HEADQUARTERS AIR FORCE SPACE COMMAND
NUCLEAR & HELICOPTER OPERATIONS DIVISION (A3)
TECHNICAL AND SUPPORT REQUIREMENTS
FOR THE
INTERCONTINENTAL BALLISTIC MISSILE (ICBM)

1.0 DESCRIPTION OF SERVICES:
Provide non-personal technical, system analysis, programmatic and analytical support to the Headquarters, Air Force Space Command (HQ AFSPC), Directorate of Air and Space Operations (A3), ICBM and Helicopter Operations Division (A3N), Nuclear Operations and Future Concepts Branch (A3NO) in support of current operations. Supported activities serve as the basis for a variety of planning, acquisition and operational functions including, but not limited to, review of Analyses of Alternatives (AoAs), the AFSPC Integrated Planning Process (IPP), Information Technology Support, Planning, Programming and Budget Execution (PPBE), and the Air Force Capabilities Review and Risk Assessment (CRRA) process.
1.1 ORGANIZATION BEING SUPPORTED:

1.1.1 MISSION: Provide policy, guidance, and resources to AFSPC Nuclear and Helicopter Operations Division. HQ AFSPC/A3NO is the focal point to: develop policy, concepts, and procedures for the ICBM Crew Force; develop policy and guidance for ICBM codes systems; ensure fiscal resources are appropriately dispersed to meet mission requirements; integrate new sub-systems/modifications into operational ICBM systems; develop policy and guidance for ICBM facility managers and chiefs; and be the command lead for modifications/upgrades to current ICBM Command, Control and Communications (C3) systems.
1.2 OVERVIEW OF SERVICES REQUIRED
A3NO requires management support for special studies, operations, document review, and fiscal planning and execution surveillance. The contractor will interface on operational matters at the classified level with Air Staff, 20 AF, AFSPC Directorates and 2 letters, AFSPC operational and test units, and the 526th ICBM Systems Wing. Documentation and presentation support for ICBM related AFSPC/A3NO assigned staff work is required.
1.3 Specific Requirements
1.3.1 REQUIREMENT 1: Special Studies and Operational Support. This requirement comprises approximately 50% of the total task effort.
1.3.1.1 The contractor shall provide technical expertise to support modifications and upgrades to current and planned ICBM C3 systems. With respect to these modification and upgrades, the contractor shall assist A3NO in vulnerability assessments, force structure monitoring and reporting, costing, systems integration, the development of operational processes, procedures, and training criteria for modifications/upgrades to current and planned ICBM C3 systems.
1.3.1.2 Current activities requiring technical expertise support include: Nuclear Weapons Systems Safety Group (NWSSG), Nuclear Surety Working Group, Targeting Materials Working Group, Minuteman Modernization Programs, Safety Enhanced Reentry Vehicle, Rapid Execution and Combat Targeting (REACT) Service Life Extension Program (RSLEP), Status of Resources and Training System (SORTS), ICBM Cryptographic Upgrade (ICU), current and planned ICBM Communication Systems, Emergency Action Message Certification, ICBM Systems Certification and Accreditation, Environmental Control System Replacement Program, ICBM Security Modernization Program, Air Force Space Command Automated Information Systems (AFAIS) Program, Flexible OPLAN 8044 Concept, Console Operating Program, Higher Authority Communications/Rapid Message Processing Element (HAC/RMPE) and Missile Procedures Trainer/Minuteman Enhanced Procedures software and hardware deficiencies documentation and disposition, 564th Missile Squadron (564 MS) deactivation and disposition, ICBM Security Forces, ICBM Planning Factors, and NetLink.
1.3.1.3 The contractor shall assist in providing technical support to A3NO and assist in the advocation of the approved A3N position at meetings and conferences for ICBM related issues. Meetings include technical interchange meetings (TIM), program management reviews (PMR), telecons, and action officer (AO) level working group meetings. Meetings will be classified up to the Top Secret/ Nuclear Command and Control – Extremely Sensitive Information (TS/NC2-ESI) level. TIMs and PMRs may include up to 40 people. The contractor shall provide either a trip report (CDRL 0006) or meeting minutes (CDRL 0009) to A3NO for approval.
1.3.1.4 The contractor shall organize bi-annual TIMs for the HAC/RMPE program to include developing the agenda (CDRL 0004) and publishing minutes (CDRL 0009). The contractor shall draft and present the A3NO approved briefings (CDRL 0008), consolidate other organizations’ briefings and provide all presentation materials to conference attendees. The TIMs are held in various locations, including Peterson AFB, Offutt AFB, and Hill AFB. Meetings last up to three days, are classified up to TS/NC2-ESI, and consist of 30-40 attendees.
1.3.1.5 DELIVERABLES:

1.3.2 REQUIREMENT 2: Review Documents. This requirement comprises approximately 5% of the total task effort.
1.3.2.1 The contractor shall review up to 12 documents per month submitted to A3N for review and/or coordination, to assist in drafting the division’s position, to advocate that the A3N approved position be accurately reflected in the documents or to assess the impact of outside agency policy on A3N operations. Such documents include AF-Level Concepts of Operations (CONOPS), AFSPC functional and enabling concepts where AFSPC/A3N is not the Office of Primary Responsibility (OPR), financial planning documents, and documentation related to special studies and activities.
1.3.3 REQUIREMENT 3: Fiscal planning and execution surveillance. This requirement comprises approximately 45% of the total task effort.
1.3.3.1 The contractor shall gather and analyze inputs for resource adjustments during the course of PPBE activities to include Execution Year, Execution Planning, Program Objective Memorandum (POM), Alternate POM (APOM), Strategic Planning, and related budget drills and tasks.
1.3.3.2 The contractor shall assist A3N in using the Air Force accounting systems to include Commander’s Resource Integration System (CRIS), Automated Business Services System (ABSS), Resource Allocation Programming Information Decision System (RAPIDS), Automated Budget Interactive Data Environment System (ABIDES), and Defense Travel System (DTS) in the course of fiscal planning and execution surveillance.
1.3.3.3 The contractor shall assist A3N in reviewing obligations and expenditures, updating forecasts, preparing reports on the status and availability of funds, and justifying and prioritizing unfunded requirements. The contractor shall assist in the validation of obligations and expenditures. The contractor shall assist A3N in monitoring the allocation of centrally managed funds assigned to the Program Elements. Additionally, the contractor shall assist A3NO in advocating for additional funds to support unfunded requirements.
1.3.3.4 The contractor shall assist A3N in analyzing budgetary relationships and developing approaches to accommodate actions under conditions of short and rapid-changing programs and budgetary deadlines.
1.3.3.5 The contractor shall continuously assess impacts to the A3N Program Elements. The contractor shall interface with Air Staff, 20 AF, AFSPC Directorates and 2 letters, AFSPC Operational and Test Units, and the 526th ICBM Systems Wing to ensure timely and accurate information is relayed to and from A3N.

3.0 Government Furnished Property and RESOURCES:
3.1 FACILITIES, SUPPLIES, AND SERVICES: AFSPC/A3N shall furnish a maximum of two (2) workspaces in the Hartinger building on Peterson AFB, desk space, chairs, computers connected to 21 NET, Secret Internet Protocol Router network (SIPRNET) access, use of approved security containers, telephones, copier and fax machines.
3.2 INFORMATION SOURCES: Government personnel shall be available for technical exchanges with the contractor. Government personnel shall provide technical input, answer questions, review and accept completed work, and provide feedback regarding contractor efforts. The QAE is the primary source of technical guidance for this SOW.
3.3 GOVERNMENT FURNISHED INFORMATION: The Contractor will be provided access to relevant studies, briefings, long range planning, mission area plans, requirements, acquisition and budget documents. All materials will remain the property of the Government and will be returned upon request or at the end of the task order period of performance. Additionally, the Government has unlimited rights to all products delivered under this SOW. The Government shall retain custody and shall have exclusive control in the distribution of all deliverables.
3.4 MATERIALS AND OTHER DIRECT COSTS (ODCs): The Quality Assurance Evaluator (QAE) shall approve all contractor purchases costing less than $500. Any item exceeding this dollar threshold will require approval of the Contracting Officer prior to purchase.
4.0 GENERAL INFORMATION
4.1 SECURITY. Provisions outlined in the basic DD 254 apply to this task order. Access to TS/NC2-ESI is required. A maximum of two billets are available.
4.2 ACCESS TO GOVERNMENT PROPERTY AND FACILITIES: The contractor shall be allowed unescorted access to AFSPC Building 1 (Hartinger Building) on Peterson AFB.
4.3 TRAVEL. The following trips are estimated to support this task. Task performance shall also require local travel (within 50 miles of Peterson AFB CO). These trips do not include travel time.

4.4 Services During Crisis. The performance of these services is non-mission essential during times of crisis. Should a crisis be declared, the Contracting Officer or their representative will verbally advise the contractor if temporary suspension of work is required, followed by a written notification. The Contracting Officer or QAE, a representative of the contracting officer, will further notify the contractor verbally when the crisis has ended with written notification to follow. Any price changes resulting from a crisis will be negotiated in accordance with FAR clauses for “Changes”.
