STATEMENT OF WORK
FOR
SYSTEMS ENGINEERING AND PROGRAM SUPPORT FOR SPACE BASED MISSILE WARNING
FOR
HEADQUARTERS AIR FORCE SPACE COMMAND AIR, SPACE AND INFORMATION OPERATIONS DIRECTORATE
GLOBAL SPACE OPERATIONS DIVISION

1.0 DESCRIPTION OF SERVICES: This contract provides technical services which support HQ AFSPC/A3FM functions in monitoring all operational aspects of the Space Based Infrared System (SBIRS) system of systems (which includes legacy Defense Support Program (DSP)) and follow-on systems as developed. The SBIRS system supports many mission areas to include: missile warning (MW), missile defense (MD), technical intelligence (TI), and battlespace awareness (BA).
1.1 ORGANIZATION BEING SUPPORTED: HQ AFSPC/A3

1.1.1 MISSION: HQ AFSPC/A3FM provides operational concepts, guidance, budget programming, and support for Operations of Missile Warning & NUDET Systems of Space-Based Infrared Warning Systems and Radar-Based Warning Systems which include the Defense Support Program (DSP), United States NUDET Detection System (USNDS), Space-Based Infrared System (SBIRS), Shared Early Warning Systems (SEWS), Ballistic Missile Early Warning System (BMEWS), PAVE Phased Array Warning System (PAVE PAWS), Perimeter Acquisition Radar and Attack Characterization System (PARCS). A3FM also ensures integrity of Combatant Commanders Integrated Command and Control System (CCIC2S), which include Integrated Tactical Warning/Attack Assessment (ITW/AA) and Non-ITW/AA Systems, and Operations Approval Panel/Operations Approval Board Actions
1.2 OVERVIEW OF SERVICES REQUIRED:
This task order provides non-personal services which support AFSPC’s SBIRS system of systems and follow-on systems as developed. These services include being able to provide strategic and technical analysis and engineering services to the operational community. This service also provides Program Element Monitor (PEM) support. Finally, the contractor shall interface with the community of interest (SAF, HQ AFSPC directorates, Joint Staff, USSTRATCOM, USSNORTHCOM, NORAD, CMOC, MDA, JTAMDO, Headquarters Air Force, SMDC, ARSTRAT, NAVSPACE, 14AF, JFCC-Space, 50 SW, 460 SW, AFRC, ANG, AFOTEC, AFTAC, DISA, DTRA. DIA, NGA, Sandia National Labs, Intelligence Communities, Civil agencies (NASA, FEMA, etc), DOS) at the SI/TK level and program level, necessary to the completion of the tasks described in this Task Order. The contractor will also work with foreign nationals on a daily basis.
1.3 SPECIFIC REQUIREMENTS:
1.3.1 REQUIREMENT 1: Technical analysis and engineering support for SBIRS Operations. The activities listed below are estimated at 60% of the task order effort.
1.3.1.1 The contractor shall provide daily operational and technical support regarding current and future SBIRS mission operations to include: reviewing studies of present and future operational systems; conducting cost benefit analysis; and providing independent technical assessments of system functionality, risk, cost, and scheduling factors. The contractor shall provide technical and operational support regarding Integrated Tactical Warning and Attack Assessment (ITW&AA), Theater Event System (TES) (and its components), MD, TI, BA, Independent Review Team(s) products and transition of Space Tracking and Surveillance System (STSS) and Alternative Infra-Red Satellite System (AIRSS) R&D programs. Contractor shall deliver minutes/findings/comments for special studies and minutes/findings/ comments/briefings for technical reviews. Estimated tasking: 3 to 5 per week (classified up to TS SCI). 1.3.1.2 The contractor shall monitor and notify A3FM to changes in national space and missile defense policy goals, objectives, and senior level direction impacting current space operations impacting SBIRS and make recommendations to A3FM for resolution of any potential conflicts or discrepancies affecting space based missile warning mission areas (MW, MD, TI, BA).
1.3.1.3 The contractor shall provide technical support to the SBIRS constellation’s Flight Planning, Rehearsal, Readiness, Launch, and constellation realignment activities. The contractor shall determine functional availability (classified secret) for the satellite constellations when any incident or policy decision impacts the assessment but not less than quarterly . 1.3.1.4 The contractor shall provide technical support to develop SBIRS training systems and make recommendations to A3FM for resolution of any potential conflicts or discrepancies affecting space based missile warning mission areas (MW, MD, TI, BA).
1.3.1.5 The contractor shall recommend actions to A3FM to provide a smooth integration of remaining legacy assets, present systems, and future systems (e.g. STSS, AIRSS, etc) with minimal disruption to current on-going operations.
1.3.1.6 The contractor shall review, draft, coordinate (with the community of interest), and maintain AFSPC Concept Documents, to ensure space based missile warning mission area concerns are addressed in current and updated versions.
1.3.1.7 The contractor shall recommend classification determinations in accordance with the System Operational Protection Guides for DSP and Security Classification Guides for SBIRS.
1.3.1.8 The contractor shall draft, coordinate (with the community of interest) and update System Operational Protection Guides/Security Classification Guides for SBIRS and the legacy DSP.
1.3.1.9 The contractor shall analyze and summarize the results of special/trade studies, papers, and independent reviews and extract to a branch read file for A3FM awareness. Estimated once per week, reference CDRL 0036
1.3.1.10 The contractor shall provide a conference facility which hosts up to 125 persons up to fifteen times per year for meetings up to and including TS/SCI and program level. The contractor shall build calendars, schedule meetings, and plan and coordinate conference participation. The contractor shall provide meeting agenda, minutes and report status of action items to A3FM for these conferences. CDRL 0009, CDRL 0008 and CDRL 0004.
1.3.1.11 The contractor shall attend and provide minutes for quarterly operations conferences, quarterly program reviews (per function), monthly technical exchange meetings, concept teams, working groups (with classified breakouts up to TS SCI for all meetings). The contractor shall make recommendations to A3FM for resolution of any potential conflicts or discrepancies affecting space based missile warning mission areas. Estimated twice per month. CDRL 0009
1.3.1.12 The contractor shall assess operational testing/certification requirements and schedules to determine disconnects between planned testing and AFSPC operational requirements and make recommendations to A3FM for resolution of any potential conflicts or discrepancies affecting space based missile warning mission areas.
1.3.1.13 The contractor shall recommend to A3FM a way-ahead regarding net centricity and impacts to the SBIRS mission and interfaces to new architecture and make recommendation on AFSPC support for Combatant Command requirements.

1.3.2 REQUIREMENT 2: Program Element Monitor (PEM) Support: The activities listed below are estimated at 15% of the task order effort. The Program Objective Memorandum (POM) cycle is approximately six months in duration.
1.3.2.1 The contractor shall provide support to the PEM throughout the current year excursion, budget year planning, and the Planning, Programming, Budgeting and Execution (PPBE) cycle for POM generation. This includes coordinating between the AFSPC SBIRS program lead (HQ AFSPC/A5FS) and A3FM on SBIRS issues.
1.3.2.2 The contractor shall provide A3FM comprehensive analysis and recommendations on resource adjustments and program element changes.
1.3.2.3 The contractor shall draft, coordinate (with SPO and 460th Space Wing) and provide recommendations to the Government on impacts/adjustments with SBIRS Financial Plans (Fin Plan) and Spend Plans.
1.3.2.4 The contractor shall analyze current budget execution at least monthly and recommend necessary adjustments to A3FM based on program developments.
1.3.2.5 The contractor shall recommend inputs to A3FM and A5FS for resource adjustments to the PPBE cycle.
1.3.2.5.1 The contractor shall provide program and budget analysis support and draft a program budget strategy for A3FM and A5FS to use as the framework for all DSP/SBIRS resource decisions.
1.3.2.5.2 The contractor shall analyze Office of the Secretary of Defense (OSD), congressional and other resource actions which affect current and planned operational SBIRS capabilities. The contractor shall provide recommended statements of operational impact to A3FM and A5FS within four hours.
1.3.2.5.3 The contractor shall draft required documents (e.g. point papers, RAPIDS) which support A3FM and A5FS for all SBIRS and follow-on system PPBE actions. (CDRL 0008)
1.3.2.6 The contractor shall maintain, update and post at least monthly a financial database which tracks SBIRS and DSP operational, developmental, and sustainment activities and make recommendations to A3FM for resolution of any potential conflicts or discrepancies affecting space based missile warning mission areas.
1.3.2.7 The contractor shall analyze and recommend to A3FM and A5FS program budget execution options to support queries from GAO, OSD and AF Analysts.
1.3.2.8 The contractor shall provide A3FM justification Book (J-Book) inputs to support DSP/SBIRS budget POM, BES and PBs submissions.
1.3.2.9 The contractor shall analyze and provide comment to A3FM on related documents (R&P-Docs) submissions.
1.3.2.10 The contractor shall review DSP/SBIRS monthly financial reports, Quarterly Sustainment Review (QSR) products, and Product Improvement Working Group products and associated sustainment documents.
1.3.2.11 The contractor shall prepare draft documents for financial transactions. The contractor should be familiar with government financial software (ABSS, WAWF,CRIS,IDECS and FM tools).
1.3.2.12 The contractor shall arrange/attend SBIRS Financial Planning Working Groups (FPWG) and other financial meetings, provide minutes and make recommendations to A3FM for resolution of any potential conflicts or discrepancies affecting space based missile warning mission areas. Estimated at one meeting per month. (CDRL 0009)
1.3.2.13 The contractor shall assist PEM in preparing, coordinating, and briefing presentations throughout the annual execution cycle. Estimated at approximately one to two per month. (CDRL 0008)

1.3.3 REQUIREMENT 3: The activities listed below (Para. 1.3.3.1 to 1.3.3.4.) are estimated at 15% of the task order effort.
1.3.3.1 The contractor shall draft (with the community of interest) Memorandums of Agreements (MOAs) for Government approval, then coordinate documents, documenting relationships between AFSPC and other agencies concerning Missile Defense (MD), Overhead Non-Imaging Infrared (ONIR), Command and Control Systems, mission management and tasking, and other architectures to ensure compatibility with existing SBIRS systems.
1.3.3.2 The contractor shall attend AFSPC/A8 capabilities planning meetings and provide inputs to ensure spaced based warning performance and future requirements are documented and make recommendations to A3FM for resolution of any potential conflicts or discrepancies affecting space based missile warning mission areas. Estimated 8 meetings per year.
1.3.3.3 The contractor shall provide recommendations to A3FM for the development of a US strategy for international cooperation on SBIRS and other related sensors. The contractor shall assist the AFSPC during discussions and exchange of information between AFSPC and other countries in support of SBIRS operations. Estimated 2 meetings per year.
1.3.4 REQUIREMENT 4: The activities listed below are estimated at 10% of the task order effort.
1.3.4.1 The contractor shall draft and coordinate DOC statements to A3, provide SORTS reporting guidance to units, review monthly unit (460th Space Wing) SORTS reports for accuracy/compliance with guidance, coordinate with units to determine required AFSPC assistance to unit, and prepare slides and provide monthly briefings to AFSPC leaders.
1.3.4.2 The contractor shall coordinate with units, 14th AF, Functional Area Managers, and HQ AFSPC offices on manning studiesand coordinate manning requests, to ensure units are properly manned for Unit Type Code (UTC) requirements.
1.3.4.3 The contractor shall advise A3FM on classified readiness levels, prepare readiness level submissions and submit changes within 24-hour limits. The contractor shall provide routine (currently `monthly) MAJCOM-level review of SORTS submissions, identify and redirect errors in reporting to subordinate units, and ensure validity of forwarded reports. The contractor shall coordinate with units to determine required AFSPC assistance. The contractor shall review, prepare and coordinate to A3 draft annual Design Operational Capability (DOC) statement revisions.
1.3.4.4 The Contractor shall assist with Secure Voice Responsible Officer (SVRO) and Client Support Administrator (CSA) responsibilities.
1.3.4.5 The contractor shall track office requirements and draft and coordinate responses with A3FM on AFSPC tasks. The contractor shall provide A3FM with written assessments and recommendations from review of policies, procedures, guidance, and methodologies regarding impacts on/applicability to program operational and supports/sustainment requirements.

3.0. Government Furnished Property and services:

3.2. GOVERNMENT FURNISHED RESOURCES:
3.2.1. FACILITIES, SUPPLIES, AND SERVICES: The government will provide up to seven workstations in the Hartinger building on Peterson AFB, chairs, access to computers connected to 21NET, Secret Internet Protocol Router network (SIPRNET) access, use of telephones for official business, copier and fax machines. SIPRNET is not required at the contractors facility.
3.2.2. GOVERNMENT FURNISHED INFORMATION:
3.3. MATERIALS AND OTHER DIRECT COSTS (ODCs): The Quality Assurance Evaluator (QAE) shall approve all contractor purchases costing less than $500. Any item exceeding this dollar threshold will require approval of the Contracting Officer prior to purchase.
4.0. GENERAL INFORMATION:
4.1. SECURITY: The tasks of this SOW require access to TS/SCI data. The government will provide 7 TS/SCI billets. Contractor shall provide personnel with clearances commensurate with the basic award DD 254, Department of Defense Contract Security Classification Specification.
4.2. ACCESS TO GOVERNMENT PROPERTY AND FACILITIES: The contractor will be allowed unescorted access to the Hartinger building and other buildings on Peterson AFB. Access to other sites is allowed consistent with task requirements. Access to Government facilities, documents, and systems shall be in accordance with the basic award DD 254, Department of Defense Contract Security Classification Specification.
4.3. TRAVEL: Travel is required to a variety of destinations in the performance of the SOW requirements. Travel required to fulfill the tasks in this task order shall be approved by the QAE and in accordance with FAR Part 31. Task performance will also require local travel between Peterson AFB, Schriever AFB and Colorado Springs. The contractor shall fund all local travel.

4.4. PRODUCT OWNERSHIP. All products produced by the Contractor in the performance of this SOW are the property of the government.
4.5. PROPRIETARY DATA. The Contractor shall request government approval prior to the use of any proprietary data or software tools to fulfill the requirements of this SOW.
4.6. HOURS OF WORK: The contractor shall be available to the government during the following hours: 0730-1630, Monday through Friday, excluding federal holidays. Military exercises may require hours of work be adjusted accordingly.
