slab is a 5” thick floating slab, reinforced with WWR 4x4-W1.4xW1.4. Foundation is composed of a 12”x24” continuous strip footer with a 12”x36” stem wall reinforced with #5 vertical rebar at 18” o.c. and three #5 rebar horizontally.
3. MECHANICAL:
3.1. Existing RTU-1 is a gas-fired, two stage cooling packaged unit with a single speed fan. RTU-1 is connected to a 60Amp disconnect to the main electrical panel. RTU-1 is a downflow unit mounted on the roof with an open return to the main open area. The supply is connected to metal ductwork with 1.5” fiberglass insulation. The jacket on the insulation appears frayed and is worn in several locations. RTU- 1’s serial tag and model number appear to have been removed. The unit is at the end of its useful life.
3.2. All diffusers are 2’x2’ 4-way diffuser hung from the ductwork with the exception of the office which is ran with flex and ceiling mounted.
3.3. Exhaust duct in bathroom is metallic 24ga galvanized steel. The grille is an eggcrate type with direct duct mounted to the ceiling with an angle to form a lay-in ceiling type installation.
3.4. Exhaust fan serving bathroom is rated at 200cfm @ 0.5”w.c. and has a 1/4hp motor. The fan appears newer. It appears to be a direct drive centrifugal fan with backward inclined blades.

3.5. Existing office has a 1-ton compact air conditioning unit installed in the existing north wall, model number #FRA123CV1. Power is provided via a plug in cord to the wall. Seals at wall are missing on two sides and damaged/hard at other two sides. Light penetrates through the seals on all four sides.
3.6. The existing water riser appears in good condition to the facility.
4. ELECTRICAL:
4.1. SITE POWER: The facility power is provided by a pad mounted 3-phase 45 kVA liquid filled transformer with an impedance of 3.5%. The secondary conductors are copper, THHN, and #1 AWG in a 2” schedule 80 PVC conduit.
4.2. SITE LIGHTING: The only lighting for the site is the wall packs located on the exterior of the facility above the personnel door and the garage door. The fixtures are 150 W HPS.
4.3. INTERIOR POWER DISTRIBUTION: Utility power comes into the facility at Panel P1 which is a 3-phase, 208/120 volt, 125A, 30 ckt, 10kAIC rated panel with a 125A main circuit breaker. The branch circuits are distributed in both ½” and ¾” EMT conduit. All homerun circuits for lighting and power receptacles are ¾” EMT conduit.
4.4. INTERIOR LIGHTING: The lighting fixtures in the small office are 2’X4’ 3-lamp linear fluorescent T-12 lensed troffer type fixtures that are flush mounted into the gyp board suspended ceiling. There are two (2) different fixtures in the restroom. One (1) of the fixtures is an incandescent type fixture with a glass globe that is wall mounted over the vanity/sink. The other is a 1’X4’ 2-lamp linear fluorescent lensed troffer type fixtures that are flush mounted into the gyp board suspended ceiling. The fixtures in the open area are 1’X4’ 2-lamp linear fluorescent industrial type fixtures with wire guards that are suspended from the trusses on chain and aircraft cable. The emergency lighting is provided by wall-mounted two-lamp (frog eye) type fixtures each with individual batteries. The existing exit sign is a white metal frame with green letters, incandescent lamps, and an integral battery pack.
5. COMMUNICATION:
5.1. SITE COMMUNICATION: The OSP cabling consists of one (1) 25 pair copper cable for voice and data.
5.2. INTERIOR COMMUNICATION: The interior communication cabling is Category 3 type cable that is distributed from the entrance location to each outlet in ¾” EMT conduit.
