STATEMENT OF WORK
FOR
TECHNICAL SUPPORT FOR THE COLLECTION, ANALYSIS,
TRACKING AND DISSEMINATION
FOR
HEADQUARTERS AIR FORCE SPACE COMMAND (HQ AFSPC) ANALYSIS, ASSESSMENT AND LESSONS LEARNED (A9) 9003-0021 8 January 2007
1.0. DESCRIPTION OF SERVICES: The contractor shall provide Technical Support Services for the collection, analysis/validation, tracking and dissemination for AFSPC Lessons Learned (L2)
1.1. ORGANIZATION BEING SUPPORTED:

1.1.1. MISSION: HQ AFSPC/A9’s mission is to assure AFSPC senior leader decisions are underpinned by rigorous independent analysis. Its goals in meeting this mission are to focus capabilities on the command’s corporate process, enhance space representation in DoD Analysis, provide quick-turn analysis to the warfighter, assess space capabilities and operational risk, documents and distribute lessons learned assessment and develop their people to conduct world-class analysis. This SOW specifically involves documenting and distributing lessons learned assessment.
1.2. OVERVIEW OF SERVICES REQUIRED
Provide technical support and assist HQ AFSPC/A9L in establishing and implementing procedures to collect, analyze/validate, track and disseminate information across the spectrum of operations, and vet them into actionable lessons learned. This includes methods to assess the progress of proposed doctrinal, procedural and programmatic solutions, and to further develop tools and methodology for the dissemination of causation, impact and resolution statements. HQ AFSPC/L2 collection includes, but not limited to, exercise support, to include, Air Expeditionary Force (AEF) deployments, real-world operations, special events (e.g. AFSPC Change-of-Command ceremonies) and wargames.
1.2.1 DELIVERABLE.
Develop an Initial Management Plan that will ensure all requirements in this SOW are successfully met. Due 10 days after contract award.
1.3. SPECIFIC REQUIREMENTS
1.3.1 REQUIREMENT 1. Data collection and capture. (20% of overall effort) The contractor shall provide inputs and updates to the databases and lessons learned for which HQ AFSPC/A9L is responsible. The Advanced Lesson Management System (ALMS) database will be maintained by AF/A9L, using the Air Staff A9L server for the repository of the information. Management of issues within the ALMS will be under government direction. The supporting contractor will work with the A9L collection team manager to develop schedule and milestones to support collections and L2 review process that are collected from, but not limited to, AEF deployments, real-world operations, special events, and wargames,. Collection includes participation with the event control team, conducting interviews, surveys, data mining existing archives, submitting observations, and following up on database entries. In the event of a major operation or event (examples include Weapons Tactic Conference, yearly conferences, etc.), and by direction of senior Air Force or Air Force Space Command leadership, AFSPC/A9L may be tasked to support its collection, analysis, tracking, and dissemination responsibilities.
1.3.2 REQUIREMENT 2. SURGE (30% of overall effort) The contractor shall conduct and/or support recorded interviews with transcription services one month after each AEF cycle ends within normal duty hours. The duration of these AEF interview and report period is about 60 days, for three periods a year. During each of these periods up to 200 airmen (either in single or group format) will be interviewed with an estimated timeframe of 2 hours per interview/transcription. The contractor should plan on 15 group interviews (10 each) and 40 single person interviews. For every interview hour one hour is allowed for transcription. Those periods are 15 Feb to 15 April, 15 June to 15 August, and 15 Oct to 15 Dec.
1.3.2.1. Supplemental Contractual Surge Operations: It is expected that augmentation for each quarterly AEF cycle will be sufficient manning to support task 1.3.2. Prior to any changes of personnel currently on task, a report summarizing the change will be submitted to the Quality Assurance Evaluator (QAE). Under this task, the contractor may be required to deploy to a different location, than what’s identified in table 4.3. The new location would replace one of the trips listed in table 4.3. and be a location in the Continental United States (CONUS), such as major command headquarters, numbered Air Force Headquarters, combatant command headquarters, field unit locations and other potential locations.
1.3.2.2. DELIVERABLES:
AEF Cycle Reports (format provided in Attachment 3), NLT two weeks after final scheduled interview for each cycle.
1.3.3. REQUIREMENT 3: Analyze/Validate L2 observations: (20% of overall effort) The contractor shall review L2 observations for quality and coordinate with the submitter/responsible organization to clarify, correct, and update L2 observations into the ALMS database. The analysis for improving processes includes detailing the role space assets and how their capabilities were used in supporting the warfighter. These areas include, but are not limited to, the following:
a) Satellite Communications (SATCOM)
b) Precision, Navigation, and Timing (PNT)
c) Intelligence, Surveillance, and Reconnaissance (ISR) for Intelligence Preparation of the Battlefield (IPB) and Battle Damage Assessment (BDA)
d) Weather data
e) Force Protection tactics, techniques and procedures (TTPs) for AFSPC assets
f) Theater specific space support to the warfighter
The validation process is defined in Para 4 of AFI 10-4001 and the AFSPC supplement 1 provided as an attachment to this SOW. The contractor shall assist HQ AFSPC/A9L in identifying Functional Area Managers (FAM) associated with each Lessons Learned observation. This validation process includes reviewing inconsistencies, redundant entries for the same occurrence, discussing with the FAMs, and updating the database entries. Dissemination of closed Lessons Learned will also be a contractor responsibility using the dissemination strategy as defined in each Lessons Learned entry. The contractor shall work with other AF offices and agencies as well as other DOD agencies to update the data and to ensure that the data is as current. The databases are installed and maintained by AF/A9L directed government servers within government facilities. The contractor shall enter data into the database and provide updates. These databases are at the unclassified and SECRET levels. The contractor will work closely with MAJCOMs, Field Operating Agencies (FOAs), Direct Reporting Units (DRUs) Combatant Commands (COCOM), and DOD staffs and other agencies to develop, maintain, and improve L2 collection, analysis, and dissemination. This information will be posted on either the NIPRNET or SIPRNET AFSPC/A9L Knowledge Now Community of Practices (CoP) at the appropriate classification level.
1.3.3.1. Analytical Support: The contractor shall provide support integrating the Air Force Space Command L2 process into other Air Force corporate processes. The contractor shall prepare various quick-turn products, including point papers, white papers and other similar products to capture and describe an operation’s lessons learned. The contractor shall recommend proposed courses of action for continued improvement of lessons learned data collection, operations, tracking, and analysis. The contractor shall support a focused collection effort on the CSAF FY06 L2 priorities, Space Support to the Warfighter. Support shall include integrating the completed analysis effort from the AEF reports for cycle 5 and 6 as well as supporting AFSPC/A9L collection and interview teams. A collection plan will be provided by the government (see attch 2). A report on Space Support to the Warfighter (SSTW) will be required by 1 April 07.
1.3.3.2. Reporting Analytical Results: Using various data mining tools and techniques, as well as operations analysis techniques, the contractor shall assist AFSPC/A9L with extracting “quick look” analytic insights from the data for use in documents and reports. The contractor shall also prepare data displays depicting levels of effort and other trends and other graphics to support documents and reports. The knowledge base shall be used to populate classified and unclassified fact sheets, briefings, and other information compendiums, as well as identify essential issues for examination, in-depth analysis, and further data collection. (Estimated 10 events annually).
1.3.3.3. Providing Issue Resolution Process Support: The contractor shall assist HQ AFSPC/A9L with the Issue Resolution Process (IRP). The IRP is used to vet issues and assign offices of primary responsibility to develop solutions as specified in the draft AFI 10-4001, Lessons Learned. It is anticipated that on the average 15 issues per month will require contractor assistance.
1.3.4. REQUIREMENT 4: Retrieve data and report requirements: (15% of overall effort) The contractor shall further refine the existing processes of retrieval and presentation of data from the databases described in para 1.3.3 above. This includes machine-to-machine interfaces and web-based interfaces, which will enhance the ability to collect, archive and disseminate data effectively, and enable HQ AFSPC/A9L to rapidly respond to requests for information (RFIs) and taskers from the Air Staff, Joint Chiefs of Staff (JCS), DOD, and outside agencies, and to ease the preparation of information for publishable reports and briefings. Using available unclassified and classified information sources, the contractor will populate the databases described in 1.3.3 above with the most current and accurate operational data possible. With HQ AFSPC/A9L concurrence, the contractor shalll update and refine the data as better sources are identified. The contractor shall also assist AFSPC/A9L in collecting other information, such as reports, briefings, messages, etc., to form the context and supporting documentation for lessons learned assessments.
1.3.4.1. Data retrieval: The contractor shall maintain a list of sources for all data collected/retrieved maintained in the ALMS database. Collection methodology may include web search engine technologies, intranet drop boxes, and conducting interviews with commanders, participants, and other decision-makers. The contractor shall identify all data access requirements that require government intercession. The contractor shall bring problems or potential problems affecting database performance to the attention of the HQ AFSPC/A9L as soon as identified.
1.3.5. REQUIREMENT 5: Technical Planning Support: (15% of overall effort)
The contractor shall provide comments to government developed L2 collection plans which may require conducting collections in field conditions, recording interviews, and producing reports. Provides advice to HQ AFSPC/A9L on collection planning and execution.

3.0. Government Furnished Property and services:
3.1. GOVERNMENT FURNISHED PROPERTY (GFP)
3.1.1 HARDWARE: Typical office automated data processing equipment (ADPE) is available to support this effort, including one Windows-based personal computer workstation, Non-classified Internet Protocol Router Network (NIPRNET) and Secret Internet Protocol Router Network (SIPRNET) computer servers, local area network equipment and supporting peripherals.
3.1.2 SOFTWARE: A standard Microsoft environment, to include Microsoft Windows XP operating systems, Microsoft Windows NT/2000 servers, Microsoft Office Applications Suite, as well as AF administrative support software is available for use.
3.2. GOVERNMENT FURNISHED RESOURCES
3.2.1 FACILITIES, SUPPLIES, AND SERVICES: Work is to be performed at the following location(s): Work will be performed primarily in the HQ AFSPC/A9L office located at building 1470, room 410, Peterson AFB, CO 80914. Additionally it is expected that some work (20%) will be performed at the contractor’s corporate offices.
3.2.2. GOVERNMENT FURNISHED INFORMATION:

2) Attachment 2: Space Support to the Warfighter Collection Plan
3) Attachment 3: AEF Report Format Attachments need to be provided
3.3. MATERIALS AND OTHER DIRECT COSTS (ODCs): The Quality Assurance Evaluator (QAE) shall approve all contractor purchases costing less than $500. Any item exceeding this dollar threshold will require approval of the Contracting Officer prior to purchase.
4.0 GENERAL INFORMATION
4.1 SECURITY. Access to SCI is required for this task order. SCIF facilities will be provided by the government in Bldg 1470 and Bldg 1 on Peterson AFB.
4.2. ACCESS TO GOVERNMENT PROPERTY AND FACILITIES: The contractor will be allowed unescorted access to Government building Bldg 1470 and Bldg 1 on Peterson AFB and other sites consistent with Task Order requirements. Access to Government facilities, documents, and systems shall be in accordance with the attached DD254.

4.4. PRODUCT OWNERSHIP. All products produced by the Contractor in the performance of this SOW are the property of the government.
4.5. PROPRIETARY DATA. The Contractor shall request government approval prior to the use of any proprietary data or software tools to fulfill the requirements of this SOW.
4.6. HOURS OF WORK. Contractor personnel shall provide coverage between 0730-1700 on weekdays. Any additional hours submitted in the contractor proposal must be justified and approved.
