DESCRIPTION OF SERVICES

1.1

ORGANIZATION BEING SUPPORTED:

HQ AFSPC/DRC

1.1.2 MISSION: Space Superiority is attained by the combined effects of Offensive and Defensive Counterspace capabilities which are, in turn, fundamentally enabled by Space Situation Awareness (SSA). DR lead to determine, document and represent requirements to assure our use of space media and deny that medium to the enemy. Responsible for requirements definition and integration of new and modified space superiority systems into AFPSC, USSTRATCOM, and NORAD operations. Coordinates requirements with Air Staff, MAJCOMs and Unified Agencies to ensure the CINC and combatant commander’s demands are met in an accurate and timely manner. Determine, document and represent Space Superiority mission area operational requirements. Leads the development of initial capabilities documents (ICDs), Analysis of Alternatives (AoA), Capabilities Development Documents (CDDs), and Capabilities Production Documents (CPDs) for all DRC programs to allow transition of systems from acquisition to the operational community. Supports the development of operational architectures for Space Superiority, Battlespace Awareness, and Battlespace Management Command and Control.

1.2

OVERVIEW OF SERVICES REQUIRED

This contract supports AFSPC/DRC requirements, analyses, planning, programming and budgeting activities for the Space Surveillance Telescope (SST), Haystack Ultra-wideband Satellite Imaging Radar (HUSIR), Deep Stare, Eglin Service Life Extension Program (SLEP), the Space-Based Space Surveillance system (SBSS), and other Space Situation Awareness (SSA) programs.

The purpose of this task order is to obtain contractor assistance to support Air Force Space Command, Space Superiority Division (HQ AFSPC/DRC) operational requirements and concept developments. The contractor shall provide planning and technical services support for HQ AFSPC/DRC. This support includes: requirements document development; assist with the preparation of Study Plans and Analysis of Alternatives (AoA) for new programs; Concepts of Operations development; program budget development (e.g., AF POM, APOM, etc.); and program planning development (e.g., Strategic Master Plan, Mission Area Plans, etc.); for Space Control/Space Superiority systems/programs managed by HQ AFSPC/DRC. The contractor shall support across HQ AFSPC organizations and interface other DoD, Joint and civilian agencies as appropriate. The contractor shall also support appropriate, planning and development forums for developing technical analysis in support of HQ AFSPC.

1.3 SPECIFIC REQUIREMENTS

1.3.1 REQUIREMENT 1: Operational and System Capability/Requirements Support. The contractor shall support capability/requirements activities in direct support of SST, HUSIR, Deep Stare, Eglin SLEP, the SBSS, and other SSA programs to include:

· Participating in Air Force and AFSPC JCIDS analyses to ensure capabilities, needs and solutions are comprehensively included in all relevant Air Force and AFSPC Mission Area Plans (MAPs) and Mission Support Plans (MSPs). The process will include providing planning, engineering and technical support for AFSPC Functional Area Analysis (FAA), Functional Needs Analysis (FNA), and Functional Solution Analysis (FSA), and Post Independent Analysis methodologies.

· Drafting requirements documents (Initial Capabilities Documents, Capabilities Development Documents, Capabilities Production Documents).

· Providing funding documentation on program resource needs and developing recommendations for acquisition strategy; providing data to develop funding requirements and assist with preparing justification to keep program on schedule.

· This requirement comprises approximately 40% of total task order effort.

1.3.2 REQUIREMENT 2: Resource Management & Planning, Programming, Budgeting and Execution (PPBE) Support. The contractor shall support PPBE activities in direct support of SST, HUSIR, Deep Stare, Eglin SLEP, the SBSS, and other SSA programs to include:

Reviewing and assessing annual PPBE strategic guidance.

· Drafting strategies to support effective program financial management.

· Drafting strategies and providing written inputs to support the “build” of the Program Objectives Memorandum (POM), Program Change Proposal (PCP), Budget Change Proposal (BCP) and President’s Budget (PB) for SSA programs, projects, and initiatives.

· Drafting operational impact statements and consequences of budget cuts to defend programs during Program Budget Decision (PBD) and Reclama, and “cut drills” processes.

· Drafting strategies and providing written inputs to support the development of program Financial Plans (FINPLAN).

· Providing analysis of Requirements Documents (R-Docs) and Procurement Documents (P-Docs) to ensure research and development and procurement strategies are consistent with program objectives.

· Developing written inputs, assessing changes to, and supporting the Automated Budget Interactive Data Environment System (ABIDES).

· This requirement comprises approximately 20% of total task order effort.

1.3.3 REQUIREMENT 3: Concept of Operations (CONOPS) Development Support. The contractor shall support CONOPS activities in direct support of SST, HUSIR, Deep Stare, Eglin SLEP, the SBSS, and other SSA programs to include:

· Participating in 3-4 meetings per month to vet CONOPS, in a collaborative environment, with warfighters, owner/operators, developers, testers, sustainers, and other agencies to ensure the concept of operations is accurate, clearly understood and the resulting system meets the warfighter’s and sustainer’s needs.

· Providing inputs to technical reports and briefings to obtain and document formal Government approval of the baseline CONOPS and proposed changes.

· This requirement comprises approximately 10% of total task order effort.

1.3.4 REQUIREMENT 4: Training Support. The contractor shall support training support activities in direct support of SST, HUSIR, Deep Stare, Eglin SLEP, the SBSS, and other SSA programs to include:

· Assisting in the development of training requirements for incorporation in relevant operational requirements documents, and training concepts for incorporation in relevant CONOPS.

· Supporting the costing and development of operationally effective training strategies and approaches.

· Supporting development of training system scenarios based on approved threats and threat excursions.

· Developing System Training Plans (STPs) and a Master Training Plan.

· Supporting Training Planning Team to assess, quantify and advocate for training resource (hardware, software, facilities, manpower, funds) to develop and field an effective training capability.

· Reviewing development, fielding, testing, and sustainment plans and budgets to ensure they are consistent with approved training requirements, and training concepts, and provide verbal assessments of disconnects and recommendations for corrective action.

· Review and assess the design and development of Training Subsystems and/or simulators to ensure they provide cost and operationally effective life-cycle training capabilities for the warfighter and sustainer.

· This requirement comprises approximately 10% of the total task order effort.

1.3.5 REQUIREMENT 5: Testing & Evaluation Support. The contractor shall support T&E activities in direct support of S-AFSSS, SBSS and other SSA programs to include SST, HUSIR, Deep Stare, Eglin SLEP, the SBSS, and other SSA programs to include:

· Assisting in the development of T&E requirements/capabilities/concepts for incorporation in relevant operational requirements/capabilities documents, architectures and CONOPS.

· Developing Critical Operational Issues (COIs), Measures of Effectiveness (MOEs), and Measures of Performance (MOPs) tied to Key Performance Parameters (KPPs).

· Supporting the test community in developing cost and operationally effective test strategies, concepts, plans, and procedures.

· Supporting development of system test scenarios based on approved threats and threat excursions.

· Assisting in developing operational test documents such as Test Team Charters, Test Plans, Detailed Test Procedures, Test Resource Plans, Custom User Agreements and System Under Test (SUT) definition documents and/or other test documents specified by AFSPC.

· Supporting Test Teams to assess, quantify and advocate for testing resources (hardware, software, facilities, manpower, funds) needed for an effective operational and/or combined test program.

· Reviewing development, fielding, testing, and sustainment plans and budgets to ensure they are consistent with approved T&E use cases, operational requirements, and test and exercise concepts.

· Assessing the design and development of testing subsystems (e.g., scenario data generators/injectors) to ensure they provide cost and operationally effective life-cycle testing and exercise capabilities for the warfighter and sustainer.

· This requirement comprises approximately 20% of total task order effort.

3.2

GOVERNMENT FURNISHED RESOURCES

3.2.1 FACILITIES, SUPPLIES, AND SERVICES: AFSPC/DRC will furnish three workspaces in the Hartinger building on Peterson AFB, desk space, chairs, computers connected to 21 NET, Secret Internet Protocol Router network (SIPRNET) access, use of telephones, copier, and fax machines.

4.0

GENERAL INFORMATION

4.1 SECURITY: Access to SCI material is required for this task order. Three billets will be available.

4.2 ACCESS TO GOVERNMENT PROPERTY AND FACILITIES: The Contractor shall be allowed unescorted access to Government buildings on Peterson AFB consistent with task requirements. Access to Government facilities, documents, and systems shall be in accordance with the DD254.

4.3 MATERIALS AND OTHER DIRECT COSTS (ODCs)

The Contractor shall be authorized to purchase materials costing less than $500 with the coordination and approval of the Quality Assurance Evaluator (QAE). Any item exceeding this dollar threshold shall require approval from the Contracting Office prior to purchase.

4.4 TRAVEL: Any travel required to fulfill the tasks in this SOW shall be performed with the prior approval of the QAE in accordance with Federal Acquisition Regulation (FAR) Part 31.205-46.

4.4.1 TRAVEL ESTIMATES: The following travel for one individual per trip is estimated for the period of this task order.
