About this file
This file is a request for proposal negotiations letter from the Arizona Department of Health Services to Medical Imagery Solutions & Staffing regarding Registry Staffing Services for the Arizona State Hospital (RFP No. BPM006391). The department is requesting the contractor to provide Behavioral Health Technicians (BHTs) and Registered Nurses (RNs) on an as-needed basis to support hospital operations seven days a week. The hospital anticipates a primary need for approximately twenty registry BHTs per shift across all shifts. The original proposal response was due March 10, 2025, and the contractor has been given until 12:00 pm Arizona Time on Wednesday, May 7, 2025, to submit a revised proposal addressing the deficiencies identified in this negotiations letter.
The negotiations letter identifies significant gaps in the contractor's original proposal, including failure to specify the number of full-time and part-time employees available to support the contract, submission of individual staff references rather than registry staffing service references, omission of resumes for key administrative personnel, lack of job descriptions for BHT and RN positions, absence of past performance narratives addressing potential deficiencies, and failure to acknowledge or explain the method of approach for multiple sections of the solicitation requirements (Sections 4.1-4.23, 5.1-5.8, and 6.1-6.2). The contractor is instructed to clearly mark all changes and additions in red text when submitting the revised proposal. Upon receipt and review of the revised submission, the procurement process will advance to the Best and Final stage.
