PLEASE NOTE: The only change to the following is that Question #9 now refers to TTEE. The reference to PI was in error.
The purpose of this notice is to obtain information for market research in accordance with Federal Acquisition Regulation (FAR) Part 10 (please see attached market research questions). No solicitation is being issued at this time. This notice shall not be construed as a commitment by the Government to ultimately award a contract, nor does it restrict the Government to a particular acquisition approach. A best value source selection will likely be the method of contractor selection.
No reimbursement will be made for any costs associated with this or future requests. Additional information, as it becomes available, will be posted as amendments to this announcement. All amendments will be available for viewing at this website, FedBizOps (FBO) at http://www.eps.gov. It is incumbent upon the interested parties to review the site frequently for any updates and amendments to any and all documents. All potential offerors are reminded, in accordance with FAR 52.204-7, Central Contractor Registration, lack of registration in the Central Contractor Registration (CCR) will make an offeror ineligible for contract award. Additionally, in accordance with Federal Acquisition Regulations (FAR) 52.204-8, Annual Representations and Certifications, offerors are also reminded to register with Online Representations and Certifications Application (ORCA) at https://orca.bpn.gov . In accordance with the Code of Federal Regulations (CFR), chapter 13, section 121.402(b), the procuring contracting officer designates the proper NAICS code and size standard. Attached is a draft of the Performance Work Statement (PWS) for Air Force Space Command Training, Test, Exercises, and Evaluation (TTEE) Mission Capability Services. These services are largely advisory and assistance. The North American Industry Classification System (NAICS) code selected for an acquisition is one that best describes the principal purpose of the product or service being acquired. A procurement is generally classified according to the component which accounts for the greatest percentage of contract value. Another factor for consideration of NAICS code selection includes previous Government procurement classifications of the same or similar services. The NAICS code designated for the CAASETA contract under which this work was previously performed was 541710 which became 541712 under the 2007 NAICS Revision and has a small business size standard of 1,000 employees. This NAICS is defined as research and development in the physical, engineering and life sciences, including guided missile and space vehicle parts (except engines) research and development. This code comprises establishments primarily engaged in conducting research and experimental development in the physical, engineering, and life sciences. Another NAICS code under consideration is 541690 with a small business size standard of $7 million. It is titled as other Scientific and Technical Consulting Services. This industry comprises establishments primarily engaged in providing advice and assistance to businesses and other organizations on scientific and technical issues.
Considering the foregoing and the TTEE PWS, in your opinion, what is the appropriate NAICS code for this PWS? Please provide your rationale.
The following additional questions are specific to small business capabilities. No decision has yet been made regarding contract type or small business strategy. However, the Government is assessing the availability and potential of small business to perform this work. Small business is advised that FAR 52.219-14, Limitations on Subcontracting, will apply wherein at least 50 percent of the work must be performed by the small business prime contractor alone. Small businesses wishing to influence the Contracting Officer’s decision regarding small business set-asides are urged to respond to this announcement via e-mail to jeane.steed@peterson.af.mil by 30 September 2008. Please provide your Central Contractor Registration (CCR) number; a brief description of your company’s business size and status (i.e., HUBZone, woman/veteran/service disabled veteran/native American/minority-owned); and a point of contact (POC) name, telephone number and e-mail address. Any information provided by industry to the Government as a result of this notice or any follow-up information requests is voluntary and shall be treated as confidential. If you are a small business, please respond to the following:
1. If 541712 was selected as the NAICS for this work and the contract was set-aside for small business, would your company be considered a small business. If so, would your company be interested in proposing as a prime?
2. If 541690 was selected as the NAICS for this work and the contract was set-aside for small business, would your company be considered a small business. If so, would your company be interested in proposing as a prime?
3. The TTEE effort is estimated to consist of approximately $9 million over five years. If proposing as a prime and considering the type of technical capability required for this work, would your company alone be capable of performing 50 percent of the work for this requirement?
4. If the TTEE effort was combined with other capabilities and the work is estimated to total $16 million over five years, if proposing as a prime, would your company alone be capable of performing 50 percent of the work for this requirement?
5. Do you currently have expertise for this requirement, either for TTEE alone or combined with another capability, in-house? If not, how do you propose to hire appropriate personnel?
6. Do you see any work in this PWS that would require you to team with subcontractors? If so, what work specifically and how much?
7. How many employees do you currently have?
8. What is your average annual revenue?
9. Please provide contract references which during the last three years demonstrate relevant TTEE experience (contract number, dollar value).
