STATEMENT OF WORK
FOR
TECHNICAL, ENGINEERING, TRAINING, OPERATIONS,
AND PROGRAM MANAGEMENT SUPPORT IN SUPPORT OF AFSPC SPACE LAUNCH

DESCRIPTION OF SERVICES:
1.1. ORGANIZATION BEING SUPPORTED:
HQ AFSPC /A3

Peterson AFB, CO 80914 MISSION: AFSPC/A3R develops policy and guidance for operations of AFSPC space launch and range systems. Assures system employment, site operations and support for space launch and test. Develops Concepts of Operations and advocates requirements for Evolved Expendable Launch Vehicle (EELV) and deactivation of heritage space launch programs.
1.2.
OVERVIEW OF SERVICES REQUIRED
The contractor shall provide support related to heritage, current, and future space and range operations and initiatives. The contractor shall provide support to A3 concerning national intelligence systems, their capabilities and related disciplines. The contractor shall provide support for the following tasks:
1.2.1.
The contractor shall provide support for policy and guidance initiatives by drafting for review updates to, rewrites of, and rescission of AFIs, AFSPCIs, OIs, Program Management Decision Directives, and MOU/MOAs as related to AFSPC/A3 and 30/45 SW support.
1.2.2.
The contractor shall participate in technical interchange meetings (TIMs), working groups, Integrated Product Teams (IPTs), symposia, Government/Industry forums, and other conferences/meetings and related efforts. The contractor shall also plan and facilitate, prepare documentation/briefing materials for presentation and/or discussion, write meeting minutes, and summarize action items at these meetings
1.2.3.
The contractor shall serve as technical liaison with DoD, Air Staff, Joint Staff, USSTRATCOM, NRO, SMC, and 30/45 SW to insure horizontal integration of DoD and National systems.
1.3.
SPECIFIC REQUIREMENTS
1.3.1.
REQUIREMENT 1 (Technical & Engineering):
The contractor shall provide support for spacelift and range operations. Support includes: participating in studies, analyses, and assessments of heritage, current, and future launch systems; evaluating and assessing reconfiguration and upgrade issues related to the space launch infrastructure; providing requirements, mission analysis and validation; providing support in launch processing, risk mitigation, and flight safety and launch failure/mishap investigations. The contractor shall assist in the execution of tasks related to Missile Defense Agency (MDA) and the missile defense mission as well as activities supporting Operationally Responsive Space (ORS) in support of AFSPC/A3. Contractor shall prepare presentations, point papers, studies, schedules, meeting minutes, memo for record and analysis. Drafts of these items are typically required on a weekly basis, with final products expected at least once per month.
1.3.1.1. DELIVERABLE (1): CDRL 0008, 0009
1.3.2.
REQUIREMENT 2 (Spacelift):
The contractor shall provide support for tracking and coordinating EELV security and threat assessments as well as implementing corrective actions at the launch bases; launch forecasting, launch constraints, and related booster issues; assessing configuration of AF spacelift organizations and manpower requirements; managing HQ AFSPC’s EELV Information Protection Agreement (IPA) program; planning and implementing launch Broad Area Reviews (BAR) recommendations; Program Integrity Act (PIA) directed activities; Assured Access to Space directed activities; assist in the execution of research, analysis, definition, development and coordination of space launch and range training systems; and command initiatives for developing and implementing space launch professional programs. Contractor shall prepare presentations, point papers, studies, schedules, meeting minutes, memo for record and analysis using AFSPCIs 10-1202, 10-1208, 10-1211, 21-0108, 36-2202, 36-2203v1, 36-2205 and Headquarters, Wing, and Squadron policy and guidance (policy letters, operating instructions, etc.). Drafts of these items are typically required on a weekly basis, with final products expected at least once per month. IPA briefings are given approximately once per month and the briefing is reviewed/updated on a quarterly basis. AFSPC Instruction sustainment (e.g. AFSPCIs 10-1202, 10-1208, 10-1211, 21-0108, 36-2202, 36-2203v1, 36-2205) is required on a recurring basis. Each instruction is typically required to be reviewed and updated a minimum of once every two years

1.3.3.
REQUIREMENT 3 (Heritage Launch Vehicle Flyout/Deactivation):
The contractor shall assist in the execution of heritage fly-out tasks. These tasks include: assisting with developing and reviewing accelerated requirements and policies for closeout activities and integration into launch site deactivation planning; and supporting re-alignment or reorganization of heritage launch organizations and personnel. Contractor shall prepare presentations, point papers, studies, schedules, and analysis. Each of these deliverables is typically required at least once on a quarterly basis

1.3.4.
REQUIREMENT 4 (Range Modernization):
The contractor shall assist in the execution of range modernization tasks. These tasks include: making recommendations on the assessment of range upgrades and future range systems for feasibility and effectiveness; proposing resolution of range issues arising from the fly-out of heritage launch vehicles and transition to EELV. Contractor shall prepare presentations, point papers, studies, schedules, and analysis. Drafts of these items are typically required on a weekly basis, with final products expected at least once per month.
1.3.4.1 DELIVERABLE (4): CDRL 0008, 0009
1.3.5.
REQUIREMENT 5 (Program Element Monitor (PEM) Support):
The contractor shall assist in the execution of spacelift and range PEM tasks. These tasks include: providing recommendations on HQ AFSPC BER and POM exercises; Fin Plan, and Spend Plan exercises; reviewing Integrated Planning Process (IPP) documents; assisting in developing and reviewing requirements and funding schedules and out-year funding profiles for launch schedules; NRO Operations Squadron (NOPS) funding support; the disposition, reassignment, reconfiguration, or closure of heritage launch vehicle complexes; and draft review of requirements and funding schedules for operation, maintenance, and modernization of the launch and test ranges. Contractor shall provide POM and yearly execution support utilizing RAPIDS and ABSS software. Contractor shall prepare presentations, point papers, studies, schedules, and analysis. Drafts of these items are typically required on a weekly basis, with final products expected at least once per month.
1.3.5.1 DELIVERABLE (5): CDRL 0008, 0009
1.3.6.
REQUIREMENT 6 (Launch Support Office (LSO)):
The contractor shall assist in the execution of daily operations tasks. These tasks include: participation in Constellation Sustainment Assessment Team (CSAT) (approximately 4 per quarter) and Current Launch Schedule Review Board (CLSRB) (approximately two per year) meetings; drafting classified and unclassified system accreditation plans; performing Operational Generalized Availability Program (OpGAP) analysis (Monte Carlo simulation for constellation health predictions); creating Government Integrated Schedule (GIS) (planning/preparation meeting for CLSRB), National Launch Forecast (long-range launch schedule used for PEM programming purposes), Spacelift Manifest (current launch schedule providing 3-year outlook); managing the LSO web sites, implementing accreditation software and procedures, monitoring system performance and system configuration, and Launch Information System Network (LISN) network and LSO physical security. Contractor shall prepare Launch Support Office (LSO) launch schedule products on a weekly basis. LSO website software application and documentation updates (e.g., accreditation plans) quarterly. Prepare Current Launch Schedule Review Board (CLSRB) briefing on a bi-annual basis. Update and maintain Current Launch Schedule Factors List (CLSFL) on a bi-annual basis. Prepare launch schedule briefing for Constellation Sustainment Assessment Team (CSAT) briefing/presentation materials; to include POM inputs and current launch schedules, on a quarterly basis.
1.3.6.1 DELIVERABLE (6): CDRL 0008, 0015, 0020
1.3.7.
REQUIREMENT 7: Computer Support to A3R The contractor shall perform duties as NIPRNET/SIPRNET client support administrator for A3R. The contractor shall assist computer requirement identification and acquisition efforts for approximately 30 government and contractor personnel within A3R.
1.3.8.
ADDITIONAL DELIVERABLES
The contractor shall provide a Monthly Status Report. (CDRL 0030)

3.2.
GOVERNMENT FURNISHED RESOURCES.
3.2.1. FACILITIES, SUPPLIES, AND SERVICES
AFSPC/A3R will furnish up to 10 workspace(s) in the Hartinger building on Peterson AFB, desk space, chairs, computers connected to 21 NET, Secret Internet Protocol Router network (SIPRNET) access, use of telephones, copier and fax machines.
3.3. MATERIALS AND OTHER DIRECT COSTS (ODCs):
The Quality Assurance Evaluator (QAE) shall approve all contractor purchases costing less than $500. Any item exceeding this dollar threshold will require approval of the Contracting Officer prior to purchase.
4.0. GENERAL INFORMATION
4.1.
SECURITY
Five (5) SCI billets are available for this task. All tasks must be conducted in full compliance with DoD security regulations. The contractor will typically require access to classified material and information up to and including SECRET. Key personnel must be currently briefed, at a minimum, Top Secret SI/TK. Contractor may be required to have personnel eligible for read in access to Special Access Program/Special Access Required (SAP, SAR)-caveat programs.
4.2.
ACCESS TO GOVERNMENT PROPERTY AND FACILITIES
The contractor will be allowed unescorted access to the Hartinger Building (Building 1) on Peterson AFB and other sites consistent with Task Order requirements. Access to Government facilities, documents, and systems shall be in accordance with the attached DD254. Issuance of Common Access Cards (CAC) and/or contractor/restricted area badges is authorized to facilitate access to government computers and such agencies/properties to conduct official government business in accordance with the terms of this SOW.
4.3.

4.4 DATA
The government has unlimited data rights to all deliverables developed under this task order. The contractors will sign non-disclosure agreements appropriate for the protection of prime contractor proprietary materials. All information provided to or developed by the contractor shall be protected from public disclosure in accordance with applicable security classification guide(s) and Freedom of Information Act restrictions.
