FOR
SUPPORT OF
HEADQUARTERS AIR FORCE SPACE COMMAND
DIRECTORATE OF REQUIREMENTS SPACE BASED NAVIGATION BRANCH
(HQ AFSPC/A5NN)
06/12/07 9002-0021 1.0 DESCRIPTION OF SERVICES: Provide non-personal technical, system analysis, programmatic and analytical support to the Headquarters, Air Force Space Command (HQ AFSPC), Directorate of Requirements (A5), Space Based Navigation Branch (A5NN), and Directorate of Air and Space Operations (A3), Space Operations Branch (A3FS) in support of current operations. Supported activities serve as the basis for a variety of planning, acquisition and operational functions including, but not limited to, development of Joint Capabilities Integration and Development Process (JCIDS) documents, review/development of Analyses of Alternatives (AoAs), Integrated Planning Process (IPP), Concepts of Operations (CONOPS), Information Technology Support, Planning, Programming and Budget Execution (PPBE), and the Air Force Capabilities Review and Risk Assessment (CRRA) process.

1.1.1 MISSION: AFSPC/A5NN and AFSPC/A3FS are directly responsible for developing the nuclear detonation (NUDET) detection requirements, fielding, and supporting operations of the United States Nuclear Detonation Detection System (USNDS) in support of DoD, civil and national users. As used here, USNDS includes the satellite constellation, the ground control system, and processing/reporting system equipment along with any augmentations or other operational architectures to provide this reporting service to a military or civil United States Government consumer. Additionally, A5NN and A3FS jointly manage the programmatic, cost, and schedule issues associated with USNDS in order to equip the appropriate warfighter and civil communities with the data/information provided by this system. This entails active involvement with the acquisition and fielding activities of Space and Missile Systems Center at Los Angeles AFB CA, as well as various higher headquarter (HHQ) organizations in and around Washington D.C.
1.2
OVERVIEW OF SERVICES REQUIRED: The Contractor shall assist AFSPC/A5NN and A3FS in the preparation of requirements and operational documentation for USNDS. The Contractor shall assist the government in evaluation of acquisition and fielding progress to deliver USNDS operational capability. The Contractor shall upload documents into and maintain a classified USNDS database. The Contractor shall assist AFSPC and HHQ capabilities and budgetary processes. The Contractor shall support the government in evaluating emerging threats which could cause impact to USNDS.
1.2.1 The Contractor shall conduct technical analyses to identify the operational capabilities for fielding the next generation of USNDS which will provide enhanced NUDET location and time of event accuracy, as well as reducing the time between event occurrence and event reporting through the Integrated Tactical Warning and Attack Assessment (ITW/AA) system.
1.2.2 Further, the evolution of various threats requires constant evaluation to ensure future USNDS services have the robust ability to operate in a multitude of environments. The Contractor shall review threat activity, including both analytical actions and monitoring the conduct of various tests in both the developmental and operational realms.
1.3
SPECIFIC REQUIREMENTS:
1.3.1 REQUIREMENT 1: (30% of overall task effort ) The Contractor shall assist the government in the preparation of requirements and operational documentation (Capability Development Document (CDD), Capability Production Document (CPD), Concepts of Operation (CONOPS), and Enabling Concepts and System Protection and/or Classification Guides (SPG/SCG) and Functional Availability Reports using guidelines contained in DoD, Joint Chiefs of Staff, and AF instructions: DoD 5000.1 – The Defense Acquisition System, Chairman of the Joint Chiefs of Staff Instruction (CJCSI) 3170.01 – Requirements Generation System, AFI 10-601 – Capabilities Based Requirements Development, and AFI 63-101- Operation of Capabilities Based Acquisition System and Air Force Concept of Operations Development (AFI 10-2801), Capabilities-Based Planning (AFI 10-604), Air Force Space Command Concept Development (AFSPCI 10-102), and AFSPC CONOPS Development/CRRA Roles & Responsibilities (AFSPCHOI 10-212). 1.3.1.1 The contractor shall analyze and provide feedback on previous and current Mission Need Statements (MNSs), Capstone Requirements Documents (CRDs), Mission Area Assessments (MAAs), Mission Area Plans (MAPs), Strategic Master Plans (SMPs), Operational Requirements Documents (ORDs), Concepts of Operation (CONOPS), System Protection and Classification Guides (SPG/SCG), Congressional direction, senior leadership intent, Service and Joint requirements council memos, and previous studies to develop key performance parameters.
1.3.1.2 The contractor shall participate in and provide feedback on working groups (paragraph 4.3) which lead to validation of requirement sets as directed by the various overarching instructions identified above.
1.3.1.3 The contractor shall develop and maintain a comment resolution process to address and resolve military and civil concerns generated during the requirements development process.
1.3.1.4 The contractor shall maintain USNDS operational status reporting capability.
1.3.1.5 The contractor shall assist and provide feedback on security classification determinations and adjudications and support compromise investigations and damage assessments.
1.3.2 REQUIREMENT 2: (40% of the total task order) The Contractor shall assist the government in evaluation of acquisition and fielding progress to deliver operational capability. These evaluations must include evaluation of acquisition strategy, program schedules, sustainment strategies, security classification guides and system protection guides, funding profiles and integrated system synchronization for the various satellite versions and ground and control segment upgrades/equipment fielding. Support Government and insure that current and future USNDS systems are compliant with senior guidance including applicable CJCSIs, NSPDs, and Combatant Command directives. Participate in configuration control processes, test and evaluation planning, and specification development. The Contractor shall provide analyses, identify key issues, and propose a way ahead.
1.3.2.1 The Contractor shall provide comments or recommendations to documents that require coordination with AFSPC/A5NN and/or A3FS. The comments or recommendations can be either in the form of email or hard copy.
1.3.2.2 The Contractor shall assist deployment, testing, and operational transition of upgraded ground processing systems and new satellite sensors. Facilitate coordination with satellite host platform control segment upgrades and support ongoing studies on evolving associated USNDS ground system architectures. Assist government coordination with external agencies in support of future planned and potential satellite payload hosts.
1.3.2.3 The Contractor shall assist Program Office and operational locations in developing System Security Authorization Agreement packages, and AFSPC in staffing them to acquire accreditation. Support government operational acceptance and ITW/AA certification. Support technical analyses of operational issues and anomalies in close coordination with space and ground system developers and USNDS program office. Provide recommendations in support of maximizing user benefit and minimizing cost and risk 1.3.3 REQUIREMENT 3: (2% of the total task order effort.) The Contractor shall maintain a classified Secret/SIPRNET database for USNDS data/document management and information dissemination. The classified database shall be hosted at Peterson AFB on a government maintained computer/network.
1.3.4 REQUIREMENT 4: (14% of the total task order effort) The Contractor shall Support AFSPC and HHQ capabilities and budgetary processes including AF Level Risk Assessment Teams (RAT), AF Level Capabilities \ Risk Review and Assessment (CRRA) Process, AFSPC Concepts Development & Review Board (CDRB), Planning Programming Budgeting and Execution (PBBE) process, Integrated Planning Process (IPP). Support AFSPC and HHQ budget issues and prepare impact assessments. Assist in the annual Program Objective Memorandum (POM) submission process 1.3.5 REQUIREMENT 5: (14% of the total task order effort) The Contractor shall support the government in evaluating emerging threats and/or government activities which could cause impact to USNDS. This support shall include assisting the government in conducting analytical studies, as well as monitoring developmental and operational tests conducted by DOD.

3.0
GOVERNMENT FURNISHED PROPERTY AND RESOURCES:
3.1 GOVERNMENT FURNISHED PROPERTY (GFP): No government furnished property will be provided at the contractor’s facilities.
3.2
GOVERNMENT FURNISHED RESOURCES: Computer hardware and software required for the establishment or maintenance of the classified web site will be furnished by the government for use at the government’s facility.
3.2.1 FACILITIES, SUPPLIES, AND SERVICES: AFSPC/A5NN and A3FS will furnish a combined three workspaces in the Hartinger building on Peterson AFB, desk space, chairs, computers connected to 21 NET, Secret Internet Protocol Router network (SIPRNET) access, use of telephones, copier and fax machines. SIPRNET is not required at the contractor facility. Additional workstations if required will be provided by the contractor at the contractor facility.
3.3 MATERIALS AND OTHER DIRECT COSTS (ODCs): No ODC purchases will be required.
4.0
GENERAL INFORMATION.
4.1 SECURITY: Access to Secret/No Foreign National (NOFORN), TS/SCI, and Critical Nuclear Weapons Design Information (CNWDI) is required for this task order.
4.2 ACCESS TO GOVERNMENT PROPERTY AND FACILITIES. The Contractor will be allowed unescorted access to Government buildings on Peterson AFB consistent with task requirements. Access to Government facilities, documents, and systems shall be in accordance with the Basic Award DD254.
4.3 SERVICES DURING CRISIS. The performance of these services is non-mission essential during times of crisis. Should a crisis be declared, the Contracting Officer or their representative will verbally advise the contractor if temporary suspension of work is required, followed by a written notification. A representative of the contracting officer will further notify the contractor verbally when the crisis has ended with written notification to follow. Any price changes resulting from this crisis will be negotiated in accordance with FAR clauses for “Changes”.

4.4.1 Any travel required to fulfill these required tasks in this SOW shall be approved by the QAE prior to actual travel ad reimbursed IAW FAR 31.205.46. Local travel is defined as within 50 miles of Peterson AFB. The Contractor shall fund all local travel.
