There appears to be some confusion following issuance of the newest relevancy definitions, because the newest RFP revisions have not been issued. We are, therefore, providing the following paragraphs from the RFP to clear up some of those issues:
L-8 VOLUME IV – FACTOR 2 – PAST PERFORMANCE
A. Applicability. Each offeror shall submit Past Performance Information with their proposal.
B. Submission Requirements. Offerors shall submit contract citations that provide recent and relevant past performance examples of areas defined within this section. Offerors are to provide at least two citations for each relevancy area excluding Contract Management and Staffing/Integrated Security, and at least one citation for each subcontractor/team member proposed to perform work on the overall contract. The prime shall provide at least one citation for Contract Management and Staffing/Integrated Security. If the prime is a joint venture or partnership, citations from those companies comprising the joint venture or partnership arrangement may also provide relevant past performance. If the joint venture or partnership itself can provide relevant past performance, please do so. For each past performance citation, performance on efforts identified shall be restricted to those completed or ongoing during the three years prior to the release of this solicitation. Any citations for TOs issued under General Services Administration (GSA) or any other IDIQ contracts shall cite the GSA/IDIQ contract number and the individual TO number with associated information on that TO versus only citing the main GSA/IDIQ contract alone. Offerors should comprehensively address why each citation provided is relevant. Do not provide quality ratings; that will be determined by the Performance Confidence Assessment Group (PCAG).
