PERFORMANCE WORK STATEMENT

FOR

AIR FORCE SPACE COMMAND

INTELLIGENCE, SURVEILLANCE AND RECONNAISSANCE CAPABILITY

(3 Sep 08)

1.0 DESCRIPTION OF SERVICES

Provide technical assistance and engineering support services to Air Force Space Command (AFSPC) Intelligence, Surveillance, and Reconnaissance (ISR) Command Lead (CL) to ensure current and future requirements and operations are planned for and executed. This support will be provided for the missions allocated to his portfolio to include, but is not limited to, Space Based Infrared System (SBIRS), Shared Early Warning System (SEWS), Third Generation Infrared System (3GIRS), Nuclear Detonation Detection System (NDS), Weather, Ballistic Missile Defense (BMD), Ground Radar, Space Radar, Sensor Integration; classified and unclassified elements.

1.2 MISSION

The Air Force Space Command (AFSPC) operates forces to provide nuclear deterrence; strategic and tactical warning; space control -- protection of United States (U.S.) and allied space systems and termination of enemy space systems; satellite operations -- ground control support for Department of Defense (DoD) satellites; spacelift -- launch of DoD satellites; and assistance in the integration of space capabilities. AFSPC organizes, trains, equips, sustains, and operates Air Force resources including personnel, warning radar, infrared systems, space environment specification and forecasting sensor systems (also known as “space weather” systems), space surveillance radar and optical systems, satellite command and control systems, space-launch resources, and Command, Control, Communications, Computer, Intelligence, Surveillance and Reconnaissance (C4ISR) systems.

The AFSPC Intelligence, Surveillance, and Reconnaissance (ISR) Command Lead (CL) is tasked with supporting the planning, acquisition, fielding, and operations of assigned missions. Specific duties include, but are not limited to, requirements documentation development, program and policy guidance, budget programming, operational concept development, and operations support. Programs include, but are not limited to, Space Based Infrared System (SBIRS), Shared Early Warning System (SEWS), Third Generation Infrared System (3GIRS), United States Nuclear Detonation Detection System (USNDS), Weather – specifically Defense Meteorological Satellite Program (DMSP) and National Polar-orbiting Operational Environmental Satellite System (NPOESS), Ground Radar – specifically Ballistic Missile Early Warning System (BMEWS), PAVE Phased Array Warning System (PAVE PAWS), Perimeter Acquisition Radar and Attack Characterization System (PARCS), Space Command and Control (C2) Weapon System (SC2WS), and Upgraded Early Warning Radar (UEWR), European Mid-course Radar (EMR), Space Radar, TIER II EO, Sensor Integration, and the Operations Approval Board (OAB)/Operations Approval Panel (OAP) processes.

The ISR Capability Team and the Contractor shall routinely interface with the following organizations: Office of the Secretary of Defense (OSD), Joint Staff, Missile Defense Agency (MDA), applicable unified/specified commands and their components (i.e. United States Strategic Command (USSTRATCOM), Northern Command (USNORTHCOM), etc), Army Strategic Command (ARSTRAT), and Naval Network and Space Operations Command (NNSOC), Office of the Secretary of the Air Force (SAF), Headquarters Air Force (HAF), Air Combat Command (ACC), HQ AFSPC directorates (e.g. AFSPC/A1/A2/A3/A4/7/A6/A8/9), 14th Air Force, Space and Missile System Center (SMC), Electronic Systems Center (ESC), Space innovation and Development Center (SIDC), National Reconnaissance Office (NRO), National Geo-Spatial Agency (NGA), National Oceanic and Atmospheric Administration (NOAA), the intelligence community, national labs, operational test agencies, and various other organizations/agencies within the ISR community. The contractor may also work with foreign nationals on a daily basis.

2.0 INTELLIGENCE, SURVEILLANCE AND RECONNAISSANCE CAPABILITY GOALS

a. Provide a decisive integrated space and ground capability that provides reliable intelligence and ensures superior battlefield affects in any engagement, with any adversary, anywhere, anytime

b. Meet or exceed warfighter expectations for strategic and theater missile warning

c. Pursue agile and adaptable intelligence collection techniques and analysis capability

d. Provide an intelligence capability that supports a national strategy of forward deterrence and agility

e. Develop a networked cross domain capability operating within F2T2EA timelines

f. Strive to expose, exploit, and leverage ISR sensor data

g. Enable decision superiority to accomplish US national security objectives

h. Provide enduring situational awareness for the full range of military activities

3.0 General Requirements and information

This section includes requirements and information that are applicable to all tasks (or sub-CLINS) needed by the ISR Capability Team. Each appendix addresses the specific work required for a specific task (or sub-CLIN) that may not be needed across the entire ISR Capability Team.

3.1 REQUIREMENT ONE: PROJECT KICKOFF MEETING

The Contractor shall participate in a post-award project kickoff meeting within five (5) workdays of contract start date. The Government will schedule the kickoff meeting and all Contractor program/task leads shall attend. The Contractor shall provide an overview of project requirements, transition issues, security requirements, and other logistics issues

3.2 REQUIREMENT TWO: PREPARE MANAGEMENT AND TRANSITION PLAN

The Contractor shall prepare a phase-in plan within ten (10) days of contract award, which presents a methodology for providing a smooth transition from the incumbent Contractor to the new contract staff. The transition activities shall minimize both loss of support and cost. The Transition Plan shall address the following areas: transition of personnel, transition of requirements in the Statement of Work to include special projects, resource requirements, identification of risks and risk mitigation practices, transition and maintenance of applicable documentation libraries, maintenance of the hardware interfaces, software and cryptographic equipment required to link with system databases, web pages, schedules, and applications used by members external to AFSPC (i.e. Lockheed Martin’s Integrated Digital Environment (IDE), etc).

3.2.1 The Contractor shall construct a phase out plan at the termination or expiration of the task order. The contractor will catalog, inventory and identify all government-furnished hardware and cryptographic equipment in the management and transition plan and, in the event the Contractor is not awarded the next period of performance or option year, transfer that government-furnished hardware and cryptographic equipment to the new Contractor.

3.2.2 The Contractor will catalog, inventory and identify all software purchased for this effort in the management and transition plan and, in the event the Contractor is not awarded the next period of performance or option year, transfer that software to the new Contractor.

3.2.3 The contractor will catalog, inventory and identify any government-furnished property in the management and transition plan and, in the event the Contractor is not awarded the next period of performance or option year, transfer that software to the new Contractor.

3.2.4 The Contractor shall provide an inventory of all materials purchased which shall be referred to as "Government-Furnished Property." The Contractor shall provide an itemized list of the materials purchased.

3.3 REQUIREMENT Three: SEMI-ANNUAL MISSION AREA REVIEWS

The Contractor shall provide a “reachback to senior leadership” Strategic review of the AFSPC ISR mission area portfolio, to include but not limited to: a review of accomplishments during the previous 6 months and a 12 month look-ahead projection , recommendations on where AFSPC ISR efforts should be focused with respect to emerging technologies, insight into the political landscape, AFSPC’s role as it relates to the Intelligence community’s ISR architecture, ISR integration, and other ISR related efforts across the Department of Defense and National agencies.

3.4 REQUIREMENT four: PROGRAM AND PROJECT MANAGEMENT SUPPORT

3.4.1 The Contractor shall be proficient in E-Staffing and act as the Division workflow manager. The Contractor shall assist in building and scheduling presentations (both classified and unclassified).

3.4.2 The Contractor shall act as the Organizational Defense Travel Administrator (ODTA) and will be responsible for the administration of the Defense Travel System (DTS). The ODTA shall prepare reports on funding status (monthly), maintain traveler profile information (mailing addresses, phone numbers, security clearances, government credit card numbers, banking information), add/detach and delete employees in the DTS database, initiate and maintain appointment and acknowledgement letters for officials, establish the organization routing structure for approving and certifying officials, assist the government to identify de-obligation charges on various lines of accounting, report problems to the DTS Help Desk and follow up on fixes, oversee organizational and financial budget modules, prepare and perform follow-up actions to clear vouchers in the system, remain current on all DTS changes and distribute information throughout the organization, and load and monitor Lines of Accounting (LOAs) for government approval.

3.5 REQUIREMENT five: Intelligence, surveillance, and reconnaissance (ISR) engineering and technical SUPPORT

3.5.1 The Contractor shall evaluate and make written recommendations to correct/update system interoperability disconnects among AFSPC missile warning and missile defense systems. The Contractor shall assess and document program implementation and transition planning for interoperability, operational flexibility, and ownership (launch, manpower, sustainment, training) cost implications. The contractor shall provide and maintain a list of Government directed top issues associated with the program and each system and shall identify the urgent and compelling needs to the ISR Command Lead.

3.5.2 The Contractor shall provide system engineering and technical services to the AFSPC Intelligence, Surveillance, and Reconnaissance (ISR) Command Lead and the ISR Capability Team to include developing, facilitating, and staffing completion of strategic level AFSPC ISR Roadmaps/Flight plans, CONOPS, Enabling Concepts and Architectures. The contractor shall work with internal AF & AFSPC organizations, as well as, external AF entities, e.g. NGA, DIA, Army, etc, on space ISR matters.

4.0 GENERAL INFORMATION

4.1 SECURITY REQUIREMENTS

Access to government facilities, documents and systems will require that each person assigned to this task by the Contractor possess a current TOP SECRET clearance with eligibility for SPECIAL COMPARTMENTED INFORMATION (SCI) and will conform to the requirements of the Air Force Space Command’s Special Security Office (SSO) and special access programs. Contractor personnel shall possess appropriate security clearances as of the contract start date. The Contractor will be given access to applicable documentation to include requirements, plans, specifications, studies, and analyses up to and including TOP SECRET/SCI classification. The Contractor shall maintain accountability records/receipts for classified material to include transfer and destruction of material.

4.2 Contractor Identification

All contractor personnel shall be required to wear contractor controlled area badges so as to distinguish themselves from government employees. These badges must be visible at all times when working with government personnel. When conversing with government personnel during business meetings, over the telephone or via electronic mail, support contractor personnel shall identify themselves as such to avoid any perception that they may be government employees and to avoid situations arising where sensitive topics might be better discussed solely between government employees. Electronic mail signature blocks shall identify contractor/company affiliation. Documents or reports produced by contractors shall be suitably marked as contractor products or contractor participation appropriately disclosed. Contractor personnel occupying collocated space in a government facility shall identify their workspace area with their name and company/contractor affiliation.

4.3 Place of Performance

Unless otherwise specified in the SOW (attached appendices), the primary place of performance will be at the Hartinger Building, Peterson AFB. However, there may be instances when work must be accomplished at a contractor’s facility, a different government facility, or other sites that are required to fulfill the task order.

4.4 INFORMATION SOURCES

ISR Capability Team personnel will be available for technical exchanges with the Contractor. Government personnel will provide technical input, answer questions; review/approve completed work, and provide feedback regarding Contractor efforts. The government will provide access to any required reference materials. The government will provide access to the documents required to accomplish the requirements of this Performance Work Statement. The respective Quality Assurance Evaluator (QAE) is the primary source of technical guidance for each Statement of Work in the attached appendices.

4.5 GOVERNMENT-FURNISHED INFORMATION

Upon contract award the government will provide access to all government regulations and guidance, current Mission area capability documentation, and the previous contract transition plan. All Government-furnished materials will remain the property of the Government and will be returned to the QAE upon request or at the end of the PWS period of performance.

4.6 MATERIALS AND OTHER DIRECT COSTS (ODCs)

The Quality Assurance Evaluator (QAE) shall approve all contractor purchases costing less than $500. Any item exceeding this dollar threshold will require approval of the Contracting Officer prior to purchase.

4.7 PRODUCT OWNERSHIP

All products produced by the Contractor in the performance of this PWS are the property of the government.

4.8 PROPRIETARY DATA

The Contractor shall obtain government approval prior to the use of any proprietary data or software tools to fulfill the requirements of this PWS. Proprietary data or software used in the accomplishment of the PWS becomes the property of the government upon government approval.

4.9 Duty Hours

The contractor shall provide coverage at the government site(s) during normal daytime working hours 0700 – 1730 Monday through Friday. Circumstances may require the Contractor to provide services after normal duty hours. Contractor On-Call information for the respective mission area shall be provided to the ISR Capability Team.

4.10 SERVICES DURING CRISIS

The performance of these services is non-mission essential during times of crisis. Should a crisis be declared, the Contracting Officer or their representative will verbally advise the contractor if temporary suspension of work is required, followed by a written notification. A representative of the contracting officer will further notify the contractor verbally when the crisis has ended with written notification to follow. Any price changes resulting from this crisis will be negotiated in accordance with FAR clauses for “Changes”.

4.11 Legal Holidays

1.0 OVERVIEW OF SERVICES REQUIRED

The objective of this Statement of Work is to obtain system engineering and technical services support to the government appointed staff officers for Overhead Non-Imaging Infrared (ONIR); technology analysis planning expertise for advanced concepts, projects and/or programs and site support for mission requirements definition, implementation, communications, facilities management, maintenance of applicable document libraries, maintenance of Information Management System databases and web pages, maintenance of the hardware, software, and cryptographic equipment required to link with Lockheed Martin’s IDE, Communications Security (COMSEC), security, and resource management.

1.01 ORGANIZATION BEING SUPPORTED:

1.1 SPECIFIC REQUIREMENTS

1.1.1 REQUIREMENT ONE: Overhead Non-Imaging Infrared (ONIR) ENGINEERING AND TECHNICAL SUPPORT

1.1.1.1 The Contractor shall provide system engineering and technical services for Overhead Non-Imaging Infrared (ONIR) and its major components to include geosynchronous (GEO) satellite constellation; highly elliptical orbit (HEO) sensor payload; survivable and non-survivable communication systems; satellite command and control systems; primary and back-up ground stations; relay ground stations; survivable/endurable elements; any hosted payloads; host satellite interfaces and warfighter forward user interfaces. This also includes system engineering and technical services for any future ONIR space and ground architectures (i.e. 3rd Generation Infrared System (3GIRS)) or any architectures associated with Missile Defense Agency (MDA) that support the ONIR mission (i.e. Space Tracking and Surveillance System (STSS)).

1.1.1.2 The Contractor shall transform an operational need into a set of required capabilities that can be used by the acquirers to develop a system that best satisfies the operational need. The Contractor shall provide their assessment of the system’s ability to satisfy the operational need. The Contractor shall develop and monitor measures of effectiveness to ensure AFSPC leadership is aware of emerging issues.

1.1.1.3 The contractor shall integrate related technical parameters and ensure compatibility of all physical, functional, and technical program interfaces in a manner which optimizes the total system definition and design.

1.1.1.4 The contractor shall provide technical reports that integrate system engineering disciplines and ONIR specialties into the total engineering effort.

1.1.1.5 The Contractor shall provide the following deliverables to successfully complete this requirement: Quick Look Report.

Approximately 60 quick look reports will be required. This task will account for approximately 40% of the total effort required for this task order.

1.1.2 REQUIREMENT TWO: PROGRAM INTEGRATION ENGINEERING AND TECHNICAL SUPPORT

1.1.2.1 The Contractor shall evaluate and report the impacts of SBIRS on existing and/or planned space-based warning systems. The Contractor shall evaluate and document operational and technical capabilities, and assess impacts of employing program solutions to existing C4ISR government infrastructures. Current and proposed C4ISR architecture changes and upgrades, other AFSPC/agency sensor or weapon systems, or concept demonstrations, at a minimum, should be considered during the analysis. The Contractor shall provide informal, written evaluations of the impact on existing and/or planned space based warning systems and integration of current and proposed command, control, and communications (C3) architecture changes and upgrades with planned space based warning systems. .

1.1.2.2 The Contractor shall evaluate and make written recommendations to correct/update system interoperability disconnects among AFSPC missile warning and missile defense systems. The Contractor shall assess and document program implementation and transition planning for interoperability, operational flexibility, and ownership (launch, manpower, sustainment, training) cost implications. The contractor shall provide and maintain a list of Government directed top issues associated with the program and each system and shall identify the urgent and compelling needs to the ISR Command Lead.

1.1.2.3 The Contractor shall assess program schedules, resource baselines, and execution progress for impacts on operational capability needs and dates. The Contractor shall capture comments, action items, and disposition associated with the staffing of key documents developed under this effort and maintain a database and library of current and historical documents applicable to individual program development in each systems applicable electronic data management database.

1.1.2.4 The Contractor shall evaluate and report on the operational effectiveness and suitability of designs, specifications, and concepts to ensure mission and support requirements are implemented within planned system functions.

1.1.2.5 The Contractor shall support Development Test and Evaluation (DT&E) and Operational Test and Evaluation (OT&E) activities for prime, interim, back-up, endurable and survivable ground, communication and relay stations, providing requirements clarification and test methodology information to operational test communities prior and during test events (i.e. Air Force Operational Test and Evaluation Center, Army Test and Evaluation Command). The Contractor shall act as the requirements interface with the Air Force Operational Test and Evaluation Center (AFOTEC) for developmental and operational test activities in the event government personnel are not available. The Contractor shall provide reviews and evaluations of acceptance test criteria for operational performance, communications, training, logistics, and sustainment to ensure developmental tests and evaluations (DT&E) tests meet operational requirements. From an operational perspective, the Contractor shall provide evaluations and reports on DT&E and OT&E activities and develop and/or evaluate critical operational issues (COIs), measures of effectiveness (MOEs), and measures of performance (MOPs) for incorporation in appropriate planning, execution, and requirements documents.

1.1.2.6 The Contractor shall develop test strategies, concepts, test plans, and procedures from a user, technical, operational performance, training, and supportability perspective. The Contractor shall provide technical evaluations of Test and Evaluation Master Plans (TEMPs), and proposed test approach methodologies. The Contractor shall assist test teams for test planning, conduct, and post test analysis with Operational Test and Evaluation (OT&E) and Follow-On OT&E.

1.1.2.7 The Contractor shall evaluate and make written recommendations of the interoperability of new systems for cueing and fusion as systems are planned and become operational. The Contractor shall evaluate and make written recommendations for integration of the current SBIRS with future enhancements to the DOD ONIR Architecture (for example, SBIRS Increment 2 integration, BMD-SE integration, 3GIRS).

1.1.2.8 The Contractor shall provide the following deliverables to successfully complete this requirement: Quick Look Report.

Approximately 40 reports will be required. This task will account for approximately 13% of the total effort required for this task order.

1.1.3 REQUIREMENT THREE: REQUIREMENTS ANALYSIS AND DEFINITION

1.1.3.1 The Contractor shall draft and coordinate requirements documents such as Initial Capabilities Documents (ICD), Capabilities Development Documents (CDDs) and Capability Production Documents (CPDs). The contractor shall develop, review, and coordinate Technical Requirements Documents (TRDs), and Requirements Allocation Documents (RADs). The contractor shall develop and coordinate requirements planning documentation such as Functional Area Analysis, Functional Needs Analysis, Functional Solution Analysis, and Post Independent Analysis for ONIR systems.

1.1.3.2 The Contractor shall advocate the AFSPC and ISR Command Lead position when government personnel are not available and provide operational requirements clarification (i.e. verbal clarification, documented analysis, briefings, informal meetings) to the following agencies, as needed: Space and Missile Systems Center (SMC), Missile Defense Agency (MDA), 21 SW, Headquarters Air Force Space Command Directorates, Office of the Secretary of Defense (OSD), Joint Staff, Headquarters Air Force, unified/specified commands and their components (i.e. United States Strategic Command (USSTRATCOM), Northern Command (NORTHCOM), Army Strategic Command (ARSTRAT), Naval Network and Space Operations Command (NNSOC)), national agencies, intelligence community, and operational test agencies.

1.1.3.3 The Contractor shall assess and evaluate evolving concepts of operation and associated capstone requirements documents and mission area initial capabilities documents to derive applicable operational requirements (technical, performance, training, development/operational testing, sustainment, manpower, etc.); ensure requirement consistency across program documentation, and provide technical reports identifying potential operational cost and/or performance impacts.

1.1.3.4 The Contractor shall review policies, procedures, guidance, and methodologies and provide technical assessments and recommendations regarding impacts on or applicability to ONIR’s operational, support, or sustainment requirements.

Approximately 35 event-driven quick look reports will be required. This task will account for approximately 15% of the total effort required for this task order.

1.1.4 REQUIREMENT FOUR: TECHNICAL STUDIES/ASSESSMENTS

1.1.4.1 The Contractor shall review relevant technical studies and provide an assessment in writing. The contractor shall develop plans to address specialty engineering and infrastructure concerns to include facilities, communications, human factors, training development and implementation, survivability, endurability, and operational environment conditions. The Contractor shall provide an assessment of system security accreditation, certification, logistics support, configuration management, interface control, reliability, maintainability, dependability, coverage and orbital adequacy, and integration requirements, as well as, processing, exploitation, and dissemination architectures.

1.1.4.2 The Contractor shall provide recommendations to support specific system installations, operations, and transition from legacy capabilities to operational capability.

1.1.4.3 The Contractor shall provide technical evaluations of Missile Warning and Missile Defense Department of Defense (DoD) Agency and Service component systems documents such as, but not limited to, Shared Early Warning CONOPS, C4ISR Systems, STRATCOM/NORAD/USNORTHCOM Warfighting Support System (and its replacement, the Combatant Commanders Integrated Command and Control System (CCIC2S) planning documents, National Missile Defense program documents, Theater Event System (TES) CONOPS, Technical Intelligence Studies, HEO 3/4 studies, Analysis of Alternative studies, and re-plan studies.

1.1.4.4 The Contractor shall assess, document impacts, and provide recommendations on top-down directed Congressional, DoD, AF, or other agency guidance on ONIR programs.

1.1.4.5 The Contractor shall assess and provide recommendations on plans for advanced concepts, projects, and programs that optimize ways to employ current and future ONIR systems for missile warning, missile defense, technical intelligence, space surveillance, or battlespace awareness. This includes, but is not limited to, Advanced Concept Technology Demonstrations (ACTDs).

Approximately 10 technical assessments will be required. This task will account for approximately 5% of the total effort required for this task order.

1.1.5 REQUIREMENT FIVE: ONIR OPERATIONAL ARCHITECTURE

1.1.5.1 The Contractor shall develop, integrate, maintain, and update detailed Operational Architecture (OA) documents (including applicable operational views and use cases). The OAs shall tie evolving requirements to concepts of operation (CONOPS), subsequent system designs, future development, and operational testing.

1.1.5.2 The Contractor shall provide analyses evaluating the consistency and sufficiency of CONOPS, requirements, and specification documents to ensure all warfighter needs are being addressed consistent with the approved OA and subsequent modifications. Current and planned SBIRS Increment 1 and Increment 2 development stage capabilities, future ONIR architectures (i.e. 3GIRS), and any architectures associated with Missile Defense Agency (MDA) that support the ONIR mission (i.e. STSS) conceptual system designs shall be considered at a minimum.

Approximately 4 quick look reports will be required. This task will account for approximately 4% of the total effort required for this task order.

1.1.6 REQUIREMENT SIX: SUPPORT PROGRAM PLANNING

1.1.6.1 As part of the AFSPC/DoD Mission Area Planning (MAP) process, the Contractor shall support the development of an integrated AFSPC modernization roadmap for space based sensors and new applications of ONIR sensors.

1.1.6.2 The Contractor shall evaluate and make recommendations to correct or update ONIR requirements and interoperability disconnects among the Service component missile warning and defense systems.

1.1.6.3 The Contractor shall review and provide recommendations on engineering, cost, or schedule impacts of various DoD or Service planning documents. The Contractor shall also recommend areas where AFSPC systems could contribute to mission accomplishment depicted in DOD or Service planning documents.

1.1.6.4 The Contractor shall assess and provide recommendations on net-centric data exposure through Community of Interest service oriented architectures.

Approximately 4 quick look reports will be required. This task will account for approximately 7% of the total effort required for this task order.

1.1.7 REQUIREMENT SEVEN: SITE AND HEADQUARTERS TECHNICAL SUPPORT

1.1.7.1 The Contractor shall evaluate and provide reports, studies, and technical analysis of activities and proposals related to site activation, modification, and integration activities for prime, interim, and back-up fixed operational sites, endurable/survivable ground entities, communication and relay stations. This shall include operational requirements analysis clarification, identification of requirements shortfalls, operational requirements implementation support, training, testing, communications, sustainment, logistics, facility management, system and personnel security analysis and implementation at Secret, Top Secret and Special Compartmented Information (SCI) levels, resource management, and project management for site activation and turnover support.

1.1.7.2 The Contractor shall assist the ISR Capability Team with Secure Voice Responsible Officer (SVRO) and Client Support Administrator (CSA) responsibilities. The contractor shall coordinate, operate and troubleshoot secure Video Teleconferences (VTCs) at the government facility.

1.1.7.3 The Contractor shall provide ground system integration and site support to the operational units at Buckley AFB and Schriever AFB. Site support shall ensure future requirements are integrated into the operational system with minimal operational impact and minimal requirement trades.

Approximately 20 quick look reports will be required. This task will account for approximately 10% of the total effort required for this task order.

1.1.8 REQUIREMENT EIGHT: PROGRAM AND PROJECT MANAGEMENT SUPPORT

1.1.8.1 The Contractor shall develop, document, and coordinate organizational or working group charters, Memorandums of Agreement (MOAs) and Memorandums of Understanding (MOUs) between AFSPC and other agencies for ONIR systems and projects.

1.1.8.2 The Contractor shall provide technical and administrative support for AFSPC hosted system and project working groups to include, but not limited to, technical interchange meetings, PICT, O-6 Review, GO Summit. It is estimated there will be six meetings per quarter for approximately 60 people, conducted up to and including the Top Secret or program level. The Contractor shall develop and publish the meeting agenda and minutes and report status of action items within a timeline designated by the government POC. Approximately 70 reports will be required. This task will account for approximately 5% of the total effort required for this task order.

1.1.9 REQUIREMENT NINE: ONIR LIBRARY, SBIRS INFORMATION MANAGEMENT SYSTEM (SIMS) DATABASE AND WEBPAGE, ONIR TECHNICAL INFORMATION CENTER, LOCKHEED MARTIN’S Integrated Digital Environment (IDE)

1.1.9.1 The Contractor shall transition and maintain the ONIR documentation library. The Contractor shall develop, maintain and execute a transition, maintenance and inventory plan to ensure documentation is cataloged, easily accessible and extractable when needed.

1.1.9.2 The Contractor shall maintain and update the SIMS database and webpage.

1.1.9.3 The Contractor shall provide and maintain a Technical Information Center and databases containing all current and historical, classified and unclassified program documentation material.

1.1.9.4 The Contractor shall maintain access to closed Contractor data management networks (i.e. Lockheed Martin’s IDE for SBIRS, etc) and government classified and unclassified electronic networks.

This task will account for approximately 1% of the total effort required for this task order.

1.1.10 REQUIREMENT TEN: SEMI-ANNUAL MISSION AREA REVIEWS

The Contractor shall provide a Strategic review of the ONIR mission area. The Contractor shall provide a review of accomplishments during the previous 6 months and a 12 month look-ahead projection. The review shall provide recommendations on where AFSPC ONIR efforts should be focused with respect to emerging technologies. The review shall also provide insight into the political landscape and AFSPC’s role as it relates to the Intelligence community’s ONIR architecture. (Semi-Annual Mission Reviews,)

1.3 TRAVEL

1.3.1 Contractor employees may be required to travel to various locations within the continental United States (CONUS) and outside the continental United States (OCONUS) in performance of task orders. Temporary Duty (TDY) will be performed by the Contractor upon approval and authorization by the Quality Assurance Evaluator (QAE). Travel required to fulfill the tasks in this SOW shall be performed in accordance with FAR 31.205-46, Travel Costs.

1.3.3 Task performance will also require local travel between Peterson AFB and Schriever AFB.

1.3.4 All contractor employees are subject to customs, processing procedures, laws, agreements, and duties of the country to which they are traveling and the procedures, laws, and duties of the United States upon re-entry. The Government will supply the Contractor with letters of travel if/when necessary to travel by Military Airlift.

3.0 GOVERNMENT-FURNISHED PROPERTY AND SERVICES

3.1 GOVERNMENT-FURNISHED PROPERTY (GFP)

3.1.1 HARDWARE

The government will provide access to the SBIRS Library.

3.1.2 SOFTWARE

The government will provide access to the SBIRS Information Management System (SIMS) database and webpage. The government will act as a liaison between the Contractor and Lockheed Martin to grant the Contractor access to Lockheed Martin’s IDE and other appropriate applications.

3.2 GOVERNMENT-FURNISHED RESOURCES

3.2.1 FACILITIES, SUPPLIES AND SERVICES

The Government shall provide the Contractor up to 10 workspaces in the Hartinger building on Peterson AFB, to include a computer connected to Frontrange-2K or designee, Secret Internet Protocol Router network (SIPRNET) access, and use of telephones, printers, and fax machine. SIPRNET is not required at the contractor facility. Additional workstations, if required, will be provided by the contractor at the contractor facility.

4.0 GENERAL INFORMATION

4.1 SECURITY REQUIREMENTS

Access to government facilities, documents and systems will require that each person assigned to this task by the Contractor possess a current TOP SECRET clearance with eligibility for SPECIAL COMPARTMENTED INFORMATION (SCI) and will conform to the requirements of the Air Force Space Command’s Special Security Office (SSO) and special access programs. Contractor personnel shall possess appropriate security clearances as of the contract start date. The Government will provide three (3) SAP/SAR billets. The Contractor will be given access to applicable documentation to include requirements, plans, specifications, studies, and analyses up to and including TOP SECRET/SCI classification. The Contractor shall maintain accountability records/receipts for classified material to include transfer and destruction of material.

4.2 ACCESS TO GOVERNMENT PROPERTY AND FACILITIES

The Contractor shall be allowed unescorted access to the Hartinger building, other buildings on Peterson AFB, Schriever AFB, Buckley AFB and other sites consistent with task requirements. Access to Government facilities, documents, and systems shall be in accordance with the DD254.

Appendix II: OVERHEAD NON-IMAGING INFRARED (onir) Operations

1.0 OVERVIEW OF SERVICES REQUIRED

This contract shall provide technical services which support ISR Command Lead functions in monitoring all operational aspects of the ONIR system of systems (SoS) (i.e. Defense Support Program (DSP) and Space Based Infrared System (SBIRS)) and follow-on systems as developed. These services include being able to provide strategic and technical analysis and engineering services to the operational community. This service also provides Program Element Monitor (PEM) support. The ONIR SoS supports many mission areas to include: missile warning (MW), missile defense (MD), technical intelligence (TI), and battlespace awareness (BA).

In addition, the Contractor support efforts include reviewing the actions necessary to maintain/sustain Survivable and Endurable (S/E) Tactical Warning And Attack Assessment (NIR and NUDET Detection) operations; development and coordination of ISR Capability Team plans; and review of actions necessary to transition the strategic mobile warning S/E Mobile Ground System (MGS) from Defense Support Program (DSP) satellite-only capability to a Space Based Infrared System (SBIRS) and DSP satellite S/E capability. This new capability may be accomplished by a mobile platform, distributed architecture, or some third option.

The contractor shall support activities related to the transition of the S/E mission (currently done by the MGS’s fleet of DSP Mobile Ground Terminals (MGT)) to a new capability to provide S/E warning. The contractor shall support the effort to determine the appropriate means for providing S/E warning (e.g. a fleet of SBIRS Multi-mission Mobile Processors (M3P), MGS evolution (MGSE), etc).

1.1 SPECIFIC REQUIREMENTS

1.1.1 REQUIREMENT ONE: Technical analysis and engineering support for ONIR Operations

1.1.1.1 The contractor shall provide daily operational and technical support regarding current and future ONIR mission operations to include: reviewing studies of present and future operational systems; conducting cost benefit analysis; and providing independent technical assessments of system functionality, risk, cost, and scheduling factors. The contractor shall provide technical and operational support regarding Integrated Tactical Warning and Attack Assessment (ITW&AA), Theater Event System (TES) (and its components), MD, TI, BA, Independent Review Team(s) products and transition of or any architectures associated with Missile Defense Agency (MDA) that support the ONIR mission (i.e. Space Tracking and Surveillance System (STSS)) or any future ONIR space and ground architectures (i.e. 3rd Generation Infrared System (3GIRS)). Contractor shall deliver minutes/findings/comments for special studies and minutes/findings/ comments/briefings for technical reviews. Estimated tasking: 3 to 5 per week (classified up to TS SCI).

1.1.1.2 The contractor shall review changes in national space and missile defense policy goals, objectives, and senior level direction impacting current space operations affecting OINR and make written recommendations to the ISR Capability Team for resolution potential conflicts or discrepancies affecting space based missile warning mission areas (MW, MD, TI, BA).

1.1.1.3 The contractor shall provide technical support to the ONIR constellation’s Flight Planning, Rehearsal, Readiness, Launch, and constellation realignment activities. The contractor shall document and provide evaluation of functional availability (classified secret) for the satellite constellations when any incident or policy decision impacts the assessment but not less than quarterly.

1.1.1.4 The contractor shall provide technical support to develop ONIR training systems and make recommendations to ISR Command Lead for resolution of any potential conflicts or discrepancies affecting space based missile warning mission areas (MW, MD, TI, BA).

1.1.1.5 The contractor shall recommend actions to ISR Capability Team to provide a smooth integration of remaining legacy assets, present systems, and future systems (i.e. STSS, 3GIRS, etc) with minimal disruption to current on-going operations.

1.1.1.6 The contractor shall review, draft, coordinate (with the community of interest), and maintain AFSPC Concept Documents, to ensure ONIR mission area concerns are addressed in current and updated versions.

1.1.1.7 The contractor shall recommend classification determinations in accordance with the System Operational Protection Guides for DSP and Security Classification Guides for SBIRS.

1.1.1.8 The contractor shall draft, coordinate (with the community of interest) and update System Operational Protection Guides/Security Classification Guides for SBIRS and the legacy DSP.

1.1.1.9 The contractor shall analyze and summarize the results of special/trade studies, papers, and independent reviews and extract to a branch read file for ISR Capability Team awareness. Estimated once per week

1.1.1.10 The Contractor shall provide technical and administrative support for AFSPC hosted system and project working groups. The contractor shall build calendars, schedule meetings, and plan and coordinate conference participation. It is estimated there will be fifteen meetings per year for approximately 125 people, conducted up to and including the Top Secret or program level. The Contractor shall develop and publish the meeting agenda and minutes and report status of action items within a timeline designated by the government POC.

1.1.1.11 The contractor shall attend and provide minutes for quarterly operations conferences, quarterly program reviews, monthly technical exchange meetings, working groups, and weekly concept teams, (with classified breakouts up to TS/SCI for all meetings). The contractor shall make recommendations for resolution of any potential conflicts or discrepancies affecting ONIR mission areas. Estimated twice per month.

1.1.1.12 The contractor shall assess operational testing/certification requirements and schedules to determine disconnects between planned testing and contractor documented mission (then current) AFSPC operational requirements and make recommendations to the ISR Capability Team for resolution of any potential conflicts or discrepancies affecting ONIR mission areas.

1.1.1.13 The contractor shall assess and provide recommendations to the ISR Capability Team on net-centric data exposure through Community of Interest service oriented architectures and impacts to the SBIRS mission and interfaces to new architecture and make recommendation on AFSPC support for Combatant Command requirements.

This task will account for approximately 60% of the total effort required for this task order.

1.1.2 REQUIREMENT TWO: Program Element Monitor (PEM) Support

1.1.2.1 The contractor shall provide support as alternate PEM throughout the current year excursion, budget year planning, and the Planning, Programming, Budgeting and Execution (PPBE) cycle for POM generation. This includes coordinating between the ISR Capability Team members on ONIR issues.

1.1.2.2 The contractor shall provide the ISR Capability Team comprehensive analysis and recommendations on resource adjustments and program element changes.

1.1.2.3 The contractor shall draft, coordinate (with the designated Materiel Wing and 460th Space Wing) and provide recommendations to the Government on impacts/adjustments to ONIR Financial Plans (Fin Plan) and Spend Plans.

1.1.2.4 The contractor shall analyze current budget execution at least monthly and recommend necessary adjustments to the ISR Capability Team based on program developments.

1.1.2.5 The contractor shall recommend inputs to the ISR Capability Team for resource adjustments to the PPBE cycle.

1.1.2.5.1 The contractor shall provide program and budget analysis support and draft a program budget strategy for the ISR Capability Team to use as the framework for all ONIR resource decisions.

1.1.2.5.2 The contractor shall analyze Office of the Secretary of Defense (OSD), congressional and other resource actions which affect current and planned operational ONIR capabilities. The contractor shall provide recommended statements of operational impact to the ISR Capability Team within four hours.

1.1.2.5.3 The contractor shall draft required documents (e.g. point papers, RAPIDS) which support the ISR Capability Team for all ONIR and follow-on system PPBE actions.

1.1.2.6 The contractor shall maintain, update and post at least monthly a financial database which tracks ONIR operational, developmental, and sustainment activities and make recommendations to the ISR Capability Team for resolution of any potential conflicts or discrepancies affecting ONIR mission areas.

1.1.2.7 The contractor shall analyze and recommend to the ISR Capability Team program budget execution options to support queries from GAO, OSD and AF Analysts.

1.1.2.8 The contractor shall provide the ISR Capability Team justification Book (J-Book) inputs to support ONIR budget POM, BES and PBs submissions.

1.1.2.9 The contractor shall analyze and provide comment to the ISR Capability Team on related documents (R&P-Docs) submissions.

1.1.2.10 The contractor shall review ONIR monthly financial reports, Quarterly Sustainment Review (QSR) products, and Product Improvement Working Group products and associated sustainment documents.

1.1.2.11 The contractor shall prepare draft documents for financial transactions. The contractor shall be familiar with government financial software (ABSS, WAWF,CRIS, IDECS and FM tools).

1.1.2.12 The contractor shall arrange/attend ONIR Financial Planning Working Groups (FPWG) and other financial meetings, provide minutes and make recommendations to the ISR Capability Team for resolution of any potential conflicts or discrepancies affecting ONIR mission areas. Estimated at one meeting per month.

1.1.2.13 The contractor shall assist the PEM in preparing, coordinating, and briefing presentations throughout the annual execution cycle. Estimated at approximately one to two per month.

This task will account for approximately 15% of the total effort required for this task order. The Program Objective Memorandum (POM) cycle is approximately six months in duration.
