STATEMENT OF WORK
FOR
SPACE-BASED ENVIRONMENTAL MONITORING
ANALYTICAL SUPPORT SERVICES
FOR
HQ AFSPC/A3FW

1.0 DESCRIPTION OF SERVICES:
1.1 Organization Being Supported. HQ AFSPC/A3FW

1.1.1 Mission. Air and Space Weather Operations Branch (A3FW). Interface with HQ USAF, Air Force Weather Agency (AFWA) and other MAJCOMs on Air Force Weather (AFW) issues, weather operations policy, guidance, procedures, inspection guides, and readiness issues. Primary AFSPC POC for DMSP. Interagency liaison for weather programs. Defense Meteorological Satellite Program (DMSP) and weather Concept of Operations (CONOPS) and Operations Performance Guides (OPG). Collect and advocate weather AFSPC requirements and AFSPC requirements for AF standard weather systems (as OCR for A4). Interface for operational DMSP satellite issues; coordination on DMSP launch actions. AFSPC/IG augmentation and Air Force Weather Standardization and Evaluation Program visits.
1.2 Overview of Services Required. This contract is for technical expertise in Space-based Environmental Monitoring (EM) to include DMSP, National Polar-orbiting Operational Environmental Satellite System (NPOESS), Meteorological Operational satellite program (MetOp), NPOESS Preparatory Project (NPP), Television InfraRed Observation Satellites (TIROS), Geostationary Operational Environmental Satellites (GOES), Polar-orbiting Environmental Satellites (POES), Geodetic Satellites, Geostationary Meteorological Satellites (GMS), INSAT Geostationary Multipurpose Satellites, Advanced Composition Explorer (ACE) Satellite, and the Solar and Heliospheric Observatory (SOHO). The contractor shall provide A3FW with analytical and programming recommendations for government decision making on concepts of operations, daily operations, launch and acquisition of future systems and management of the DMSP Operations and Maintenance (O&M) budget. The EM community includes Headquarters Air Force Weather Agency (HQ AFWA), DMSP System Program Office (SPO), National Oceanic and Atmospheric Administration (NOAA), NPOESS Integrated Program Office (IPO), 14 AF, Headquarters U.S. Strategic Command (HQ USSTRATCOM), Headquarters U.S. Air Force Director of Weather (HQ USAF/XOO-W), 6th Satellite Operations Squadron (6 SOPS).
1.3 Specific Requirements. Contractor shall provide EM services to Headquarters, Air Force Space Command (HQ AFSPC)
1.3.1 Environmental Monitoring. (15% of overall task effort) Contractor shall provide analyses and resolution of existing and potential EM concerns.
1.3.1.1 The contractor shall participate as the subject matter expert in weekly stakeholder meetings regarding DMSP, NPOESS, GOES, POES, MetOp, and NPP. Security classification of these meetings is up to TS/SCI. (CDRL-0006) The contractor shall participate in analyses of existing and potential EM concerns (such as sustainment, service life extension, funding, sensor operations and orbit population) that are addressed in these meetings and provide recommendations to A3FW and stakeholder community for resolution of impacts.
1.3.1.2 Deliverable(s). CDRL-0006
1.3.2 Satellite Operations Support. (15% of overall task effort) The contractor shall participate as the subject matter expert (SME) in daily DMSP, NPOESS, and stakeholder dialogue with security classification up to TS/SCI. (CDRL-0006) The contractor shall participate in analyses of existing and potential DMSP and NPOESS concerns (such as sustainment, daily sensor management and calibration issues, developing alternatives to on-orbit anomalies, CONOPS refinement, and identifying constellation risks) that are addressed in these meetings, and provide recommendations to A3FW and stakeholder community for resolution of impacts on HQ AFSPC/A3.
1.3.2.1 Deliverable(s). CDRL-0006
1.3.3. Budget Support. (20% of overall task effort) The Contractor shall participate in the analyses and resolution of existing and potential DMSP and NPOESS budget concerns.
1.3.3.1 The contractor shall provide analytical data inputs to A3FW for AFPSC’s DMSP Operations and Maintenance (O&M) budget, Financial Plans (FinPlans), Spending Plans (SpendPlans), and Budget Execution Reviews (BERs) to support government decision makers and the Air Staff.
1.3.3.2 The contractor shall recommend to A3FW appropriate expenditure and transfer of money to support DMSP O&M using the Military Interdepartmental Purchase Request (MIPR) program.
1.3.3.3 The contractor shall gather and analyze inputs for resource adjustments to A3FW programs in the Planning Programming Budgeting and Execution (PPBE) to include Program Objective Memorandum (POM), Budget Estimate Submission (BE), Presidents Budget (PB), Budget Change Proposal (BCP), Program Change Proposal (PCP) and other exercises for submission to A3.
1.3.3.4 The contractor shall provide input to budget drills using the Automated Budget Interactive Data Environment System (ABIDES) and past execution data. The contractor shall analyze funding profiles for past, present and future trends, and shall provide operational impacts to A3FW.
1.3.3.5 The contractor shall use government provided Air Force Accounting Systems (such as Commander’s Resource Integration System (CRIS), Automated Business Services System (ABSS), and Resource Allocation Programming Information Decision System (RAPIDS); and demonstrate knowledge of Micro-based Budget Automated System (MICROBAS) and Obligation Adjustment Reporting System (OARS)), to recommend accounting and finance impacts to A3FW.
1.3.4 Program Strategy. (15% of overall task effort)
1.3.4.1 The contractor shall provide recommendations (such as manning, financial planning, operational performance, operational locations) to A3FW for establishing an operating strategy for 6th Space Operations Squadron (6 SOPS) at Schriever AFB, CO, the National Satellite Operations Facility (NSOF) in Suitland, MD, the System Program Office (SPO) at SMC, and the NPOESS Integrated Program Office (IPO) at Suitland MD.
1.3.5 Operations Interface. (20% of overall task effort)
1.3.5.1 The contractor shall act as A3FW liaison with appropriate offices in Headquarters Air Force Weather Agency (HQ AFWA), DMSP System Program Office (SPO), National Oceanic and Atmospheric Administration (NOAA), NPOESS Integrated Program Office (IPO), 14 AF, Headquarters U.S. Strategic Command (HQ USSTRATCOM), Headquarters U.S. Air Force Director of Weather (HQ USAF/XOO-W), 6 SOPS, and other headquarters functional managers, for the purpose of participating in the analyses and resolution of potential DMSP and NPOESS interface concerns.
1.3.6. NPOESS Architecture Development. (15% of overall task effort)
1.3.6.1 The contractor shall provide weekly recommendations to A3FW on status of NOAA and Headquarters Air Force Reserve Command (HQ AFRC) requirements for the future architecture of NPOESS.
1.3.6.2 The contractor shall coordinate with NPOESS SMEs/contacts at IPO, 6 SOPS, and HQ AFSPC and identify possible options to resolve DMSP/NPOESS transition issues/concerns as they arise.
1.3.6.3 The contractor shall identify constellation impacts and recommend resolutions to A3FW regarding existing and potential DMSP/NPOESS issues.

3.0 Government Furnished Property and Resources.
3.1 Government Furnished Property.
3.1.1 Facilities, Supplies, and Services. AFSPC/A3FW (currently in the Hartinger Building) shall provide the up to two workspaces for this task, to include a computer connected to Frontrange-2K or designee, Secret Internet Protocol Router network (SIPRNET) access, and use of telephones, printers, and fax machine. SIPRNET is not required at the contractor facility. Additional workstations if required will be provided by the contractor at the contractor facility.
3.2 Materials and Other Direct Costs (ODCs). The Quality Assurance Evaluator (QAE) shall approve all contractor purchases costing less than $500. Any item exceeding this dollar threshold will require approval of the Contracting Officer prior to purchase.
4.0 General Information.
4.1 Security. Access to SCI is required for this task order.
4.2 Access to Government Property and Facilities. The contractor will be allowed unescorted access to Government buildings on Peterson AFB and at 6 SOPS on Schriever AFB consistent with task order requirements. The government will not reimburse travel within a 50 mile radius of Peterson AFB.
4.3 Services During Crisis. The performance of these services is non-mission essential during times of crisis. Should a crisis be declared, the Contracting Officer or their representative will verbally advise the contractor if temporary suspension of work is required, followed by a written notification. A representative of the contracting officer will further notify the contractor verbally when the crisis has ended with written notification to follow. Any price changes resulting from this crisis will be negotiated in accordance with FAR clauses for “Changes”.
4.4 Travel. Local travel within 50 mile radius of Colorado Springs is not included in travel table. Estimated travel required to support this task order (travel days not included):
