FOR
HEADQUARTERS AIR FORCE SPACE COMMAND
GLOBAL SPACE OPERATIONS DIVISION
(HQ AFSPC/A3F) SHARED EARLY WARNING SYSTEM (SEWS) SUPPORT

1.0 DESCRIPTION OF SERVICES. The Headquarters, Air Force Space Command, Directorate of Air, Space and Information Operations, Global Space Operations Division, Space Integration Operations Branch (HQ AFSPC/A3FI) provides operational policy and funding guidance to units, which support Shared Early Warning System (SEWS) programs. Specifically, A3F is tasked to support the operational SEWS COCOM CONUS, coalition, NATO ground segments, architectures, day-to-day and future operational issues, as well as, support Major Command (MAJCOM) briefings, presentations, staff packages and decisions for all SEWS program operational, sustainment, certification, configuration control activities.
A3FI MISSION: Provides policy, guidance and resources for AFSPC space operations to include all aspects of disseminating Missile Warning data to COCOMs, select foreign partners, NATO and coalitions, as well as, day-to-day operational activities of the Centralize Distribution Facility (CDF). Integrates space capabilities into operational level of war and develops space exploitation concepts.
1.1 ORGANIZATION BEING SUPPORTED:

1.2 OVERVIEW OF SERVICES REQUIRED. A3FI requires technical support for SEWS operations, planning, budgeting, assistance in requirements development and justification, Concept of Operations (CONOPS) development, configuration control, analysis, studies, and program reviews supporting the SEWS program to include COCOM, coalition, and NATO ground segments, architectures, day-to-day and future operational issues.
The Headquarters, Air Force Space Command, Directorate of Air, Space and Information Operations, Global Space Operations Division, Space Integration Operations Branch (HQ AFSPC/A3FI) provides operational policy, requirement process, architecture development and funding guidance to units, supporting Shared Early Warning System (SEWS). Specifically, HQ AFSPC/A3F SEWS program is tasked to support the operational COCOM’s Force Providers, coalition, and NATO segments, architectures, day-to-day and future operational issues, as well as, support Major Command (MAJCOM) briefings, presentations, staff packages and decisions for all SEWS program operational, sustainment, certification, and configuration control activities.
1.3 SPECIFIC REQUIREMENTS.
1.3 REQUIREMENT 1: Financial analysis and programming support for SEWS Operations. The activities listed below are estimated at 25% of the task order effort. The Program Objective Memorandum (POM) cycle is approximately six months in duration.
1.3.1 The contractor shall provide support to A3FI PEM throughout the current year execution, budget year planning and the Planning, Programming, Budgeting and Execution (PPBE) cycle for POM generation. This includes coordinating between the SEWS Program Office (SPO), 460 SW, Air Staff and A3FI on SEWS issues.
1.3.1.1 The contractor shall draft, (with SPO and 460 SW) and provide recommendations to the Government for approval and then coordinate on impacts/adjustments with SEWS Financial Plans (Fin Plan) and Spend Plans.
1.3.1.2 The contractor shall analyze current budget execution at least monthly and recommend necessary adjustments to A3FI based on program developments.
1.3.1.3 The contractor shall recommend inputs for resource adjustments to the Planning, Programming, Budgeting and Execution (PPBE) System to include the Program Objective Memorandum (POM) Budget Estimate Submission (BE), Presidents Budget (PB), Budget Change Proposal (BCP), Program Change Program (PCP) and other exercises on a monthly basis.
1.3.1.4 The contractor shall draft a program budget strategy for A3FI to provide program and budget analysis support and use as the framework for all SEWS resource decisions.
1.3.1.5 The contractor shall assist PEM in preparing, coordinating, and briefing presentations throughout the annual execution cycle. Estimated at approximately one to two per month. (CDRL 0008)
1.3.2 The contractor shall analyze Congressional, Office of the Secretary of Defense (OSD), Program Budget Decisions (PBD) and Program Decision Memorandums (PDM) actions which affect current and planned operational SEWS capabilities. The contractor shall provide recommended statements of operational impact to A3FI within four hours.
1.3.3 The contractor shall draft documents (e.g. point papers, RAPIDS) which support A3FI for all SEWS and follow-on system PPBE actions. (CDRL 0008)
1.3.4 The contractor shall maintain, update and post at least monthly a financial database which tracks SEWS operational, developmental, and sustainment activities and make recommendations to A3FI for resolution of any potential conflicts or discrepancies affecting SEWS.
1.3.5 The contractor shall analyze and recommend to A3FI program budget execution options to support queries from GAO, OSD and AF Analysts.
1.3.6 The contractor shall provide A3FI justification Book (J-Book) inputs to support SEWS budget POM, BES and PBs submissions.
1.3.7 The contractor shall analyze and provide comment to A3FI on related documents (R&P-Docs) submissions.
1.3.8 The contractor shall prepare draft documents for financial transactions. The contractor will use government provided financial software (ABSS, WAWF, CRIS, IDECS and FM tools).
1.3.9 The contractor shall analyze operations and acquisition impacts to budget cuts proposed by Congress, Office of the Secretary of Defense (OSD), Headquarters Air Force (HAF)/XP Space Information Panel, and HQ AFSPC/A8 on a monthly basis. The contractor shall recommend necessary adjustments to A3FI.
1.3.10 The contractor shall develop comprehensive assessments and recommendations to A3FI for the SEWS Executive Management Reports (SEMR).
1.3.11 The contractor shall generate analysis and recommendations to A3FI on budgetary issues related to program architecture/projects.

1.4 REQUIREMENT 2: Shared Early Warning and Theater Warning Operational and Technical Support. The activities listed below are estimated at 25% of the task order effort.
1.4.1 The contractor shall provide daily operational and technical support regarding current and future SEWS mission operations.
1.4.2 The contractor shall provide operational and technical support to SEWS and theater warning, ensuring all systems are operationally integrated.
1.4.3 The contractor shall perform special studies of present and future operational systems, and provide independent technical assessments of system functionality, risk, cost, and scheduling factors.
1.4.4 The contractor shall provide technical support to A3FI regarding development and evaluation of space systems integration, technical studies and analysis, operational test and certification activities; developing and evaluating operational transition plans as they relate to SEWS and Theater Ballistic Missile Warning.
1.4.5 The contractor shall support AF, AFSPC and COCOM exercise development by providing SEWS technical expertise. (This will not require extended duty hours).
1.4.6 The contractor shall support SEWS and Theater Ballistic Missile Warning integration and systems interfacing with DSP, SBIRS, Ground Based Radar, Space Based Radar programs. The contractor shall support operations involving warning missions with domestic and foreign entities (i.e. NATO).
1.4.7 The contractor shall arrange and attend SEWS Requirement Working Groups (SRWG) and financial meetings with SPO and 460 SW, provide agenda and minutes and make recommendations to A3FI for resolution of any potential conflicts or discrepancies affecting SEWS. The SRWG will be hosted at a government facility, can be classified up to Secret, and include approximately 20 attendees. Estimated at one meeting per month. (CDRL 0004 and CDRL 0009)
1.4.8 The contractor shall provide to A3FI an assessment of operational utility and risk of a proposed modification, upgrade, or program requirement. The contractor shall assess the impact of that modification, upgrade or program requirement.
1.4.9 The contractor shall provide to A3FI current SEWS program evolution analysis and data updates as part of the national strategy to standardize operational mission requirements between COCOMs.
1.4.10 The contractor shall draft, coordinate (with the community of interest, ie. AFSPC, SPO, Air Staff, 460 SW, 14 AF) and update System Operational Protection Guides/Security Classification Guides for SEWS on an annual basis. Guides are classified up to Top Secret/SCI.
1.4.11 The contractor shall recommend to A3FI classification determinations in accordance with the System Operational Protection Guides (SOPG) and Security Classification Guide(s) for SEWS. Guides are classified up to Top Secret/SCI.
1.4.12 The contractor shall be the subject matter expert (SME) on national space policy goals, objectives, and senior level direction impacting current space operations.
1.4.13 The contractor shall review and assess current and future operational programs, requirements, and support plans to assist A3FI in tracking new user and program requirements against development programs.
1.4.14 The contractor shall attend operations conferences (5 per year), design reviews (semi-annually), and Technical Interchange Meetings (TIMs) (annually) to maintain expertise on SEWS and receive updates from the community of interest. The contractor shall provide a trip report to A3FI. (CDRL 0006)
1.4.15 The contractor shall arrange and attend semi-annual SEWS Program Management Reviews (PMR) with SPO, 14 AF and 460 SW, provide agenda and minutes and make recommendations to A3FI for resolution of any potential conflicts or discrepancies affecting SEWS. The PMRs will be hosted at a government facility, can be classified up to Secret, and have approximately 20 attendees. (CDRL 0004 and CDRL 0009)
1.4.16 The contractor shall review, draft, coordinate (within AFSPC and JFCC-Space) and maintain AFSPC Concept Documents, to ensure SEWS is addressed in current and updated versions.
1.4.17 The contractor shall plan, evaluate, analyze and review current and future SEWS functionality and provide recommendations to A3FI regarding operational capability.

1.5 REQUIREMENT 3: SEWS Engineering and Architecture Development Support. The activities listed below are estimated at 25% of the task order effort.
1.5.1 The contractor will draft, coordinate and develop SEWS Architecture, Operations View products and documents. (CDRL 0008)
1.5.2 The contractor shall provide engineering solutions to A3FI to ensure system interoperability and continued architecture development. Contractor shall serve as the liaison between SPO lead engineer and A3FI.
1.5.3 The contractor shall attend semi-annual architecture meetings to ensure accurate SEWS architecture development for A3FI. (CDRL 0006)
1.5.4 The contractor shall attend annual training and workshops to maintain proficiency in computer and programming tools associated with architecture development.
1.5.5 The contractor shall provide to A3FI Configuration Control support.

1.6 REQUIREMENT 4: Operations Approval Panel (OAP) Support. The activities listed below are estimated at 25% of the task order effort.
1.6.1 The contractor shall perform duties as the secretariat in support of the AFSPC OAP (A3FI) by scheduling and directing AFSPC OAP weekly meetings to include Trial Period (TP) Review Panels, recommending TP entry and exit, Operational Acceptance and system certifications. (CDRL 0006)
1.6.2 The contractor shall track AF Form 1067s and Standard Change Forms (SCF) weekly, from draft to implementation assuring the operational integrity of the AFSPC-assigned Warfighting Support Systems in support of the Change Control Manager (A3FI) schedule.
1.6.3 The contractor shall oversee monthly configuration management for AFSPC’s Integrated Tactical Warning/Attack Assessment (ITW/AA) systems from conception to implementation in support of the A3FI Change Control Manager (CM).
1.6.4 The contractor shall assist A3FI in establishing the structure of OAP sub-boards and designating lower level CCM.
1.6.5 The contractor shall assist A3FI in ensuring OAP sub-boards are utilizing the SCF database to document all change requirments and implementation of assigned mission systems.
1.6.6 The contractor shall attend monthly meetings, review actions and provide guidance to Operations Approval Requirments Board (OARB), Operations Approval Sustainment Board (OASB) and Configuration Control Boards (CCB) in support of A3FI.

3.0 GOVERNMENT FURNISHED PROPERTY AND SERVICES:

3.2 GOVERNMENT FURNISHED RESOURCES.
3.2.1 FACILITIES, SUPPLIES AND SERVICES: AFSPC/A3FI will furnish workspace in the Hartinger building on Peterson AFB, desk space, chairs, computers connected to 21 NET, Secret Internet Protocol Router network (SIPRNET) access, use of telephones, copier and fax machines for 4 contractor personnel. Computers will provide access to the Automated Business Services System (ABSS) and RAPIDS.
3.2.2 INFORMATION SOURCES: HQ AFSPC personnel will be available for technical exchanges with the contractor. Government personnel will provide technical input, answer questions, review/approve completed work, and provide feedback regarding contractor efforts. The QAE is the primary source of technical guidance for this effort.
3.2.3 GOVERNMENT FURNISHED INFORMATION: Government personnel will provide the Contractor with access to applicable regulations and documents required to complete required tasks.
4.0. GENERAL INFORMATION:
4.1. SECURITY: The highly specialized tasks of this SOW require access to Top Secret/Sensitive Compartmented Information (TS/SCI). Contractor shall provide personnel with clearances commensurate with the DD 254, Department of Defense Contract Security Classification Specification.
4.2. ACCESS TO GOVERNMENT PROPERTY AND FACILITIES: The contractor will be allowed unescorted access to the Hartinger building and other Government buildings on Peterson AFB, 460 SW at Buckley AFB, and other sites consistent with task requirements. Access to Government facilities, documents and systems shall be in accordance with the DD254, Department of Defense Contract Security Classification Specification.
4.3. TRAVEL: Travel is required to a variety of destinations in the performance of the SOW requirements. Task performance will also require local travel between Peterson AFB, Schriever AFB and Colorado Springs.

4.5. PLACE of Performance: Work will primarily be performed in the Hartinger building at Peterson AFB, CO.
4.6. HOURS OF WORK: The contractor shall provide coverage at the specified government site during the following hours: 0730-1630, Monday through Friday. Military exercises may require hours of work be adjusted accordingly.
