1. Reference: Solicitation Schedule B.

Question: B-1 Schedule Description, paragraph 7 is missing. Also, there is nowhere to indicate the desired non-priced percentage in the schedule of coefficients for each base/each year.

Response: Amendment 0002 corrected paragraph numbering in Section B-1. Paragraph 7 was not missing, but was numbered incorrectly. For the Non-Prepriced Item (NPI) coefficient, Offerors will not be bidding on an NPI coefficient. The solicitation (Coefficient Schedule B, Section A on page 9) outlines a maximum coefficient of 15% may be used for NPIs.

2. Reference: Solicitation, Coefficient Schedule B/Escorts.

Question: At all installations it appears that escorts may be required for some task orders. Will the escort cost be allowed as a line item on the task order level or will this be part of our coefficient multipliers. Request clarification on who is required to provide cleared escorts for workers on site in secured areas and to what level of security clearance is required.

Response: Yes, escorts costs may be allowed as a line item at the task order level when required by that task order statement of work. Escorts should not be calculated into main coefficients, as they may be provided by the government for some task orders.

3. Reference: Solicitation, Coefficient Schedule B/Escorts.

Question: Request clarification on who is required to provide cleared escorts for workers on site in secured areas and to what level of security clearance is required.

Response: As stated above, escorts may or may not be provided by the government, but costs to provide escorts may be allowed as a line item at the task order level when required by that task order statement of work. The level of security clearance required will depend on the task order.

4. Reference: Solicitation Section L, Volume I, Chapter 3- Section C through J.

Question: It states to complete applicable blanks. However we do not see any blanks to be filled in for any of the section C – J. Please confirm there are not any items to be filled out and returned for these sections.

Response: This was answered in the Responses to Questions posted on 30 May 2014. There are clauses that require Offerors to complete them and return with the solicitation. These include FAR 52.219-18 and alternate, DFARS 252.219-7010, and others if applicable.

5. Reference: Solicitation Section L-1, D, Volume II, 1. Sub-factor 1, b.

Question: Is the Organization Chart and narrative to include names and qualifications of proposed personnel and subcontractors or just position titles and types of disciplines.

Response: No names or resumes are to be submitted. The reference above outlines the requirements of the organizational chart: “A chart of the offeror’s organizational structure detailing the roles, responsibilities, qualifications and levels of authority for personnel within its organization, to include (but are not necessarily limited to) personnel with the responsibilities, qualifications, and levels of authority similar to the following roles as identified in SABER Technical Specification Section 01 31 01, and which specifies what positions are being accomplished by subcontractors.”

6. Reference: Solicitation Section M, Example Weighted Evaluation of Price Proposal.

Question: It is understood that the Government will multiply the Single Weighted Coefficient with $200M to calculate for the Total Evaluated Price. Are Offerors also supposed to multiply $200M to each of our Total Weighted Average Coefficients (base year and each option year) and submit that calculation for each of the respective CLINs on pages 4-8 of the solicitation? Or use the Max Contract Value of $275M?

Response: Offerors shall provide Section B Coefficients as outlined on pages 9-18 of the solicitation. No calculations are required from the Offeror, as the Government will use the example in Section M and the $200M value to determine Total Evaluated Price.

7. Reference: Attachment 1, Specification Section 01 31 01, Key Personnel.

Question: Is it necessary to have a superintendent, QC, SSHO etc. at each base with active Task Orders or is it acceptable for an individual to fulfill those duties at multiple bases with active projects?

Response: This is for the Offeror to decide. Consideration should be given to the timelines outlined for responsiveness to ensure contract requirements are met. If performance, quality, responsiveness, etc.

suffers due to personnel covering too many installations or too geographically spread out installations, the issue will be addressed and a negative Construction Contract Appraisal Support System (CCASS) rating may result.

8. Reference: Attachment 1, Specification Section 01 57 20.00 10.01, Environmental Protection Peterson

AFB.

Question: Section 1.4.12 reads “The Contractor shall not utilize cutback asphalt or any coating included in the definition of cutback asphalt during the months of March through September unless the cutback asphalt is used solely as a penetrating prime coat or if the user can demonstrate to CDPHE Air Pollution Control Division that under the conditions of its intended use.” March to September are preferred months for road and site works, please confirm that cutback asphalt cannot be performed during these months unless contractor permit is approved by CDPHE Air Pollution Control Division?

Response: Correct, cutback asphalt shall not be used during that period unless the cutback asphalt is used solely as a penetrating prime coat or if the user can demonstrate to CDPHE Air Pollution Control Division that under the conditions of its intended use.

9. Reference: Attachment 13, Demonstration Project Package, Statement of Work (SOW) Section 5.3.1.4.

Question: SOW 5.3.1.4 states "The contractor shall provide a new packaged unit mounted on a new equipment pad outside the mechanical room.” However, the Technical Proposal Evaluation Checklist (Attachment 15), Section 3.2 Mechanical Divisions f, g, and h refer to "roof-top" units. Please clarify if the units are to be mounted on an outside pad or on the roof.

Response: The SOW Section was incorrect. This was updated in Amendment 0002 to provide a new packaged unit in accordance with the drawings, which require a unit mounted on the roof.

10. Reference: Attachment 13, Demonstration Project Package, SOW Question: Are there any energy savings requirements or sustainable design requirements for this building?

Response: There are no specific requirements for this project over and above those required by DoD regulations or by other laws and codes.

11. Reference: Attachment 13, Demonstration Project Package, SOW Question: Does the existing building currently have any wall insulation?

Response: There is no wall insulation, either exterior or interior.

12. Reference: Attachment 13, Demonstration Project Package, SOW Question: Is there an existing fire protection system? If so, can the riser & water entry be re-used?

Request the government confirm the flow test indicates a fire pump is not required, or provide flow data.

Response: There is no existing fire sprinkler system. Offerors shall assume that the 10 inch main is adequate for fire flow. A single water service line from the 10 inch main to the building is allowed to provide for both domestic and fire demand.

13. Reference: Attachment 13, Demonstration Project Package, SOW Question: Is there an existing water heater that should be reused?

Response: Yes. An electric water heater is mounted underneath the lavatory in the bathroom.

14. Reference: Attachment 13, Demonstration Project Package, SOW Question: Due to the size of this project, will EISA 438 stormwater management requirements need to be implemented?

Response: That is for the Offeror to determine. Peterson AFB is required to meet Colorado law.

15. Reference: Attachment 13, Demonstration Project Package, SOW Question: The SOW states that a sidewalk is to be provided that is 4” by 8’-0”. Does this mean a 4” thick sidewalk that is 8’ wide between the road and the building? Or is the 8’ the length of the sidewalk between the road and the building?

Response: 4 inch thick, 8 foot wide. Offerors shall determine length based on the drawings.

16. Reference: Attachment 13, Demonstration Project Package, SOW Question: Is there any new site lighting (pole or bollards) associated with Phase A or Phase B for the road and parking lot?

Response: No.

17. Reference: Attachment 13, Demonstration Project Package, SOW Question: Is mass notification required? There is no mention in the scope of work, although there are requirements stated in the CES design guide to integrate the mass notifications with the fire detection system. This is a low occupancy building therefore no mass notification is required for this building. Is this a correct assumption?

Response: Anti-terrorism/force protection (ATFP) does not apply to this project and no mass notification is required.

18. Reference: Attachment 13, Demonstration Project Package, SOW Question: After the renovation, will the use of the open area in building 2099 serve as primarily office space, or will it be used to collect and store recyclables?

Response: The intent of the project is to make this building an administrative office. Recycled material collection will be accomplished via bins on the new staging pad.

19. Reference: Attachment 13, Demonstration Project Package, SOW Question: Proposed landscaping materials (sod, etc.) are indicated to be installed during Phase A construction. However, the existing water service is altered in Phase B. Is there an existing irrigation system that can be used until Phase B work is complete? Or would the contractor need to factor in temporary irrigation (hand watering, etc.) until the Phase B irrigation system is functional?

Response: There is no existing irrigation system. Temporary irrigation would be required.

20. Reference: Site Visits Question: At Peterson AFB and Cheyenne Mountain AFS (CMAFS) there are many high security buildings/areas. When work is taking place inside a high security building what are the escort procedures? If one escort is provided for a work crew, what happens when one person needs to use the restroom?

Response:

a. Peterson AFB: Escort requirements and procedures are unique to each project and will be coordinated for each project separately. In the theoretical case in which one (1) person is escorting multiple non-badged personnel--if one goes to the bathroom they all go to the bathroom. Personnel being escorted must remain within sight of the escort at all times.

b. CMAFS: If work crews are not permanently badged (which they should be) and personnel require escort--they must be escorted at all times. In the theoretical case in which one (1) person is escorting multiple non-badged personnel--if one goes to the bathroom they all go to the bathroom. Personnel being escorted must remain within sight of the escort at all times.

21. Reference: Site Visits Question: At CMAFS what is the average approval time for a “Form 4-Mission System Down Time Request (Utility Outage)”? Can it take as long as several months? Is the delay compensable?

Response: Form 4s can take six (6) weeks for approval in complicated cases even if a complete work plan (detailed checklists, risk assessment, and full team meeting with minutes published) is provided.

Extended delays in processing Form 4s typically result from incomplete work planning up front, and may take several months. Generally it takes two (2) weeks to complete the work plan and get it submitted, one (1) week for work plan approval, and then the Form 4 is submitted with a two to three (2-3) week timeframe depending on mission requirements at that time. Offerors should be aware that a Form 4 is required for any work within a mission center or affecting mission critical electrical/HVAC infrastructure supporting the mission centers. Anything on non-UPS power ("black power") typically does not require a Form 4 and only requires a work plan approval.

22. Reference: Site Visits Question: At CMAFS is the inside loading dock always available to unload materials and load demolition debris? How long can a truck be at the loading dock? Can the driver leave the truck there unattended?

Response: The loading dock is typically available and is not generally controlled or scheduled. In rare cases, Distinguished Visitor (DV) events may result in it being controlled temporarily. Vehicles may remain at the loading dock for extended periods with the vehicle attended. You may not park a vehicle in the loading dock and leave it unattended for any period. The loading dock is also an emergency vehicle access point for loading patient transport from the medical clinic--this is why the vehicle must remain attended in case they dock needs to be cleared. Vehicles can park in the main tunnel, which is just a short distance away. Regarding length of vehicle--there is no prohibition on vehicle length at the loading dock. The problem is the ability to get through the blast doors. Long vehicles cannot typically make the turn into the blast door, as there is not enough space to multipoint it and approach the door straight on and the longer the vehicle, the less room there is. The largest vehicle known to make it

Solicitation/Post Pre-Proposal Conference Questions and Responses through the blast doors is a standard size panel/box truck or a long cab/long bed pickup. Recommend items in larger vehicles be off-loaded in the tunnel and then brought in by forklift.

23. Reference: Site Visits Question: At CMAFS, what can be expected for digging outside the mountain?

Response: Boulders are not uncommon at CMAFS. They should be expected and would not constitute an unforeseen site condition. Offerors should be aware they may encounter small or large boulders, and some may not be able to be easily moved.

24. Reference: Site Visits Question: At Schriever AFB, FE Warren Secure Area and Buckley Weapons Storage Area (WSA), what is the process for getting concrete trucks into secured areas? Are there any provisions for ensuring the contractor does not exceed the 90 minute placement rule?

Response:

a. Schriever: Vehicles will need to complete the standard vehicle pass process. This will include information about the driver and vehicle such as (driver name, driver's license, vehicle make, model, plates, access dates, times, and whether they will be making a delivery). In addition, drivers entering the restricted area will need to have a Restricted Area (RA) badge. Permanent badges require a security background check and paperwork processed. This process should be started weeks in advance if not using one of the local concrete drivers that already have this process completed. The vehicle will get searched at the gate before entering the base, and again before entering the restricted area. There are no provisions for ensuring the contractor does not exceed the code requirement for 90 minute placement. Site access conditions should be considered when concrete batching is started.

b. FEW: The concrete trucks preannounce time of arrival and have a priority access lane onto the base through Gate 5, at which time they are inspected. Then prior to entry into the WSA they are inspected again. If certain operations are being conducted within the WSA entry and exit are totally shut down which could impact the 90 minute placement rule. This is a rare occurrence.

c. Buckley WSA: A Form 5 is required to get into secured areas (2SWS, Airfield, and Weapons Storage Area). The Form 5 must be turned into the 460 CES/CEN Project Manager at least 72 hours prior to access. As on all construction projects, coordination with the 460 CES/CEN construction inspector is vital. They can usually help the contractor get concrete trucks moved to the front of the inspection line if we know when they are coming at least 2 hours in advance.

However, traffic outside the Mississippi Gate is often the limiting factor and trucks have been turned around before even reaching the inspection gate. Unfortunately, there isn't anything we can do to mitigate traffic congestion that occurs off the installation.

25. Reference: Site Visits Question: At Schriever AFB, what is the process for getting equipment and material deliveries onto the base?

Response: Same applies to other materials entering the RA: Vehicles will need to complete the standard vehicle pass process. This will include information about the driver and vehicle such as (driver name, driver's license, vehicle make, model, plates, access dates, times, and whether they will be making a delivery). 26. Reference: Site Visits Question: At Schriever AFB, what is the duration of vehicle passes for the ‘restricted area’?

Response: The duration of the passes are based on the contract period, and need to enter the base and restricted area. SABER contractors and their direct employees can have passes done for the entirety of the contract. Sub-contractors passes will be issued based on their period of performance as approved by their government project manager.

27. Reference: Site Visits Question: During the site visit to the AFA it was noted that all ‘large vehicles’ need to be inspected at the LVIS facility. Is a truck with a trailer a ‘large vehicle’? Is a dually a ‘large vehicle? Is a 15 passenger van a ‘large vehicle’? Please define ‘large vehicle’.

Response:

A large vehicle is a commercial vehicle or Company owned vehicle. A truck and trailer combination will require going through the LVIS. Dually trucks not pulling trailers or Company owned trucks do not need to go through the LVIS. Passenger Vans do not need to go through the LVIS. The 10th Security Forces Squadron has defined a Large Contract/Commercial Delivery Vehicle as: vehicles that have three or more axles or have four rear tires on the rear axle (dually) are considered a large vehicle. If a contract or commercial vehicle is pulling a trailer it will also be considered a large vehicle.

28. Reference: Site Visits Question: What are the average wait times at LVIS during peak hours? Does it ever take one or more hours to get through?

Response: The average wait time is less than 1 hour. Times will vary based on day-to-day situations and events.

29. Reference: Site Visits Question: What is considered a ‘reasonable’ amount of time for getting through LVIS? Can the contractor charge the government if wait times exceed ‘reasonable’?

Response: The government cannot forecast "reasonable" times outside the average wait time of less than one (1) hour. Offerors should anticipate delays when proposing coefficients.

30. Reference: General Question: At Buckley AFB during the site visit the CE Representatives for Buckley indicated that a Secret Clearance is required by the Contractor for some of the work anticipated on the contract.

a. We assume this cost will part of our coefficient multiplier and not an item at the task order level

b. Can the Government advise the bidders of the cost that will be required to get this special status

c. Can the Government advise the Offerors on how many individuals must have this clearance

As previously stated, Offerors can utilize an RSMeans line item for escorts with Secret clearances/appropriate badges on certain task orders, since escorts may or may not be provided by the government per installation or project.

While the Government will not require a set number of individuals obtain a clearance or obtain badges for secure areas, it is recommended that at least some key personnel requiring access to the more restrictive areas of the installations obtain clearances and appropriate badges to avoid access issues. For example, Offerors without clearances and appropriate badges for any employees may not be able to

Offerors are advised to review the following for more information regarding Security Clearance processes from the U.S. Small Business Administration website:

For additional information on how to obtain a security clearance, 8(a) participants should approach the DOD Security Services Center at 1-888- 282-7682. Each installation will offer more guidance for badging processes at the Pre-Performance Conferences.

31. Reference: General Question: Can you please provide the list of interested vendors from fbo.gov for potential subcontracting opportunities?

Response: Interested Vendors from fbo.gov as of 9 Jun 14 are released with this 'Responses to Questions' package.

32. Reference: General Question: Was this SABER 8(a) set aside at last award?

Response: Yes

33. Reference: General Question: Historically, when are task orders issued; at FYE or throughout the year?

Response: A large numbers of task orders are issued from July through September; however, task orders are issued throughout the year.

34. Reference: General Question: Will this SABER be issued projects by September 30 2014? What is the forecast for this FYE?

Response: No. Award is not planned until early 2015, and performance would not start until March 2015.

35. Reference: General/Small Business Question: This project is listed as 8(a) competitive. Will all of the regulations regarding the 8(a) program having to do with large businesses apply? In other words, will the FAR Regulations be implemented regarding collusion with large businesses using small businesses?

Response: The Government assumes this is asking whether the rules for affiliation apply to this acquisition. The answer is yes. Further, under the ostensible subcontractor rule, 13 C.F.R.

121.103(h)(4), a prime contractor and its subcontractor are treated as joint ventures, and therefore affiliates, for size determination purposes if the subcontractor has too great of a role under a teaming arrangement. If this issue arises, the SBA will make the final determination on whether a prime contractor is overly reliant on a subcontractor. If the SBA determines the parties are affiliated then the aggregate of revenues for both companies will be combined for the purposes of size standards.

36. Reference: General/Small Business Question: The SBA only recognizes approved JV’s with a large business and a small business to be an approved mentor protégé. Is a teaming agreement acceptable between a large and small business for this contract?

Response: This acquisition is restricted to 8(a) concerns located within the SBA Colorado and Wyoming districts. A teaming agreement may or may not be acceptable for this acquisition. FAR 9.6 provides

FAR 9.603 requires that these arrangements are identified and company relationships are fully disclosed in an offer. Please also see the response to the previous question concerning affiliated parties. The Government recommends a prospective offeror discuss any potential teaming arrangements with the SBA prior to submitting an offer.

37. Reference: General/Small Business Question: How will self-performance goals be set and monitored by the CO for this contract?

Response: In accordance with FAR 52.219-14 (c)(3) Limitations on Subcontracting (LOS), the prime must perform 15 percent of the cost of the contract, not including the cost of materials, with its own employees. In accordance with Section L of the solicitation (L-1, D, Volume I.9, page 74), the offeror is required to provide a description of work it intends to perform within its own organization to meet the requirements of FAR clause 52.219-14. In addition, the Contracting Officer will monitor payroll submissions throughout contract performance to ensure the prime is meeting this requirement.

38. Reference: General/Small Business Question: Is it acceptable for a large business to offer bonding assistance without a mentor protégé in place to a small business?

Response: FAR 28.1 outlines all bonding requirements. Bonds must include the name of the principal (prime contractor/joint venture) and surety(ies).

39. Reference: General/Small Business Question: Is it acceptable for a single subcontract to be written for more than the required self-performance requirement from the 8(a) prime contractor to a large business Response: In accordance with FAR 52.219-14 (c)(3) Limitations on Subcontracting (LOS), the prime must perform 15 percent of the cost of the contract, not including the cost of materials, with its own employees. This requirement applies to the overall contract, not individual task orders. The Contracting Officer will monitor payroll submissions throughout contract performance to ensure the prime is meeting this requirement.
