STATEMENT OF WORK
FOR
SPACE SUPERIORITY PLANS AND REQUIREMENTS SUPPORT OF
HQ AFSPC/A5CS

01 Oct 2007 1.0 DESCRIPTION OF SERVICES: The purpose of this task order is to obtain Contractor assistance to support Air Force Space Command, Space Superiority Division (HQ AFSPC/A5C) operational requirements and concept developments. This contract supports AFSPC/A5C requirements, analyses, planning, programming and budgeting activities for the Space Surveillance Telescope (SST), Haystack Ultra-wideband Satellite Imaging Radar (HUSIR), Eglin Service Life Extension Program (SLEP), the Space-Based Space Surveillance system (SBSS), National Polar-Orbiting Operation Environmental Satellite System (NPOESS), and other Space Situation Awareness (SSA) programs.

ORGANIZATION BEING SUPPORTED:

1.1.1 MISSION: A5C is the A5 lead to determine, document and represent Space Superiority requirements to assure US use of space and deny use of space to the enemy. A5C is responsible for requirements definition and integration of new and modified space superiority systems into AFPSC, USSTRATCOM, and NORAD operations. A5C coordinates requirements with Air Staff, MAJCOMs and Unified Agencies to ensure the CINC and combatant commander’s demands are met in an accurate and timely manner. A5C determines, documents, and represents Space Superiority mission area operational requirements and leads the development of initial capabilities documents (ICDs), Analysis of Alternatives (AoAs), Capabilities Development Documents (CDDs), and Capabilities Production Documents (CPDs) for all A5C programs to allow transition of systems from acquisition to the operational community. A5C supports the development of operational architectures for Space Superiority, Battlespace Awareness, and Battlespace Management Command and Control.
1.2 OVERVIEW OF SERVICES REQUIRED: The Contractor shall provide planning and technical services support for HQ AFSPC/A5C. This support includes: requirements document development, assistance with the preparation of Study Plans and AoAs for new programs, Concepts of Operations (CONOPS) development, program budget development (e.g., AF POM, APOM, etc.), and program planning development (e.g., Strategic Master Plan, Mission Area Plans, etc.) for all Space Control/Space Superiority systems/programs managed by HQ AFSPC/A5C. The Contractor shall support across HQ AFSPC organizations and interface with other DoD, Joint and civilian agencies as appropriate. The Contractor shall also support appropriate, planning and development forums for developing technical analysis in support of HQ AFSPC. The Contractor shall also assist AFSPC/A5C with staff functions to include reviewing documents, writing point papers, and preparing briefings.
1.3 SPECIFIC REQUIREMENTS:
1.3.1 REQUIREMENT 1: The Contractor shall provide operational and system capability/requirements support to AFSPC/A5C. The Contractor shall support capability/requirements activities in direct support of SST, HUSIR, Eglin SLEP, the SBSS, NPOESS, and other SSA programs.
1.3.1.1 The Contractor shall participate in Air Force and AFSPC JCIDS analyses to ensure capabilities, needs and solutions are comprehensively included in all relevant Air Force and AFSPC Mission Area Plans (MAPs) and Mission Support Plans (MSPs). The process shall include providing planning, engineering and technical support for AFSPC Functional Area Analysis (FAA), Functional Needs Analysis (FNA), and Functional Solution Analysis (FSA) methodologies.
1.3.1.2 The Contractor shall draft requirements documents (ICD, CDD, CPD) for AFSPC/A5C.
1.3.1.3 The Contractor shall coordinate requirements documents (ICD, CDD, CPD) through AFSPC, Air Force, and joint communities for AFSPC/A5C.
1.3.1.4 The Contractor shall assist AFSPC/A5C prepare requirements document (ICD, CDD, CPD) briefings for requirements strategy reviews (RSRs) and AFROCC and JROC staffing for AFSPC/A5C.
1.3.1.5 The Contractor shall assist AFSPC/A5C in the development of training requirements for incorporation in relevant operational requirements documents (ICD, CDD, CPD) and training concepts for incorporation in relevant CONOPS.
1.3.1.6 The Contractor shall assist AFSPC/A5C prepare funding documentation on program resource needs and develop recommendations for acquisition strategy; provide data to develop funding requirements and assist with preparing justification to keep program on schedule for AFSPC/A5C.
1.3.1.7 The Contractor shall assist AFSPC/A5C evaluate SSA concepts and technologies and provide assessments.
1.3.1.8 The Contractor shall assist AFSPC/A5C generate briefings and analyses to support program meetings as required by the A5CS Branch Chief.
1.3.1.9 The Contractor shall assist AFSPC/A5C prepare and review program technical specifications.
1.3.2 REQUIREMENT 2: The Contractor shall provide resource management & Planning, Programming, Budgeting and Execution (PPBE) support to AFSPC/A5C. The Contractor shall perform PPBE activities in direct support of SST, HUSIR, Eglin SLEP, the SBSS, NPOESS, and other SSA programs in AFSPC/A5C.
1.3.2.1 The Contractor shall assist AFSPC/A5C review and assess annual PPBE strategic guidance.
1.3.2.2 The Contractor shall assist AFSPC/A5C draft strategies to support effective program financial management.
1.3.2.3 The Contractor shall assist AFSPC/A5C draft strategies to support the “build” of the Program Objectives Memorandum (POM), Program Change Proposal (PCP), Budget Change Proposal (BCP) and President’s Budget (PB) for SSA programs, projects, and initiatives.
1.3.2.4 The Contractor shall assist AFSPC/A5C draft operational impact statements and consequences of budget cuts to defend programs during Program Budget Decision (PBD), Reclama, and “cut drills” processes.
1.3.2.5 The Contractor shall assist AFSPC/A5C draft strategies to support the development of program Financial Plans (FINPLAN).
1.3.2.6 The Contractor shall assist AFSPC/A5C analyze Requirements Documents (R-Docs) and Procurement Documents (P-Docs) to ensure research and development and procurement strategies are consistent with program objectives.
1.3.2.7 The Contractor shall assist AFSPC/A5C develop written inputs, assess changes to, and support the Automated Budget Interactive Data Environment System (ABIDES).
1.3.3 REQUIREMENT 3: The Contractor shall assist AFSPC/A5C in the development and review of space superiority system CONOPS. The Contractor shall perform CONOPS development activities in direct support of SST, HUSIR, Eglin SLEP, SBSS, NPOESS, and other SSA programs in AFSPC/A5C.
1.3.3.1 The Contractor shall participate in meetings to vet CONOPS, in a collaborative environment, with warfighters, owner/operators, developers, testers, sustainers, and other agencies to ensure the CONOPS is accurate, clearly understood and the resulting system meets the warfighter’s and sustainer’s needs.
1.3.3.2 The Contractor shall assist AFSPC/A5C obtain and document formal Government approval of the baseline CONOPS and proposed changes.
1.3.4 REQUIREMENT 4: The Contractor shall assist AFSPC/A5C in the development and review of testing & evaluation (T&E) activities. The Contractor shall support T&E activities in direct support of SST, HUSIR, Eglin SLEP, the SBSS, NPOESS and other SSA programs in AFSPC/A5C.
1.3.4.1 The Contractor shall assist AFSPC/A5C in the development of T&E requirements, capabilities, and concepts for incorporation in relevant operational requirements and capabilities documents, architectures, and CONOPS.
1.3.4.2 The Contractor shall assist AFSPC/A5C develop Critical Operational Issues (COIs), Measures of Effectiveness (MOEs), and Measures of Performance (MOPs) tied to Key Performance Parameters (KPPs).
1.3.4.3 The Contractor shall assist AFSPC/A5C and the test community in developing cost and operationally effective test strategies, concepts, plans, and procedures.
1.3.4.4 The Contractor shall assist AFSPC/A5C develop system test scenarios based on approved threats and threat excursions.
1.3.4.5 The Contractor shall assist AFSPC/A5C develop operational test documents (Test Team Charters, Test Plans, Detailed Test Procedures, Test Resource Plans, Custom User Agreements and System Under Test (SUT) definition documents and/or other test documents specified by AFSPC/A5CS).
1.3.4.6 The Contractor shall assist AFSPC/A5C assess, quantify and advocate for testing resources (hardware, software, facilities, manpower, funds) needed for an effective operational and/or combined test program.
1.3.4.7 The Contractor shall assist AFSPC/A5C review development, fielding, testing, and sustainment plans and budgets to ensure they are consistent with approved T&E use cases, operational requirements, and test and exercise concepts.
1.3.4.8 The Contractor shall assist AFSPC/A5C review the design and development of testing subsystems (e.g., scenario data generators/injectors) to ensure they provide cost and operationally effective life-cycle testing and exercise capabilities for the warfighter and sustainer.

3.0
GOVERNMENT FURNISHED PROPERTY AND SERVICES:
3.1 GOVERNMENT FURNISHED PROPERTY (GFP): NONE.
3.2
GOVERNMENT FURNISHED RESOURCES: NONE.
3.2.1 FACILITIES, SUPPLIES, AND SERVICES: AFSPC/A5C will furnish a combined two workspaces in the Hartinger building on Peterson AFB, desk space, chairs, computers connected to 21 NET, Secret Internet Protocol Router network (SIPRNET) access, use of telephones, copier, and fax machines.
3.3 MATERIALS AND OTHER DIRECT COSTS (ODCs): The Contractor shall be authorized to purchase materials costing less than $500 with the coordination and approval of the Quality Assurance Evaluator (QAE). Any item exceeding this dollar threshold shall require approval from the Contracting Office prior to purchase.
4.0
GENERAL INFORMATION
4.1 SECURITY: Access to SCI material is required for this task order. Billets will be available.
4.2 ACCESS TO GOVERNMENT PROPERTY AND FACILITIES: The Contractor shall be allowed unescorted access to Government buildings on Peterson AFB consistent with task requirements. Access to Government facilities, documents, and systems shall be in accordance with the DD254.
4.3 SERVICES DURING A CRISIS: The performance of these services is non-mission essential during times of crisis. Should a crisis be declared, the Contracting Officer or their representative will verbally advise the Contractor if temporary suspension of work is required, followed by written notification. A representative of the Contracting Officer will further notify the Contractor verbally when the crisis has ended with written notification to follow. Any price changes resulting from this crisis will be negotiated in accordance with FAR clauses for “Changes.”
4.4 TRAVEL: Any travel required to fulfill the tasks in this SOW shall be performed with the prior approval of the QAE in accordance with Federal Acquisition Regulation (FAR) Part 31.205-46.
