STATEMENT OF WORK (SOW)
FOR
ANALYSIS AND TECHNICAL SUPPORT
TO HEADQUARTERS AIR FORCE SPACE COMMAND (HQ AFSPC)
SPACE ANALYSIS (A9)
Cyberspace Analyses A9-0201 25 March 2009
1.0 DESCRIPTION OF SERVICES
HQ AFSPC/A9 requires analytical and subject matter expertise for cyberspace analyses. The contractor shall be required to conduct critical analyses to support various HQ AFSPC and Air Staff Directorates on cyber issues, to include, but not limited to Requirements, Operations, and Intelligence. The contractor shall conduct analyses in support of Effectiveness Analysis (EA) and Analyses of Alternatives (AoA) to include, but not limited to Computer Network Defense (CND), AFNetOps, Computer Network Exploitation (CNE), Computer Network Attack (CNA), operational preparation of the environment, electronic systems security assessment, AF Web Risk Analysis, and Combat Communications. In addition, the contractor shall be required to write reports on various types of analyses supporting the breadth of cyberspace analysis efforts.
The contractor shall provide expertise in support of the AFSPC Integrated Planning and Programming Process (IPP) in the cyberspace mission area and the AFSPC Cyberspace Capability teams.
1.1 ORGANIZATION BEING SUPPORTED

1.1.1 MISSION
Headquarters, Air Force Space Command (HQ AFSPC) Space Analysis (A9) supports AFSPC’s Cyberspace mission area. This includes analysis support for command tasks involving the requirements definition, operational concepts development, planning and programming and Military Utility Analysis (MUA) of pertinent cyber systems.
1.2 OVERVIEW OF SERVICES REQUIRED
Contractor shall provide specialized technical support to HQ AFSPC/A9 as stated in the SOW to analyze operations, maintenance and sustainment cyberspace systems and support Cyberspace Capability teams. Contractor shall perform follow-on analysis when required by the government to ensure HQ AFSPC corporate decisions are analytically sound. Specifically, contractor shall perform analysis and provide functional expertise in support of four to six EAs, AoAs and MUAs in cyberspace mission areas in support of Cyberspace Capability teams. Contractor shall provide specialized technical support to HQ AFSPC/A9 to include cyberspace experience in operations. Contractor shall have functional knowledge of the following concepts:
· CNA Risk and Effectiveness Analyzer (C-REA) – to include historical knowledge and experience, and analyses supporting this program/capability
· Cyber Quick-Turn Capabilities Based Assessments, to include follow-on studies generated by initial results
· Cyber operations command and control to include collateral damage estimates for cyber operations
· Cyber modeling and simulation to include network architectures and familiarity with Treasuremap
· Cyber risk assessment
1.3 REQUIREMENTS
1.3.1 REQUIREMENT 1. Cyberspace Operations, Maintenance and Sustainment Analyses.
The contractor shall provide analytical capability to support HQ AFSPC/A9 and AFSPC Cyberspace Capability Team issues. This analysis will include senior leadership decision support, quick-turn studies and “what if” analyses. Exercise support will involve both pre- and post-event analysis. These cyberspace-related tasks include (but not limited to) all aspects of operational/technical expertise support to both working and the steering group levels. The contractor shall provide cyberspace operational, maintenance and sustainment technical expertise to support HQ AFSPC/A9 in performing cyber-related studies supporting Cyberspace Capability Team issues, risk assessment, and analysis integration. HQ AFSPC/A9 anticipates approximately four studies of approximately 3 months duration, with one study focusing on command and control issues.
1.3.2 REQUIREMENT 2. Modernization Analyses Support.
The contractor shall provide analysis in support of modernization-planning, as it applies to research, development, test and evaluation of new systems/concepts. This support will include AoA and EA for capabilities, requirements development, Concept of Operations (CONOPS) development and system architecture development. In addition, the contractor shall assist in upgrading modeling and simulation (e.g. SEAS, STORM, C2 PAT, etc.) used in HQ AFSPC/A9 to improve representation of cyberspace operations.
1.3.3 REQUIREMENT 3. Model Verification and Validation Tasks
The contractor shall assist with the testing, verification and validation of cyberspace modeling and simulation. The contractor shall analyze previous modeling and simulation efforts to identify those features that have had some measure of validation. For those items, the contractor shall perform basic regression testing to ensure that any dysfunctions have been corrected and that no other previously working functions have failed as a result of newly added features. For all remaining items that were not previously validated, the contractor shall assist HQ AFSPC/A9 with test plan development, execution, and documentation, including test analysis reports.
1.3.4 NON-DISCLOSURE AGREEMENTS
The contractor shall be required to have (or obtain) non-disclosure agreements with any other contractor requiring one in order to completely support the sensitive AFSPC information. This includes the analysis in support of the requirement generation process via EAs, AoAs MUAs and the IPP.

Contractor received no more than two (2) validated customer complaints/contract discrepancy reports per year. The contractor shall successfully resolve customer complaints within 10 calendar days of receipt, 100% of the time.
3.0 GOVERNMENT FURNISHED PROPERTY AND RESOURCES
HQ AFSPC/A9 will furnish one workspace in Building 1470 at Peterson AFB, CO, this will include; adequate desk space, chair, computers (connected to e-mail, NIPRNET, SIPRNET, and AFSPC Virtual Analysis Capability) and use of telephones, copier and fax machines.
3.1 ACCESS TO GOVERNMENT PROPERTY AND FACILITIES
The contractor shall be allowed unescorted access to Building 1 and Building 1470 at Peterson AFB, access to government facilities, documents, and systems shall be in accordance with the basic award.
4.0 GENERAL INFORMATION
4.1 SECURITY
Contractor shall provide personnel with clearances commensurate with the basic DD Form 254, to include access to TOP SECRET/SCI, Department of Defense Contract Security Classification Specification. The contractor shall abide by all applicable government security rules and procedures. Contract efforts require access to, and generation of, classified information and access to controlled Government facilities up to and including TOP SECRET/SCI.
4.2 TRAVEL ESTIMATED AS FOLLOWS
The following travel is estimated as the expected locations routinely traveled in support of Cyberspace capability efforts within HQ AFSPC/A9. All travel for each task must be approved by the government. Travel within 50 miles of Peterson AFB is considered local travel; contractor will not be reimbursed.

4.3 PRODUCT OWNERSHIP
All products produced by the Contractor in the performance of this SOW are the property of the government.
4.4 PROPRIETARY DATA
The Contractor shall request government approval prior to the use of any proprietary data or software tools to fulfill the requirements of tis SOW.
5.0 PERFORMANCE SERVICES DURING CRISIS
The performance of these services is non-mission essential during times of crisis. Should a crisis be declared, the Contracting Officer or their representative will verbally advise the contractor if temporary suspension of work is required, followed by a written notification. A representative of the contracting officer will further notify the contractor verbally when the crisis has ended with written notification to follow.
