SUPPORT OF
HEADQUARTERS AIR FORCE SPACE COMMAND
DIRECTORATE OF REQUIRMENTS
Space Situational Awareness (SSA) and Command and Control (C2) Systems Revised

1.0 DESCRIPTION OF SERVICES:
1.1. ORGANIZATION BEING SUPPORTED: HQ AFSPC/A5CN

1.1.1. MISSION:
Command and Control (C2) and Space systems and capabilities have become key to our nation’s military effectiveness. Without them, our military forces would not enjoy many of the advantages we currently have over our adversaries. Air Force Doctrine Document (AFDD) 2-8 “Command and Control,” and AFDD 2-2 “Space Operations,” emphasize the importance of C2 and space in achieving critical national objectives. It is Air Force Space Command’s (AFSPC’s) responsibility to organize, train, and equip forces by defining, developing, acquiring, fielding, testing, and sustaining C2 and Space systems and capabilities to exploit and control the “high ground.” AFSPC has organized these capabilities based on the functions they perform into the following four mission areas – inextricably linked via an effective C2 capability:
· Space Force Enhancement
· Counter Space
· Space Force Application
· Space Support
The Air Force Space and the Command, Control, Communications, Computers, Intelligence, Surveillance, and Reconnaissance (C4ISR) Concept of Operations (CONOPS) identifies the capabilities needed by the Air Force to support Joint and Air Force missions. The Air Force Space Command Strategic Master Plan (SMP) then presents AFSPC’s vision for sustaining, modernizing, and transforming space and C2 capabilities to meet the growing warfighter demands for space-enabled capabilities to accomplish its assigned missions.
An essential element of the AFSPC vision is to provide an interoperable, integrated, cost and operationally effective, responsive, and flexible SSA and C2 capability that enables warfighters, at all levels, to quickly, accurately, and unambiguously:
· Develop actionable information about the space situation
· Monitor – Monitor the world situation and identify operationally significant events
· Assess – Assess real or potential impacts of time-critical and evolving events
· Plan – Plan operations to respond to changing situations and targets of opportunity
· Execute – Execute plans and direct and control forces to achieve strategic and tactical objectives
· Maintain Mission Readiness – Schedule maintenance actions; ensure adequately trained SSA and C2 personnel; conduct tests, exercises, and wargames
To provide this critical, new warfighter SSA and C2 capability to the warfighter (NORAD, JFCC SPACE, AFSPC), several SSA and C2 modernization programs, projects, and initiatives are underway, such as the ones listed below:
· Combatant Commanders Integrated Command and Control System (CCIC2S). CCIC2S provides the fixed C2 nodes and capabilities to support Commander, North American Aerospace Defense Command (NORAD), to execute NORAD assigned missions and the Commander, JFCC SPACE to execute the missile warning mission.
· Space C2 Operations. The space C2 system provides integrated space information and C2 of space forces for JFCC SPACE. The space C2 system will provide a net-centric, service-oriented technical implementation architecture that meets JFCC SPACE top priority requirements.
· Integrated Space Situation Awareness (ISSA). ISSA improves the integration of the disparate data components of SSA to provide timely, actionable knowledge necessary for maintaining space superiority and exercising C2 of space forces.
· Rapid Attack Identification, Detection and Reporting System (RAIDRS). RAIDRS provides access to non-traditional data sources, data fusion and threat processing to detect and characterize attacks in support of the Defensive Space Control mission. Data fusion and characterization assists in anomaly characterization and response to hostile/non-hostile event in support of C2 for other joint space missions.
1.2. OVERVIEW OF SERVICES REQUIRED
Support AFSPC/A5CN requirements, analyses, planning, architecture, programming and budgeting activities in support of the acquisition and fielding of systems in support of SSA and C2 programs, to include space, air, missile, command and control, unclassified as well as classified elements.
The Contractor shall provide life-cycle management, planning, and engineering and technical assistance to AFSPC/A5CN to:
- Analyze stated near, mid-range, and long term visions and needs of the supported warfighters
- Define and assess command and control alternatives/solutions for meeting those needs
- Develop roadmaps and/or master plans for implementing the preferred alternative/solution
- Provide operational advocacy for new command and control capabilities and systems
- Manage assigned/allocated resources
- Integrate and synergize new AFSPC command control capabilities and systems with capabilities and systems being planned, developed, and delivered by other organizations
- Define, consolidate, and validate command and control operational concepts, architectures, and requirements
- Develop, maintain, and integrate operational views, system views, and technical views in support of A5CN programs
- Provide an owner/operator/user/sustainer interface to the development and testing communities charged with defining, developing, testing, fielding and sustaining the required new command and control system capabilities to ensure:
1) warfighter needs are adequately understood, prioritized, and achieved,
2) that new system(s) comply with evolving top-down DoD, Air Force, and
AFSPC visions, objectives, and guidance/direction
· Lead, support and/or coordinate activities to deliver Government “dependencies” critical to the success of the SSA and C2 programs, projects, and initiatives
· Decommission legacy AFSPC SSA and C2 systems
· Evolve AFSPC command and control policies, processes, procedures, and procurements from “platform-centric” to “net-centric” “capabilities-based” acquisitions in accordance with DoD new and evolving direction
1.3. SPECIFIC REQUIREMENTS
1.3.1 REQUIREMENT 1: PROJECT KICKOFF AND TRANSITION
The Contractor shall participate in a post-award project kickoff meeting within ten workdays of Task Order Award. The Government will schedule the kickoff meeting and all Contractor Key Personnel shall attend. The Contractor shall prepare, for Government approval, an agenda for the kickoff meeting that includes, as a minimum, an overview of project tasks, transition issues, security requirements, and other transition logistics issues (CDRL 0008A). The Contractor shall also provide, as a deliverable, the meeting minutes, and action items resulting from the kickoff meeting (CDRL 0009A).
The Contractor shall prepare a final transition plan, based on the proposal submitted, that presents a detailed methodology for providing a smooth transition from the current Contractor to the new contract staff. The transition activities shall minimize both loss of support and cost.

1.3.2. REQUIREMENT 2: PROGRAM AND PROJECT MANAGEMENT SUPPORT
Program and Project Management Support includes the program management tasks required to provide on-going support to the customer throughout the Task Order period of performance. The Government anticipates that this should amount to approximately 5% of the total task effort.
· Provide a collaborative work environment and architecture laboratory for the development and maintenance of architectures at the Unclassified through TS/SCI levels.
· Develop and operate a Technical Information Center (TIC) and databases containing relevant program documentation material up to and including Secret information and include monthly reports of new TIC documents (CDRL 0030).
· Obtain and maintain access to closed Contractor data management networks (engineering data management system for CCIC2S or other future Contractor data management networks), and Government classified (SIPRNet) and unclassified electronic networks.
· Provide management, technical, and administrative support to assigned system and project working groups to include technical interchange meetings for up to 60 people conducted up to and including the Top Secret level. Due to the program re-plan, there is no accurate historical data for the number or length of technical interchange meetings. Contractor shall attend approximately 10 meetings per week with an average duration of 2 hours each. The meetings will not necessarily be held at the contractor's facility and may require travel, as noted in section 4.3
· Support budgeting, tracking and reporting financial obligations and expenditures and preparing financial documents.
· Support the Government Work Group Manager.
The Contractor shall:
· Develop Memoranda of Agreement (MOAs) and Memoranda of Understanding (MOUs) among required agencies for assigned systems and projects. Approximately 3-4 MOAs will be required over the life of the contract
· Develop organization and/or group Charters for assigned systems and projects
The Contractor shall develop and maintain throughout the Task Order period of performance, a Program Management Plan that shall be used as a foundation for technical direction and resource management planning. The Contractor shall propose the content of the Program Management Plan (CDRL 0027B).
The Contractor shall provide Monthly Project Status Reports (MPSRs) (CDRL 0030).

1.3.3. REQUIREMENT 3: STRATEGIC PLANNING, SSA anD C2 ADVOCACY, RESOURCE MANAGEMENT, AND HORIZONTAL AND VERTICAL CAPABILITY INTEGRATION SUPPORT
STRATEGIC PLANNING SUPPORT
The Contractor shall support the Joint Capabilities Integration and Development System (JCIDS) to identify, define, prioritize, and advocate SSA and C2 solutions to meet current and future warfighter needs. The Government anticipates that this should amount to approximately 40% of the total task effort.
The Contractor shall:
· Participate in Air Force and AFSPC JCIDS analyses to ensure SSA and C2 capabilities, needs, and solutions are included in all relevant Air Force and AFSPC Mission Area Plans (MAPs) and Mission Support Plans (MSPs). Provide planning, engineering, and technical support for AFSPC Functional Area Analyses (FAA), Functional Needs Analysis (FNA), and Functional Solution Analysis (FSA), and Post Independent Analysis methodologies. Historically this has entailed the review of approximately 3 – 4 external documents a week, in addition to internal taskings ranging from 1 document review a month, to 3 day offsite discussions. This frequency information is provided for estimation purposes only and is not necessarily a representation of the actual frequency to be performed.
· Participate in the Air Force Technical Planning Integrated Product Teams (TPIPTs) to: 1) Identify materiel and non-materiel solutions to provide the needed mission capability specified from the FSA analysis; 2) Identify the proposed modernization strategy/approach to implement the preferred solution(s) to include resource estimates and schedules; 3) Identify and prioritize needs for new technologies to effectively develop, field, and sustain systems required to eliminate/mitigate mission deficiencies; and 4) Identify and characterize the nature of linkages/dependencies between the SSA and C2 plans/developments and Air Force MAPs. TPIPTs will be held one to two times per month. The contractor shall produce minutes (CDRL 0009A).
· Develop and provide written SSA and C2 input to AFSPC Mission Area Plans and the Strategic Master Plan, Air Force MAPs and MSPs, and NORAD and USSTRATCOM C4 planning processes and documentation. Historically this has been an annual task, however, this frequency information is provided for estimation purposes only and is not necessarily a representation of the actual frequency to be performed.
The Contractor shall:
· Review, assess, and provide technical assessments, reports, and briefings identifying the impacts of on-going “Enterprise-wide” developments on AFSPC SSA and C2 modernization programs, projects, and/or initiatives. Recently this has been a daily requirement with the advent of the Space C2 Weapons System initiative and the SSA C2 COI initiative. However, this frequency information is provided for estimation purposes only and is not necessarily a representation of the actual frequency to be performed.
· Provide technical assessments, reports and briefings to the designated “Enterprise” community (e.g., Joint Forces Command [JFCOM], AFC2ISRC, Missile Defense Agency [MDA]) regarding the AFSPC SSA and C2 vision, objectives, and modernization roadmap to ensure AFSPC SSA and C2 capabilities are effectively synergized and integrated into the Enterprise architecture. Historically this has occurred on a quarterly basis generally involving a two day TDY. However, this frequency information is provided for estimation purposes only and is not necessarily a representation of the actual frequency to be performed.
· Provide technical assessments, reports, and briefings with recommendations for leveraging “Enterprise-wide” architecture developments to more effectively and efficiently define, develop, field, and sustain the SSA and C2 computing environment for AFSPC programs, projects and initiatives. Historically this has been on a weekly basis dependent upon the frequency of meetings called by organizations external to A5C. However, This frequency information is provided for estimation purposes only and is not necessarily a representation of the actual frequency to be performed.
SSA and C2 ADVOCACY SUPPORT The Contractor shall support AFSPC in advocating for materiel and non-materiel SSA and C2 solutions to warfighter needs identified by the JCIDS. The Contractor shall:
· Provide analysis support to develop defensible business cases for SSA and C2 modernization programs, projects, and initiatives
· Prepare and staff advocacy products and participate in a variety of forums to obtain community “buy-in” for AFSPC SSA and C2 modernization programs, projects, and initiatives
· Prepare and provide written inputs for Initial Capabilities Documents (ICDs), Combatant Commanders’ Integrated Priority Lists, and other products required to obtain senior leadership advocacy for AFSPC SSA and C2 modernization programs, projects, and initiatives
SSA and C2 RESOURCE MANAGEMENT SUPPORT The Contractor shall support AFSPC in developing products to secure and defend resources for AFSPC SSA and C2 modernization programs, projects, and initiatives; manage, track, and report actual and planned resource utilization; assess impacts of funding changes, and; prepare and present impacts to senior decision makers. Historically this activity has fluctuated IAW fiscal year and budget cycle fluctuations. At certain time in the budget cycle this has, historically, constituted a full-time effort. At other times it has constituted a part-time effort. However, this frequency information is provided for estimation purposes only and is not necessarily a representation of the actual frequency to be performed. The Contractor shall:
· Review and assess annual Planning, Programming and Budgeting System (PPBS) strategic guidance
· Develop strategies to support financial management of AFSPC SSA and C2 modernization program(s)
· Develop strategies and provide written inputs to support the “build” of the Program Objectives Memorandum (POM) / Budget Estimate Submission (BES) and President’s Budget (PB) for AFSPC SSA and C2 modernization programs, projects, and initiatives
· Develop operational impact statements and consequences of budget cuts to defend AFSPC SSA and C2 modernization program(s) during Program Budget Decision (PBD) and Reclama, and “cut drills” processes
· Develop strategies and provide written inputs to support the development of Financial Plans (FINPLANs)
· Provide analysis of Requirements Documents (R-Docs) and Procurement Documents (P-Docs) to ensure research and development and procurement strategies are consistent with program objectives
· Utiliize the Automated Budget Interactive Data Environment System (ABIDES) to develop written inputs to the system, assess changes to the system, and support the Government Program Element Monitor (PEM) in using the information found in ABIDES.
· Develop strategies and prepare documentation to capitalize on opportunities to secure funds from sources outside primary program elements
· Develop briefing materials to address programmatic issues
HORIZONTAL AND VERTICAL CAPABILITY INTEGRATION SUPPORT
The Contractor shall support AFSPC in horizontally and vertically integrating AFSPC-provided SSA and C2, Satellite Communications (SATCOM), Global Positioning System (GPS), the Air Force Satellite Communications Network (AFSCN), and space capabilities. The Contractor shall:
· Identify program capabilities and determine their relationships and dependencies to other AFSPC, Air Force, and Joint programs; and
· Provide recommendations, in the form of technical reports, technical assessments, and briefings to effectively integrate AFSPC capabilities among programs.
1.3.3.1. DELIVERABLES (3):

1.3.4. REQUIREMENT 4: ARCHITECTURE, CONCEPTS OF OPERATIONS, AND OPERATIONAL REQUIREMENTS DEVELOPMENT
The Contract shall provide management, planning, and system engineering and technical assistance to develop DoD Architecture Framework (DoDAF) compliant architecture views, concepts of operations (CONOPS), and operational requirements in accordance with the JCIDS analysis process. Under the JCIDS context, the Contractor shall develop architecture products, CONOPS, JCDs, Capability Development Documents (CDDs) and Capability Production Documents (CPDs) in the framework of joint concepts and integrated architectures that reflect future capability shortfalls and technological opportunities. Historical data shows that approximately 10-15 use case associated data are being manipulated in any given week. The Government anticipates that this should amount to approximately 40% of the total task effort.
ARCHITECTURE DEVELOPMENT
The Contractor shall, for assigned SSA and C2 functional areas, capabilities, and/or systems:
· Develop and deliver (DoDAF) compliant architectures, employing state-of-the-art object-oriented (OO) Unified Modeling Language (UML) methodologies to:
· Allow the warfighter and developer to visualize key actors, roles and responsibilities, functional processes, operational event sequences, and information exchanges required to provide the capability stipulated in the JCIDS analysis process
· Serve as a tool for integrating new capabilities with relevant DoD, Air Force, other Services and AFSPC “Enterprises”
· Serve as the framework for developing CONOPS and operational requirements
· Vet the architectures in a collaborative architecture lab environment with warfighters, owner/operators, developers, testers, sustainers, and other agencies, to ensure the expected system behavior depicted in the architecture is accurate, clearly understood.
· Update the architectures, to respond to changes in threats, missions, requirements, organizational changes and associated changes in roles and responsibilities, interfaces, and new capabilities that may present themselves as a result of emerging technology
· Coordinate and provide technical assessments, reports and briefings to obtain and document formal Government approval of the baseline architectures and proposed changes
· Develop, coordinate and provide technical reports and briefings to provide explanations of the application of the architecture methodology used in SSA and C2 programs, projects, and initiatives.
· Utilize automated visualization tool to provide non-technical, SSA and C2 programs, projects, and initiatives personnel insight into actual execution of capabilities as articulated in the EAs.
· Utilize automated tools to the greatest extent possible to produce products not currently supported by Rational Rose. Capabilities of such tools can include, but not be limited to, the auto-production of OV-2’s for use within the Rational Rose model as well as exportable to users of the System Architect tool.
· Promote and exploit re-use of common architecture products and/or artifacts within AFSPC, and other DoD architectures.
· Structure, “package” and deliver the architecture models as formal version releases and such in a manner that they can be easily presented at a variety of classification levels up-to and including Top Secret/SCI. Contractor shall deliver formal releases with Version Description Documents and supporting white papers to explain the content and methodology of the releases. Historically releases have occurred twice a calendar year. However, that is subject to change driven by outside influences. This frequency information is provided for estimation purposes only and is not necessarily a representation of the actual frequency to be performed.
· Ensure consistency among the architectures, CONOPS, operational requirements, and provide technical reports and briefings that identify disconnects and recommended corrective actions.
· Demonstrate methodology for bridging operational views to system views maintaining traceability from the requirement inception.
The Contractor shall:
· Identify and analyze applicable policies and technology based on evolving DoDAF policy and technology.
· Support organizations developing DoDAF policy, and provide technical reports and briefings to communicate AFSPC DoDAF policy recommendations
· Assess and provide technical assessments, reports, and briefings regarding the impacts of policy changes and emerging technology on current and planned AFSPC SSA and C2 architecture development efforts and associated programs, projects, and initiatives, for example, NECC, NCES, GIG, RAIDRS, and SSA. Historically these assessments have occurred on a quarterly basis. However, as they are driven by outside influences they could occur more frequently or less frequently. This frequency information is provided for estimation purposes only and is not necessarily a representation of the actual frequency to be performed.
CONCEPT OF OPERATIONS DEVELOPMENT
Historically A5C has authored one CONOPS a year. However, A5C actively participates in the development, review and modifications of external CONOPS. This frequency information is provided for estimation purposes only and is not necessarily a representation of the actual frequency to be performed. The Contractor shall, for assigned SSA and C2 functional areas, capabilities, and/or systems:
· Develop and deliver AFSPC-compliant CONOPS, capitalizing on the content of all associated architectures, to communicate how new capabilities/systems and individual capability/system “increments” will be employed in the context of their origin, mission, operations, security, safety, logistics, planned future (evolution)
· Vet CONOPS in a collaborative environment with warfighters, owner/operators, developers, testers, sustainers, and other agencies to ensure the concept of operations is accurate, clearly understood and the resulting system meets the warfighters’ and sustainers’ needs
· Update CONOPS to respond to changes in threats, missions, requirements, organizational changes and associated changes in roles and responsibilities, interfaces, new capabilities that may present themselves as a result of emerging technology, changes in spiral development/evolutionary acquisition strategies (e.g., Increment content), and fiscal constraints
· Coordinate and provide technical reports and briefings to obtain and document formal Government approval of the baseline CONOPS and proposed changes
· Provide CONOPS clarification support and traceability analyses to ensure consistency among the architectures, CONOPS, operational requirements, system architectures, and technical architectures and provide technical reports that identify disconnects and recommended corrective actions
The Contractor shall:
· Support organizations developing joint and Air Force CONOPS, and provide technical reports and briefings communicating AFSPC recommendations to synergize joint and Air Force concepts with SSA and C2 CONOPS being developed by AFSPC
· Assess and provide technical reports and briefings regarding the impact of joint and Air Force CONOPS on current and planned AFSPC SSA and C2 CONOPS and associated programs, projects, and initiatives.
OPERATIONAL REQUIREMENTS DEVELOPMENT
The Contractor shall, for assigned SSA and C2 functional areas, capabilities, and/or systems:
· Develop, staff, and deliver JCIDS and AFI 10-601 compliant SSA and C2 modernization operational requirements documents. The existing CCIC2S ORD was approved by the JROC on 20 January 2004. However, the Government anticipates that this task order will have to initiate new requirements documents IAW the JCIDS process in support of SSA and C2 modernization programs, projects, and initiatives.
· Joint Capabilities Documents (JCDs)
· Capability Development Documents (CDDs)
· Capability Production Documents (CPDs)
· Capstone Requirements Documents (CRDs) (if directed by the Joint Requirements Oversight Council (JROC))
· Air Force Form 1067s
· Maintain, update, and deliver the following types of legacy AFSPC C2 requirements documents and support the transition of these documents to the new JCIDS prescribed format/content. The Government anticipates that this effort may involve one such transition being initiated during the contract base year.
· Mission Need Statement (MNS)
· Operational Requirements Documents (ORDs)
· Air Force Form 1067s
· Conduct research and analyses to incorporate relevant aspects of top-down direction from approved strategic and national military strategies, defense planning guidance, visions, policies, objectives, guidance, masters plans, capstone documents, etc; and all relevant architectures , CONOPS, and Analyses of Alternatives (AoA) performance model and cost model results, to clearly communicate the optimum operational requirements (for materiel solutions) for new capabilities required by the warfighter
· Vet operational requirements documents in a collaborative environment with warfighters, owner/operators, developers, testers, sustainers, Headquarters Air Force, Joint organizations, other Services, and other agencies to ensure the operational requirements are accurate, unambiguous, defensible, cost and operationally effective, testable, and the resulting system meets the warfighters’ and sustainers’ needs, achieves DoD requirements for interoperability, and prepare comment resolution matrixes
· Update operational requirements documents to respond to changes in threats, missions, operational concepts, requirements, policies, organizational changes and associated changes in roles and responsibilities, interfaces, new capabilities that may present themselves as a result of emerging technology, changes in spiral development/evolutionary acquisition strategies, and fiscal constraints (e.g., as the program progresses through its acquisition phases)
· Coordinate and provide technical assessments, reports, and briefings to obtain and document formal Government approval of the baseline requirements documents and proposed changes
· Provide requirements clarification support and traceability analyses to ensure consistency among the architectures, CONOPS, operational requirements, system architectures, technical architectures, and test plans and provide technical assessments, reports and briefings that identify disconnects and recommended corrective actions
The Contractor shall:
· Support organizations developing joint and Air Force CONOPS and requirements, and provide technical assessments, reports and briefings communicating AFSPC recommendations to synergize joint and Air Force operational requirements with SSA and C2 operational requirements being developed by AFSPC
· Assess and provide technical assessments, reports and briefings regarding the impact of joint and Air Force CONOPS on current and planned AFSPC SSA and C2 operational requirements and associated programs, projects, and initiatives
In addition, in support of SSA and C2 program(s), as required, the Contractor shall:
· Develop, staff, update, maintain, and deliver a Requirements Maturity Matrix (RMM) consisting of the quantifiable requirements from the approved CCIC2S ORD (and/or the subsequent CDD and CPD, if the ORD is transitioned to a JCIDS format) to complement the SSA and C2 architectures as a “build-to” document for the designated development contractors and a “Test-to” document for the designated SSA and C2 modernization Operational Test Agency
· Provide management, planning and system engineering and analytical support to designated boards and working groups (e.g., IPTs, HPTs) charged with developing the spiral development/evolutionary acquisition strategy to prioritize the incremental fielding of critical SSA and C2 capabilities to achieve “target system” operational requirements
Consistent with the architecture development and operational requirements development above, assist AFSPC in the development of RAIDRS Block 20 architecture products and a CDD. The RAIDRS Block 20 architecture products shall:
· Provide framework for CDD development
· Be synchronized with Space C2 and ISSA architecture efforts
· Provide the framework for evolution of follow-on capability spiral development and JCIDS documents
The RAIDRS Block 20 CDD shall:
· Provide clear and succinct representation of operational capabilities to the system developer
· Be synchronized with Space C2 and ISSA CDDs to articulate clear distinction of operational capabilities across the three efforts to AFROCC/JROC
· Produce defensible end products which meets staffing process and approval requirements

1.3.5. REQUIREMENT 5: LIFE-CYCLE SYSTEMS ENGINEERING AND TECHNICAL ASSISTANCE
The Contractor shall provide life-cycle system engineering and technical services for AFSPC SSA and C2 modernizations programs, projects and initiatives and their major components. The major SSA and C2 modernization initiatives currently in work are JSMO and NORAD C2 modernization. The Government anticipates that this should amount to approximately 15% of the total task effort.
System engineering as it applies to this task consists of the activities that must be accomplished to transform an operational need into an operationally and cost effective warfighter capability. This will entail: (1) transform an operational need into a description of the system configuration that best satisfies the operational need according to measures of effectiveness; (2) integrate related technical parameters and ensure compatibility of all physical, functional, and technical program interfaces in a manner that optimizes the total system definition and design; and (3) integrate the efforts of all engineering disciplines and specialties into the total engineering effort. (Reference: System Engineering Capability Maturity Model-95-01)
Required support is designated as:
· Acquisition and Risk Mitigation Support
· Training Support
· Security Analysis and Implementation Support
· Testing, Evaluation, and Exercise/Wargaming Support

RISK MITIGATION SUPPORT
The Contractor shall provide system engineering and technical assistance support to reduce the risk of successfully developing, field, testing, and sustaining on-going AFSPC SSA and C2 programs, projects, and initiatives on a continuing basis.
For new and on-going programs, projects, and/or initiatives, the Contractor shall
· Provide management, planning, and engineering support for the development of AoAs
· Produce and/or support the development of cost/resource estimates, and budget inputs
· Support modeling activities to ensure system architecture proposals meet minimal essential processing, throughput, and growth requirements and provide technical assessments, reports, and briefings of findings
· Attend Government reviews to enhance understanding of system design, evaluate requirements flowdown, designs, and specialty engineering areas and provide technical assessments and recommendations in the form of meeting minutes
· Evaluate designs and concepts including military utility tradeoff analyses, engineering analyses, economic analyses, risk assessments, mathematical analyses, analytical models, performance predictions, simulations, and prototypes
· Evaluate technical and programmatic impacts of evolving system requirements on system engineering and development phases and assist in developing detailed programming, implementation, and transition plans to allocate responsibilities and schedule milestones for the affected missions and programs
· Conduct technical assessments of developer documentation for accuracy, clarity, completeness, and consistency with warfighter and owner/operator approved architectures, operational concepts, operational requirements, and strategic guidance and provide written feedback to the development community (through AFSPC) to resolve disconnects and improve product quality
· Ensure approved DoD, Joint Staff, Air Force, NORAD, USSTRATCOM, AFSPC, and applicable other agency top-down directed policies, procedures, processes, and standards are being consistently and uniformly applied throughout assigned programs and projects and provide technical assessments, reports and briefings identifying disconnects, impacts, and risk mitigation recommendations
· Evaluate program Master Schedules and provide technical assessments, reports, and briefings to provide schedule assessments and recommendations to ensure:
· All key tasks are identified and effectively integrated
· Adequate time is allocated for task accomplishment
· Government dependencies are addressed
· Resource contention challenges are identified mitigated
· Implementation/fielding strategies minimize impacts to on-going mission operations
· Assess “trends” to identify performance, cost, and schedule risks
· Provide a broad spectrum of management, planning, and system engineering support to deliver, or coordinate the delivery of Government-provided facilities, hardware, software, communications, manpower, interfaces, etc. to successfully field the warfighting capability
· Support the Government in developing defensible written award fee inputs to AFSPC, in a conflict of interest free environment, regarding development contractor performance during the award fee period
TRAINING SUPPORT
The Contractor shall provide effective system engineering and technical assistance support to define, develop, implement, and sustain the full spectrum of training required for AFSPC SSA and C2 modernization programs, projects, and initiatives. Historically this work has been cyclical directly tied to the spiral releases of the ISC2 contract. This will be required during this contract’s period of performance in support of the upcoming CCIC2S Spiral 2 delivery. This frequency information is provided for estimation purposes only and is not necessarily a representation of the actual frequency to be performed. The Contractor shall:
· Develop training “use cases” for incorporation in relevant architectures, training operational requirements for incorporation of relevant operational requirements documents, and training concepts for incorporation in relevant CONOPS
· Support the “acquisition community” in developing cost and operationally effective training strategies and approaches
· Support development of training system scenarios based on approved threats and threat excursion
· Develop System Training Plans (STPs), a Master Training Plan, and/or other training documentation specified by AFSPC
· Support Combined Training Teams, Training Working Groups, and/or Training Planning Teams to assess, quantify, and advocate for training resources (hardware, software, facilities, manpower, funds) to develop and field an effective training capability
· Review development, fielding, testing, and sustainment plans and budgets to ensure they are consistent with approved training use cases, operational requirements, and training concepts, and provide technical assessments, reports and briefings, to identify training status, disconnects, and recommendations for corrective actions
· Assess the design and development of training systems (e.g., Cheyenne Mountain Training System [CMTS]) to ensure they provide cost and operationally effective life-cycle training capabilities for the warfighter and sustainer, and develop and deliver technical assessments, reports, and briefings regarding adequacy, issues, and recommendations
· Coordinate / schedule training for warfighters, owner/operators, and other personnel
SECURITY ANALYSIS AND IMPLEMENTATION SUPPORT
The Contractor shall provide system engineering and technical assistance support to define, develop, implement, and sustain capabilities to safeguard sensitive unclassified and classified information required by AFSPC SSA and C2 modernization programs, projects, and initiatives.
The Contractor shall:
· Support the development and/or aggregation of Security Classification Guides
· Develop and deliver, in accordance National, DoD, Joint Staff, Air Force, NORAD, USSTRATCOM, AFSPC, and other agency top-down direction, security “use cases” for incorporation in relevant architectures, security operational requirements for incorporation of relevant operational requirements documents, security concepts for incorporation in relevant CONOPS, and support the development of security test plans to meet the SSA and C2 modernization program, project, and/or initiative mission requirements
· Review development, fielding, testing, and sustainment plans to ensure they are consistent with approved security use cases, operational requirements, and system security concepts, and provide technical assessments, reports and briefings, to identify security status, disconnects, and recommendations
· Support the development of system security accreditation plans, support the conduct of security tests and evaluations, evaluate test results, and provide technical assessments, reports and briefings on the ability of the system to meet approved system security operational requirements and concepts
TESTING & EVALUATION, EXERCISE, AND WARGAMING SUPPORT
The Contractor shall provide management, planning, and system engineering and technical assistance support to define, develop, implement and sustain methodologies and capabilities to: 1) test AFSPC SSA and C2 modernization programs, projects, and initiatives, to ensure they meet warfighter requirements and 2) ensure delivered systems can conduct and support integrated and stand-alone exercises and wargames. Historically this work has been cyclical directly tied to spiral releases of the ISC2 contract. This will be required during this contract’s period of performance in support of the upcoming CCIC2S Spiral 2 delivery. This frequency information is provided for estimation purposes only and is not necessarily a representation of the actual frequency to be performed. The Contractor shall:
· Develop, in accordance National, DoD, Joint Staff, Air Force, NORAD, USSTRATCOM, AFSPC, and other agency top-down direction, testing and exercise/ wargaming:

· Develop Critical Operational Issues (COIs), Measures of Effectiveness (MOEs), and Measures of Performance (MOPs) for C2 modernization programs, projects, and initiatives, tied to Key Performance Parameters (KPPs)
· Review operational requirements documents and provide technical assessments, reports and briefings containing recommendations for stating requirements in a manner to make them testable
· Support the test community in developing cost and operationally effective test strategies, concepts, plans, and procedures and ensure they:
· Are consistent with National, DoD, Joint Staff, NORAD, USSTRATCOM, Air Force, AFSPC, and other agency top-down direction regarding development, fielding, and sustainment of C4I systems
· Address operational mission and support requirements
· Provide an assessment of system operational capability against stated requirements
· Do not unnecessarily impact mission operations
· Support development of system test scenarios based on approved threats and threat excursions
· Develop and deliver and/or support the development of operational test documents such as Test Team Charters, Test Plans, Detailed Test Procedures, Test Resource Plans, Custom User Agreements and System Under Test (SUT) definition documents and/or other test documents specified by AFSPC
· Support the Combined Test Force to assess, quantify and advocate for testing resources (hardware, software, facilities, manpower, funds) needed for an effective operational and/or combined test program, and develop and deliver advocacy documentation in prescribed formats.
· Review development, fielding, testing, and sustainment plans and budgets to ensure they are consistent with approved test and exercise/wargaming use cases, operational requirements, and test and exercise/wargaming concepts, and provide technical assessments, reports and briefings, to identify test and exercise/warming status, disconnects, and recommendations
· Assess the design and development of testing subsystems (e.g., scenario data generators/injectors) to ensure they provide cost and operationally effective life-cycle testing and exercise/wargaming capabilities for the warfighter and sustainer, and develop and deliver technical assessments, reports and briefings regarding adequacy, issues, and recommendations
· Coordinate / schedule testing resources
· Augment test teams for test planning, conduct, and post test analyses, as requested, for Operational Test and Evaluation (OT&E) or Force Development Evaluation (FDE) testing and provide technical assessments, reports and briefings delineating strategies, results, and/or recommendations
LOGISTICS SUPPORT
The Contractor shall provide management, planning, and system engineering and technical assistance support to define, develop, implement and sustain methodologies and capabilities to cost and operationally sustain AFSPC SSA and C2 modernization programs, projects, and initiatives. The Contractor shall:
· Develop and deliver, in accordance National, DoD, Joint Staff, Air Force, NORAD, USSTRATCOM, AFSPC, and other agency top-down direction, sustainment:
· “Use cases” for incorporation in relevant architectures
· Requirements for incorporation in relevant operational requirements documents
· Maintenance concepts for incorporation in relevant CONOPS and other planning documents
· Provide technical support to the logistics community in developing cost and operationally effective sustainment strategies, concepts, plans, and procedures and ensure they:
· Are consistent with National, DoD, Joint Staff, NORAD, USSTRATCOM, Air Force, AFSPC, and other agency top-down direction regarding development, fielding, and sustainment of C4I systems
· Address operational mission and support requirements
· Do not unnecessarily impact mission operations
· Review development, fielding, testing, and sustainment plans and budgets to ensure they are consistent with approved sustainment use cases, sustainment requirements, and maintenance concepts, and provide technical assessments, reports, and briefings, to identify sustainment status, disconnects, and recommendations
· Provide technical support in developing cost of ownership studies and initiatives, and provide results in the form of technical assessments and reports
· Provide technical support for user-related Supportability Analysis (SA), and provide results in the form of technical assessments and reports
· Provide technical support for reliability and maintainability, reliability growth, software maturity, and life cycle cost modeling
· Serve as technical advisor to and represent the program lead logistician as a participant on Supportability Integrated Product Teams (SIPTs)
· Serve as technical advisor to and represent the lead logistician at design reviews, guidance conferences, logistics-related performance demonstrations, and technical order validations
· Provide technical support to the lead logisticians at the Service Report Review Board (SRRBs) and Joint Reliability/Maintainability Evaluation Teams (JRMETs)
· Provide technical assessments and recommendations on logistics support deficiencies identified during testing
· Participate in system turnover planning, and provide technical assessments, reports and briefings regarding turnover status, disconnects and recommendations from a sustainment perspective
· Provide technical support in system decommissioning and provide technical assessments reports and briefings regarding decommissioning status, disconnects, and recommendations from a sustainment perspective
SITE ACTIVATION SUPPORT
The Contractor shall provide management, planning, and system engineering and technical assistance support to define, develop, and implement methodologies and capabilities to effectively stand-up new operational facilities and/or transition existing command, operations and support centers from legacy to new AFSPC SSA and C2 modernization programs, projects, and initiatives. The Contractor shall:
· Perform facility studies in the context of relevant program, project, initiative architectures, operational requirements, and operational and support concepts
· Employ human factors engineering, electrical engineering, survivability, endurability, environmental engineering, and associated engineering disciplines and provide recommendations required to best support specific system installation and operation
· Develop operational requirements for impacted command, operations, and support centers
· Lead command, operations center, support center working groups to guide the activation of new centers or modification of existing centers
· Provide written inputs to development community “Implementation Plans” to define and coordinate facility modification plans and schedules
The Contractor shall develop and maintain high fidelity 3-dimensional (3-D) virtual models (CDRL 0036H) of designated command, operations, and/or support centers (to include mission equipment and connectivity), linked to a resource database and conduct design reviews to:
· Support warfighters, owner/operators, and developers in designing facilities layout to optimize operations
· Assess alternatives for transitioning from legacy to new SSA and C2 facilities and equipment
· Reduce risk in facility design and development
· Provide the foundation for power and heating, ventilation, and air conditioning (HVAC) and other facility and mission equipment analyses/studies
· Facilitate cost estimating and subsequent purchase of required command, operations, and/or support center materiel
· Reduce risk while installing required mission and support equipment and furniture
· Assist in troubling shooting installation and follow-on system problems
· Facilitate configuration management of the resulting facility and mission equipment
The Contractor shall provide facility and/or associated resource information in 3-D graphics, 2-D graphics, engineering drawings, and/or text format (CDRL 0036I) in electronic and hardcopy media to facilitate:
· Coordination/staffing of alternatives
· Facility design and blueprint development as required by the project and detailed to a level as required by the project
· Power and HVAC studies
· Furniture and equipment procurement and installation
· Troubleshooting
· Configuration management
