STATEMENT OF WORK
FOR
DEFENSE METEOROLOGICAL SATELLITE PROGRAM (DMSP)
ANALYTICAL SUPPORT SERVICES
FOR
HQ AFSPC/XOSW

1.0. DESCRIPTION OF SERVICES:
1.1. Organization Being Supported. HQ AFSPC/XOSW

1.1.1. Mission. Develop policy, guidance and operational concepts for AFSPC’s worldwide force enhancement mission.
1.2. Overview of Services Required. The contractor shall provide technical expertise in the field of Defense Meteorological Satellite Program (DMSP). The contractor shall be proficient in all facets of military, U.S. government, and international meteorological and earth resource satellites, and shall provide in-depth analytical support for government decision making on daily operations and planned follow-on systems and management of the DMSP Operations and Maintenance (O&M) budget.
1.3. Specific Requirements.
1.3.1. Requirements. Contractor shall provide DMSP expertise services to Headquarters, Air Force Space Command (HQ AFSPC). Contractor shall provide additional DMSP expertise services to HQ AFSPC via program execution, budget support, program strategy, operations interface, and NPOESS Architectural development requirements. The contractor shall provide as deliverables, descriptions of the work accomplished for each requirement, and meeting summary reports to HQ AFSPC/A3FW NLT 10 days after conclusion of meetings.
1.3.2. Program Execution. Contractor shall provide analyses and resolution of existing and potential environmental monitoring (EM) concerns. The Contractor shall provide analyses and resolution of existing and potential satellite concerns. Attend one DMSP SCI Program Orientation meeting at Offutt AFB, NE and Washington, D.C. (combined trip) each year. Attend EM and/or National Polar-orbiting Operational Environmental Satellite System (NPOESS) Working Group meetings in the Colorado Springs area two to four times per year. The Contractor shall participate in the analyses and resolution of existing and potential DMSP/NPOESS/EM concerns that are raised in these meetings and affect HQ AFSPC/XOSW.
1.3.2.1. Deliverable(s). The contractor will provide a meeting summary report to HQ AFSPC/XOSW NLT 10 days after conclusion of the meeting. (CDRL-0006)
1.3.3. Budget Support. Contractor shall provide analytical data to support government decision makers as inputs for AFPSC’s DMSP Operations and Maintenance (O&M) budget, POM and Budget Change Proposal (BCP) inputs and at the Air Staff. Provide data to assist government decision makers in their preparation of Financial Plans (FinPlans) and Spending Plans (SpendPlans). Prepare inputs for Budget Execution Reviews (BERs). Provide analytical support to government decision makers on expenditure and transfer of money to appropriate agencies to support DMSP O&M. The Contractor shall participate in the analyses and resolution of existing and potential DMSP budget concerns as they apply to paragraph 1.2.
1.3.3.1. Deliverable(s). As part of a monthly status report (MSR) covering activities of the preceding month, the Contractor shall describe the budget support work accomplished during the previous month. (CDRL-0031)
1.3.4. Program Strategy. Contractor shall provide analytical support for planning and programs in support of 6th Space Operations Squadron (6 SOPS) at Schriever AFB CO. Provide analytical support for planning and programs in support of the DMSP System Program Office (SPO) at SMC. Provide analytical support for planning and programs in support of the NPOESS Integrated Program Office (IPO) at Suitland MD. The Contractor shall participate in the analyses and resolution of existing and potential satellite operations-related concerns as they apply to paragraph 1.2.
1.3.4.1. Deliverable(s). As part of the monthly status report (MSR) covering activities of the preceding month, the Contractor shall describe the program strategy work accomplished during the previous month. (CDRL-0031)
1.3.5. Operations Interface. Contractor shall interface/coordinate/interact with appropriate offices in Headquarters Air Force Weather Agency (HQ AFWA), National Oceanic and Atmospheric Administration (NOAA), NPOESS Integrated Program Office (IPO), DMSP System Program Office (SPO), 14 AF, Headquarters U.S. Strategic Command (HQ USSTRATCOM), Headquarters U.S. Air Force Director of Weather (HQ USAF/XOO-W), 6 SOPS, and other headquarters functional managers. Contractor shall participate in the analyses and resolution of existing and potential DMSP and NPOESS interface concerns as they apply to paragraph 1.2.
1.3.5.1. Deliverable(s). As part of the monthly status report (MSR) covering activities of the preceding month, the Contractor shall describe the operations interface work accomplished during the previous month. (CDRL-0031)
1.3.6. NPOESS Architecture Development. Contractor shall review NOAA and Headquarters Air Force Reserve Command (HQ AFRC) requirements for the future architecture of NPOESS. Coordinate with NPOESS SMEs/contacts at IPO, 6 SOPS, and HQ AFSPC and identify possible options to resolve DMSP/NPOESS transition issues/concerns as they arise. Contractor shall participate in the analyses and resolution of existing and potential DMSP/NPOESS concerns as they apply to paragraph 1.2.
1.3.6.1. Deliverable(s). As part of the monthly status report (MSR) covering activities of the preceding month, the Contractor shall describe the NPOESS architecture work accomplished during the previous month. (CDRL-0031)
1.4. Other Deliverables. As part of the MSR covering activities of the preceding month, the Contractor shall also include a list of personnel on each task, list of meetings attended, deliverables provided, travel accomplished, and funds expended during the period of performance by labor hour/category, with cumulative expenditures and associated funding remaining. (CDRLs 0010, 0011, and 0012)

3.0. Government Furnished Property and Resources.
3.1. Government Furnished Property.
3.1.1. Facilities, Supplies, and Services. The contractor facility shall provide the primary workspace for this task order. During technical interchange and/or budget meetings in building 1, AFSPC/XOSW will furnish the contractor temporary workspace to include a computer connected to 21 PeakNet as well as use of XOSW telephones, printers, and fax machine
3.2. Materials and Other Direct Costs (ODCs). The QAE shall approve all contractor purchases costing less than $500. Any item exceeding this dollar threshold will require approval of the Contracting Officer prior to purchase.
4.0. General Information.
4.1. Security. Access to SCI is required for this task order.
4.2. Access to Government Property and Facilities. The contractor will be allowed unescorted access to Government buildings on Peterson AFB consistent with task order requirements.
4.3. Travel. The table below outlines required attendance for DMSP and future system-related meetings. Any travel required to fulfill the tasks in this SOW shall be performed with the prior approval of the QAE in accordance with the Federal Acquisition Regulation (FAR) Part 31.
