STATEMENT OF WORK

FOR

NET-CENTRIC INTEGRATION AND TECHNICAL ENGINEERING SUPPORT

FOR

HQ AFSPC/A6II and HQ AFSPC/A5X 19 June 2007

1.1

ORGANIZATIONS BEING SUPPORTED:

1.1.1

MISSION:

a) HQ AFSPC/A6II’s mission is to provide the vision and execution process for enterprise and infostructure architecture integration and net-centric transformation. HQ AFSPC/A6II manages the oversight and implementation of the Architecture Campaign Plan (ACP). This entails active collaboration with a wide range of organizations, including those listed below, to identify and address integration issues and opportunities within AFSPC.

1.1.2 The mission of the Headquarters Air Force Space Command Directorate of Plans and Requirements (HQ AFSPC/A5) includes development, documentation, coordination, and approval of requirements for DoD space, space launch, and missile systems. A5X requires system engineering support to ensure net centric processes and future technologies are integrated into programs and to ensure new programs being developed within product centers meet AFSPC net-centric intent within the scope of the Joint Capability Integration and Development System (JCIDS), National Security Space Acquisition Policy 03-01, the DoD 5000 series regulations, Air Force Instruction 10‑601 and associated Planning, Programming, Budgeting and Execution (PPBE) processes Work performed by the contractor under this task order is intended to support a broad range of technical, engineering, operational, sustainment, training, and management functions pertaining to providing the guidance and tools necessary to bring the AFSPC into technical and architectural compliance with net-centric operations.

AFSPC systems play an essential role in today’s Air Force. Without properly integrated space systems, the Air Force Enterprise Architecture will not support the Air Force vision for architectures in the net-centric environment. The enterprise architecture describes how an organization performs its work using people, processes, data and technology. That enterprise architecture helps build a blueprint for improving the efficiency and effectiveness of the organization and making the transition to net-centric operations.

1.2 This contract consists of two annexes:

a) Annex A: Net-Centric Integration & Technical Engineering Support

b) Annex B: Enterprise Architecture Support

ANNEX A: NET-CENTRIC INTEGRATION AND TECHNICAL ENGINEERING SUPPORT

1.2 OVERVIEW OF SERVICES REQUIRED: This contract is for non-personal services to provide technical and engineering support to the Plans and Requirements Division (HQ AFSPC/A5X), and to support HQ AFSPC/A6II requirements for integration and interoperability activities focused on:

(a) Execution of the AFSPC Net-Centric Transition Plan

(b) Execution of Net-Centric Governance

1.2.1 This task supports the AFSPC Net-Centric (NC) Transition Plan and integration efforts to implement the follow-on to the AFSPC Net-Centric (NC) Integration Pathfinder. Work executed under the Pathfinder effort produced the initial AFSPC Net-Centric Tool Set and associated processes required to complete the assessment and identify courses of action to support a system’s net-centric transition. The AFSPC Net-Centric Tool Set is comprised of the AFSPC Net-Centric Checklist, the Mission Effectiveness Model, Net-Centric Course of Action (COA) Menu and the Enterprise Linkage List. This effort involves execution of this process as outlined in the AFSPC Net-Centric Transition Plan for all remaining AFSPC systems, fine tuning of the NC Tool Set, developing the required training to ensure successful execution of this process and developing net-centric engineering reference models to provide guidance options to AFSPC mission and support system developers.

1.2.2 The Department of Defense (DoD) Chief Information Officer (CIO) called for a strategy to move the department as a whole toward net-centric operations. To implement this mandate, AFSPC established its net-centric transformation process, which is documented through the AFSPC Net-Centric Transition Plan. Beginning with its involvement in the Command and Control (C2) Space Situation Awareness (SSA) Community of Interest (COI), AFSPC looked at its mission systems and the challenges involved with net-centric transformation. AFSPC began by focusing on current net-centric efforts that address command priorities - supporting the Combatant Commander (COCOM), Numbered Air Forces (NAF), and the Wings. Through the use of architectures, net-centric integration, and their associated efficiencies, AFSPC will be better able to support planning and programming as well as the analysis of capabilities, effects, systems, and technology to bring space capabilities to the warfighter.

1.2.3 The AFSPC approach to net-centricity focuses on the data, as well as the IT infrastructure and services necessary to support sharing and visibility of that data. Inherent in operating in a net-centric environment is complete situational awareness of the AFSPC IT infrastructure and the impact of dynamic network disruptions and degradations on operational missions. In addition to developing the IT infrastructure backbone necessary to support net-centric transformation for AFSPC, the AFSPC Net-Centric Transition Plan will introduce net-centric concepts to AFSPC personnel and organizations, support development of a formal governance process, and engineer the net-centric implementation requirements for incorporation in AFSPC systems/programs

1.2.4 The JCIDS process addresses interoperability and information sharing needs for system exchange of information with other systems. The Net Ready Key Performance Parameter (NR-KPP) is a mandatory element of operational requirements documents. The NR-KPP is a success factor in capabilities-based acquisition and the DoD's ability to field effective systems to the warfighter. The DoD and the AF need a repeatable, structured method of measuring net-centricity and relating those measures to combat capabilities.

1.2.5 The NR-KPP assesses net readiness; information assurance requirements; both the technical exchange of information and the end-to-end operational effectiveness for that exchange. The NR-KPP consists of measurable and testable characteristics/performance metrics required for timely, accurate and complete exchange and use of information.

1.2.6 Additionally, AFSPC/A5X is the command’s lead for Capability Review and Risk Assessment (CRRA) requires technical and engineering support with specific expertise to understand a variety of space systems and the ability to transcribe technical requirements into actions. In this role, it is essential to have acquisition knowledge to better understand the requirements needed to both improve capabilities and assess the risks to existing programs. This includes but is not limited to fiscal, mission capabilities, schedule, and compatibility. The annual review by higher headquarters requires an understanding of all AFSPC systems and how we can mitigate risk through technology improvements or techniques, tactics and procedures.

1.3

SPECIFIC REQUIREMENTS:

1.3.1

REQUIREMENT: PROGRAM SUPPORT

1.3.1.1 The contractor shall develop, maintain and deliver a program master schedule for all projects within this task order. The program master schedule, in contractor format, shall show as a minimum the dates for major project milestones such as equipment deliveries, costs, tests, completion, etc. The contractor shall provide the technical and functional activities required to integrate the tasks within this SOW and the AFSPC Net-Centric Transition Plan and provide monthly updates on progress. The contractor shall appoint a lead or the principal point of interface with the government.

1.3.2 REQUIREMENT: NET-CENTRIC ASSESSMENTS

1.3.2.1 The AFSPC/A6II QAE will identify a prioritized list of which mission systems the contractor shall execute a net-centric assessment against in coordination with the system Subject Matter Experts (SMEs). Based on the prioritized list the contractor shall execute net-centric assessments, using the components of the AFSPC Net-Centric Tool Set, against all AFSPC systems that were not assessed (approximately 100) under the original Pathfinder contract effort.

1.3.2.2. The contractor shall provide an engineering assessment report (hardcopy and electronically) to AFSPC/A6II for each AFSPC mission system assessed. The assessment report shall include the original checklist, results of the assessment, evaluation of the system’s current net-centric status, mission effectiveness measures and recommended COAs.

1.3.2.3 The contractor shall incorporate net-centric assessment results into the AFSPC Enterprise Architecture baseline and processes to support NC metrics tracking.

1.3.2.4 The contractor shall develop a quarterly report on lessons learned as they apply to each phase of the assessment process or to the components of the AFSPC Net-Centric Tool Set (defined in paragraph 1.) over the course of each assessment. The contractor shall recommend updates to any of the components of the AFSPC Net-Centric Tool Set or processes based on those lessons learned. The contractor shall implement and deliver quarterly updates to any process or component of the AFSPC Net-Centric Tool Set approved by AFSPC/A6II.

1.3.3

REQUIREMENT: WARFIGHTING INTEGRATION ASSESSMENTS

1.3.3.1 The contractor shall provide up to four (4) warfighting integration assessments using DoD Architecture Framework products and NC assessment results to include the mission impacts or changes to any part of the AFSPC Enterprise Architecture mission capabilities as well as integration with evolved integrated Command process. The contractor shall, within the current net-centric environment, identify and report on underlying dependences between the enterprise parts which are crucial to training, equipping, organizing and operational decision making.

1.3.4

REQUIREMENT: NET-CENTRIC FLIGHT TESTS

1.3.4.1 The contractor shall produce up to (6) net-centric architecture flight tests to support warfighter integration analysis. The contractor shall provide these flight tests in accordance with DoDAF, OV-6C (Operational Event – Trace Description). Each OV-6C will be delivered to A6II within 30 days after project is assigned. NC flights tests provides a structured mechanism using existing venues (i.e., Schriever War Games, Joint Expeditionary Force Experiment, Analysis of Alternatives, etc.) to perform horizontal trade-offs in response to internal or external triggers (i.e., Program Objective Memorandum drills, funding cuts, mission changes, real-world events, etc.).

1.3.4.2 Deliverables (Requirement 1.3.4):

1.3.5

REQUIREMENT: NET-CENTRIC TRAINING AND EDUCATION

1.3.5.1 The contractor shall develop and implement a multi-level net-centric training program for AFSPC. The program shall include developing and incorporating existing on-line documentation as well as course material. Material shall target two audiences, executive level and action officer level and apply across the different AFSPC organizations involved in assessing and implementing net-centric tenets. The contractor shall develop a course outline and presentation materials for the executive level and action officer level courses. The contractor shall develop supporting material, including identifying applicable references published by other organizations and post on the AFSPC Architecture & Net-Centric Integration Community of Practice (CoP) on Air Force Knowledge Now (AFKN).

1.3.5.2 The contractor shall present approved AFSPC net-centric training courses at government or contractor facilities up to eight times per year (four each for the executive and action officer level courses).

1.3.6

REQUIREMENT: NET-CENTRIC CONCEPT DEVELOPMENT ENVIRONMENT (CDE)

1.3.6.1 The contractor shall develop the concept of operations (CONOPS), engineering models and techniques required to test and validate net-centric concepts and COAs in a government provided laboratory environment. The contractor shall develop a CONOPS describing how real world net-centric checklist assessment results will be used in conjunction with a case study to evaluate COAs potential net-centric mission effectiveness improvement.

1.3.6.2 The contractor shall develop a list of case studies from past and current activities that would be candidates for evaluation in the CDE. At least one case study shall investigate integration of net-centric technologies with system development products and activities. The contractor shall work with SMEs from all AFSPC Directorates to develop or identify case studies.

1.3.6.3 Based on the list of case study candidates the contractor shall use the lab environment to develop engineering models to support the evaluation of real world net-centric assessment checklist data. The contractor shall develop an engineering assessment report format for use with each case study evaluated in the CDE. The assessment and report shall include at a minimum: input data, anticipated results, actual results, evaluation of deviations from expected and actual, and recommendations based on these findings. The contractor shall conduct testing and evaluation of up to five case studies in the CDE.

1.3.6.4 Deliverables (Requirement 1.3.6):

1.3.7 REQUIREMENT: NET-CENTRIC ARCHITECTURE REFERENCE MODEL

1.3.7.1 The contractor shall develop and execute net-centric architecture reference models that enable programs/systems to document and assess concepts, requirements and solutions. The purpose of the models is to provide AFSPC programs/systems a consistent reference for net-centric implementation. Products for the reference model shall be built and maintained using Telelogic System Architect Enterprise Modeling Tool, Version 9.1.4.0 or higher, and Microsoft Office Products. The contractor shall deliver architecture views to AFSPC/A6II for review and approval.

1.3.8 REQUIREMENT: INFORMATION ASSURANCE AND NET-CENTRIC PROCESS INTEGRATION

1.3.8.1 The contractor shall work with AFSPC/A6II, AFSPC, Air Force and DoD SMEs to assess the feasibility and value added of correlating the DoD 8500.2 Information Assurance controls with the different levels of compliance identified in the Information Assurance portion of the AFSPC Net-Centric Assessment Checklist. The contractor shall provide a recommended course of action based on these findings to AFSPC/A6II for review and approval. The contactor shall modify the AFSPC Net-Centric Assessment Checklist or the assessment process based on these recommendations.

1.3.9 REQUIREMENT: NET-CENTRIC GUIDANCE AND POLICY

1.3.9.1 The contractor shall support AFSPC/A6II in developing guidance and policy to ensure current AFSPC systems successfully transition to net-centric operations and new AFSPC systems are “born net-centric.” The contractor shall review existing AFSPC guidance and policy documents, approximately 50 per year, to determine where information regarding the transition to, or implementation of, net-centric operations should be inserted. The contractor shall develop additional guidance or policy documents, approximately 5 per year, required by AFSPC/A6II to ensure successful transition to net-centric operations for the entire command.

1.3.10 REQUIREMENT: ESTABLISH PARTNERSHIPS AND OUTREACH

1.3.10.1 The contractor shall support AFSPC/A6II in partnering with government groups (i.e. Pentagon, DoD, AF, STRATCOM) and industry consortiums (Net-Centric Operations Industry Consortium (NCOIC)) to share information and to gather lessons learned and best practices to benefit the AFSPC Net-Centric program. The contractor shall identify to AFSPC/A6II government and industry opportunities for partnering. The contactor shall receive written approval from AFSPC/A6II, or the appropriate AFSPC organization, before presenting or releasing any data outside AFSPC. The contractor shall provide to AFSPC/A6II any related information, including lessons learned and best practices, obtained through association with government or industry groups. The contractor shall also provide any releaseability information (e.g., Company Proprietary or Limited Release to non-US citizens) related to the information to AFSPC/A6II.

1.3.11 REQUIREMENT: QUICK REACTION TASKING

1.3.11.1 The contractor shall provide quick response deliverables on additional or quick response taskings in support of AFSPC/A6II’s net-centric integration efforts. This may require the preparation of technical, procedural, conceptual and information papers with minimal notice. Additionally, the contractor may be required to provide technical services in the form of working groups, meeting or conference attendance. Approximately 3-5 times a month.

1.3.12 REQUIREMENT: CONFIGURATION MANAGEMENT

1.3.12.1 The contractor shall implement a configuration control process for the AFSPC Net-Centric Tool Set, assessment process, training materials, CDE CONOPS, system and case study lists, engineering models and the case study report format.

1.3.13 REQUIREMENT: TECHNICAL ANALYSIS AND REVIEW

1.3.13.1 The contractor shall conduct up to 150 technical analysis and review of products, documents and briefings related to architectures and net-centric operations annually. Documents and architectures include:

(a) Information Support Plans (ISP)

(b) Initial Capability Documents (ICD)

(c) Capability Design Documents (CDD)

(d) Capability Production Documents (CPD)

(e) DoD, Air Force, United States Strategic Command (USSTRATCOM) and

AFSPC Instructions and Guidance

(f) DoD Architecture Framework (DoDAF) and Non-DoDAF Architecture Products

(g) Net Centric Operations and Warfare (NCOW) Architecture

(h) Concept of Operations (CONOP)

1.3.14

REQUIREMENT: AFSPC ARCHITECTURE AND NET-CENTRIC INTEGRATION WEBSITE MAINTENANCE

1.3.14.1 The contractor shall maintain current content and update or replace content on the AFSPC Architecture & Net-Centric Integration Community of Practice (CoP) on Air Force Knowledge Now (AFKN) to include posting all papers/reports drafted under other CDRLs on this task order.

1.3.15

REQUIREMENT: MEETING SUPPORT

1.3.15.1 The contractor shall provide technical and administrative support (agendas, action items, briefings, recommendations, minutes and conference logistics) for recurring meetings (AFSPC Chief Information Officer (CIO) Integrated Product Team (IPT) meetings) and other meetings related to net-centric integration. The contractor shall also be responsible for building the necessary staff coordination packages. Contractor shall support approximately 2 meetings or conferences per month.

1.3.16

REQUIREMENT: STATUS REPORTING

1.3.16.1 The contractor shall submit Weekly Activity Reports (WAR) to AFSPC/A6II. In addition to a summary of activities, issues and high interest items across the period, the WAR shall include a summary of the net-centric assessments completed or underway, as required. The contractor shall participate in AFSPC/A6II weekly integration meeting on the day and at the location specified by AFSPC/A6II.

1.3.17 REQUIREMENT 17: NET-READINESS

1.3.17.1 The contractor shall assist A5X to ensure AFSPC net centric tenets are included within AFSPC/A5 programs and continue to evaluate concepts and programs within product centers for net-centricity, supporting the DoD and the AF desire for a repeatable, structured method of measuring net-centricity and relating those measures to combat capabilities.

1.3.17.2 The contractor shall interface with product centers. The contractor shall evaluate space systems for technical architecture DoDAF compliance, identify shortfalls and mitigate solutions to ensure AFSPC/A5 programs meet architecture compliance.

1.3.17.3 The contractor shall provide electronic monthly activity reports on net-readiness and DoDAF compliance for A5 programs.

1.3.18 REQUIREMENT: SPACE TEST PLANNING

1.3.18.1 The contractor shall ensure Space Test Plan (STP) engineering results are transcribed into AFSPC/A5 programs of record.

1.3.18.2 The contractor shall scrutinize DoD acquisition and systems engineering capabilities to recommend and design strategies to increase effectiveness and productivity of acquisition processes.

1.3.18.3 The contractor shall attend Space Test Program (STP) discussions/meetings; analyze the engineering aspects discussed within experiments; and provide technical concerns to A5X via e-mail or verbal recommendation.

1.3.18.4 The contractor shall provide electronic quarterly activity reports on STP program for A5.

1.3.19 REQUIREMENT: CMMI/CRRA

1.3.19.1 The contractor shall integrate scientific, development engineering, Capabilities Maturity Model Integration (CMMI) and requirements engineering efforts to enhance development and exploitation of space capabilities. The contractor shall help ensure all scientific, developmental standards (CMMI), and requirements are viewed with a thorough "System Engineering" view. The contractor shall provide electronic activity reports on recommendations for process improvements.

1.3.19.2 The contractor shall assess impact and risks to existing programs during CRRA reviews and provide A5X the recommended approach. The contractor shall identify vulnerabilities, gaps, overlaps and tie together programs and requirements during capability risk assessment. The contractor shall provide Strategic Planning assumptions/issues and incorporate same into long term Science and Technology (S&T) opportunities in assessments. (CDRL 0037)

3.0

GOVERNMENT FURNISHED PROPERTY AND RESOURCES.

3.1 GOVERNMENT FURNISHED PROPERTY (GFP): No Government furnished property will be provided.

3.2

GOVERNMENT FURNISHED RESOURCES

3.2.1 FACILITIES, SUPPLIES, AND SERVICES: AFSPC/A6II and A5X will provide up to two work station in the Hartinger building on Peterson AFB. The work station includes desk space, chairs, computers connected to 21 NET, Secret Internet Protocol Router network (SIPRNET) access, use of telephones, copier and fax machines.

3.2.2 GOVERNMENT FURNISHED INFORMATION: Copies of reference materials cited in this SOW will be provided to the contractor. HQ AFSPC/A6II and A5X government, FFRDC and other contractor support personnel will be available for technical exchange with the contractor. The QAE is the primary source of technical guidance for this SOW.

4.0 GENERAL INFORMATION.

4.1 SECURITY: Provisions outlined in the basic DD 254 apply to this task order. Portions of the work will require limited access to TS-SCI: approximately 5% associated with A6II’s requirement in 1.3.2, and approximately 50% of A5X’s requirements 1.3.17, 1.3.18 and 1.3.19. The offeror shall ensure personnel with commensurate security clearances are available to address these activities.

4.2 ACCESS TO GOVERNMENT PROPERTY AND FACILITIES: The contractor shall be allowed unescorted access to Government buildings on Peterson AFB and other sites consistent with the requirements of this Task Order. Access to Government facilities, documents, and systems shall be in accordance with the attached DD Form 254.

4.3 TRAVEL: All travel to fulfill the tasks in this SOW shall be performed with the prior approval of the QAE and costs will be reimbursed in accordance with Federal Acquisition Regulation (FAR) Part 31. Local travel within 50 mile radius of Colorado Springs is not included in travel table.

Travel. Any travel required to fulfill the tasks in this PWS shall be performed with the prior approval of the QAE in accordance with Federal Acquisition Regulation (FAR) Part 31. The Contractor shall be responsible for making travel arrangements for their personnel, including air travel, car rental, lodging and subsistence. Contractor employees may be required to travel to various locations within the continental United States (CONUS) and outside the continental United States (OCONUS) in performance of task orders. Estimated travel requirements are included below. All contractor travel shall be approved by the Government prior to departure. Any travel required shall be performed in accordance with FAR 31.205-46, Travel Costs.

1.3.1.3.2. Passports, Visas, Customs, and Travel. All contractor employees are subject to customs, processing procedures, laws, agreements, and duties of the country to which they are traveling and procedures, laws, and duties of the United States upon re-entry. The Government will supply the Contractor with letters of travel when necessary to travel by Military Airlift.

4.4. PRODUCT OWNERSHIP: All products produced by the Contractor in the performance of this SOW are the property of the government.

4.5. PROPRIETARY DATA: The Contractor shall request government approval prior to the use of any proprietary data or software tools to fulfill the requirements of this SOW.

4.6 SERVICES DURING CRISIS. The performance of these services is non-mission essential during times of crisis. Should a crisis be declared, the Contracting Officer or their representative will verbally advise the contractor if temporary suspension of work is required, followed by a written notification. A representative of the contracting officer will further notify the contractor verbally when the crisis has ended with written notification to follow. Any price changes resulting from this crisis will be negotiated in accordance with FAR clauses for “Changes”.

4.1. Supervision of Employees

The Government shall not supervise or otherwise direct contractor employees. The Contractor shall not supervise or otherwise direct government employees, nor shall the Contractor supervise employees of other contractors outside the Contractors’ own subcontracting/teaming arrangements.

4.2. Contractor Identification

All N2A2S contractor personnel shall be required to wear company identification badges so as to distinguish themselves from government employees. These badges must be visible at all times when working with government personnel. When conversing with government personnel during business meetings, over the telephone or via electronic mail, support contractor personnel shall identify themselves as such to avoid any perception that they may be government employees and to avoid situations arising where sensitive topics might be better discussed solely between government employees. Electronic mail signature blocks shall identify contractor/company affiliation. Documents or reports produced by contractors shall be suitably marked as contractor products or contractor participation appropriately disclosed. Contractor personnel occupying collocated space in a government facility shall identify their workspace area with their name and company/contractor affiliation.

4.4.

Place of Performance

AFSPC/A3FS will furnish up to two workspaces in the Hartinger building on Peterson AFB, to include desk space, chairs, computers connected to 21 NET, Secret Internet Protocol Router network (SIPRNET) access, use of telephones, copier, fax machines and additional media storage. Any other contractor personnel shall work at contractor facilities.

4.5.

Duty Hours

When working on government sites, the government’s normal duty hours are 0730-1630, Monday through Friday, unless otherwise specified in individual task orders. Circumstances may require the Contractor to provide services after normal duty hours.

4.6.

4.7. Security Requirements.

All contractor personnel shall hold a SECRET clearance or higher. Some task orders may require security classifications up to and including TOP SECRET SCI. Additionally, contractor personnel shall possess appropriate security clearances as prescribed in individual task orders as of the task order start date. For positions requiring additional SCI clearance, contractors shall provide cleared individuals eligible for SCI at task order start. The Contractor will be given access to applicable documentation to include requirements, plans, specifications, studies, and analyses up to and including TOP SECRET SCI classification as required by individual task

ANNEX B: ENTERPRISE ARCHITECTURE SUPPORT

1.0 DESCRIPTION OF SERVICES. This contract is for non-personal services to support HQ AFSPC/A6II requirements for Enterprise Architecture integration and interoperability activities focused on AFSPC Enterprise Architecture (EA) Integration Analysis; Development and Sustainment of AFSPC Enterprise Architecture and Information Technology (IT) Infrastructure Architecture; and Execution of Enterprise Architecture Governance.

This task supports continued execution of activities described in the AFSPC Architecture Campaign Plan (ACP), Version 2.1, 15 August 2005. Using architectures, AFSPC will be better able to support planning and programming, as well as, the analysis of capabilities, effects, systems and technologies to bring net-centric space capabilities to the warfighter.

1.1.1 MISSION: HQ AFSPC/A6II’s mission is to provide the vision and execution process for enterprise and infostructure architecture integration and net-centric transformation. HQ AFSPC/A6II manages the oversight and implementation of the Architecture Campaign Plan (ACP). This entails active collaboration with a wide range of organizations to identify and address integration issues and opportunities within AFSPC. Those organizations include AFSPC Directorates, AFSPC Wings and Geographically Separated Units, Space and Missile Center (SMC), Electronic Systems Center (ESC), 526th ICBM Systems Wing and 526th Acquisition Group, Air Force Communications Agency (AFCA), United States Strategic Command (USSTRATCOM), Global Cyberspace Integration Center (GCIC) and Secretary of the Air Force for Warfighting Integration and Chief Information Officer (SAF/XC).

AFSPC systems play an essential role in today’s Air Force. Without properly integrated space systems, the Air Force Enterprise Architecture will not support the Air Force vision for architectures in the net-centric environment. The enterprise architecture describes how an organization performs its work using people, processes, data and technology. That enterprise architecture helps build a blueprint for improving the efficiency and effectiveness of the organization and making the transition to net-centric operations.

1.2 OVERVIEW OF SERVICES REQUIRED: Work performed under this task order is intended to support a broad range of technical, engineering, operational, sustainment, training, governance and assist A6II in providing guidance and tools necessary to support the AFSPC Enterprise Architecture.

1.3

HQ AFSPC/A6II SPECIFIC REQUIREMENTS:

1.3.1

REQUIREMENT: AFSPC ENTERPRISE ARCHITECTURE CAPABILITY INTEGRATION ANALYSIS

1.3.1.1 The contactor shall perform a capabilities assessment between the AFSPC Enterprise Architecture and up to twenty (20 per year) AFSPC mission systems. These assessments will be performed to ensure alignment of system capabilities to capabilities described in the AFSPC Functional Concept documents. The contactor shall provide a capabilities list for each system assessed.

1.3.1.2 The contractor shall use the capabilities assessments completed to update and deliver the AFSPC Enterprise Architecture Operational View 5 (OV-5 - Operational Activity Model) each quarter in accordance with the DoD Architecture Framework (DoDAF) Vol II, section 4.5, depicting the AFSPC capabilities satisfied by each system. The AFSPC Enterprise Architecture OV-5 shall be updated and maintained using Telelogic System Architect Enterprise Modeling Tool, Version 9.1.4.0 or higher.

1.3.1.3 During the system capability assessment, the contractor shall develop if new or update existing and deliver an Architecture Metadata Sheet for each system assessed. These metadata sheets are available on the A6II Architecting and Integration website.

1.3.1.4 During the system capability assessment, the contractor shall obtain a complete list of terms and definitions associated with each mission system assessed and ensure incorporation of the associated mission system terms into the AFSPC Command-Wide AV-2 Integrated Dictionary.

1.3.1.5 The contractor shall support HQ AFSPC/A6II to ensure the AFSPC architectures developed integrate with existing higher level architectures and support the certification process in accordance with AFI 33-401, Implementing AF Architectures section 2.7.

1.3.2 REQUIREMENT: AFSPC ENTERPRISE AND INFORMATION TECHNOLOGY (IT) INFRASTRUCTURE ARCHITECTURE DEVELOPMENT AND SUSTAINMENT

1.3.2.1 The contractor shall develop new, maintain or update existing AFSPC Enterprise and IT Infrastructure architecture products in accordance with the DoDAF and deliver them to A6II on a monthly basis. The contractor shall ensure these products support AFSPC certification of architectures IAW AFI 33-401, Implementing AF Architectures section 2.7. Typically two or three of the following products will be updated/maintained during the month: All View 1 (AV-1), AV-2 ((AFSPC) Command Wide Integrated Dictionary), OV-1 (Operational Concept Graphic), OV-2 (Operational Node Connectivity Description), OV-3 (Operational Information Exchange Reference), OV-4 (Organizational Relationships Chart), OV-5 (Operational Activity Model), System View 1 (SV-1 - Systems Interface Description) and the SV-2 (System Communications Description). These products are built in and will be maintained by the contractor in Telelogic System Architect Enterprise Modeling Tool, Version 9.1.4.0 or higher, or in Microsoft Office.

1.3.3

REQUIREMENT: ARCHITECTURE METRICS DEVELOPMENT AND TRACKING

1.3.3.1 The contractor shall assist A6II in establishing and tracking metrics to assess progress of AFSPC Enterprise Architecture activity against the milestones in the AFSPC Architecture Campaign Plan.

1.3.4 REQUIREMENT: ENTERPRISE ARCHITECTURE CASE STUDIES (10% of total task effort)

1.3.4.1 The contractor shall work with Subject Matter Experts (SMEs) from all AFSPC Directorates to identify and develop up to five (5) EA case studies per year to demonstrate the relevancy of EA within the AFSPC Corporate Process to aid AFSPC directorates in making informed corporate decisions (i.e. funding, requirements, capabilities). The case studies will highlight the successes or failures of past or current AFSPC programs and how EA supported key decisions to make it a success or how through the use of EA the result would’ve been better.

1.3.5 REQUIREMENT: EXECUTABLE AFSPC ENTERPRISE ARCHITECTURE

1.3.5.1 The contractor shall develop a concept, design and implementation plan for an executable database driven net-centric enterprise architecture model for AFSPC. This executable enterprise architecture shall support AFSPC decision processes and support certification of AFSPC architectures in compliance with AFI 33-401, Implementing AF Architectures section 2.7. This product will support the correlation of the available architecture data sources out there today, providing leadership a common picture and point to make informed decisions.

1.3.6

REQUIREMENT: EA TRAINING AND EDUCATION

1.3.6.1 The contractor shall develop and provide a multi-level Enterprise Architecture training program for AFSPC. A6II will approve the training program before any training occurs. The program shall include developing and defining on-line course material documentation. Material shall target two audiences, executive level and action officer level and apply across the different AFSPC organizations involved in the AFSPC corporate process. The contractor shall develop a course outline and presentation materials for the executive level and action officer level courses. The contractor shall present approved AFSPC EA training courses at government or contractor facilities up to eight times per year (four each for the executive and action officer level courses). The contractor shall develop supporting material, including identifying applicable references published by other organizations for posting on the AFSPC Architecture & Net-Centric Integration Community of Practice (CoP) on Air Force Knowledge Now (AFKN).

1.3.7 REQUIREMENT: AFSPC ENTERPRISE ARCHITECTURE GOVERNANCE SUPPORT

1.3.7.1 The contractor shall review, draft updates and maintain the AFSPC EA AFSPCI for A6II approval. This AFSPCI will implement and execute AFSPC governance for Enterprise Architecture in a net-centric environment. This AFSPCI supports AFSPC in certifying architectures in accordance with AFI 33-401, Implementing AF Architectures section 2.7. The contractor shall draft presentation material for approval and assist A6II in conducting meetings to certify architecture products.

1.3.7.2 The contractor shall maintain configuration control for architectures, architecture components and services on the AFSPC Component and Service Registry and the AFSPC portion of the Air Force Architecture Registry.

1.3.8 REQUIREMENT: ESTABLISH EA PARTNERSHIPS AND OUTREACH

1.3.8.1 The contractor shall support AFSPC/A6II in partnering with government groups (i.e. Pentagon, DoD, AF, STRATCOM) and industry consortiums (Net-Centric Operations Industry Consortium (NCOIC)) to share information and to gather lessons learned and best practices to benefit the AFSPC EA program. The contractor shall provide to AFSPC/A6II any related information, including lessons learned and best practices, obtained through association with government or industry groups. The contractor shall draft presentation briefings for partnering discussions to be approved by AFSPC/A6II.

1.3.8.2 The contractor shall identify government and industry opportunities for partnering to AFSPC/A6II for approval. The contactor shall receive written approval from AFSPC/A6II, or the appropriate AFSPC organization, before presenting or releasing any government data outside AFSPC. The contractor shall also provide any industry releasable information (e.g., Company Proprietary or Limited Release to non-US citizens) related to the information to AFSPC/A6II.

1.3.9 REQUIREMENT: EA QUICK REACTION TASKING

1.3.9.1 The contractor shall provide quick reaction and analytical support to AFSPC/A6II’s EA integration efforts. This may require the preparation of technical, procedural, conceptual and information papers with minimal notice. Additionally, the contractor may be required to provide technical services in the form of working groups, meeting or conference attendance. Approximately 2-3 times a month.

1.3.9.2 The contractor shall assist AFSPC/A6II in drafting and staffing packages, briefings, point/background/white papers, and electronic staffing (E-staffing) in response to internal MAJCOM taskings. Approximately 2-3 times a month.

1.3.11 REQUIREMENT: CONFIGURATION MANAGEMENT

1.3.11.1 The contractor shall implement a configuration control process for the AFSPC Enterprise Architecture, assessment process, and training materials.

1.3.12.1 The contractor shall provide technical meeting support (agendas, action items, briefings, recommendations, minutes and conference logistics) for AFSPC/A6II recurring meetings (AFSPC Chief Information Officer (CIO) Integrated Product Team (IPT) meetings, Air Force Network Operations (AFNetOps) IPT meeting and USSTRATCOM Architecture Working Group (AWG) meetings) and other meetings related to architecture and net-centric integration. Contractor shall assist in drafting and staffing packages. Contractor shall support approximately 2 meetings or conferences per month.

1.3.13

REQUIREMENT: STATUS REPORTING

1.3.13.1 Contractor shall develop a Weekly Activity Report WAR report to assist A6II in tracking tasks and activities to be reported to A6. In addition to a summary of activities, issues and high interest items across the period, the WAR shall include a summary of the net-centric assessments completed or underway. The contractor shall participate in AFSPC/A6II weekly integration meeting.

3.2.1 FACILITIES, SUPPLIES, AND SERVICES: AFSPC/A6II will provide up to one work station in the Hartinger building on Peterson AFB. The work station includes desk space, chairs, computers connected to 21 NET, Secret Internet Protocol Router network (SIPRNET) access, use of telephones, copier and fax machines. The contractor shall renew the AFSPC/A6II Telelogic SYSTEM ARCHITECTURE® Enterprise Architecture Modeling Tool licenses (2 standalone and the 4 seat network license).

3.2.2 GOVERNMENT FURNISHED INFORMATION: Copies of reference materials cited in this SOW will be provided to the contractor. HQ AFSPC/A6II government, FFRDC and other contractor support personnel will be available for technical exchange with the contractor. The QAE is the primary source of technical guidance for this SOW.

3.3 MATERIALS AND OTHER DIRECT COSTS (ODCs): Two items are required for the performance of this task order:

(a) Renew the AFSPC/A6II Telelogic SYSTEM ARCHITECT® Enterprise Architecture Modeling Tool licenses (2 standalone and the 4 seat network license);

(b) Purchase large plotter paper (2 rolls of 36” and 3 rolls of 24”) for AFSPC/A6II plotter.
