ICBM & HELICOPTER OPERATIONS DIVISION
TECHNICAL AND SUPPORT REQUIREMENTS
FOR THE
ICBM OPERATIONS AND FUTURE CONCEPTS BRANCH

1.0 DESCRIPTION OF SERVICES:
Provide non-personal technical, system analysis, programmatic and analytical support to the Headquarters, Air Force Space Command (HQ AFSPC), Directorate of Air, Space and InformationOperations (A3), ICBM and Helicopter Operations Division (A3N), ICBM Operations and Future Concepts Branch (A3NO) in support of current operations and concept development activities for advanced space and missile systems and capabilities. Concept development requires identification of the capabilities necessary to generate effects on the battlefield in support of warfighter needs. Supported activities serve as the basis for a variety of planning, acquisition and operational functions including, but not limited to, review of Analyses of Alternatives (AoAs), the AFSPC Integrated Planning Process (IPP), Information Technology Support, Planning, Programming and Budget Execution (PPBE), and the Air Force Capabilities Review and Risk Assessment (CRRA) process.
1.1. ORGANIZATION BEING SUPPORTED:

1.1.1. MISSION: Provide policy, guidance, and resources for AFSPC ICBM and helicopter operations. HQ AFSPC/A3NO is the focal point to: develop policy, concepts, and procedures for the ICBM Crew Force; develop policy and guidance for ICBM codes systems; ensure fiscal resources are appropriately dispersed to meet mission requirements; integrate new sub-systems/modifications into operational ICBM systems; develop policy and guidance for ICBM facility managers and chefs; and be the command lead for modifications/upgrades to current ICBM C3 systems.
1.2. OVERVIEW OF SERVICES REQUIRED
The contractor is required to provide non-personal technical, system analysis, programmatic and analytical support. These services include: fiscal planning and execution; feasibility assessment for various technological and engineering requirements; documentation of potential material solutions to fulfill capability needs; development of concept documents for future space and missile capabilities; review of operational requirements in support of Command-sponsored program activities; and development of documentation and briefing materials necessary to support decisions regarding current and future space and missile capability acquisition, planning and operations. Additionally, the contractor shall be required to evaluate and provide recommendations concerning current and future concepts and positions. The Contractor must be familiar with the Air Force (AF) and AFSPC concept development process as well as the Department of Defense (DoD) programmatics related to acquisition and sustainment activities associated with a weapon system.
1.3 Specific Requirements
1.3.2 REQUIREMENT 2: Special Studies and Operational Support. The contractor shall assist HQ AFSPC/A3N by providing expertise related to the following programs: Nuclear Weapons Systems Safety Group (NWSSG), Nuclear Surety Working Group, Targeting Materials Working Group during Minuteman Modernization Programs, Safety Enhanced Reentry Vehicle, Rapid Execution and Combat Targeting (REACT) Service Life Extension Program (RSLEP), Status of Resources and Training System (SORTS), ICBM Cryptographic Upgrade (ICU), current and planned ICBM Communication Systems, Emergency Action Message Certification, ICBM Systems Certification and Accreditation, Environmental Control System Replacement Program, ICBM Security Modernization Program, Air Force Space Command Automated Information Systems (AFAIS) Program, Flexible OPLAN 8044 Concept, Console Operating Program, Higher Authority Communications/Rapid Message Processing Element (HAC/RMPE) and Missile Procedures Trainer/Minuteman Enhanced Procedures software and hardware deficiencies documentation and disposition, , ICBM Security Forces, ICBM Planning Factors, and the Quadrennial Defense Review to help ensure timely and accurate management, implementation and sustainment of weapon system requirements and modifications.
1.3.2.1 The contractor shall provide technical expertise to support vulnerability assessment, force structure monitoring/reporting to DoD agencies, costing, system integration, development of training criteria, development of operational procedures, and development of operational processes pertaining to the above programs and any future HQ AFSPC/A3N programs or mission areas.
1.3.2.2 The contractor is required to attend informational and decision meetings estimated to be held on average five times per month. The contractor may have to culminate data from these resources and provide documentation or presentations to government personnel (estimated five times per month).
This requirement comprises approximately 30% of the total task effort.

1.3.3 REQUIREMENT 3: Review Documents. The contractor shall review various documents, submitted to AFSPC/XON for review and/or coordination, to assist in drafting the division’s position. Such documents include AF-Level Concepts of Operations (CONOPS), AFSPC functional and enabling concepts where AFSPC/XON is not the OPR, financial planning documents, and other documentation related to special studies and activities. The contractor shall review said documents on average three per month.
This requirement comprises approximately 5% of the total task effort.
1.3.4 REQUIREMENT 4: Fiscal planning and execution surveillance. The contractor shall provide technical advice and assessment of inputs to the planning, programming and budget execution process in support of the weapon system. The contractor shall assist in funds tracking and other required documentation to make timely and accurate Program, Planning, and Budgeting Execution (PPBE) inputs to the Department of Defense and Congressional process as well as fiscal execution decisions within the Program Elements. The contractor shall use current PPBE software tools [Resource Allocation and Programming Information Decision System (RAPIDS), Automated Budget Interactive Data Environment System (ABIDES), Windows Based Budget Automated System (WINBAS), Automated Business Services System (ABSS), Commander’s Resource Information System (CRIS)] and adapt to future PPBE software tools. The contractor is required to attend informational and decision meetings estimated to be held on average five times per month. The contractor may have to culminate data from these resources and provide documentation or presentations to government personnel (estimated five times per month).
This requirement comprises approximately 40% of the total task effort.

1.3.5 REQUIREMENT 5: Quick Reaction Research and Support
Approximately twice per month, the contractor shall provided quick reaction technical and analytical support to conventional and nuclear systems programs and the programmatic processes associated with these programs. The contractor shall conduct analysis on specific issues to assist in the development of AFSPC acquisition and sustainment inputs to other MAJCOM, AF, Joint and National agencies.
This requirement comprises approximately 5% of the total task effort.

3 Government Furnished Property and RESOURCES:
3.3 GOVERNMENT FURNISHED PROPERTY (GFP). None.
3.4 GOVERNMENT FURNISHED RESOURCES.
3.4.1 FACILITIES, SUPPLIES, AND SERVICES: AFSPC/A3N shall furnish a maximum of two (2) workspaces in the Hartinger building on Peterson AFB, desk space, chairs, computers connected to 21 NET, Secret Internet Protocol Router network (SIPRNET) access, use of approved security containers, telephones, copier and fax machines.
3.4.2 INFORMATION SOURCES: Government personnel shall be available for technical exchanges with the contractor. Government personnel shall provide technical input, answer questions, review and accept completed work, and provide feedback regarding contractor efforts. The QAE is the primary source of technical guidance for this SOW.
3.4.3 GOVERNMENT FURNISHED INFORMATION: The Contractor will be provided access to relevant studies, briefings, long range planning, mission area plans, requirements, acquisition and budget documents. All materials will remain the property of the Government and will be returned upon request or at the end of the task order period of performance. Additionally, the Government has unlimited rights to all products delivered under this SOW. The Government shall retain custody and shall have exclusive control in the distribution of all deliverables.
3.5 MATERIALS AND OTHER DIRECT COSTS (ODCs): None anticipated. However, should materials or ODCs be required, the requirement will be identified to the contracting officer for approval prior to acquiring such items.
4.0 GENERAL INFORMATION
4.1 SECURITY. Provisions outlined in the basic DD 254 apply to this task order.
4.2 ACCESS TO GOVERNMENT PROPERTY AND FACILITIES: The contractor shall be allowed non-escorted access to Government Building 1 (Hartinger Building) on Peterson AFB and other sites consistent with Task Order requirements.
4.3 TRAVEL. Approximately thirty-one (24) trips outside the Colorado Springs Area are estimated to support this task. Task performance shall also require local travel (within 50 miles of Peterson AFB CO).
