STATEMENT OF WORK
FOR
SYSTEMS FINANCIAL AND PROGRAM SUPPORT FOR RADAR WARNING OPERATIONS SECTION

1.0 DESCRIPTION OF SERVICES:
1.1 ORGANIZATION BEING SUPPORTED: HQ AFSPC/XOSM

1.1.1 MISSION:
The Headquarters (HQ) Air Force Space Command (AFSPC), Warning Operations Branch (XOSM), Radar Warning Operations Section provides operational concepts, guidance, budget programming, and support for operations of Ground Based Missile Warning and Space Surveillance Systems and operations concept development for future Space Radar capabilities. Systems include Ballistic Missile Early Warning System (BMEWS), PAVE Phased Array Warning System (PAVE PAWS), Perimeter Acquisition Radar and Attack Characterization System (PARCS), and Space-Based Radar (SBR). The Radar Warning Operations Section supports Combatant Commanders Integrated Command and Control System (CCIC2S) and Upgraded Early Warning Radar (UEWR) integration with the above systems throughout program acquisition. In addition, the Radar Warning Operations Section supports configuration control processes (e.g. Operations Approval Panel) for AFSPC owned systems supporting the Integrated Tactical Warning/Attack Assessment (ITW/AA) system.
1.2 OVERVIEW OF SERVICES REQUIRED:
Contractor shall provide non-personal services to support the BMEWS, PAVE PAWS, PARCS, SBR, and UEWR programs. The contractor shall provide support in the areas of operations and sustainment activities, programming and budgeting, program management and review and configuration control support. Primarily the contractor shall serve as a financial and programmatic liaison with various agencies to ensure a smooth integration of remaining legacy present systems and future architecture with minimal interruption to current operations. The contractor shall perform integrated analysis through the program life cycle from requirements generation through end-of-life to include research and development, testing, operations acceptance, operations, maintenance, sustainment, and disposal.
1.2.1 The contractor shall interface with other HQ AFSPC directorates (to include Space and Missile Systems Center (SMC)), Office of the Secretary of Defense (OSD), Office of the Secretary of the Air Force (SAF), the Joint Staff, United States Northern Command (USNORTHCOM), North American Aerospace Defense Command (NORAD), Cheyenne Mountain Operations Center (CMOC), the Missile Defense Agency (MDA), the Joint Tactical Missile Defense Organization (JTAMDO), Headquarters Air Force, United States Strategic Command (USSTRATCOM), Space and Missile Defense Command (SMDC), Army Space Command (ARSPACE), National Reconnaissance Office (NRO), National Geospatial Intelligence Agency (NGA), Naval Space Command (NAVSPACE), 14th Air Force, 21st Space Wing, Air Force Reserve Command (AFRC), National Guard Bureau, Air Force Operational Test and Evaluation Command (AFOTEC), Defense Information Systems Agency (DISA), Civil agencies (National Aeronautics and Space Administration (NASA), Federal Emergency Management Agency (FEMA), etc), Electronic Systems Command (ESC), and other organizations conducting or interfacing with program or system operations to complete the tasks described in this SOW.
1.3 SPECIFIC REQUIREMENTS
1.3.1 REQUIREMENT 1. OPERATIONS AND SUSTAINMENT SUPPORT.
The contractor shall provide plans, evaluation, analysis, and review to improve both current and future program operationally oriented activities involving BMEWS, PAVE PAWS, PARCS, SBR, and UEWR systems. (Estimated 4 meetings per month. This is approximately 20% of the total task order effort.)
1.3.1.1 DELIVERABLE 1:
The contractor shall provide a quick look report to XOSM within five (5) workdays of the conclusion of each meeting. (CDRL 0009)
1.3.2 REQUIREMENT 2. PROGRAMMING AND BUDGETING SUPPORT.
a. The contractor shall provide recommendations for resource adjustments to the Planning, Programming, Budgeting and Execution (PPBE) System to include the Program Objective Memorandum (POM)/Budget Estimate Submission (BES), Presidents Budget (PB), Budget Change Proposal (BCP), Program Change Proposal (PCP) and other exercises. (Estimated twice per year)
b. The contractor shall draft and coordinate Solid State Phased Array Radar System (SSPARS), and Upgraded Early Warning Radar (UEWR) programs Financial Plans (FinPlan) and Spend Plans. (Estimated once per year)
c. The contractor shall analyze current budget execution and recommend necessary adjustments as driven by program developments. (Estimated once per year)
d. The contractor shall coordinate operations and acquisition impacts to budget cuts proposed by Congress, OSD, HAF/XP Space Panel, and HQ AFSPC/XP. (Estimated once per year)
e. The contractor shall provide program and budget analysis support operations requirements and budget decisions at wing, ESC & SMC system program offices (SPOs), HQ AFSPC, Air Staff, OSD, and Congress. The Contractor shall draft a program strategy for XOSM to use as the framework for BMEWS, PAVE PAWS, PARCS, and UEWR programs resource decisions. (Estimated once per year)
f. The contractor shall analyze OSD Program Budget Decisions (PBD) and Program Decision Memorandums (PDM), Congressional marks, and any other resource actions that affect current and planned operational missile warning capabilities. (Estimated once per year) This requirement is approximately 40% of total task order effort.
1.3.2.1 DELIVERABLE 2:
The contractor shall provide a quick look report to XOSM within five (5) workdays of the conclusion of each meeting. (CDRL 0009)
1.3.3 REQUIREMENT 3. PROGRAM MANAGEMENT AND REVIEW SUPPORT.
a. The contractor shall support operations conferences, Requirements Review Group (RRG), Integrated Product Teams (IPT), Integrated Concept Teams (ICT), Executive Committee meetings, Missile Defense Board of Directors’ (BOD) meetings, Focus Days, Mission Area Teams (MAT) meetings, design reviews, working groups, Technical Interchange Meetings (TIMs) and program reviews. (Estimated 3 meetings per month).
b. The contractor shall provide assessments on conducted special studies, operational risk assessments, and assessed impacts of proposed systems upon current operations. (Estimated twice per year)
c. The contractor shall provide insight on national space policy goals, objectives, and senior level direction impacting current space operations. (Estimated once per year)
d. The contractor shall review and assess current and future operational programs, requirements, and support plans to assist AFSPC and USSTRATCOM validation. (Estimated once per year) Requirement 3 is approximately 40% of total task order effort.
1.3.3.1 DELIVERABLE 3:
The contractor shall provide a quick look report to XOSM within five (5) workdays of the conclusion of each meeting. (CDRL 0009)
1.3.4 ADDITIONAL DELIVERABLES:
The contractor shall deliver a Monthly Status Report (MSR) by the 20th of each month covering activities of the preceding month. The report shall contain a list of personnel on each task, description of the work accomplished during the previous month, list of meetings attended, deliverables provided, travel accomplished, and funds expended during the period of performance by labor hour/category, with cumulative expenditures and associated funding remaining. 4.6 Contractor receives less than two (2) formal customer complaints/contract discrepancy reports per year. The contractor successfully resolve customer complaints within 10 calendar days of receipt, 100% of the time.
3.0 GOVERNMENT FURNISHED PROPERTY AND SERVICES
3.1 INFORMATION SOURCES
HQ AFSPC/XOS personnel will be available for technical exchanges with the contractor. Government personnel will provide technical input, answer questions, review and accept completed work, and provide feedback regarding contractor efforts. The QAE is the primary source of technical guidance for this SOW.
3.2 MATERIALS AND OTHER DIRECT COSTS (ODCs)
No materials or supplies are anticipated under this task order.
4.0 GENERAL INFORMATION
4.1 SECURITY
Contractor shall provide personnel with clearances commensurate with the DD Form 254, Department of Defense Contract Security Classification Specification.
4.2 PLACE OF PERFORMANCE
Work will be performed in Government facilities located at Peterson AFB, Colorado Springs, CO.
4.3 HOURS OF WORK.
The Contractor shall be available during normal duty hours of 0730-1630, Monday through Friday, or as required/approved by the QAE. Access to HQ AFSPC/ XOOD during non-duty hours must be arranged through the QAE.
4.4 ACCESS TO GOVERNMENT PROPERTY AND FACILITIES
The Contractor will be allowed unescorted access to Peterson AFB Hartinger Building, other buildings on Peterson AFB, Schriever AFB, Buckley AFB and other sites consistent with Task requirements. Access to Government facilities, documents, and systems shall be in accordance with the attached DD Form 254.
4.5 TRAVEL
Temporary Duty (TDY) will be performed by the tasking, approved by the QAE. Travel required to fulfill the tasks in this SOW shall be performed in accordance with FAR 31.205-46, Travel Costs. QAE approval is required for travel outside the local area. Estimated travel required to support this task order:
