STATEMENT OF WORK (SOW)
FOR
ANALYSIS AND TECHNICAL SUPPORT
TO HEADQUARTERS AIR FORCE SPACE COMMAND (HQ/AFSPC)
SPACE ANALYSIS DIVISION (A9)

1.0 DESCRIPTION OF SERVICES
Requires analytical and subject matter expertise on Prompt Global Strike (PGS) AFSPC Analysis of Alternatives (AoAs)
1.1 ORGANIZATION BEING SUPPORTED
USAF HQ AFSPC/A9 (Space Analysis)

1.1.1 MISSION
Headquarters, Air Force Space Command (HQ AFSPC) Space Analysis (A9) supports AFSPC’s Space Force Application (SFA) Mission Area with analysis to address the SFA sub-areas of Nuclear Deterrence, Conventional Strike and Missile Warning/Missile Defense. This includes analysis support for Command tasks involving the requirements definition, operational concepts development, planning and programming, and assessing the military utility of systems which are pertinent to these sub-areas.
1.2 OVERVIEW OF SERVICES REQUIRED
Contractor shall conduct analysis in support of HQ AFSPC/A9. Specifically, perform analysis and provide functional expertise in support of the PGS AoAs (to include leading capability areas, risk assessments, and analysis integration).
1.3 REQUIREMENTS
1.3.1 REQUIREMENT 1. Research, Development, Test & Evaluation (RDT&E) Analysis Support for Prompt Global Strike.
1.3.1.1 Provide Office of Defense (OSD) Acquisition, Technology and Logistics (AT&L) directed analysis on two RDT&E PGS AoA team studies (listed below):
1.3.1.1.1 Perform analytic agenda analysis to determine Combatant Command (COCOM) campaign war fight effects based on loss of PGS assets (B-52, B-1, B-2, or TLAM) to the STRATCOM (Strategic Command) PGS mission.
1.3.1.1.2 Compare Defense Science Board and National Academy of Science Prompt Global Strike reports to the PGS AoA results.
1.3.1.2 The contractor shall create power point data charts and word documents supporting the final analytical report for the AFSPC/A9X analysis team.
1.3.1.3 DELIVERABLES
The contractor shall provide an abbreviated plan, final report (analysis paragraphs, charts, figures and tables) [CDRL 0037] and briefings [CDRL 0008] as performed during the PGS AoA. The contractor will not be responsible for the publication of the final report. The contractor shall provide synthesis of modeling results [CDRL 0037] into a comparative mission level PGS results.
1.3.2 Other Deliverables
The contractor shall deliver a Monthly Status Report (MSR) each month covering activities of the preceding month. The report shall contain a list of personnel on each task, description of the work accomplished during the previous month, list of meetings attended, deliverables provided, travel accomplished, and funds expended during the period of performance by labor hour/category, with cumulative expenditures and associated funding remaining. Contractor received no more than two (2) formal customer complaints/contract discrepancy reports per year.
The contractor will successfully resolve customer complaints within 10 calendar days of receipt, 100% of the time.
3.0 GOVERNMENT FURNISHED PROPERTY AND RESOURCES
3.1 GOVERNMENT FURNISHED PROPERTY: None
3.2 GOVERNMENT FURNISHED RESOURCES
3.2.1 FACILITIES, SUPPLIES, AND SERVICES: A9 will furnish up to one workspace in the Hartinger Building (Building 1) or Building 1470 at Peterson AFB, desk space, chair, and computers connected to the AVAC, use of telephones, copier and fax machines
4.0 GENERAL INFORMATION
4.1 SECURITY
4.1.1 Contractor shall provide personnel with clearances commensurate with the DD Form 254, Department of Defense Contract Security Classification Specification. The contractor shall abide by all applicable government security rules and procedures. Contract efforts require access to, and generation of, classified information and access to controlled Government facilities up to and including TOP SECRET/SIOP/CNWDI per Security Classification Specification, DD254, for this contract. The Government will provide all data required by the Contractor, up to and including TOP SECRET/SIOP/CNWDI, for accomplishment of this task.
4.1.2 SERVICES DURING CRISIS. The performance of these services is non-mission essential during times of crisis. Should a crisis be declared, the Contracting Officer or their representative will verbally advise the contractor if temporary suspension of work is required, followed by a written notification. A representative of the contracting officer will further notify the contractor verbally when the crisis has ended with written notification to follow. Any price changes resulting from this crisis will be negotiated in accordance with FAR clauses for "Changes".
4.2 ACCESS TO GOVERNMENT PROPERTY AND FACILITIES
4.2.1 The Contractor will be allowed unescorted access to Building 1 and Building 1470 at Peterson AFB. Access to Government facilities, documents, and systems shall be in accordance with the basic award.
4.2.2 NON-DISCLOSURE AGREEMENTS
The contractor will be required to have (or obtain) non-disclosure agreements with any contractor requiring one in order to completely support the sensitive information being handled daily by A9. This includes the analysis in support of the requirement generation process in support of AoAs.
4.3 TRAVEL ESTIMATED AS FOLLOWS
4.3.1 The following travel is estimated as the expected locations routinely traveled to support this task order. All travel for each task must be approved by the QAE.

4.4 PERIOD OF PERFORMANCE. The period of performance will be a total of 384 hours beginning 15 June 2008 and ending 30 November 2008. All hours worked will be coordinated through the AFSPC/A9X.
