1.0 DESCRIPTION OF SERVICES: Headquarters Air Force Space Command (HQ AFSPC), Directorate of Requirements (DR), Deterrence and Strike Division (DRM) requires non-personal technical, system analysis, programmatic, and analytical support.

1.1.2 MISSION: HQ AFSPC/DRM is the focal point for the definition, development, and advocacy of future space force mission needs to meet Air Force, USSTRATCOM, DoD and national objectives. Provides Command Leads to manage user involvement in the requirements generation and acquisition processes for future space force applications concepts addressing nuclear and conventional strike. Monitors Air Force Materiel Command (AFMC) and Space and Missile Center (SMC) research and development efforts for ballistic missile systems and components and technology development efforts associated with future space force applications. Actively participates in acquisition planning for development of future nuclear and conventional missile systems. Assesses the impact of the future threat, technology, funding, and current arms control treaties on the acquisition processes and warfighters needs.

1.2 OVERVIEW OF SERVICES REQUIRED: HQ Air Force Space Command (HQ AFSPC), Force Applications Division (DRM) requires technical, system analysis, programmatic and analytical support. This includes pre-systems acquisition planning, analyses, trade studies, problem resolution and associated systems engineering support tasks necessary to potentially develop, produce, deploy, operate, maintain security, and test and evaluate missiles, command control communications, basing, reentry and launch vehicle systems and technology.

1.2.1 HQ AFSPC/DRM requires the contractor provide a broad range of technical assistance, acquisition planning, quick response research, special studies and software development support to help the customer fully use the latest improvements in information technology. Furthermore, this task order shall include weapon system test and decision analysis, counter-proliferation support and analysis, resource allocation analysis and development, acquisition planning and technical information systems. The contractor shall coordinate with other Air Force agencies, Services (i.e., Army and Navy) and Joint offices.

1.2.2 The contractor shall provide HQ AFSPC/DRM programmatic support and engineering analyses. The contractor shall provide assistance to develop operating concepts for future space force applications systems. The contractor shall provide support for short-notice taskings. They shall conduct research to support development of AFSPC/DRM inputs to other MAJCOMs, AF, Joint and National agencies. The contractor shall provide support for evaluation of automated modeling and simulation tools. The contractor shall provide support to analyze future AFSPC missions and future plans to support development of future operations requirements, test plans, analyses, reports and concepts for future systems applications.

1.3 SPECIFIC REQUIREMENTS: The contractor shall provide HQ AFSPC/DRM programmatic support to include PPBES products to optimize decision making during Planning, Programming, Budgeting, and Execution System (PPBES) exercises. These exercises result in recommendations for the draft DRM Program Objective Memorandum (POM) input for the Directorate of Requirements (DR). The contractor shall use current PPBES software tools and adapt to future PPBES software tools. The contractor shall provide inputs to AF and national policy issues as well as support for short notice taskings. Integration of these inputs provide a method to assess future Deterrence and Strike Program needs. The contractor shall conduct research to support AFSPC inputs to other MAJCOMs, AF, joint, and national agencies. The contractor shall take into account other MAJCOM missions and the ramifications of AFSPC support missions to other MAJCOMs while supporting HQ AFSPC/DRM. The contractor shall provide technical advice, analytical reports, test planning, cost and feasibility analyses, and decision support computer modeling.

1.3.1 REQUIREMENT 1: Programmatic Support, Engineering Analysis, and Liaison

1.3.1.1 The contractor shall provide programmatic support to include products to optimize decision making during planning, programming, budgeting, and execution system (PPBES) exercises. The contractor shall use current PPBES software tools [Resource Allocation and Programming Information Decision System (RAPIDS), Automated Budget Interactive Data Environment System (ABIDES), Windows Based Budget Automated System (WINBAS), Automated Business Services System (ABSS), etc.] and adapt to future PPBES software tools. The contractor shall assist in funds tracking and other required documentation to make PPBES inputs to Department of Defense (DoD) and Congressional processes.

1.3.1.2 The contractor shall provide support to develop studies, reports, and concepts and assist in development of operational documentation and databases required for programmatic inputs. The contractor shall assist in analyzing operational requirements of the warfighting commands [e.g., United States Strategic Command (USSTRATCOM)], as outlined in their integrated priority lists (IPLs) and other documents, to integrate those needs into AFSPC programmatic processes.

1.3.1.3 The contractor shall interface with appropriate DoD agencies, Air Staff, and the System Program Office. The contractor shall provide analysis of various DoD agencies and contractor inputs and proposals utilizing specialized software briefings to other MAJCOM, AF, joint and national agencies.

1.3.1.4 The contractor shall assist with vulnerability assessment, force structure monitoring/reporting to DoD agencies, costing, system integration, development of training criteria, development of operational procedures, and development of operational processes pertaining to the above programs and any future HQ AFSPC/DRM programs or mission areas.

1.3.1.5 The contractor shall analyze acquisition plans to support Milestone decisions, mission area plans, resource allocation plans and cost analysis to support potential requirement decisions relating to future nuclear and conventional systems (e.g., propulsion, guidance, reentry vehicle, command and control, ground systems, etc) and future systems/modifications.

1.3.1.6 The contractor shall evaluate proposed 526th ICBM Systems Wing design solutions and cost estimates relative to adequacy, requirements support, and warfighter impact throughout the lifecycle of the weapon system. The contractor shall provide analysis to include technical merit, potential alternatives, and recommendations. The contractor shall provide technical advice in support of potential sustainment and/or retirement of nuclear and conventional systems.

This requirement comprises approximately 60% of the total task effort.

1.3.2 REQUIREMENT 2: Operational Requirements Development, Testing and Analysis:

The contractor shall provide technical analyses and software tools to assist in analyses and decision support for assigned missions. The contractor shall analyze present and future AFSPC missions and plans to support development of operations requirements, test plans, analyses, reports, and concepts for current and future system applications. The contractor shall assist in the preparation, review, and comment on Concepts of Operations (CONOPS), Initial Capability Documents (ICDs), Capability Development Documents (CDDs) and Capability Production Documents (CPDs), and other requirements process documents related to HQ AFSPC/DRM missions. The contractor shall develop and support briefings to other MAJCOMs, AF, joint, and national agencies. MAJCOM briefings are estimated approximately four times per year; AF level briefings occur approximately 9-12 times per year; Joint and National briefings are estimated approximately 6-8 times per year.

This requirement comprises approximately 15% of the total task effort.

1.3.3 REQUIREMENT 3: Cost Analysis Support.

1.3.3.1 The contractor shall assist in the development and formulation of cost documents and assist AFSPC coordination efforts with appropriate Air Staff agencies.

1.3.3.2 The contractor shall analyze potential requirements, funding profiles, acquisition strategy, and acquisition documents associated with future propulsion, guidance, reentry vehicle applications, ground equipment, command centers, and current/future air platforms to support Milestone decisions.

1.3.3.3 The contractor shall analyze future operational requirements of the warfighting commands (e.g., USSTRATCOM and USSPACECOM), as outlined in their Integrated Priority Lists and other documents, to effectively integrate those needs into the pre-systems acquisition planning for future nuclear and conventional systems.

This requirement comprises approximately 10% of the total task effort.

1.3.4 REQUIREMENT 4: Quick Reaction Research and Support

The contractor shall provide quick reaction technical and analytical support to conventional and nuclear systems programs and the programmatic processes associated with these programs. The contractor shall conduct research on specific issues to assist in the development of AFSPC acquisition inputs to other MAJCOM, AF, Joint and National agencies.

This requirement comprises approximately 10% of the total task effort.

1.3.5 REQUIREMENT 5: Information Technology Support (ITS)

1.3.5.1 The contractor shall provide analysis into the acquisition planning process and information technology tools to support cost analysis, decision support and program management of future nuclear and conventional Force Applications missions. The contractor shall assist with all phases of Space Force Applications.

1.3.5.2 The contractor shall provide HQ AFSPC/DRM with information technology tools to aid the acquisition decision-making process. The contractor shall produce and maintain project management databases and process flow diagrams on HQ AFSPC/DRM initiatives

This requirement comprises approximately 5% of the total task effort.

1.4

DELIVERABLES:

The Monthly Status Report shall contain a narrative description of the work accomplished during the previous month or specified period of performance. The report shall contain a listing of items purchased using government funds and identify any significant accomplishments and/or problems. In addition, the Monthly Status Report shall list the cumulative labor hour/category and associated funding remaining on the Task Order as well as the funds expended during the respective period of performance by labor hour/category. Contractor receives no more than two (2) formal customer complaints/contract discrepancy reports per year. The contractor successfully resolves customer complaints within ten (10) calendar days of receipt, 100% of the time.

GOVERNMENT FURNISHED PROPERTY AND RESOURCES

3.1 GOVERNMENT FURNISHED PROPERTY: None?

3.2

GOVERNMENT FURNISHED RESOURCES

3.2.1 FACILITIES, SUPPLIES, AND SERVICES.

HQ AFSPC shall provide work space in the Hartinger Building, working supplies, furniture and access to business telephones (Defense Switched Network, Secure Telecommunications Service), copy, and facsimile (for business purposes only). The Government also supplies computer resources (including software programs) and facilities, and computer time as required. Additionally, the Government provides the contractor with an email account on the Government Local Area Networks (NIPRNET/SIPRNET) so the contractor is integrated into AFSPC for access to Government and professional documentation and forms and reference material; access to program/contractor web-based databases and to support program management and coordination.

3.2.2 INFORMATION SOURCES. AFSPC/DRM personnel will be available for technical exchanges with the Contractor and will provide technical input, answer questions, review/approve completed work, and provide feedback regarding Contractor efforts. The Quality Assurance Evaluator is the primary source of technical guidance for this SOW.

3.2.3 DOCUMENTATION. The Contractor will be provided access to relevant studies, briefings, long range planning, mission area plans, requirements, acquisition, and budget documents. All materials will remain the property of the Government and will be returned upon request or at the end of the task order period of performance. Additionally, the Government has unlimited rights to all products delivered under this SOW. The Government shall retain custody and shall have exclusive control in the distribution of all deliverables.

3.2.4 TRAINING. Contractor shall be eligible to attend government-sponsored and government-provided training to maintain proficiency in software, administrative procedures or other areas, at no cost to the government. Contractor shall be eligible to attend contractor-provided and/or third party off-site seminars and classes, at no cost to the government.

4.0

GENERAL INFORMATION

4.1 ACCESS TO GOVERNMENT PROPERTY AND FACILITIES. The Contractor will be allowed unescorted access to Government buildings on Peterson AFB and other sites consistent with task requirements. Access to Government facilities, documents, and systems shall be in accordance with Basic Award DD-254.
