The Government has requested a great deal of information to date, and we sincerely appreciate your continued input and patience during this process. In an effort to ensure we have appropriately captured industry’s comments and concerns with this acquisition, we are requesting further response to the following. We realize some of these questions may be duplicates of what was sent out in January 2008, but we are requesting any information industry believes is valuable to the Government, especially in regard to advisory and assistance services. This request is in accordance with Federal Acquisition Regulation (FAR) Part 10. Please provide responses by 16 January 2009. Responses should be e-mailed to peterson.csmc.ex@peterson.af.mil.
No solicitation is being issued at this time. This notice shall not be construed as a commitment by the Government to ultimately award a contract, nor does it restrict the Government to a particular acquisition approach. A best value source selection will likely be the method of contractor selection. No reimbursement will be made for any costs associated with this or future requests.
Market research is being compiled and documented at this time, and we hope to release the acquisition strategy within the next couple of months. When it is released, it will be made available to all interested parties at this website, FedBizOps (FBO), http://www.eps.gov. It is incumbent upon interested parties to review the site frequently for any updates and amendments to any and all documents. The North American Industry Classification System (NAICS) code selected for an acquisition is 541712 which has a small business size standard of 1,000 employees. All potential offerors are reminded, in accordance with FAR 52.204-7, Central Contractor Registration, lack of registration in the Central Contractor Registration (CCR) will make an offeror ineligible for contract award. Additionally, in accordance with Federal Acquisition Regulations (FAR) 52.204-8, Annual Representations and Certifications, offerors are also reminded to register with Online Representations and Certifications Application (ORCA) at https://orca.bpn.gov .
Please provide your Central Contractor Registration (CCR) number and a point of contact (POC) name, telephone number and e-mail address. Any information provided by industry to the Government as a result of this notice or any follow-up information requests is voluntary and shall be treated as confidential.
1. What risks do you see associated with this effort? How should they be mitigated?
2. As a result of the release of Management Headquarters Reorganization – Implementation Directive 08-01, do you see any new issues other than contract alignment with this directive?
3. Are there any thresholds, measures, or metrics for advisory and assistance (A&AS) work that should be included in the performance work statement (PWS)?
4. Federal Acquisition Regulation (FAR) 16.504(c)(2)(i) provides that multiple awards shall be made for indefinite-quantity advisory and assistance services contracts exceeding three years and $11.5 million. If an IDIQ contract is solicited, given a $450 million ceiling over five years, how may awards would be appropriate?
5. If an IDIQ contract is awarded, should awardees be required to provide proposals for every competed task order?
6. For proposal submission, how many past performance references are adequate? Given that number, what is the appropriate proposal page limitation (assuming a reasonable font)?
7. Please provide any other comments or recommendations you would like us to consider.
